AGENDA

1. Election of Chair. Chair to sign Acceptance of Office to confirm appointment.

2. Election of Vice-chair. Vice-Chair to sign Acceptance of Office to confirm appointment.

3. To receive apologies for absence.

4. Review of Standing Orders and Financial Regulations including Financial Risk Assessment. Review of Assets Register, Equality and Diversity Policy and Complaints Procedure. Review Accessibility Policy, General Data Protection Policy, Climate Change Statement and Policy.

5. Appointments to outside bodies etc.

6. The Schedule of Dates for the Ordinary Meetings of the Parish council for the coming year.

7. Declarations of Councillors’ Interests.

a. period of not more than ten minutes will be made available for members of the public and Members of the Council to comment on any other matter. b. If the Police and/or the Police Community Safety Officer, a County Councillor or District Councillor or MP is in attendance they will be given the opportunity to raise any relevant matter and answer questions. c. Parish Council members declaring a prejudicial interest who wish to make representations or give evidence under the Code of Conduct relating to agenda items shall do so at this stage.

23. Finance Documents for approval and signature. a) To agree Internal Accounts for the year ended March 2021 and Chair to sign. b)To agree the Annual Governance Statement and Chair to sign. c) To agree the Accounting Statement and Chair to sign. d) Chair to sign the Certificate of Exemption for return to external auditor. All documents will be emailed to Councillors before the meeting for them to approve at the meeting and originals for signing to be delivered to the Chair prior to the meeting, the Clerk will collect and countersign the documents.

24. Plannings DMPA/2021/0449 Lees Croft, Unnamed road from Long Lane, Dalbury Lees, DE6 5BE. The erection of an extension to existing garage, with a new porch to front of property, with both two- storey and one-storey extensions to rear, and alterations to roof and ridge height. Replied with ‘No Objection’.

DMPA/2021/0323 Land north of the School House, Unnamed road from Long Lane to Dalbury Hollow, Dalbury Lees, DE6 5BE. The erection of a detached dwelling with garage along with new access, garden, new hedgerow and boundary treatments. Replied with ‘Objection’ on three points.

DMPA/2021/0122 The Cow, Dalbury Lees, Ashbourne, DE6 5BE. Retrospective application for the erection of a single storey side extension to increase seating capacity of the bar/restaurant area. Email forwarded to Councillors with details regarding above application going to Planning Meeting on 27th April 2021.

Report of the Clerk. a) Delimiter signage. b) Agreement for field sent out. c) 20’s Plenty for Campaign. d) Freeport. e) Local Elections to be held tomorrow. f) Audit to be done on Monday 19th April 2021. g) New Parish Carbon Footprint tool to be discussed under Climate Change at July meeting. h) DALC Excellence Awards email sent to councillors.

28. Finance. a) Accounts for Payment as per schedule to be agreed and schedule signed. b) Income – Western Power Wayleave payment of £13.07 for allotment account. c) Income/Expenditure/Budget.
