    Regional Planning Guidelines for the West Region 2010 -2022 0 Regional Planning Guidelines for the West Region 2010 -2022 1 Preamble Under the Planning and Development Acts 2000-2010 and the 2009 Regional Planning Guidelines Regulations, the Minister for the Environment, Heritage and Local Government issued a direction to each Regional Authority to review existing Regional Planning Guidelines 2004 – 2016 and prepare new Regional Planning Guidelines 2010 – 2022 for their administrative areas. Following initial public consultation and consideration of submissions received, the West Regional Authority prepared the Draft Regional Planning Guidelines for the West Region which was placed on public display for a period of 10 weeks from the 22nd January 2010 to 9th April 2010. Public authorities, community organisations, public and private agencies and the public generally were invited to make submissions regarding the Draft Regional Planning Guidelines and associated documents. Following the close of submissions, a report on the submissions received was compiled and presented to the Members of the West Regional Authority at their monthly meeting on the 24th June 2010. At a meeting on the 19th October, 2010, the Members of the West Regional Authority made the Regional Planning Guidelines for the West Region 2010 – 2022. The company works with several of the leading universities in Ireland and across the world, isolating key functional molecules from natural resources and validating their functionality and effectiveness for use in solving problems facing modern agriculture and healthcare. As part of it’s continued expansion, security of supply of raw material - the brown seaweed Ascophyllum nodosum - is essential to future development. It is proposed to source this raw material from Clew Bay using sustainable harvesting methods. The current proposal is therefore for BioAtlantis to undertake sustainable hand-harvesting of Ascophyllum nodosum at Clew Bay. BioAtlantis Ltd. has a requirement of ~12,900 wet tonnes of A. nodosum per annum. A previous study entitled 'Mapping and assessment of the seaweed resources (A. nodosum, Laminaria spp.) off the west coast of Ireland' (Hession et al., 1998) indicates that the Clew Bay region has the potential to sustainably yield between 14,870 tonnes to 16,970 tonnes of A. nodosum seaweed per annum. CLAMS aims to ensure that the development of the Irish aquaculture industry is in keeping with the principles of Single Bay Management. It is distinct from national aquaculture policy and development programmes because it focuses on the local bay level, while still taking on board relevant national policies. This CLAMS document for Clew Bay details both a management plan and a development plan for the bay while incorporating and extending the successful concepts of Single Bay Management to all farmed species (including extensive culture). Single Bay Management adopts an integrated approach to management. It was expertly designed to bring about improvements over a whole range of husbandry issues. It will lead to more efficient production by optimising conditions within the bay and it lays the foundations for co-operative ventures between operators in the same bay. The publication of the CLAMS plan for Clew Bay provides an integrated management and development plan for the bay in one document. The Marine Institute and BIM have been crucial in supporting this plan which can be easily integrated into County Development Plans or other plans being developed for the management of Ireland’s valuable coastal resource. The active participation of the Clew Bay Oyster Co-operative and the involvement of individual shellfish producers and fin fish producers in the bay, right from the outset, was the key to the development of this plan.
