Logical Positivism and Islamic Economics International Journal of Economics, Management and Accounting 21, no. 2 (2013): 1-28 © 2013 by The International Islamic University Malaysia LOGICAL POSITIVISM AND ISLAMIC ECONOMICS Asad Zaman Vice Chancellor, Pakistan Institute of Development Economics, QAU Campus, Islamabad (Email: [email protected]) ABSTRACT This paper provides a detailed discussion of current methodology of economics and its emergence from secular roots in Europe. The foundational principles of this methodology, which is based on logical positivism, are in conflict with Islam. We then sketch some alternative methodologies, which would be more suitable for Islamic economics. We first describe how logical positivism emerged as the dominant philosophy of science, and how it was adopted into the foundations of economics. We then show that the current economic methodology is based on logical positivism. This philosophy is anti-Islamic, and therefore cannot be used to construct Islamic Economics. There are two main points of opposition. Logical Positivism rejects the unseen, while Islam requires faith in the unseen. Logical Positivism rejects morality as unscientific, while morality is a central part of Islamic teachings. This means that a methodology for Islamic economics must be radically different from that currently in use in conventional economic theory. Some essential elements of an alternative methodology are sketched. JEL Classification: B41, B59 Keywords: Logical Positivism, Methodology, Islamic Economics 1. HISTORICAL BACKGROUND OF LOGICAL POSITIVISM Our first goal is to show that current methodology of economics is based on the failed philosophy of logical positivism. To understand the philosophy of logical positivism, it is necessary to discuss the historical background and context of the emergence of this philosophy within European history. It is only in context of this history that the emergence of this philosophy and why it took the 2 International Journal of Economics, Management and Accounting 21, no. 2 (2013) shape that it did, can be understood. The goal of this first section is to provide the necessary historical background. 1.1 THE FAILURES OF CHRISTIANITY Between the sixteenth and the eighteenth century, there was a dramatic change in European ways of thinking from Christianity based to secular. This transition has been documented in many different books on the subject. For example, Tawney (1926) writes that “The theory of a hierarchy of values, embracing all human interests and activities in a system of which the apex is religion, is replaced by the conception of separate and parallel compartments, between which a due balance should be maintained, but which have no vital connection with each other.” A key ingredient of secular thought is the idea that there are domains of human activity (economic, political, etc.) which are outside the scope of religion. This idea is unacceptable in terms of the central teachings of both Islam and Christianity. It was only the removal of Christianity from the public sphere that made this development possible. Why did Europeans abandon Christianity as a whole, and supplant it by secular thought? There are many reasons for this: 1. Christianity was too idealistic, and set up goals which were virtually impossible for normal human beings. For example, the state of poverty and celibacy were idealized, while marriage and wealth were considered as concessions to human weaknesses. The contrast with Islam is obvious. 2. Extremely corrupt behavior of a sequence of Popes in the sixteenth century has been called “the most consequential (event) in western history, if measured by its result in centuries of ensuing hostility and fratricidal war” by Tuchman (1985).This led to a revolt against the Catholic Church and the emergence of numerous Protestant sects. The horrifyingly bloody warfare between different Christian factions led to a general disillusionment with religion among the public. For details, see “European Transition to Secular Thought” by Zaman (in press). 3. The original message of Christianity had become contaminated with Greek philosophy. When scientific thinking sparked by Islamic Spain started the Enlightenment in Europe, it came into conflict with Church teachings. There was a violent battle between science and Christianity1 which was eventually won by science. This also served to discredit religion. LOGICAL POSITIVSM AND ISLAMIC ECONOMICS 3 Secular thinkers rejected the teachings of religion completely, and sought to create a new way to understand the world, without any reference to God. This required a complete rejection of all traditional beliefs, and a re-construction thought on an entirely new basis2. For example, Kant thought that “the Enlightenment was mankind's final coming of age, the emancipation of the human consciousness from an immature state of ignorance and error”. 1.2 THE ENLIGHTENMENT PROJECT Rejection of God immediately leads to many questions. How did this universe come into existence? What accounts for the harmony and ecological balance that we see in nature? Why does man have a special place in the creation? How should we behave towards each other? How should society be organized? The Enlightenment Project was the name of the attempt to find answers to these questions based on reason alone, without reference to God and the Revelation. It was understood that this might take some time, and indeed, the process of working out secular answers has taken centuries. See Zaman (2009) for a more detailed discussion. One of the central questions faced by Enlightenment Philosophers was: how was man created? Darwin’s theory of evolution became immediately popular because it provided a possible answer to this question. Theories of evolution had been proposed earlier, but these were based on the idea of designed change by a Creator. Darwin’s theory was the first which was based purely on chance, and did not require a Creator. It became widespread and widely accepted because it suited the needs of secular thinkers, and not because there was strong empirical evidence in its favor. In fact, there were many elements of Darwin’s theory which were just guesswork. At the time, cellular biology did not exist, and it was widely believed that elementary life forms (like maggots) could arise spontaneously from dust. Genetics was unknown, and Darwin also thought that acquired characteristics could be inherited. It was learned much later that the most elementary life form is a cell. Even the simplest cell is so extremely complex that it is impossible to conceive that it could arise spontaneously from a random combination of elements. Current theories hypothesize that there existed sequences of more elementary life forms that gradually became more and more complex and eventually became cells. Then they conveniently disappeared from the scene, leaving no traces 4 International Journal of Economics, Management and Accounting 21, no. 2 (2013) behind. No one has a clue as to what these life forms were and how they evolved to create cells. However, once we are committed to denying God, then we must have faith that such a sequence of invisible life forms must have existed and that we will eventually find a “scientific” explanation for the creation of a cell. The point of this discussion is that scientific theories often have gaps, conflicts with empirical evidence, and other puzzles and contradictions. The process of filling the gaps, resolving conflicts, and solving puzzles is part of the normal process of accumulation of scientific knowledge. Contrary to what is widely believed, acceptance of the theory of evolution was not due to its good fit to empirical evidence; there were other equally good evolutionary theories available. Evolution was a necessary ingredient of a secular world view since it provided an explanation for the creation of man without invoking a Creator. This need was the reason for its acceptance and popularity. 1.3 THE ATTEMPTTO PROVE THE SUPERIORITY OF SCIENTIFIC KNOWLEDGE Logical Positivism is a theory of knowledge. Development of a theory of knowledge became critical in the West following the rejection of Christianity. It was realized that near consensus, and the weight of authority and tradition counts for nothing --- nearly everybody in Europe had believed in Christianity and it still turned out to be wrong. So what kind of knowledge was reliable? The European answer was that we can only trust that which can see and touch. This became the foundation for the theory of logical positivism. Having rejected religion, the Europeans turned Science into their new religion. Science became (and continues to be) a term of reverence. If something is “scientific” that means it is good, true, and reliable. Something which is “unscientific” is bad, irrational, superstitious and unreliable. Just as religion was trusted before, so it became an article of faith among Europeans that science would deliver all truths needed by mankind eventually. The central question that arose was: how to distinguish between science and non-science? The “philosophy of science” was an attempt to prove the superiority of scientific knowledge over all other types of knowledge. There was a clear cut understanding that science deals with the world we can see and touch, while religion deals with the unseen and the unobservable. The attempt was made to define science by restricting it to observables. But this ran into a LOGICAL POSITIVSM AND ISLAMIC ECONOMICS 5 problem. In religion, we look at the organization and coherence of the world, the in-built moral sense of man, and many other signs (Óyah), and from these we deduce the existence of God. In science also, we look at the falling apples and deduce the presence of the unseen and invisible force of gravity. Similarly, science contains lots of unobservables like atoms, electrostatic charges, and many others. So simple attempts to differentiate between science and religion on the basis of the idea that science deals only with observables failed. 1.4 BERTRAND RUSSELL’S THEORY OF DESCRIPTIONS: In the early twentieth century, an extremely influential article by an extremely influential atheist showed a way to solve the problem.

