In addition to funding, I was awarded semester-long leave periods in between administrative appointments as Chair of the Department of Spanish and Portuguese Studies and subsequently as Associate Dean for Arts and Humanities. In between, I was honored with the Samuel Russell Chair in the Humanities, which enabled me to travel sometimes twice a year to carry out research at the National Library of Portugal in Lisbon, where all of my primary sources and some of the secondary ones are located. I am truly grateful to the deans and colleagues at Minnesota who have supported and encouraged my work. Many of the ideas and partial studies that eventually saw their way into this book were first presented as invited lectures and conference papers in a number of universities in the US and abroad. One of those lectures was the origin of Chapter 5; a shorter initial version was first published in a collection of essays edited by Hilary Owen and Anna Klobucka. Introduction Introduction ore than a decade after the onset of democracy in Portugal on April M 25, 1974 and the process of decolonization that followed a memory boom began to appear in Portuguese culture. It favored the still living memories of the last period of empire, beginning with those of the military, who had served in the war waged by the Salazar/Caetano dictatorship against the liberation struggle going on in three African colonies between 1961 and 1974.1 By the end of the 2000s, the culture of memory was associated with the narratives of so-called retornados, between five and seven hundred thousand former colonists and their families who fled mostly from Angola and Mozambique between 1974 and 1975.2 Considering the unstable, volatile conjuncture of the recently won democracy, a surprising feat by the very military whose job was defending the five hundred-year empire, it is unsurprising that individual memories failed to amount to a collective narrative about the recent past.3 As media, literary, visual and ever multiplying academic discourse returned to that “end without a future” (Pitta 2010), colonial history was ignored, as if all that mattered began with the collapse of the empire. Despite the editorial and academic success garnered by fictional memories authored by the daughters of former colonists, little is known about those who preceded their writing about the entanglement of gender and colonialism across the twentieth century. How were “women” and “colonialism” discursively constructed from the geographical, temporal and existential distance of a metropolitan place of return imposing writing and reflection? The present book did not originate as a reaction to the erasure of the not-so-immediate past by the “memorialist obsession connected to the end of empire” (Peralta 2011a). When beginning a project on issues of representation of history in the fiction of Lídia Jorge (1946–), I often found myself wondering if, aside from the authors of the famous Novas cartas portuguesas (1972—New Portuguese Letters [1975]), women from previous generations had not written about the dictatorship and/or colonialism. 2 Women Writing Portuguese Colonialism in Africa My research into histories of literature and reference materials found in US libraries led me to the National Library of Portugal, where I spent the greater part of three summers reading relevant primary and secondary sources, including period literature.4 Directly or indirectly, many authors suggested that the problem with Portuguese colonialism in Africa until about the 1950s was a dearth not only of settlers but also of women who were appropriately conscious of their colonialist or civilizational mission. This type of criticism reappears with sarcasm in post-colonial narratives (e.g. Jorge 1988 and Figueiredo 2009).5 Meanwhile, Lídia Jorge’s A costa dos murmúrios (1988—The Murmuring Coast 1995) was on its way to becoming the privileged site for colonial memory limited to women’s involvement in the colonial war (Ribeiro 2004).

    The Locations and Relocations of Lusophone Studies josiah blackmore harvard university “ usophone studies,” or the range of topics and methodologies centered on Lthe study of the Portuguese-speaking world, is a relatively recent disciplinary designation with origins in Portuguese studies and Luso-Brazilian studies. As a field, Lusophone studies encompasses the study of Portugal and Portuguese- speaking countries and communities outside of Portugal, such as those in Africa (Angola, Mozambique, São Tomé and Príncipe, Cabo Verde, Guinea-Bissau, Equatorial Guinea) and in Asia (e.g., Macau, Timor, and India) but is typically exclusive of Brazil. Lusophone studies, therefore, takes as its collective matter of analysis a vast geographical arena south and east of Portugal with a variety of cultures and national and ethnic identities that at one point existed under the umbrella of Portuguese colonialism. The extended geographical arena of the field also supports a practice of interdisciplinary scholarship that reaches out- side of traditional literary studies and history to include cinema studies, dias- poric studies, or gender and sexuality studies that are commensurate with developments in other humanities disciplines. The current configurations of Lusophone studies raise the question of disci- plinary labels and scholarly practices, which in turn reveal a politics of identity and even a struggle for survival of a comparatively small field in the North Amer- ican academy. Entrenched biases or geopolitical realities have long affected Luso- phone studies, not to mention the name of the field itself. On the one hand, shifting nomenclatures reveal a consciousness of collective identities and affilia- tions to national, political, or cultural realities, while on the other hand they can act as strategic attempts to delineate the specific national and cultural purviews of study that define the discipline.

