Members, I have great pleasure in introducing the Prime Minister of India, Dr. Manmohan Singh. I have also to inform that I have received a letter, dated 29th May, 2009 from Shri Pawan Kumar Bansal, Minister of Parliamentary Affairs, informing me that Dr. Manmohan Singh, the Prime Minister of India, will be the Leader of the House in the Rajya Sabha. I have also to inform the hon. Members that I have recognized Shri Arun Jaitley, a leader of the BJP in the Rajya Sabha, as the Leader of the Opposition in the Rajya Sabha w.e.f., 3rd June, 2009. (Ends) OBITUARY REFERENCES MR. CHAIRMAN: Hon. Members, I have to refer, with profound sorrow, to the passing away of Shri Shankarrao Narayanrao Deshmukh, Shri 2 Uncorrected/Not for publication - 04.06.2009 Tirath Ram Amla and Shrimati Savita Behen, former Members of this House. Shri Shankarrao Narayanrao Deshmukh passed away on the 4th of January, 2009 at the age of 95 years. Born at Devlali village, in August 1913, Shri Deshmukh had his education at the Barnes High School, Devlali and at the New English School, Nasik. An advocate and an agriculturalist, Shri Deshmukh took keen interest in civic and educational activities. He was President of Nasik Road Devlali Municipality from 1952 to 1957. Shri Deshmukh was also a Member of the Advisory Council for Consumer Protection and Advisory Committee of Maharashtra Postal Circle. Shri Deshmukh was also associated with various welfare organizations. He also contributed articles in newspapers and magazines. Shri Deshmukh began his legislative career with the membership of Maharashtra Legislative Assembly, where he was a Member from 1967 to 1972. He represented the State of Maharashtra in this House from April 1984 to April 1990. In the passing away of Shri Shankarrao Narayanrao Deshmukh, the country has lost a noted social worker and an able parliamentarian. (Followed by 1b -- 'PK') -USY/PK/1B/12.40 MR. CHAIRMAN (CONTD.): Shri Tirath Ram Amla passed away on 22nd January, 2009, at the age of 94. Born at Muzafarabad in April, 1914, Shri Amla had his education at Government High School, Muzafarabad and S. P. College, Srinagar. A businessman by 3 Uncorrected/Not for publication - 04.06.2009 profession, Shri Amla was associated with the events that shaped the history of Jammu and Kashmir. He was a member of the Municipal Advisory Board, Srinagar, and was closely associated with the Tirath Ram Satyadevi Charitable Trust. Shri Amla represented the State of Jammu and Kashmir in this House for four terms, from May 1967 to April, 1970; from April, 1970 to April, 1976; from April 1976 to April 1982 and from December 1985 to December 1991. In the passing away of Shri Tirath Ram Amla, the country has lost a noted parliamentarian. Shrimati Savita Behen passed away on the 10th of March, 2009, at the age of 90 years. Born at Rohtas in Jhelum district in January 1919, Shrimati Savita Behen had her education at Government College, Lahore and P.L. College, Simla. An educationist, social and political worker, Shrimati Savita Behen joined the freedom struggle when she was only 10 years old and was one of the founders of the Women Sevika Dal in 1944. She founded three schools for the children of dalits and labourers and established Harijan Adult Education Centre and Tailoring and Industrial Centres for Women in Delhi. She also opened two Industrial and Education Centres in 1947 to help refugee women in Delhi. She was Chairman of the Refugee Widow Protection Committee. Shrimati Savita Behen was the President of All India Women's Council and Women's Welfare Association, Delhi. She had the distinction of becoming first woman Vice President of the Delhi Municipal Committee from 1956 to 1957. She also served as the President of Super Bazar Cooperative Stores Ltd., New Delhi and Chairman, 4 Uncorrected/Not for publication - 04.06.2009 Governing Body of the Shyama Prasad Mukherjee College for Women, New Delhi. A recipient of Padma Shri Award in 1971, Shrimati Savita Behen began her legislative career as a Member of the Punjab Legislative Council from 1962 to 1966. She represented the State of Delhi in this House from April, 1972 to April, 1978. In the passing away of Shrimati Savita Behen, the country has lost a noted social worker and a distinguished parliamentarian. We deeply mourn the passing away of Shri Shankarrao Narayanarao Deshmukh, Shri Tirath Ram Amla and Shrimati Savita Behen. I request Members to rise in their places and observe silence as a mark of respect to the memories of the departed. (Hon. Members then stood in silence for one minute) MR. CHAIRMAN: Secretary-General will convey to the members of the bereaved families our deep sense of sorrow and sympathy. (Ends) REFERENCE TO VICTIMS OF AILA DISASTER MR. CHAIRMAN: Hon. Members, as all of you are aware, a cyclonic storm AILA hit the State of West Bengal on 25th May, 2009, affecting several districts and adjoining areas. About 125 people lost their lives, over 63 lakh persons were affected and about 9 lakh houses were damaged in the districts affected by the disaster. There was also huge loss of cattle, livestock and wildlife.
