Finally, to the people whom this research focuses on, thank you for opening your life to me, I hope I was able to tell your story, it was an honor to be trusted to try. iv ABSTRACT Mandated Anger Management from the Perspective of Violent Offenders by Cory Feldman Adviser: Ric Curtis Anger management is a mandated treatment for violent offenders (VOs) in Harlem, New York returning from prison under parole supervision. This dissertation asks VOs to describe their experiences with parole-mandated anger management (AM). The objectives of this research are to help illuminate the reasons why anger management is mandated for VOs and why, for some, mandated AM may be potentially harmful to their reintegration. To date, there have not been any studies exploring the role of AM for people on parole charged with violent offenses; the extant literature on AM provides neither formal evaluations nor long-term follow-up to indicate what the effect from AM is on the process of reintegration after prison. This research uses grounded theory methodology to question the assumptions underlying mandating anger management treatment for VOs. Semi-structured interviews with 26 VOs on parole in Harlem provide rich description of their experience in AM. Through the lens of symbolic interactionism, the qualitative data reveal that the majority of VOs did not report benefits from being mandated to AM and discussed profound needs that AM was unable to address. Notable findings include that participants’ level of anger and motivation for treatment were heterogeneous as were their self-reported anger and violence. VOs described justifications for continuing to use violence, in particular, self-defense and regulating an illegal economy. Rather than producing therapeutic outcomes, VOs describe AM as an extension of parole or a means of generating income for the agency providing services. The VOs explain why AM does not reduce violence or ease reintegration and that some participants may be better served by professional mental health services that address trauma recovery. VOs describe the ideal type of reentry intervention to reduce violence and propose services that connect VOs to mainstream activities like work and education as crucially important, along with opportunities to discuss strategies for overcoming the obstacles that reentry in itself presents. A final point is the role of assessment to determine the appropriate level and modality of care. All respondents described a general lack of specificity with their referral to AM despite the range of demographics. ISSN 0898-588X/13 doi:10.1017/S0898588X13000011 # Cambridge University Press 2013 The Carceral State and the Crucible of Black Politics: An Urban History of the Rockefeller Drug Laws1 Michael Javen Fortner, Rutgers University-Camden While scholars have illuminated the effects of mass incarceration, the origins of the criminal justice policies that produced these outcomes remain unclear. Many explanations obscure as much as they reveal—in great measure because they either ignore or minimize the consequences of crime. Emphasizing the exploitation of white fears, the construction of black criminality, or the political strategies of Republican political elites, prevailing theories ignore black crime victims. In order to excavate the historical roots of the modern carceral state, this study traces the development of New York State’s Rockefeller drug laws. Rather than beginning in Albany, this history focuses on Harlem, a community hit hardest by rising crime rates and drug addiction. Drawing upon a variety of primary sources, this study traces how African American activists framed and negotiated the incipient drug problem in their neighborhoods and interrogates the policy prescriptions they attached to indigenously con- structed frames. It describes how middle-class African Americans facing the material threats of crime and crime-related problems drew upon the moral content of indigenous class categories to understand these threats and develop policy prescriptions. It reveals how the black middle class shaped the development of this punitive policy and played a crucial role in the development of mass incarceration. After the Urban Crisis: New York and the Rise of Inequality by Themis Chronopoulos and Jonathan Soffer “I am Not Co-Op!” The Struggle over Middle-Class Housing in 1970s New York by Benjamin Holtzman In 1970s New York, some landlords and major real estate associations argued that New York could stem the exodus of middle-income residents by creating greater opportunities for homeownership in a city that had long been dominated overwhelmingly by renters. They proposed converting middle-income rental housing into cooperatives, a process that would also enable former landlords to profit handsomely. Tenants, however, widely rejected apartment ownership, preferring the security of rent-regulated housing. This article traces the ensuing struggles between tenants, the real estate industry, and city officials over the nature of moderate and middle-income housing in New York. The eventual success of the real estate industry enabled cooperative conversions to expand dramatically in the 1980s, but only by bargaining with tenants and activists, offering tenants non-eviction plans, and heavily discounted insider prices. Patrolmen and their superiors did not pay much attention to crime; instead they looked the other way, received payoffs from organized crime, performed haphazardly, and tolerated conditions that were unacceptable in a modern city with global ambitions. At the same time, patrolmen demanded deference and respect from African American civilians and routinely demeaned and brutalized individuals who appeared to be challenging their authority. The antagonism between African Americans and the New York Police Department (NYPD) intensified as local and national black freedom organizations paid more attention to police behavior and made police reform one of their main goals. Keywords black freedom movement, New York Police Department, police misconduct, urban governance, New York City Article In July of 1964, the first major uprising of the 1960s occurred in the African American neighbor- hoods of Harlem and Bedford-Stuyvesant in New York City. It grew out of a rally organized by the Congress of Racial Equality (CORE) in Harlem after a black junior high school student was shot and killed by a white police lieutenant in the Upper East Side. Protesters from the rally marched to the 28th precinct on West 123rd Street (Figure 1) and after police tried to push them to the sidewalk across the street they started chanting “Murder, murder, murder” and singing “We Shall Not Be Moved, Murphy [the police commissioner] is a bastard, he must be removed.”1 After arrests, scuffles, and a counteroffensive, the police managed to clear the street.