Introduction Portuguese explorers first reached the Congo Basin in the late 15th century, beginning a linguistic and cultural presence that in some regions was to last for 500 years. In other areas of Africa, Portuguese-based creoles rapidly developed, while for several centuries pidginized Portuguese was a major lingua franca for the Atlantic slave trade, and has been implicated in the formation of many Afro- American creoles. The original Portuguese presence in southwestern Africa was confined to limited missionary activity, and to slave trading in coastal depots, but in the late 19th century, Portugal reentered the Congo-Angola region as a colonial power, committed to establishing permanent European settlements in Africa, and to Europeanizing the native African population. In the intervening centuries, Angola and the Portuguese Congo were the source of thousands of slaves sent to the Americas, whose language and culture profoundly influenced Latin American varieties of Portuguese and Spanish. Despite the key position of the Congo-Angola region for Ibero-American linguistic development, little is known of the continuing use of the Portuguese language by Africans in Congo-Angola during most of the five centuries in question. Only in recent years has some attention been directed to the Portuguese language spoken non-natively but extensively in Angola and Mozambique (Gonçalves 1983). In Angola, the urban second-language varieties of Portuguese, especially as spoken in the squatter communities of Luanda, have been referred to as Musseque Portuguese, a name derived from the KiMbundu term used to designate the shantytowns themselves.

    A REVOLTA MENDES NORTON DE 1935 LUÍS MIGUEL PULIDO GARCIA CARDOSO DE MENEZES INTRODUÇÃO Manuel Peixoto Martins Mendes Norton (1875-1967), natural de Via- na do Castelo, teve um percurso militar - profissional brilhante, com provas dadas. Foi o caso da organização do serviço de socorro ao nau- frágio do paquete inglês “Veronese” (1913); o grande impulso que deu à obra de farolagem, deixando a costa portuguesa de chamar-se a “costa negra” (1918-1929); a participação e colaboração na revolta monárquica de Monsanto (1919) e na revolução de 28-5-1926; a organização da Con- ferência Internacional de Farolagem em Lisboa (1930), etc. etc. Activista político empenhado, foi o principal chefe operacional das revoltas de 20-5-1935 e da revolta «Mendes Norton» de 10-9-1935, esta última considerada por Medeiros Ferreira, uma das mais importantes revoltas militares entre 1933-1961, que ousaram agitar o Estado Novo. Foi também, uma das figuras de maior relevo do governo dos ge- nerais António Óscar Fragoso Carmona-Sinel Cordes (de 9-7-1926 a 18-4-1928), e a este propósito George Guyomard, considerava Mendes Norton, então Capitão de Fragata, um dos quatro homens que deti- nham o verdadeiro poder político em Portugal. Até 1934, Mendes Norton está com o regime, tendo aliás sido amiúde nomeado para diversos cargos e comissões de serviço; a partir de então e à medida que se acentua o autoritarismo politico, demarca-se da situação e revela-se um opositor feroz ao regime de Oliveira Salazar, tendo sido consequentemente exonerado dos inúmeros cargos e comissões que deti- nha, bem como lhe foi negado o requerimento em que pedia para fazer o tirocínio para o posto de Contra-Almirante.

