Welcome to the City of Fremantle’s visual identity guidelines This guide has been designed to provide simple guidelines to assist and improve branding and communication both within and outside the organisation. Inside this guide, you will find information on the proper and consistent use of the City of Fremantle logo and coat of arms. It also includes other necessary information to ensure a clear, consistent and strong City of Fremantle image and message is being conveyed.

A policy has been adopted to ensure the logo and coat of arms are used correctly and effectively to ensure the identity of the City of Fremantle remains consistent. The identification of the wide range ofCity of Fremantle services, events, responsibilities, initiatives and assets will promote a greater awareness of what the City provides to residents, businesses and visitors.

All visual design work, corporate documents and promotional collateral for the City of Fremantle must comply with the relevant sections of the “accessible information” section of the State (Western Australian) Government “Access Guidelines for Information Services and Facilities (a guide to assist government, business and community groups to create as an accessible and inclusive community)”, the “Accessible Information: Policy and Guidelines for Local Government” and the Association for the Blind of WA (Inc) “General Guidelines for Accessible Print”.

4 The logo and coat of arms policy

Logo policy for City of Fremantle The City of Fremantle and its services, events, responsibilities, initiatives and assets should always be identified through the use of the correct logo. The logo must achieve consistent identification for theCity of Fremantle. The following guidelines explain which version of the logo to use.

The City of Fremantle logo should always include the wording “City of Fremantle” and be reproduced no smaller than the minimum size in the standard colour and appropriate form to suit the reproduction method used. Versions of the City of Fremantle logo can be obtained from the City’s intranet.

The City of Fremantle logo is a © copyright item. External use is only permitted upon application and approval by economic development and marketing under strict policy requirements (Operational Policy - OP18).

Coat of arms policy for City of Fremantle The coat of arms is to be used for official mayoral documents, elected member stationery and special documents including civic event invitations and international agreements. It is not envisaged that the coat of arms will be used by many within the organisation. If the coat of arms is required, contact economic development and marketing.

5 What is the City of Fremantle coat of arms?

The City of Fremantle Coat of Arms is the Armorial Bearings of the City of Fremantle - Granted by Letters Patent 20th April 1971.

The interpretation of the coat of arms Arms: The pile (or wedge shaped area) coloured silver with wavy blue lines alludes to the position of Fremantle at the mouth of a river. The black swan identifies the river as the Swan River, and at the same time symbolises Fremantle’s connection with Western Australia. The pile divides the remainder of the shield into two triangle areas, coloured green, which represent an open cape, or mantle. The tasselled cords are not joined, and the result is an heraldic pun, viz. A free mantle. Such arms are known in heraldry as ‘canting’ (or punning) arms.

Crest: The crest is reminiscent of the crest of the Fremantle family, except that the lion has become a sea lion and has exchanged his flag for a trident, thus echoing the emblem Fremantle has used for many years.

Supporters: The sea lions supporting anchors symbolise Fremantle’s connection with England and its maritime and naval interests. The sinister sea lion (i.e. the right hand one) has a naval crown around its neck. Naval crowns are used in the arms of distinguished sailors and naval towns of consequence. The gold buckles occur in the arms of the Stirling family and so commemorate Sir James Stirling, the first Governor of Western Australia. Two red lions occur in the arms of a family by the name of Samson; thus a happy allusion is obtained to the Fremantle family of Samson.

Motto: The motto, which is also that of the Fremantle family, is taken from an ancient Roman work of rhetoric. The original reads Nec prece nec pretio…a recta via deduci; Neither by entreaty nor by bribery…to be drawn from the right path.

The arms were designed by Conrad Swan, Esquire, Ph.D., M.A., York Herald of Arms.

Guidelines for when and where the City of Fremantle coat of arms can be used are on pages eight to ten.

6 What is the City of Fremantle logo?

The City of Fremantle logo has been designed as a reference or allusion to the original coat of arms.

The logo incorporates a stylised version of the sinister sea lion with the naval crown around its neck supporting the shield and holding a trident.

Three tiers of branding

First tier The Coat of Arms symbolises council/elected members for the City of Fremantle and must always be used where the mayor or councillors are associated with the event eg invitation, civic events.

If the Coat of Arms is used the City of Fremantle logo does not need to be used. This is the highest tier in the City’s logo hierarchy.

Second tier The City of Fremantle logo symbolises the organisation the City of Fremantle as distinct from its council/elected members. The logo must be used on ALL corporate communications, advertising, promotional material, initiatives, media releases, sponsorships, partnerships associated with City of Fremantle.

Third tier Business unit logo – The City’s logo must appear to the left or above the business unit name to communicate that it is a City of Fremantle owned service. Refer to examples on page 22-25 for more detail.