Gustav Schmoller (1 838-1 91 7), of the German younger economic history school, roundly opposed Carl Menger (see Bryant 1985). Schmoller was also a member of the Society for Social Policy (Verein fur Sozialpolitik), which had been set up in 1872 at Eisenach as a reform movement. The Society (Verein) never took up concrete political programmes, instead it published several studies of specific concrete problems in the socioeconomic sphere.

    Lionel Robbins ’ Methodological Individualism in the Light of the Philosophy of Science Thiago Dumont Oliveira * Abstract This paper draws on the debate among philosophers of science in the 50s in order to claim the novelty of Lionel Robbins’ approach to methodological individualism. Robbins’ Essay has been widely debated; the present paper adds a new twist to this literature by arguing that his approach to methodological individualism cannot be classified as Psychological Individualism, Subjective Individualism nor Institutional Individualism. Hence it is suggested that his approach be dubbed “as if individualism”. Robbins acknowledges that the future is uncertain, but argues that as a first approximation the human being should be treated “as if” he was a completely rational isolated individual. This “as if” conception of the human being still prevails among mainstream contemporary economics and Institutional Individualism provides an alternative to the shortcomings of mainstream contemporary economics. "1 1. Introduction The fall of real socialism a few years ago and the crisis of the Welfare State' has meant a heavy blow for the mainly neoclassical research program that has supported social engineering to date, at the same time as the conclusions of the Austrian theoretical analysis on the impossibility of socialism seems to be largely confirmed. In addition, 1996 has been the 125th anniversary of the Austrian School which, as we know, came into official existence in 1871 with the publication of Carl Menger's Grundsat~e.~It seems, therefore, that this is the appropriate moment to return to an analysis of the differences between the two approaches, Austrian and neoclassical, together with their comparative advantages, in the light of both the latest events and the most recent evolution of economic thought. This paper is divided into the following sections. Firstly, the characteristics that distinguish the two approaches (Austrian and neoclassical) will be explained and discussed in detail. Secondly, a summarized account of the Methodenstreit which the Austrian School has been maintaining since 1871 to date will be presented discussing its different "rounds" and implications. A reply to the most common criticisms made of the Austrian approach, together with an evaluation of the comparative advantages of the two points of view, will conclude the paper.

