Minutes from previous meeting Minutes agreed as an accurate record with the following amendment – update attendance record to show Lynn Anderton attended in November. 4. Matters Arising – Action Tracker GP out of hours pharmacy – Briefing circulated (Summary by DB) – This has been on the action tracker for a while. It was delayed as they wanted to expand the engagement to include weekend users and again to look at alternative pharmacy options. The 3 options now are to leave the service as it is (this is stated as not practical due to costs), open at late hours when other options are not available (this would still leave paying for an under used service) or close the service (the preferred option as local pharmacies and GP wrap around prescribing service would be available). Borough wide engagement is now to take place and ends on 16/1/2015. A decision will be made at Clinical Commissioning Group (CCG) Governing Body meetings on 28th and 29th January. MK added that Brendan Prescott at the CCG indicated that if the service closes they would be interested in us doing some extra work to see if people are happy with the outcome. Members discussed Healthwatch involvement. There were concerns around timescales with no time to host a Healthwatch meeting/event. Members were keen for Healthwatch involvement and felt that a role in promoting this to members and the general public would be the best option. DB will follow this up. Sefton Carers Centre / GP Work – DB said that her meeting with John Hill on 28th was cancelled and will be re-arranged in the New Year. Healthwatch England – Hospital Discharge report – DB informed all that we are still awaiting the briefings. Clock View Project, Communications Strategy – LK said that this has been raised with Kim Guy at the Trust but will be escalated if response not received soon. Formal request for PALS reports – DB said that we have received these but different trusts produce different types of reports. She asked the group if they would want a working group set up to review these or prefer it to be done via email. It was agreed that member preferred to meet to discuss this and LK suggested it be merged in with the Quality Account meetings. Invite Suzanne Lynch from the Clinical Commissioning Group to a future meeting to discuss Medicines Management – DB informed that group that this is still to be 2 actioned. Page Healthwatch Sefton. Representation – Update on role DB shared a draft of the ‘Healthwatch Sefton Volunteer Liaison Representative Role’ which has previously been shared by email. She asked for final comments. It was suggested a time frame should be included to state how long you represent before it is reviewed. Discussions were had around how political some of the groups Healthwatch Sefton attend and how difficult it is to remain impartial. FR suggested it would be useful for volunteers to be able to observe before committing. DB to make alterations to the document and share with the group and shared with the Community Champion networks for comment. 6. Draft protocol for joint working between OSC (Health and Social Care) and Healthwatch Sefton Members agreed that this document was important. LK suggested it needed a review date. DB will share comments with Debbie Campbell, officer for the committee. DB to contact Councillor Robert Brennan to see if a similar document will be received for the Children’s Overview and Scrutiny Committee (OSC). 7. Equality Delivery System (EDS) update – Update paper DB gave a brief overview of the paper which had been written by Andrew Woods, senior governance manager at North West Commissioning Unit. A key focus is local engagement and how the clinical commissioning groups have engaged with local organisations and users of services. There was a discussion around who grades the CCGs, do they have a panel and will they be independent. Is this something that Healthwatch Sefton should be involved with? DB will request this information. 8. Healthwatch Sefton engagement statement MK shared the above which had been drafted to help to inform work to share with the Health & Wellbeing Board and Programme Integration Group. This could also be used by other key stakeholders once agreed. This has been drafted to help the steering group look at how Healthwatch Sefton could be engaged by stakeholders at different levels and that how to engage with Healthwatch is clear. MK requested all members send any comments on this document to DB. DB will send a deadline date to all. RH suggested we should know their engagement process. Work Plan Update (including action tracker from November 2014) GP Access - LK said that the team are ready to pilot the survey in Hightown and once complete the project will start in the Seaforth, Litherland and Netherton locality. Podiatry – DB stated that the CCGs and LCH response to our report is due back by 12th December 2014. Public Transport – DB informed the group the posters for this are ready and will be shared via the Community Champion network. DS suggested it may be useful to escalate this to HW England as it may be an issue that is happening across the country. DB to action. Early onset Dementia – DB informed the group that the Dementia Strategy is currently in draft and will be agreed in January 2015. Patient Pathway for Offenders – An update from Mersey Care NHS Trust was shared with members. DB requested DS feed this information into Sefton Equalities Partnership where the issue had originated and provide feedback. HMP Kennet – DB informed the group that this work will start this month as long as the partnership agreement is signed. North West Ambulance Service – DB will chase Sarah Morley for this information. Breast Care Services (Southport) – DB said we have received a partial response from Fiona Clark but not yet from Jonathan Parry or John Pugh. John Pugh is holding a public meeting in Southport and Healthwatch will be sending a member of the staff team along. Flu Clinics – RH stated that he had attended Health Protection Forum this week and it was shown that uptake was higher in the North than the South. HW Sefton Event – DB summarised the discussions we have had previously around this and the need for it to be themed to draw people in. Update / Issues from consideration from Southport and Formby Community Champion Network / Update from LJ LJ gave apologies for this meeting. DB updated the group on the Southport & Formby Community Champion Network. They have decided they would prefer to meet quarterly with more in depth agendas rather than meet monthly. Between meetings they are happy be contacted and/or raise issues via email and other forms of communication. They have also requested occasional joint meetings with South Sefton Community Champion Network to share good practice. 11. Update from South & Central Sefton Community Champion Network Libby raised various issues from the network. The network asked if we would have a role in monitoring the new care bill when it comes in. The network requested a profile of who the representative for HW Sefton is on various boards and what their skills are. GP contracts – Is the patients voice monitored within contracting time. The expressed concerns about Litherland Town Hall waiting areas being cramped.

E IT ENACTED by the Queen’s most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present BParliament assembled, and by the authority of the same, as follows:— 1 Offence of selling, or marketing for sale, green belt land (1) It shall be an offence to sell, or market for sale, green belt land on the basis that planning permission for new development has been, or can be reasonably expected to be, granted if such permission has not been granted, or it was not reasonable to expect planning permission to be granted at the time the land 5 was sold, or marketed for sale. (2) In subsection (1), a reasonable expectation that planning permission may be granted must be based, either wholly or in part, on information in the local development plan for the area in which the land is situated. (3) A person or company guilty of an offence under subsection (1) shall be liable, 10 on summary conviction, to a fine not exceeding the statuary maximum. This includes choosing the agenda from amongst the policy and business motions submitted by conference reps, local, regional and state parties, specified associated organisations and Federal committees, and also taking decisions on topics such as venues, registration rates and other administrative and organisational matters. It works within a budget set by the FFAC. The FCC has 21 voting members: the Party President; the Chief Whip (or substitute); three state party reps; two reps from the FE and two from the FPC; and twelve members directly elected by conference reps. It elects its own chair (currently Andrew Wiseman), who must be one of the directly elected reps. A tremendous amount of hard work goes into organising conference, both by the staff and volunteers. Much of this goes on behind the scenes unseen by those attending conference. I would like to express my thanks to everyone that is involved in the organisation of conference. Amendments to Motions As always, every item on the agenda is still open to amendment. The deadline for submitting amendments – and also emergency motions and questions to reports – is 1.00pm on Monday 5th September.
