The Chairperson welcomed Mr Owen Lyttle, Head of Waste Policy DAERA (NIEA) to give a presentation on the Zero Waste Circular Economy Strategy (GAP Study) highlighting the following areas:

Waste Compositional Analysis

The Chairperson thanked Mr Lyttle for his presentation and commended him on its detailed content. She stated that Derry City and Strabane District Council were performing well in terms of recycling targets and percentages were higher than anticipated. She queried the key to the quality of the recyclable materials.

The Head of Environment advised that provisional estimates were produced in respect of figures from July-September in terms of local authority waste in respect of the Derry City and Strabane District Council area which were 47.3% showing a significant improvement. In terms of recycling he stated that Derry City and Strabane District Council had achieved the highest score of 29.4%. He stated that Council was making significant progress but acknowledged that there was still a lot to be achieved.

Members then raised the following issues:

- Welcomed information regarding the strategic issues surrounding zero waste and recycling and the exciting prospects for this Council area. Referred to changing attitudes towards recycling and the positive perspective which now existed particularly among young people. - Referred to the need for more work to be carried out in terms of educating people in relation to recycling and waste management but acknowledged that considerable progress had been made.

3 Page 21 - Acknowledged that recyclate quality was key in terms of achieving savings and improving the economy. - Referred to the need to explore options regarding separation at source which was a major issue for Council in terms of taking the strategy forward. - Referred to the considerable progress made by Derry City and Strabane District Council in terms of waste management particularly in relation to the use of brown bins and the reduction of materials being placed in black bins. - Welcomed the use of sign posting at Council’s Recycling Centres which had also greatly contributed towards public participation. - Referred to the financial savings which could be made and the goals to be achieved which would prove beneficial for the Council area and the local economy. - Referred to Council’s commitment to having a zero waste strategy. - Referred to the benefits of a zero waste economy not only in terms of making financial savings but also removing waste from the environment. - Referred to the recent China Recyclate import restriction policy as an example of the danger of being over committed to distant markets with little influence over them. - Referred to the need for the use of plastics to be discontinued sooner rather than later because of the affect it was having on the environment which would undoubtedly require a Council policy and appropriate communications campaign. - Referred to Council’s duty to ratepayers in terms of achieving savings and getting value for money - Referred to the need to ensure that the least materials possible were sent to landfill. - Referred to previous suggestions regarding the erection of an incinerator in the Strathfoyle which received mass opposition. - Referred to the need for government to realise that not all areas could accommodate incinerators. - Referred to the need for regular inspections to be carried out at recycling centres to prevent potential dangers arising from the accumulation of waste. Such inspections should be a mandatory part of the license agreement in respect of Recycling Centres in terms of government’s duty of care. - Welcomed the involvement and enthusiasm of local school children in respect of recycling. - In terms of aims to reduce landfill by 10% referred to the fact that there would always be unrecyclable materials and queried what

4 Page 22 options were available. Suggested weighing up the advantages of incineration compared to illegal dumping. - Referred to the need for options to be considered in terms of Council taking responsibility for disposing of its waste. - There was still a considerable lot of work to be carried out before achieving a zero waste economy. - Commended Council on the initiatives undertaken in terms of promoting recycling. - Sought clarification on the impact of incinerators on the environment.

In response to a query from Alderman Warke, the Director of Environment and Regeneration confirmed that Council had employed Recycling Officers who regularly visited schools to deliver Waste Management/Recycling Programmes/Projects. She advised that Council had approved the allocation of additional dedicated resources in respect of carrying out Communications Campaigns to engage with and educate local communities on the importance of recycling. She referred to the “Let’s Talk Rubbish” Campaign currently being carried out which involved working to inform the public regarding contamination and waste quality.