7 When to use the coat of arms

The coat of arms is the official identification symbol for the City of Fremantle (the principality) and will be used by council, the mayor and/or in conjunction with official civic events and/or documents.

CMYK printing This version is to be used for CMYK printing. No other version of the coat of arms may be used when CMYK printing is available.

Mono printing This version is to be used for mono (black and white) printing.

The coat of arms must always be printed on a white background. No other options are acceptable.

8 How to use the coat of arms

Scaling the size of the coat of arms The coat of arms may be re-sized as required, but must always be scaled in proportion. When importing the logo into a document or moving it within a document ensure that the logo remains at the correct height and width.

Minimum size of the coat of arms 16mm minimum The coat of arms may be reduced in size if height required. The minimum size is 14mm wide by 16mm high. It must not be used at a smaller size. 14mm minimum width

When the coat of arms appears without the City of Fremantle logo it must include with the words ”City of Fremantle” beneath it. The text must be laid out below the logo in the format shown.

CMYK printing This version is to be used for CMYK printing. No other version of the coat of arms may be used when CMYK printing is available.

Mono printing This version is to be used for mono (black and white) printing.

9 City of Fremantle logo

The City of Fremantle logo is available in a primary and secondary layout. It is also available in colour and mono (black and white).

The logo is available in the following file formats in Pantone/spot colour, CMYK and RGB: • eps • jpeg (jpg) • pdf

Usage: The above logo is the primary logo and should always be used where possible over the secondary logo layout. It can be used in either spot colour or CMYK.

Secondary logo - landscape 2 spot colours or CMYK

Usage: The above logo is the secondary logo in landscape format. It should be used when space or orientation does not permit the use of the primary logo.

The logo may be used on items where the area is restricted to a landscape format: such as signage; banners; and pens.

Secondary logo - portrait 2 spot colours or CMYK

Usage: The above logo is the secondary logo in portrait format. It should be used when space or orientation does not permit the use of the primary logo.

The logo is for use on items where the print area is restricted to a portrait format: such as signage; banners; and flags.

11 The logo colour palette

Colour printing The corporate colours shown here are for printing in 2 spot colour or CMYK. If only single spot colour printing is available the only colour used should be Pantone 654. The RGB reference is for web based design only.

12 Using the logo colour variations

For 2 spot colours or CMYK printing this logo should be used.

For single spot colour printing this logo should be used.

For mono (black and white) printing this logo should be used, e.g. for internal memos, bulk photocopied documents and newspaper advertising.

For mono printing where tints of black are not available this logo should be used.

Note: The above logo colour variations are available in the primary logo format and the secondary logo (landscape and portrait) format.

Under no circumstances should any other colour variations of the logo be used for printing onto a white background.

13 Using the logo on a coloured background

Spot colour & CMYK printing When printing onto a solid background colour of Pantone 654 or the CMYK equivalent, this logo should be used.

Single spot colour printing When printing onto a solid background colour of Pantone 654 or the CMYK equivalent, this logo should be used.

Mono printing When printing onto a solid black background in mono (black and white) this logo should be used, e.g. for internal memos, bulk photocopied documents and newspaper advertising.

Mono printing If the logo is to appear on a background that is a tint of black this logo should be used.

Note: The above logo colour variations are available in the primary logo format and the secondary logo (landscape and portrait) format.

Under no circumstances should any other colour variations of the logo be used when printing onto Pantone 654 or a black background. Note: Tints of black must not be used on a solid black background.

14 Using the logo on a coloured background

Spot colour & CMYK printing When printing onto a solid dark coloured background, other than Pantone 654 or black, the solid white logo must be used. No other colour variations are acceptable.

Spot colour & CMYK printing When printing onto a solid light coloured background the solid black logo must be used. No other colour variations are acceptable.

15 Using the logo symbol

The logo should not be used without the ‘City of Fremantle’. The only exception to this rule is if the logo symbol is used as a watermark.

When the logo symbol is used alone, such as when it is used as a watermark, stamp or design element, the sea lion MUST always face to the right hand side of the page.

Under no circumstances should the direction of the sea lion be changed.

When the logo symbol is used alone, on a coloured background, it should be printed in white.

When the logo symbol is used alone, on a Pantone 654 or CMYK equivalent background colour, it may be printed in white or a suitable tint of Pantone 654 or CMYK equivalent, as pictured.

16 Using the text version of the logo

If the text version of the City’s logo is required for a heading or title, away from the logo symbol, it should always appear on a single line in one of the following variations.

Spot colour printing or CMYK Either of these two versions may be used for spot colour or CMYK printing.

