The program, comprised of 17 projects, aims to expand the Port’s cargo capacity and handling, improve round-the-clock security and ease traffic congestion on city streets. Of those 17 projects, we are, perhaps, most excited about the construction of Main Street Terminal 1, which will replace three $1.4 B failed docks built in the 1950s. Upon completion in the fall of 2021, Main Street Terminal 1 will boast a 1,150 linear foot IS CONTRIBUTED TO THE TEXAS wharf with rail access, which will accommodate current customers and future growth. ECONOMY VIA RE-SPENDING According to a recent economic impact study, Main Street Terminal 1 is expected to increase general cargo handling capacity ECONOMIC AND LOCAL CONSUMPTION at the Port by 25 percent and will support approximately 3,158 direct, indirect, induced and related user jobs.

Through its continued successful public-private partnerships, the Port will soon see a new dock facility at its Orange County M O R E T H A N terminal. This new dock, capable of receiving Suezmax vessels, will greatly benefit the Port and our partners as we strive to meet the growing demand for liquid bulk cargo. In addition to a new terminal and dock coming online soon, the Port is restructuring its operations system, allowing customers 125 to work directly with the stevedore company of its choice for loading and unloading services. We believe this new program, COMPANIES DO which is effective Jan. 1, 2020, will enhance customer service and allow for additional revenue streams. He was elected president in 2018. A retired office services clerk for Ameripol Synpol Corp., Smith has lived most of his life in Beaumont. He is active in community affairs, including being a service officer for the Dorie E. Miller American Legion Post No. 817, a member of the NAACP, a Beaumont Main Street board member, a member of the City of Beaumont Adjustment Board, a member of the City of Beaumont Block Grant Committee, a trustee at Fellowship Missionary Baptist Church and a member of the Charlton-Pollard Alumni Association. Smith and his wife, LaRue, have one daughter.

LOUIS BROUSSARD Vice President Louis Broussard has served as a Port of Beaumont Commissioner since 2001. He was elected board vice president in 2019.

Broussard joined Beaumont Rice Mills in 1978 and has served as the company’s president since 1993. He is on the Rice Millers’ Association’s board of directors and is very active in the promotion of international rice trade. Additionally, Broussard is a member of the Board of Trustees of the Foreign Trade Zone of Southeast Texas, Inc.

A member of a pioneer Beaumont family, Broussard received a BBA degree from Lamar University in 1983.

GEORGINE GUILLORY Secretary-Treasurer

Georgine Guillory has served as a Port of Beaumont Commissioner since 2003. She was appointed secretary-treasurer in 2007. A lifelong resident of Beaumont, Guillory is employed as a Resource Coordinator with Catholic Charities of Southeast Texas and is very active in civic and community affairs. She serves on the Government Affairs committee of the Greater Beaumont Chamber of Commerce, the Lamar University Alumni Association board and the Julie Rogers Gift of Life Foundation board. Guillory is the founder of Pioneering Women, an organization honoring women in the for their professional, philanthropic and vocational contributions, and helps promising students pay for higher education. She also volunteers for the American Legion Post No. 817. Guillory is a graduate of Lamar University, a member of the 2000 class of Leadership Beaumont and the Texas Leadership Academy. She has been recognized by state and federal lawmakers, was named Woman of the Year by the National Association of University Women-Beaumont and was called a Most Influential Woman by 12News-KBMT in 2018. 6 PORT OF BEAUMONT BOARD OF COMMISSIONERS

PAT ANDERSON Commissioner

Pat Anderson was elected to the Port of Beaumont Board of Commissioners in 2013. Anderson is a sales executive for Becker Printing Company. He serves the community as a volunteer deputy sheriff for Jefferson County and is active in a number of civic and charitable organizations throughout Southeast Texas. Anderson serves on the Salvation Army advisory board, is a past president of the Rotary Club of Beaumont and is head of the club’s flag project. He is also a member of the Preservation Society’s board of directors. Anderson is an active member at North End Baptist Church, a lifetime member and past president of the Young Men’s Business League (YMBL), past president of the West End Optimist Club and past chairman of the American Cancer Society Cattle Baron’s Ball. Anderson has been named “Ambassador Emeritus” for the Greater Beaumont Chamber of Commerce and is a past board president. He also is a graduate of Leadership Beaumont, Leadership Southeast Texas and the FBI Citizens Academy. He holds a master peace officer certificate.