The Director of Environment and Regeneration referred to lengthy discussion which had taken place regarding the roll-out of the Brown Bin Scheme and the possibility of Council deciding not to collect contaminated bins. Whilst acknowledging the significant improvement in terms of recycling apparent throughout the Council area, she referred to the need to continue to enforce the importance of recycling. She reiterated that Council had approved additional resources which it was anticipated would deliver greater success in this area in the coming months. She stated that if resources were invested into this area, it was anticipated that Council would ultimately achieve savings much greater than the initial sum invested.

Mr Lyttle advised that he was only responsible for recycling rates in relation to household waste. He stated that there were a number of recycling rates, all of which were relative and he acknowledged that Derry City and Strabane District Council had increased its recycling rates.

Mr Lyttle stated that there was decreasing landfill capacity against a backdrop of increasing waste and it was widely acknowledged that from 2025 decreasing landfill capacity would be a potential issue that

5 Page 23 could result in higher costs for disposal. He stated however that it should be equally considered as a positive driver to moving waste up the waste hierarchy quickly.

Mr Lyttle referred to the importance of recyclate quality as a recurring necessity to mitigate against the challenges to be faced. He referred to the need to shift from a focus on quantity to understanding the importance of recyclate quality and of course promoting waste prevention and reuse of materials would also offset challenges. He continued that when considering that Northern Ireland exports approximately 15% of its local authority municipal waste to energy from waste, there was an imperative to develop our own infrastructure in order to make us more resilient and less susceptible to global volatility.

In terms of landfill and energy for waste, Mr Lyttle stated that the government must adopt a pragmatic approach. He stated that in the time given to consider alternatives and sending waste to other areas paid to convert this into energy, it was worthwhile considering how we could carry out this task without transferring waste to other areas. He stated that some of the best consumer waste streams were at cost and waste could be transformed into money for the local economy. He stated that consideration was being given to possibilities for converting waste into something which would boost the NI economy. He referred to the importance of striking the right balance in terms of infrastructure and energy from waste.

Mr Lyttle referred to the need to stop illegal dumping. He stated that the key element in going forward was to have a sensible plan. He stated that the strategic outcome was top of the waste scenario.

In response to a query from Alderman Warke, the Head of Environment advised that Officers had previously presented reports to Committee on usage figures in relation to the number of vehicles from the Republic of Ireland using Council’s recycling centres.

Mr Lyttle referred to the draft Programme for Government and stated that although a Circular Economy or zero waste was not mentioned specifically, the outcome based approach meant that outputs for waste management could be tied more closely to local people’s needs and contribute to the Programme for Government purpose of driving economic growth. He stated that this was better than a dogmatic fixation on a weight-based target that had produced perverse

6 Page 24 outcomes at times, such as generating large quantities of low quality recyclate that could be difficult to reprocess.

Mr Lyttle was thanked for his attendance and he withdrew from the Meeting.

ER30/18 Best Wishes

The Chairperson referred to the fact that this was Councillor’s Hassan’s last Meeting of the Committee as he would be resigning from Council in the coming weeks. She commended Councillor Hassan on his contribution to Council during his lengthy service and wished him well in his retirement.

The Director of Environment and Regeneration extended Council’s best wishes for a speedy recovery to Noel Baird the Council Refuse Collector who had been attacked by a dog whilst carrying out his duties. She advised that the Chief Executive, the Head of Environment and herself, had visited Mr Baird and he was recovering.

ER31/18 Winter Gritting Programme

The Director of Environment and Regeneration referred to Members’ previous request that Council write to the Permanent Secretary seeking an urgent meeting with officials from the Department for Infrastructure (Roads) regarding the criteria and procedures applied with regard to gritting and the supply of salt boxes. She stated that Members would be aware that a meeting had been arranged with the local office however, a response had subsequently been received from the Permanent Secretary stating that he would be more than happy to arrange for the Director of Network John Irvine to meet with Council. She stated that Mr Irvine had indicated that he would be happy to meet with Council locally, or if preferred, Members could meet with him in Belfast.