Blackwell: Oxford, pp. 60-80 Introduction Compared to other subdivisions within philosophy (such as philosophy of mind and indeed philosophy of science), philosophy of the social sciences occupies a distinctive, and perhaps idiosyncratic position. Unlike most other strands, it does not enjoy a long heritage. Although a number of questions posed by philosophers of the social sciences clearly predate the modern era, the discipline as such cannot be traced back further than the nineteenth century, with its origins closely tied to the emergence and establishment of the social sciences themselves. Before then, philosophers might have reflected on the nature of social inquiry, but there was not a clearly distinguishable area of philosophy of the social sciences as such, nor was the need felt by philosophers or anyone else to carve one out. The appearance and formation of the social sciences within academic institutions during the nineteenth century led to widespread concerns (not just amongst philosophers and practising social researchers but also amongst other academicians) about the methodology and scientific legitimacy of these newly founded disciplines, which seemed to find themselves at the crossroads “between science and literature” (Lepenies 1988). The new disciplines, regarded with a mixture of enthusiasm, hope and suspicion, were in serious need of both academic recognition and methodological guidance.

Philosophers, Scientists and the Unity of Science The topic of the unity of science has something of a quaint air about it nowadays. Especially when the matter is raised by a philosopher, it is likely to conjure up all kinds of images from the past: • ancient images of the Parmenidean One • mediaeval images of Thomistic metaphysics reigning as queen of the sciences • early 19th century images of the separate sciences as stages in the unfolding of the Hegelian Absolute Spirit • turn-of-the-century images of Machian science as the most economical organisation of sensations, with metaphysics as the greatest danger to the unity of science • early 20th century images of the stark anti-metaphysical zeal of the Vienna Circle for the unity of science movement resolutely reconstructing the sum of scientific knowledge on the model of a logical system of observation statements Very diverse images, to be sure: both idealist and materialist; both metaphysical and anti- metaphysical; both phenomenalist and physicalist; but they all have in common an unmistakable quality of quaintness. Reinhard Neck Department of Economics and Karl Popper Foundation Klagenfurt Alpen-Adria-Universität Klagenfurt Email: [email protected] The proximity of the Austrian School of Economics and Critical Rationalism has often been hinted at, mostly under the perspective of the influence of Friedrich A. von Hayek on Karl Popper and vice versa. On the other hand, one of the main proponents of Austrian Economics, Ludwig von Mises, developed philosophical positions like essentialism and praxeology that were in sharp contrast to those of Critical Rationalism. In this paper, we will investigate to what extent the founder of the Austrian School of Economics, Carl Menger, had ideas which foreshadowed those of Critical Rationalism and of Karl Popper in particular. We concentrate on similarities and differences between the philosophical positions of the two authors in the following fields: (1) Epistemology and philosophy of science: Here we show how Popper’s fallibilism and rejection of inductivism were already present in the positions Menger took in the Methodenstreit against the younger German Historical School, especially Gustav Schmoller. On the other hand, we question the interpretation by Emil Kauder that the Methodenstreit was in principle about Platonic versus Aristotelian philosophical foundations for economics. (2) Political philosophy: We examine Menger’s lectures to the Habsburg Crown Prince Rudolph and some of his minor articles dealing with economic policy problems to show that he can be characterized as a social liberal similar to the Popper of The Open Society. His rejection of utopianism and holism in politics closely corresponds to Popper’s proposal of piecemeal engineering as strategy for improving a society.

Towards a Material Theoryþ Julian Reiss Institute for Philosophy and Scientifc Method, Johannes Kepler University Linz, Altenberger Str. 69, 4040, Linz, Austria ABSTRACT John Norton’s Material Theory of Induction (Norton, 2003, 2005, 2008, forthcoming) has a two-fold, negative and positive, goal. The negative goal is to establish that formal logics of induction fail if they are understood as universally applicable schemas of induction. The positive goal is to establish that it is material facts that enable and justify inductive inferences. I argue in this paper that Norton is more successful with his negative than with his positive ambition. While I do not deny that facts constitute an important type of enabler and justifer of inductions, they are by no means the only type. This paper suggests that there are no less than six other types of background information scientists need and use to fuel and warrant inductions. The discussion of additional enablers and justifers of inductions will further show there are practically important and intellectually challenging methodological issues Norton’s theory prevents us from seeing because it leaves out this or that type of enabler and justifer. 1.