Alguns destes «turistas» faziam esta viagem a convite de antigos exilados portugueses que tinham residido em França. Este convite era uma forma de retribuir a solidariedade prestada durante a vigência do Estado Novo. O Partido Comunista Português (PCP), principal partido de oposição à ditadura depois do quase completo aniquilamento do movimento anarquista nos anos 1930 (Patriarca 2000), afirmou publicamente o seu agra- decimento aos comunistas franceses pela ajuda que eles deram aos militantes portugueses. Em outubro de 1974, Georges Marchais, secretário-geral do Partido Comunista Francês (PCF), é convidado a participar ao sétimo congresso do PCP. Neste evento de grande importância para o movimento comunista português, o secretário-geral do PCP, Álvaro Cunhal, exprime a «profunda gratidão dos comu- nistas portugueses pela solidariedade activa do PCF» (Macleod 1984: 145). Em julho de 1974, de forma menos pública, Álvaro Cunhal, então ministro sem pasta do primeiro Governo provisório que tomou posse alguns dias depois da Revo- lução do 25 de Abril, já tinha agradecido os comunistas franceses numa carta, escrita em francês, ao «camarade Jean D.». Cunhal pede a Jean D. que transmita «os sentimentos de gratidão a todos os que nos ajudaram durante estes anos difíceis, lutando do nosso lado, correndo riscos e tomando responsabilidades, par- ticipando assim, a justo título, na vitória do nosso povo e nos sucessos do nosso partido»1.

    Brazilian Journal of African Studies | Porto Alegre | v. 3, n. 5, Jan./Jun. 2018 | p. 31-45 31 BRAZIL LOOKS TO AFRICA: LUSOTROPICALISM IN THE BRAZILIAN FOREIGN POLICY TOWARDS AFRICA Fernando Sousa Leite1 Introduction When becoming President of Brazil, in January 31st 1961, Jânio Quadros set to execute a number of actions in the international stage, through what was called the Independent Foreign Policy (PEI)2. The foreign policy of this president intended to, among other measures interpreted as unexpected and original, pursue a continent long overlooked in the foreign relations portfolio of the country: Africa. Differently from his predecessor Juscelino Kubitschek, that defended a “rearguard foreign policy, in opposition to an advanced internal policy” (Rodrigues 1963, 392), Quadros will assume what can be considered an avant-garde position in the foreign scope, even though he developed an internal policy interpreted as conservative. Despite Jânio Quadros representing a ludicrous character in the national historiography, the idealization of the Africanist strand of his foreign policy was based, overall, on pragmatism. It was about making Brazil’s foreign performance meet the demands of that time, an attempt to adjust its actions to the then undergoing set of modifications in the international relations. The way in which this inflexion towards Africa was executed can be criticized under different aspects, but the diagnosis of the necessity of an opening to Africa can be adduced as correct. The economy dictated the paths to be followed by the foreign policy.     Introduction: The Lusophone World at War, 1914-1918 and Beyond Filipe Ribeiro de Meneses1 On March 9, 1916, Germany declared war in Portugal. In response, Lisbon sent a fighting force, the Corpo Expedicionário Português [CEP], to France, where it held a portion of the Western Front until April 9, 1918. In addition, a number of smaller expeditions were dispatched to secure Mozambique and, if possible, participate in the conquest of German East Africa. Both theatres of war were a source of frustration for the Portuguese, and participation in the conflict fell far short of the hopes deposited in it by its defenders. As interventionist politicians slowly lost control over the country’s destiny after the war’s end, the conflict faded from the public’s awareness, its memory kept alive essentially among those who had direct experience with combat. For decades, Portugal’s participation in World War I was generally ignored, or reduced to a historical cul-de-sac, a pointless, if expensive, military episode. However, our understanding of the conflict’s impact on Portugal and its importance in the subsequent course of the country’s history has increased immeasurably over the past twenty years. The centenary commemorations for both the Republic, in 2010, and the Great War itself, starting in 2014, have naturally contributed to this process. In March of 2016, on the hundredth anniversary of Portugal’s intervention in the conflict, a colloquium was held at Brown University as an attempt to insert Portugal’s war experience into a wider, but intimately related, context: that of the Lusophone world.