It was subsequently agreed that Mr Irvine be invited to meet with Members in the City at his earliest convenience and Members be advised accordingly.

7 Page 25 ER32/18 MUGA Pitch – Eglinton

Alderman Devenney raised the issue of a potential MUGA Pitch for Eglinton.

The Director of Environment subsequently advised that this was a matter for the Health and Communities Directorate and suggested that he raise the matter at the Monthly Meeting of that Committee scheduled for the following afternoon. However, she undertook to advise the Director of Health and Communities accordingly.

ER33/18 Lisahally Cattle Market

Councillor Hastings advised that a member of the Rural Partnership had met with a representative from the Ulster Farmers’ Union in relation to a study carried out on the Cattle Market at Lisahally.

The Director of Environment and Regeneration undertook to prepare a report thereon for submission to the March Meeting of the Committee.

ER34/18 Confirmation of the Open Minutes of the Environment and Regeneration Committee held on Wednesday 17 January 2018

Minutes of the Environment and Regeneration Committee held on 6 December 2017 (ER1/18-ER19/18) were confirmed and signed by the Chairperson as correct.

ER35/18 Circular Economy/Zero Waste Strategy Implementation

The Head of Environment presented the above report a copy of which had previously been circulated. She advised that the purpose of the report was to update Members on proposals to take forward the Circular Economy/Zero Waste Strategy recently adopted by Council.

In response to a query from Councillor Tierney, the Head of Environment confirmed that he had hoped to consider the wider stakeholder forum in the first instance and within this forum to look at the issue of governance and how this could be taken forward.

Councillor Tierney referred to the excellent work being carried on this issue at local schools and as such felt it would be important to invite schools representatives onto the forum.

8 Page 26 Councillor Duffy welcomed the report and progress made to date in relation to the adoption of a zero waste strategy. She suggested that the recommendation contained in the report resembled a proposal put forward by her at the previous Committee Meeting. She welcomed suggested representation from schools onto the forum. She referred to the role of the Youth Council and the lessons to be learnt from young people in terms of working towards the adoption of a zero waste strategy. She stated that consideration could be given to extending membership, in due course, if required.

The Head of Environment said a number of organisation would be considered for inclusion on this forum in order to determine the most appropriate.

Subsequently the Committee

Recommended that authority be granted for the setting up of a Steering Group to progress the implementation of the Circular Economy/Zero Waste Strategy.

ER36/18 Sustainable NI

The Director of Environment and Regeneration presented the above report a copy of which had previously been circulated to Members. She advised that the purpose of the report was to seek approval in relation to continued support for Sustainable NI.

The Committee

Recommended that Members endorse the annual work plan and approve annual financial support for Sustainable NI for 2018/19 to the value of £5,000.

ER37/18 Street Naming and Property Numbering – Development of 16 New Dwellings at Fir Road, Ballyarnett

The Director of Environment and Regeneration presented the above report a copy of which had previously been circulated. She advised that the purpose of the report was to seek Members’ approval for the naming of a new housing development containing 16 new dwellings at

9 Page 27 Fir Road, Ballyarnett, Derry by McGettigan Homes Limited, 10-12 Bridge Street, Strabane.

Councillor Hassan suggested that as there was already a development in the surrounding area named ‘Mansfield Grove’ the proposed development be named ‘Grove Manor’.

Recommended that the development of 16 new dwellings at Fir Road, Ballyarnett be named ‘Grove Manor’ – Nos 1-16.

Proposal for the Development of a Regional Head of Environment Crematorium Author:

1 Purpose of Report/Recommendations

1.1 To seek the approval of Members to enter into discussions with the appropriate officers within the adjoining District Councils of Fermanagh & Omagh, Mid Ulster District Council, Causeway Coast & Glens, and Armagh City, Banbridge and Craigavon with a view to developing a Strategic Outline Case (SOC) and Outline Business Case (OBC) in relation to the possible provision of Crematorium Services for the five Councils

2 Background

2.1 Members will recall that Council had previously commissioned a feasibility study into the development of a crematorium within the district with Council subsequently recommending progressing the proposal on a regional basis. On foot of this the officer team have been in discussions with counterparts in neighbouring Councils on their interest with regard to this matter.