Single spot colour printing only One of these two versions may be used for single spot colour printing. They must not be used if more than one Pantone colour or CMYK printing is available.

Mono (black & white) printing One of these two versions should be used for mono printing. They must not be used if Pantone colours or CMYK printing is available.

This version is not acceptable.

17 Scaling the size of the logo

The logo may be re-sized as required, but it must always be scaled in proportion. When importing the logo into a document or moving it within a document ensure that the logo remains at the correct height and width, as pictured.

18 Minimum size of the logo

Minimum size - primary logo 14mm minimum The primary logo may be reduced in size height if required. The minimum size for the logo is 14mm wide by 14mm high. It should never be used at a smaller size than this. 14mm minimum width

If space is limited, use one of the secondary logos.

Minimum size - secondary logo The secondary logo (landscape) may be reduced in size if required. The minimum 8mm size for the logo is 32mm wide by 8mm minimum high. It must never be used at a smaller height size than this. 32mm minimum width

Minimum size - secondary logo The secondary logo (portrait) may be reduced in size if required. The minimum size for the logo is 8mm wide by 38mm 38mm minimum high. It must never be used at a smaller height size than this.

19 Using the logo for sponsorship

Sponsorship is defined as any cash or in kind assistance (officer time, administration, subsidy or waiving of fees) provided by the City of Fremantle to external organisations or events.

The City of Fremantle must be acknowledged for any sponsorship arrangements that are entered into. The most common form of acknowledgement is through the use of the City’s logo on any marketing collateral associated with the event/organisation. Permission to use the City’s logo is a delegated authority from council and rests with the manager economic development and marketing or the marketing coordinator. All requests for the logo must be made on the logo request form available on the City’s intranet.

If the City is the sole sponsor then the ‘sponsored by City of Fremantle’ logo must be used. The preferred form of recognition is to use the City of Fremantle logo and text as shown in example A below. However, where space is restricted the use of a single line of text is acceptable, as shown in example B.

If the City is one of a number of sponsors then the City’s primary logo can be used. The preferred form of recognition is to use the City of Fremantle primary logo and text as shown in example C. However, where space is restricted the use of the secondary logo (in landscape or portrait format) is acceptable, as shown in example D.

Major sponsorship arrangements or the assigning of naming rights in any circumstance must be negotiated in conjunction with the manager economic development and marketing.

20 Using the logo to support events or organisations

Support is defined as any assistance granted by the City to external organisations or events in a non tangible way. This could be the cross badging of an event that the City wishes to align itself with. These arrangements should be in line with the strategic direction of the City of Fremantle. Careful consideration should be given before entering into a support arrangement with a private or commercial enterprise to ensure the City is not seen to be endorsing a commercial business or individual.

For example: the economic development and marketing unit may agree to support a business event that is being organised by the Department of Commerce to educate business on changes to Australian Consumer Law. The City is not making any financial contribution or offering any in kind support but doing so would be in alignment with the business units goals. The City agrees to ‘cross badge’ the event to show its support.

The City of Fremantle must be acknowledged for any support arrangements that are entered into. 21 Business unit logos

As of 1 July 2011 individual business unit logos will be phased out. The logo and text layout shown below has been adopted and will replace any previous combination of the City’s logo with a business unit logo.

This format has been chosen to form a series of more uniform logos, to maintain the City’s brand consistency and to communicate more clearly that each business unit is a City owned service.

There are four logo options available for each business unit: A, B, C and D. These are shown below in mono and on the previous page in colour. Each option consists of the City of Fremantle logo followed by the business unit name. Each business unit logo is available in the following file formats:

The business unit logos may be reduced in size if required. The minimum size for each logo variation is indicated below. Only the height measurement is shown for the landscape versions and the width measurement for the portrait version. The other measurement for each logo is determined by these measurements due to the varying length of text for each business name. The logos should never be used at a smaller size than this.

27 What is the carbon neutral logo?

The City’s carbon neutral logo has been designed to reflect theCity of Fremantle’s commitment to renewable energy and carbon neutrality.

The logo uses the “we are” text to indicate that it is the City of Fremantle that is carbon neutral, rather than any particular event, material, brochure, product or specific service.

All City of Fremantle business units and services are encouraged to incorporate the logo in their promotional material wherever practicable and in conjunction with these guidelines. Care must be exercised to ensure that the ‘we are carbon neutral’ logo supports the City of Fremantle’s carbon neutral status and not that of Fremantle (the place) or any other organisation or event. The carbon neutral logo is not available for use by external services or organisations. The only exception is where the carbon neutral logo appears in conjunction with the City’s logo eg sponsorship arrangements.

For specific information about the City’s carbon neutral status contact the sustainability officer.

