Disaster Recovery Funding Arrangements Event – North & Far North Queensland Monsoon Trough, 25 January Disaster Recovery Funding Arrangements event – North & Far North Queensland Monsoon Trough, 25 January - 2 February 2019 The Disaster Recovery Funding Arrangements (DRFA) is a jointly funded program between the Australian Government and state and territory (state) governments, through which the Australian Government provides financial assistance to support state governments with disaster recovery costs. Assistance has been activated for the area formally defined as: “Communities within North and Far North Queensland affected by the monsoon trough and significant rainfall and flooding, 25 January - 2 February 2019”. The Emergency Hardship Assistance component of the PHAS commences on 1 February 2019. 3 The Personal Hardship Assistance Scheme (PHAS) and Essential Services Safety and Reconnection Scheme activation for Douglas is limited to the areas of Daintree, Upper Daintree, Lower Daintree, Stewart Creek Valley and Degarra. Emergency Hardship Assistance Grant – provides assistance as a contribution to support people directly impacted by an eligible disaster to meet their immediate essential needs for food, clothing, medical supplies or temporary accommodation. Essential Household Contents Grant – provides a contribution towards replacing or repairing essential household contents, such as beds, linen and whitegoods that have been lost or damaged by an eligible disaster. Structural Assistance Grant – provides a contribution towards repairs or replacement of a dwelling damaged by an eligible disaster, to return it to a safe, habitable and secure condition. Growth in the tourism sector is driving these strengthening house sale markets. Tourism is one of the largest contributors to Queensland’s gross state product (GSP). The rental markets throughout Queensland have been tightening, with the number of healthy markets falling as some move into the tight range. Caloundra was the tightest market in Queensland, with historic low vacancies of only 0.6 per cent. Property investors in regional Queensland continued dealing with weak conditions and high vacancy rates. The Strand is such an interesting place, And can be one that’s full of surprises, Folks jogging, running, perhaps walking the dog, And they come in all shapes and sizes. They come, no doubt, from varying occupations, Some blue collar, some white and many scholars, To enjoy The Strand, the boardwalk and Kissing Point, The Council has obviously spent millions of dollars. And the folk are mostly friendly, In that good old Australian way, With a passing smile or a nod of the head, Or a big grin and a big ‘gooday’!! And what a magnificent view for all, It sure gave us a thrill, The panoramic vision for all to see, From atop of Castle Hill. We come here each year from Tamworth, The cold winter at home is quite prolific, So we pack up and ‘escape’ to Townsville, Where the tropical winter is just terrific!! We settle in for winter, Enjoy the ‘comings and goings’ from the aerodrome, And simply live our lives in Townsville, Which has become our ‘home away from home’. So, if you want to have a nice winter, Then take my advice, old mate, You’d better head for Townsville, The winter climate there is great!! The purpose of this letter is to notify the Department of changes to the Black-throated Finch Management Plan (the Plan) prescribed by Condition 1 of the Approval. In accordance with Condition 9 of the Approval, the approved plan has been revised and a copy of the revised plan is enclosed herein. The revised plan will now be implemented as at the date of this notice. Amendments to the plan were made in Section 6, paragraph 2 and in the monitoring program (Table 7) and implementation schedule (Table 8). These changes are considered largely administrative and relate to a delay in the timing and implementation of the ongoing monitoring plan to reflect unforeseen delays in the commencement of the action. In accordance with Condition 9, it is not considered likely that the abovementioned changes will result in a new or increased impact. Implementation of the Plan has commenced consisting of baseline seasonal monitoring events in 2019 in accordance with Condition 1. Consideration has been given to the currency of the baseline data and a commitment made to ensuring baseline data has a maximum currency of two years.