2.2 A meeting was subsequently arranged with Senior Officers from Mid Ulster, Fermanagh & Omagh and Derry City & Strabane in Omagh on the 15th of December 2017 to explore whether or not there was any basis for a collaborative approach to the provision of Cremation Services for the three Councils.

2.3 As a result of that discussion it was proposed that two further Councils (Armagh City, Banbridge & Craigavon and Causeway Coast and Glens) be invited to join the group. Members will note that this is a similar grouping of Councils that are currently working together on a number of waste related projects, in particular the Materials Recovery Facility

2.4 Members may not be aware that Omagh District Council had received outline planning permission for a Crematorium in 2015 which will expire in 2020.

Page 29 3 Key Issues

3.1 Roselawn Cemetery is Belfast’s main municipal cemetery. It opened in 1954 and is also home to the City of Belfast Crematorium, which is operated by Belfast City Council and provides cremation services for Northern Ireland and the Republic of Ireland. It is located within Roselawn Cemetery on the Ballygowan Road, Crossnacreevy, just outside Belfast.

3.2 In 1961, the City of Belfast Crematorium, the first of its kind in Ireland, opened its doors, with the first cremation taking place in July 1961. Roselawn is regulated under the Cremation (Belfast). Regulations (Northern Ireland) 1961. Any new facility would require new legislation although this is not seen as a barrier.

3.3 This is the only Cremation facility currently located within Northern Ireland although Members will be aware that Antrim and Newtownabbey Borough Council are progressing the development of their own facility (see 6.3 below).

3.4 Members will be aware that attitudes towards cremation are changing (see 6.1 below) and that coupled with a growing and aging population (14.6% of the population were over 65 at the 2011 census) coupled with the age of the current Belfast facility implies that there is a latent demand for increased Cremation provision in Northern Ireland.

3.5 With the exception of the City side of Derry, Derry City and Strabane District Council is currently well provided for in relation to the provision of Cemeteries for traditional burials and is not under any pressure in this regard, however there are no Cremation facilities within a reasonable distance.

3.6 In order to properly assess what the options may be it would be appropriate to consider this on the basis of an Outline Business Case. Prior to the development of an OBC a SOC would be prepared.

Strategic Outline Case

The SOC is a very brief preliminary document, usually no more than 10 or 12 pages long, that introduces the basic project concept and contains enough detail to support an informed decision on whether to proceed to an OBC. It should include a preliminary assessment of strategic fit, options, value for money, affordability and achievability. Key elements in a SOC include:

Analysis at SOC stage is broad and indicative - too broad and indicative to determine a preferred solution, but sufficient to judge whether it is worth committing resources to the more substantial work of an OBC.

DFP has issued a template which indicates the core content expected in a SOC and is designed to facilitate documentation of a SOC with suitable and proportionate effort.

Outline Business Case

An Outline Business Case (OBC) sets out the preliminary thoughts regarding a proposed project. It should contain the information needed to help the institution make decisions regarding the adoption of the project. It should state envisaged outcomes, benefits and potential risks associated with the proposal.

A well written OBC will help the decision makers to make the right decisions regarding which projects to support or reject and to achieve value for money over the whole life of the project - the Financial dimension of the Whole Life Costing model you can calculate the likely total cost of funding and generate outline cash flow statements covering the project’s life.

Initially the OBC may be a fairly ‘conceptual’ document, however, as time passes and, hopefully, support for the project increases, the OBC will be revised into a much more robust Business Case that eventually becomes the blueprint for the investment decision.