BILL DARLING Commissioner Bill Darling has represented Ward 1 as a Port of Beaumont Commissioner since 2015. Darling, a Beaumont native, is the Beaumont Market President for Hancock Whitney Bank. He has more than three decades of banking experience and holds a bachelor’s degree in finance from Lamar University. Active in the community, Darling serves on the board of Catholic Charities and is an advisory board member for Anayat House, a nonprofit organization providing overnight accommodations for family members of patients at Beaumont hospitals. Darling also serves as a civilian trustee for the Beaumont Firemen’s Relief and Retirement System. Darling and his wife Christine have three children, Emily Wilson (Brock), Will and John.

DAVID WILLARD Commissioner

Dr. David Willard was elected Port of Beaumont Commissioner At-Large in 2019. Willard has firm roots in Beaumont running five generations deep. As a community leader, he follows in the footsteps of family members, including his mother, longtime educator and civic advocate Pat Willard, and his father, civil rights crusader and criminal defense attorney Elmo R. Willard, III. Willard is a Morehouse College and Harvard educated, award-winning educator, author, and community servant. In his nearly 30-year career in education, he has worked in some of the nation’s finest schools and currently is Middle School Dean of Students at All Saints Episcopal School in Beaumont. Willard also serves on the CHRISTUS Southeast Texas Health System Regional Board and the CHRISTUS St. Elizabeth Advisory Board, among others.

Starting late 2019 and going through 2021, project cargo will move over the road and via ship or barge downriver, or in some cases upriver, to final destinations along the Sabine- Neches Waterway. In addition to the ExxonMobil BLADE project components that will move through the terminal, the Port of Beaumont is streamlining the process to bring in components needed for other local refinery expansions and new construction projects in other states. Transportation providers must also take into consideration consolidation points, import/export regulations and onsite delivery and installation requirements. PORT OF BEAUMONT 15 State of the Port

For the first time in the Port of Beaumont’s 103-year history, more than 6 million tons of cargo passed through the facility’s eight public terminals and operating revenues exceeded $25 million, shattering previously held tonnage and revenue records.

Starting in Fall 2019, the Port will be ramping up infrastructure, resiliency and security improvement projects that will help sustain the level of growth the Port has experienced over the last several years. Tonnage, or cargo volume, is up more than 78 percent and almost every cargo segment has seen double-digit growth year- over-year.

“This banner year is attributed to several things: a strong Port team, including commissioners and staff, a forward-thinking approach to infrastructure development, a favorable market and a commitment to being good stewards of public funds,” says Port Director Chris Fisher. “The Port of Beaumont has identified more than $600 million in projects that we are working toward completing as part of our Capital Improvement Program. Our top priorities have always been fiscal responsibility, job creation and economic growth, and we are proud to see our efforts paying off.”

In addition to the projects that will be funded by the Port and private partners, there are several in the pipeline that will be funded or partially funded by state and federal grants recently awarded to the Port of Beaumont over the last year.

A $719,941 grant from the Federal Emergency Management Agency’s (FEMA) Port Security Grant Program (PGSP) and a $1,072,260 grant from FEMA for shoreline repairs needed as a result of Tropical Storm Harvey will fund security and resiliency projects. The Port Security Grant will fund four projects that will improve safety and security at the Port of Beaumont, including construction of a new security control center, deployment of a new interoperable communication system, purchase of an emergency generator and purchase of software to maintain the Port’s security systems. The FEMA Harvey grant will fund a portion of the Port’s Shoreline Repair project.

