With a view to providing this right, the Government of India launched the Universal Immunization Programme (UIP) in 1985, one of the largest health programmes of its kind in the world, to cater to a birth cohort of 2.6 crore infants and around 3 crore pregnant women every year. The programme provides vaccination against 8 life-threatening diseases such as Diphtheria, Whooping cough, Haemophilus Influenza Type B (Hib), Tetanus, Polio, Tuberculosis, Measles and Hepatitis B in the entire country. In addition, vaccination against Japanese Encephalitis (JE) is being provided in the selected endemic districts/states of the country. India's UIP has contributed significantly to ensure equity to children accessing the public health system. However, inequity still remain a challenge. The steady fall of infant mortality from 80 per 1000 live births in 1991 to 37 per 1000 live births in 2015 (SRs) showed India's efforts under UIP to reduce child mortality and morbidity. In spite of all positive changes, UIP has always been a challenge. Despite being operational for over 30 years, UIP has been able to fully immunize only 65% children. Evidence shows that unvaccinated and partially vaccinated children are most susceptible to childhood diseases and disability and run a three to six times higher risks of death as compared to fully immunized children. Committed to improving immunization coverage and addressing the equity agenda, the Ministry of Health & Family Welfare, Government of India has implemented various intensification strategies including its flagship programme “Mission Indradhanush” launched in December 2014.

It is an undeniable historical fact that if Thuingaleng Muivah and Isak Chishi Swu, the then (1980) General Secretary of the Naga National Council and Finance Minister of the Federal Government of Nagaland had not deviated from the Naga national stand and policy, no fratricidal killing would be taken place in the history of the Naga nation. However, Th. Muivah and Isak had fallaciously portrayed that they have saved the Naga nation from doom by forming the so-called National Socialist Council of Nagaland in 1980. They also projected that the bloody partition took place among the Nagas was because of the NNC and FGN betrayed the Naga nation by signing the Shillong Accord in 1975. Believing their words, some Naga NGO leaders and some Church leaders have given their fullest support to Isak and Muivah thinking that they had taken the right step and saved Nagaland. And so, following Th. Muivah’s false allegation on the NNC and FGN they have been stating that: “The NNC/FGN signed the infamous Shillong Accord and thereby divided the Naga political movement.” “The NNC/FGN based at the Kohima Transit Peace Camp has caused needless damage to the NNC and Naga unity.” “The Shillong Accord or the NNC is the most damaging factor of the Naga Nation”, etc.

PARTICULARS OF THE ORGANIZATION, FUNCTIONS AND DUTIES; 1.1 Introduction: Nagaland Bamboo Development Agency was established pursuant to the notification of the State Bamboo Policy on 15 th March 2004 and initiative thereon. The Agency is an autonomous body registered as a society under the Government of Nagaland. The agency is headed by a governing body under the chairmanship of the Hon’ble Chief Minister of the State. 1.2 Name of the Organization: Nagaland Bamboo Development Agency. 1.3 Our vision The Naga people have survived through the centuries with the diverse and varied uses of bamboo and its products. From the cutting of the umbilical cord to the mats that have wrapped the dead for burial, Bamboo has been integral to the life of the Nagas. It continues to play a predominant role in the life of the people even today in every walk of life that ranges from agricultural tools and implements to shelter, food, and livelihood. Bamboo, the fastest growing and highest yielding renewable natural resource, and found extensively all over the State, constitute one of the most important resources of Nagaland which has to be put to use in the present day context for the benefit, growth and development of the people. Denudation of forest cover, degradation of environment and fast deteriorating ecology threatens the very existence of man and animal.