When preparing an OBC, the following types of issues are addressed:

 Is the business need clearly defined? (e.g. the current item of equipment is x years old, starting to breakdown on a regular basis and is becoming costly to maintain; the student accommodation is now 30+ years old and not of a standard today’s students expect)  Have the benefits of supporting the business case been clearly identified and does it fit in with the institution’s current strategies? (e.g. the institution has made a strategic decision to concentrate on a specific academic area and a landmark building is required to facilitate the research and promote the specialism as a Centre of Excellence)  What are the various options? (E.g. again for equipment, would refurbishment of existing or an ex-demonstration model etc. be a viable alternative to new equipment? For a service need, can it be provided in-house or by an external provider?)

2 Background

2.1 This project has been developed by Ernact in consultation with the partners as identified within the funding proposal. The proposed project will consist of seven partners from across five regions and include ERNACT, Derry City & Strabane District Council, Donegal County Council, NUl Galway and municipalities from the and the Faroe Islands.

2.2 If the funding application is successful, the project will run from October 2018 through until September 2021.

3 Key Issues

3.1 The Emergreen project aims to find new and innovative models for participative, user centred, quality and sustainable public services to remote and peripheral areas and communities. This will be achieved through;

 The introduction of new and emerging technologies adapted to a wide range of different target recipients – citizens, companies, public authorities etc.

 Finding new sustainable business models for service provision based on new emerging technologies and shared solutions.

Page 33  Testing the effectiveness of these solutions and looking at how they can be adopted for use elsewhere by other regions or service areas.

3.2 The project will focus on the ‘green growth’ in the participating regions by bringing together public authorities responsible for the socio economic development of their areas. They in turn will engage with their local communities, including citizens and business, testing new and emerging technologies to facilitate their involvement in planning and development of more inclusive and resource efficient regions.

3.3 It is intended that the project will result in more engaged and informed communities through greater access to information relating to environmental matters i.e. waste, litter etc.

3.4 A project synopsis is attached as Appendix 1.

4 Financial, Equality, Legal, HR, Improvement and other Implications

4.1 The project will have a total budget of €1.6 million with Derry City and Strabane District Council asked to contribute €68,152.00 of this over the 3 years of the project.

4.2 Funding will cover a part-time role to oversee the delivery of the project over the three-year period. It is anticipated that budget for this project can be accommodated within the overall Environment budget over three years and that this project would greatly enhance the existing work of the Environment service in particular in relation to both improving on recycling and composting rates and reducing litter.

4.3 ERNACT have submitted a project funding application and a final decision is expected from the ERDF in June of 2018.

5. Recommendations

5.1 Members approve participation in this project and should the application be successful the allocation of the match funding of €68,152.00 as detailed above.

EMERGREEN: Emerging technologies for greener communities

1 Background

Results coming from the IMPROVE project (Involving the community in the co-production of public services) demonstrate that the co-production approach where the relevant stakeholders are a key participant, is a very effective way of delivering more effective public services that respond to their real needs and demands. The services piloted in the project brought real improvements for both, the service providers and the final recipients of the services. In IMPROVE, the use of technologies along with an specific care in the facilitation process, made possible overcome factors such as long distances, low demand or difficult business models for quality and sustainable public services.

Nevertheless, these initial achievements are bringing along new challenges and opportunities that should be considered in order to give response to the reality of the remote and peripheral communities. Among them we identify:

- Need of establishing a wider variety of user-friendly channels for the community to access and participate in the co-production process. There’s not one solution that fits everybody. - Exploration of models to share solutions at regional and transnational levels to ensure quality and sustainable services. - Opportunity to introduce new emerging technologies in the public services provision and test their impact, viability and new business models for this changing landscape.

There is a big potential in applying the above to empower local communities from remote and sparsely populated areas to participate in the planning processes and further development of new public services for greener and more socially inclusive regions making a better use of the existing resources.