And lastly, a $5 million Economic Development Administration grant awarded to the Port will go toward the first phase of a $79 million dock project that will increase cargo handling capacity by 25% and support approximately 3,000 additional direct, induced, indirect and related user jobs. The new terminal, along with the 17 projects that are included in the Port’s Capital Improvement Program, will support economic growth and job creation in the region and provide stakeholders along the waterway with added dock capacity needed to grow their operations. 16 PORT OF BEAUMONT BIGROLL BEAUFORT

In September 2019, the Port of Beaumont welcomed the BIGROLL BEAUFORT, which delivered four modules destined for Total Petrochemicals Port Arthur Refinery. At the time, there were more than $54 billion in announced and proposed projects along the Sabine-Neches Waterway, and these components are a piece of that economic puzzle. The M/V Grandis arrived at the Port of Beaumont, its first U.S. port of call, on May 3, 2019. The 659-foot long vessel is operated by the South Korean management team of Pan Ocean Shipping and flies under the Marshall Island flag. Captain Kyeongseob Kang and his 21 crew members successfully delivered 36,500 tons of eucalyptus wood pulp to the Port of Beaumont from the Port of Itaqui, a Brazilian port located in the city of São Luís, Maranhão. Port of Beaumont Director of Trade Development Ernest Bezdek presented Captain Kang with a Texas hard hat and Maiden Voyage plaque.

46 PORT OF BEAUMONT The Port of Beaumont announced the launch of Sea Scout Unit piloting a variety of vessels on the college’s state-of-the-art 1916 at the Sail Daze event in Port Arthur on April 27, 2019. For simulators. over 100 years, Sea Scouting has promoted better citizenship and improved members’ boating skills through instruction and practice in water safety; outdoor, social, and service experiences; and knowledge of maritime heritage, according to Boy Scouts of America.

“The Port of Beaumont is looking forward to chartering the new unit in an effort to bring awareness to the opportunities that exist in the maritime industry,” said Port Director Chris Fisher. “We hope to act as a resource to the students who participate and show them how important maritime-related activities are to our region.”

The new unit, supported by Three Rivers Council-Boy Scouts, is youth-led and adult-mentored. Participants, also called shipmates, lead the Sea Scout program. Elected youth leaders plan and conduct the program and adult leaders guide and support their efforts as they learn important leadership and life skills. As the shipmates gain experience, they will have the opportunity to contribute to the growth of the program. LSCO is just one of the local educational institutes offering maritime training to students.

The American Association of Port Authorities (AAPA) has developed a new professional certificate program, in conjunction with Lamar University’s Center for Advancement in Port Management. In recognition of his leadership and many contributions to the continued economic vitality of Southeast Texas, Jack Seeley, President of the Seafarers’ Center of Beaumont said he was pleased to award Congressman Randy Weber the 2019 Sabine-Neches Waterway Outstanding Service Award. This prestigious award is made in memory of Tom Jackson (1952-2005). Jackson was the general manager of the Jefferson County Waterway Navigation District, where he spearheaded efforts to deepen and widen the waterway system. He chaired the Sabine Neches Waterway Safety Council and served on several United States Coast Guard and United States Army Corps of Engineers committees. The award is presented to one individual annually for outstanding contributions and support for the local waterway system. Previous recipients include Henry Nix, Paul Beard, Captain Mark Taylor, Rep. Joe Deshotel, Senator Brandon Creighton and Jefferson County Judge Jeff Branick. Congressman Weber is a public servant, former small business owner and third generation Texan, representing the 14th District of Texas. He holds a key leadership role on the House Committee on Science, Space and Technology (SST), serving as the Ranking Member of the Subcommittee on Energy. Teacher Appreciation Day Port Maintenance Superintendent David Williams serves coffee to teachers at the Port’s annual Teacher Appreciation Breakfast at Charlton Pollard Elementary School. Each May, the Port hosts the breakfast to show its support and appreciation to teachers who have worked hard with community partners all year to accomplish the goals of the school.
