TECHNICAL EXHIBIT COSMOS BROADCASTING CORPORATION STATION WFIE-TV EVANSVILLE, INDIANA

Technical Statement

The technical exhibit consisting of this statement and the attached Figure 1 was prepared on behalf of Cosmos Broadcasting Corporation, licensee of television broadcast station WFIE-TV Evansville, Indiana. This Exhibit supports a petition for reconsideration of the Federal Communications Commission action in MM Docket No. 87-268, In the Matter of Advanced Television Systems and Their Impact upon the Existing Television Broadcast Service, Sixth Report and Order, herein "Sixth Report".

Station WFIE-TV operates on channel 14, employing an effective radiated power of 2,190 kilowatts with antenna height above average terrain of 311 meters. In the Sixth Report, DTV channel 14 is assigned to station WTIU Bloomington, Indiana. The distance between WFIE-TV and WTIU is 165.5 kilometers, where the required separation between an analog station and cochannel DTV station in Zone I is 217.3 kilometers. (See 73.623(d)). Cosmos believes that DTV operation on channel 14 by WTIU will result is substantial destructive interference to WFIE-TV, with a du Treil, Lundin & Rackley, Inc. ______A Subsidiary ofA.D. Ring, P.A. substantial part of the interference located within the Evansville DMA.

Figure 1 is a map which shows the Grade B contour for WFIE-TV, the Evansville DMA boundary and the calculated interference from DTV channel 14 proposed to be employed by WTIU. The interference was determined by use of the FCC propagation curves, as the FCC guide for determining interference using the Longley-Rice methodology in GET Bulletin No. 69, is not yet available. Interference within the WFIE-TV 64 dBu Grade B contour was determined at points where the WFIE-TV signal was predicted to be less than 34 dBu above the WTIU DTV channel 14 signal. The WTIU interfering signal was computed on a F(50,10) basis.

According to the 1990 census, the Evansville DMA contains 701,282 persons in an area of 23,230 square kilometers. The Grade B contour of WFIE-TV provide service to 95.2 percent of the population and 85.4 percent of the area. Predicted interference to WFIE-TV within the DMA encloses an area of 2,532 square kilometers in which 64,700 persons reside. This interference represents 9.7 percent of the population and 12.8 percent of the area within the Grade B contour of WFIE-TV and within the Evansville DMA. The inescapable conclusion is that WTIU must be assigned a DTV channel that does not severely interfere with the coverage of existing NTSC station WFIE-TV.

PROPOSED DTV ALLOTMENT

Station WFIE-TV was assigned channel 58 in the Sixth Report. Not only is channel 58 outside of the proposed "core" spectrum, it is also quite short spaced with NTSC station WFTE Salem, Indiana. The distance between WFIE-TV and WFTE is 155 kilometers while the requirement for an NTSC/DTV cochannel situation is 196 kilometers. Based on study of the allocation situation, it is possible that alternate channels are available which . better suit the operation of WFIE-TV.

Alternate channels believed to be available for WFIE-TV include channels 4, 5, 12, 46 and a number in the band from 60 to 69. Of this group, channel 4 offers the best possibility for adequate coverage and protection of other stations from interference. Proper use of channel 4 will require use of a directional transmitting antenna, the design of which is not currently possible due to the lack of the proper allocation tools, i.e., OET Bulletin No. 69. is possible to design a proper directional antenna that will achieve coverage and protection goals.

SUBJECT: Population Study-Grade "B" and Nielsen DMA Hello Steve, Enclosed you will find the infonnation you requested concerning the population study verses the infonnation listed in the latest FCC DTV tables. I have prepared the following: 1. Pages 1 and 2 shows our current grade "B" coverage compared to the FCC DTV allocation tables. 2. Pages 3 and 4 shows our current grade "B" coverage and the Nielsen Evansville designated market area (DMA) data from the May 1996, ratings book. A copy of our Sales coverage map is also enclosed. THE BOTTOM LINE IS THIS: Pages 1 and 2 shows that the FCC DTV tables are inaccurate as far as the population is concerned. I carefully look at all counties in our current grade "B" and find that the FCC DTV table is at least 42,000 short, and in reality probably more. The coverage area of 15,374 square kilometers is very close to our actual curve. Pages 3 and 4 shows that the Nielsen DMA popUlation, translated from TV households, far exceeds our grade "B" population. This is typical for UHF, particularly when there is a strong VHF in the market like WTVW channel 7. I know for a fact that we have a large audience in the DMA counties as shown on the map, page 4. Without doing a lot of market research of actual coverage and population studies, I am convinced that a tremendous number of people would no longer receive WFIE as they currently do, should the current DTV allocations prevail. Technical Statement

This statement was prepared on behalf of Cosmos Broadcasting Corporation, licensee of television broadcast station WIS Columbia, South Ca~olina in support of a petition for reconsideration of the Federal Communications Commission action in MM Docket No. 87-268, In the Matter of Advanced Television Systems and Their Impact upon the Existing Television Broadcast Service, Sixth Report and Order, herein "Sixth Report".

Station WIS operates on channel 10, employing an effective radiated power of 316 kilowatts with antenna height above average terrain of 472 meters. Station WIS was assigned channel 41 in the Sixth Report. Channel 41 is proposed for use by a new NTSC applicant (File Number BPET­ 960628KO) which seeks a waiver of the television freeze. This proposed channel 41 station, if constructed, would be 157.6 kilometers from WIS and destructive interference to the WIS DTV operation would result.

Based on study of the allocation situation, it is possible that alternate channels are available which better suit the operation of WIS. Alternate channels believed to be available for WSFA include channel 11 and others outside of the core spectrum. best possibility for adequate coverage of the Columbia DMA and protection of other stations from interference. Use of channel 11 will dictate a directional transmitting antenna, the design of which is not currently possible due to the lack of the appropriate allocation tools, i.e., OET Bulletin No. 69. Based on many years of allocation experience, we believe it is possible to design a proper directional antenna that will achieve coverage and protection goals.

It is therefore requested that Cosmos Broadcasting Corporation be given the opportunity to request a replacement DTV channel, such as channel 11, after study of all factors pertaining to assignment of a DTV channel to WIS.