2 Aim and objectives

The main aim of the project is to find new innovative models for participative, user-centred, quality and sustainable public services aiming greener remote and peripheral areas.

The main objectives are:

1. Introduction of new emerging technologies adapted to a wide range of different target recipients (citizens, companies, public authorities). 2. Find new sustainable business models for services provision based on new emerging technologies and shared solutions. 3. Test the effectiveness of the above and serve as demonstrators for future adoption by other regions or service areas.

They will be supported by university and research centres owners of the knowledge about these emerging technologies (i.e. virtual reality, open data, internet of things or gamification) and future business models.

Transnational organisations will bring their expertise to find new business models based on shared services.

1 Purpose of Report/Recommendations

1.1 To update Members with regard to recent service disruptions with regard to refuse collection services and to advise on progress on litter clearing of rural roads.

2 Background

2.1 Members had requested that officers prepare and bring back a report detailing issues relating to service disruption over recent weeks and in particular delays with the bulky lift collection service and in addition to update on arrangements for litter clearing on rural roads.

3 Key Issues

3.1 Over recent weeks the region has been impacted by a number of adverse weather events including snow, freezing conditions etc. It is inevitable given both the topography and large rural nature of the Council district that services – and in particular refuse collection services, given the nature of vehicles operating on icy roads, will be disrupted during these events

3.2 Council operate a fleet of 32 tonne refuse collection vehicles driven by a team of professional drivers and manned with fully trained refuse collection operatives. These vehicles operate right across the district and given their size and weight, are difficult to manoeuvre in icy or snow covered roads – and therefore pose significant dangers – to all other road users including both vehicular and pedestrian.

Page 45 3.3 As stated above the drivers are professionally qualified and are required to undertake dynamic risk assessments of all road conditions during collection operations. This may mean that at times of severe adverse weather, they consider it too much of a risk to take the vehicle along particular streets or roads that have been severely impacted by snow or ice. This will result in bins not being collected at the scheduled time, requiring that Council put in contingency collection arrangements.

3.4 Members will also know that Council provide a free bulky collection service on a scheduled basis using 32 tonne RCV’s with again drivers and crews undertaking collections in consideration of the prevailing weather conditions. Any collections missed as a result of weather are rescheduled for the next available collection opportunity - which is normally a short number of days later in most circumstances.

3.5 Where disruptions are limited to isolated instances ‘catch up’ arrangements can normally be achieved utilising existing refuse collection crews but where disruption extends over prolonged periods and across large areas of the district priority is given to completing refuse collection services with the bulky lift vehicle and crew used to clear the back log of missed bins, in the first instance.

3.6 This does unfortunately mean delays in progressing bulky collections, disruption is however kept to a minimum where possible. Officers understand the frustration of customers in relation to this issue and will continue to review communications to assure residents are kept up to date in relation to their issues.

3.7 Members had also raised a number of queries in respect of the cleaning of rural roads and specifically ran inquiry around plans to outsource this service. Officers from across a number of Directorates are currently preparing a detailed report on this specific issue of cleaning rural roads and it is intended that this report be presented to Members during the April series of meetings.

3.8 There are no proposals - either existing or planned - in terms of outsourcing this service over and above arrangements that currently exist. A number of contractors are on tender to undertake litter clearing along arterial routes with these arrangements predating the establishment of the existing Council and relating principally to the former area. Additionally, there are specific requirements relating to both grass cutting and litter clearing along dual carriageways and Council has used a specialist external contractor to undertake these works on its behalf - principally along the A2 Caw to City of Derry Airport route.

Page 46 3.9 As detailed at 3.7 above officers are preparing a detailed report for Members consideration in terms of this activity with the report setting out the health and safety requirements in terms of both Chapter 8 and HSENI guidance. The report will detail the internal resources required to ensure compliance with the above mentioned regulations / guidance with the only exception being dual carriageways as detailed at 3.8 above.