29 Where to position the carbon neutral logo

Marketing materials and stationery Where space permits City of Fremantle printed and digital materials should include the carbon neutral logo.

Logo positioning The preference is for the carbon neutral logo to sit at the bottom of the document, on the same page as the contact details. The carbon neutral logo should appear in the City’s corporate wave footer, or at the bottom of the page (see examples below and overleaf). The logo should neither dominate, nor take precedence over the City’s logo (or coat of arms). It should appear as a footnote.

In a document that contains more than one page the carbon neutral logo should appear on the back cover (see examples overleaf).

Priority should be given to the City’s logo (or coat of arms) and contact details. If space does not allow for inclusion of the carbon neutral logo, it may be omitted.

Business unit logos The above rules should also be applied when using the carbon neutral logo with the City’s business unit logos, i.e. the carbon neutral logo should appear in the City’s corporate wave footer, or at the bottom of the page, away from the business unit logo, (see example below).

Ownership The carbon neutral logo is owned by City of Fremantle and may not be used by third parties. It is solely for use by City of Fremantle, the City’s business units and the City’s wholly owned services.

32 Fonts

For documents produced by the graphic design panel The City of Fremantle’s corporate text font is Gill Sans. This font is available in light, regular and bold. Other versions of this font, such as condensed, should not be used.

For headings and sub-headings the font Museo can be used as an alternative to Gill Sans. The purpose of this is to create a point of difference between body text and titles/headings/pull quotes/etc. Museo must not be used for large volumes of text (body text).

The standard font and size for body text is Gill Sans Light at 12 point size, eg: This text is in Gill Sans Light at 12 point size

Alternatively Gill Sans Regular at 12 point size can also be used, eg: This text is in Gill Sans Regular at 12 point size

Gill Sans Bold should not be used for body text, except for where individual words need to be highlighted, however it may be used for headlines and titles. Gill Sans Italic (Light, Regular or Bold) must not be used under any circumstances, except for where individual words need to be emphasised. This is because italic lettering is difficult to read.

For documents produced in-house In circumstances where Gill Sans and Museo can not be used, i.e. when documents are produced in-house, the only other font that may be used is Arial Regular.

This text is in Arial Regular at 12 point size

Text should always be aligned to the left of the page and not justified to the margins.

33 Email footer - City of Fremantle generic

Email is a major form of communication for the City of Fremantle. All email correspondence must comply with these guidelines to ensure the City’s brand is consistent across all communication mediums.

Design and layout of email footers for the City of Fremantle email footers is managed by economic development and marketing. Technical aspects and set up is managed by information technology.

The City’s MS Powerpoint templates can be found on the City’s intranet. These templates are available for all City officers to use for presentations conducted on behalf of the City or its business units.

There are two standard templates available, one with cover images and one without. Both templates include an opening slide, a basic text slide and a closing slide.

How to address an envelope As well as maintaining a consistent form of letter writing, it is also important that envelopes are addressed consistently.

49 Terminology

Inconsistent terminology used by staff can cause confusion, therefore we recommend the following terms be used consistently. Refer to the editorial writing guide: writing standards for a full reference.

Use of the words ‘council’, ‘city’ and ‘City of Fremantle’ • The word ‘council’ should be used when reference is made to a decision taken at a council meeting or when a decision is referred to the council. • The word ‘city’ should be used when describing the area of the city. For example: “The festival banners will be displayed throughout the city”. • Verbally or in writing we should say: “ An officer will look into the matter”, rather than “The council will look into the matter”. • When you refer to the organisation use the phrase ‘City of Fremantle’ in the first sentence, and ‘City’ in subsequent sentences.

Use of words ‘mayor’, ‘councillors’ and ‘elected members’ • The word ‘mayor’ refers only to the mayor. It refers to either male or female mayor and is not gender specific. The correct way to address the mayor is either “The Mayor” or “Her/His Worship the Mayor”. • The word ‘councillors’ refers to all of the councillors, except the mayor. • The words ‘elected members’ refers to the mayor and all the councillors.

You should not use the words ‘mayor’ and ‘elected members’ together as this indicates the mayor twice.

Town Hall Centre The Town Hall Centre (or Admin Centre as it is often referred to) refers to the City of Fremantle’s administration building at 8 William Street, Fremantle. eg. The City of Fremantle is located at the Town Hall Centre.

Directorates and business units The City of Fremantle is divided into five directorates: • City management • Technical services • Planning and development services • Community development • Corporate services

These directorates are broken down further into business units. eg. information technology is a business unit within the directorate of corporate services.

A key component on the City of Fremantle Customer Service Charter is inclusiveness.
