    Overview Report Executive IN THE GTA Summary July 2017 Background The Black Experience Project began with a central question “What does it mean to be Black in the GTA?” From there, the study embarked on a journey of answering this question in an authentic and respectful way. Launched in 2010, the Black Experience Project (BEP) is a research study that examines the lived experiences of individuals who self-identify as Black and/or of African heritage living in the Greater Toronto Area, or GTA (the City of Toronto, and the Regions of York, Durham, Peel and Halton). This study was led by the Environics Institute for Survey Research, in partnership with the United Way of Toronto and York Region, the YMCA of the Greater Toronto Area, Ryerson’s Diversity Institute, and the Jean Augustine Chair in Education, Community and Diaspora at York University. This research aims to provide a better understanding of the lives of Black individuals within the GTA, including the factors leading to their successes and challenges. The results are intended to provide valuable insight and direction in identifying policies and other initiatives that will contribute to the health and vibrancy of the Black community, and by doing so, the health and vibrancy of the entire GTA and beyond. Project results are expected to provide a focal point for the Black community to better harness its assets and expand its successes throughout the entire community. These results will also help the broader community (e.g., community leaders, decision- makers, policy makers, general public) understand and appreciate the diversity and vibrancy of the Black community within their vicinity.

I am writing with conditional support for Rogers application for a national, multilingual multi-ethnic television service offering news and information programming, which, if licensed, would receive mandatory distribution on the basic service pursuant to section 9(1)(h) of the Broadcasting Act. 2. I would like to appear at October 15, 2018 hearing. 3. Unifor Local 830M represents 60 unionized employees in Vancouver who work for Rogers Communications to produce programming for CKVU, CHNM and OMNI Regional. 4. We want to work with Rogers and the Canadian Radio-television and Telecommunication Commission (CRTC) to ensure Canadians have access to high quality local multicultural news, produced in-house by Rogers employees in the cities across Canada which they also operate over the air (OTA) multicultural broadcast licenses. 5. Many of the applications the CRTC is considering with BNOC 2018-127 are deficient and could allow a Broadcaster the ability to contract out local news programming to a sub contractor who could be a competitor or even a subsidiary of a foreign broadcaster. Providing a translation service through the use of technology would also be a mistake and fall far short of the goals of the Broadcast Act. 6. The CRTC has allowed large vertically integrated Canadian companies to operate in a winner takes all world of regulated broadcast licensing. Legislative Framework January 11, 2019 Appendix 6 Rights Ownership of the Top 100 TV Programs in Canada (English Channels) According to AMA 2017-2018 Broadcast Year to Date (Aug. 28 - Nov. 19, 2017) This is an analysis of who owns the rights to the Top 100 TV programs that have aired on English- language television channels in Canada according to Average Minute Audience (AMA)1 in the 2017- 2018 broadcast year to date (between August 28, 2017 and November 19, 2017). The list of the Top 100 programs can be found in the table on the pages that follow. It should be noted that duplicate listings (airings) of the same program title (series) have been removed from the list, with the exception of news programs and sporting events. In other words, whereas the program The Big Bang Theory (as an example) would have appeared numerous times in the Top 100 list, only the episode/airing with the highest AMA is included in the list.
