RE: Request to increase Recreation and Parks FY2019 expenditure budget due to Hurricane Irma damages

STATEMENT OF THE ISSUE: Hurricane Irma hit Glynn County on September 11, 2017. As a result of the storm, two courts (courts 5 & 6) and the fence surrounding the courts at Epworth Park received extensive damage from fallen trees and heavy wind. Removal of the trees that fell onto the courts took several months, as contractors were overburdened with the huge task of clearing roadways, neighborhoods, and other highly active areas of the County. Once these trees were removed, staff assessed the damage to the courts and notified County officials so this could be included in the scope of work report to FEMA. Staff developed specifications and obtained quotes to repair the damage. The lowest qualified bidder was Talbot Tennis with a quote of $8,000 to complete the repairs.

This information was submitted to the Finance Department. Staff received notification in August 2018 that we could move forward with the repairs. A purchase order to Talbot Tennis was issued in early September. The work was scheduled and completed in mid-September 2018.

Reimbursement has been requested from FEMA.

FULL REPAIR OF DOUBLE TENNIS COURTS Epworth Tennis Center

Scope of Work: The scope of work is to repair the damaged double tennis court to its original condition following the hurricane last fall. All the damaged areas (craters) will be cleaned out, filled in with an acrylic patch binder, scraped and sanded, and a coat of primer and two coats of colors will be applied over courts to get back to original standards.

All products manufactured by , and performed in compliance with the American Sports Builders Association tennis court specifications. • Remove net and net posts and set aside during the resurfacing process. • To assure surface adhesion, Pressure Wash court surface, removing stain, mildew & all loose surface material. • Clean all debris and loose materials from craters caused by tree damage on the asphalt of the tennis court. Apply acrylic patch binder into craters and allow it to harden. Smooth over areas so that asphalt has no ridges or inconsistencies. • Using Laykold patching mix, level to the extent possible all birdbaths on tennis court. (Standing water will be lessened 40-70% depending upon available surface drainage) • Apply acrylic resurfacer over entire tennis court. • Apply two applications of fortified Acrylic Colorcoat over entire court. • Paint tennis court lines with two coats of Laykold textured latex line paint. • Reinstall existing tennis nets and (newly painted) tennis net posts.

WHY TALBOT TENNIS: • Talbot Tennis utilizes Advanced Polymer’s Laykold acrylic paint, which is ISO9001 certified and is the surface of the Sony Ericsson Open in Key Biscayne Florida (also known as the 5th Major). • Unlike other companies, we do not charge a premium for the US open “Blue” acrylic paint. • Talbot Tennis offers a three year warranty against the re-occurrence of cracks with Riteway Crack Repair (additional cost). http://www.ritewaytennis.com/riteway.aspx • Talbot Tennis always applies an acrylic resurfacer (similar to a paint primer) to each resurfaced tennis court. We never use “asphalt emulsions” which is a much cheaper and inferior product.

COST: $8,000: PAYABLE: $1,500.00 deposit, remainder payable upon completion. Any balance over 30 days will have a 1.5% service charge applied per month on the outstanding balance, which is 18% annualized.

WARRANTY: The Laykold fortified system is guaranteed for a period of one year against: premature wear, discoloration, and defects in materials and workmanship. Talbot Tennis does not warranty cracks as they will reappear again despite resurfacing of the court. Talbot Tennis utilizes the highest quality crack filling techniques but cracks may reappear after freezing temperatures, an abundance of moisture, etc. As such, no warranty can be made against their reoccurrence unless Riteway Crack Repair system is used.
