Committee (SEMC) Annual Report has been compiled as a method of measuring the achievements and activities undertaken by the SEMC, its subcommittees, district and local emergency management committees, and other emergency management agencies in Western Australia. FESA administratively supports the SEMC and the following information is included in its Annual Report: • Human Resource Management; • Internal Audit; • Consultants; and • Financial Activities. In accordance with section 25 of the Act, this annual report is submitted to the Minister for Police and Emergency Services who will cause the report to be laid before each House of Parliament. The contribution to Western Australia’s emergency management functions is demonstrated throughout this document. Many thanks go to the people who make it all possible and provide considerable effort ensuring best practice and innovation in emergency management in this State. Those groups have been established by the respective organisations and subcommittees to assist them in carrying out their roles and responsibilities. SEMC Annual Report 2007-2008 6 State Emergency Management Committee Membership Section 13 of the Emergency Management Act 2005 provides for the membership of the SEMC to consist of – (a) a chairman appointed by the Minister; (b) a deputy chairman appointed by the Minister; (c) an executive officer appointed by the Minister; (d) a person who is representative of local government, appointed by the Minister; and (e) such other members as are provided for, and appointed in accordance with, the regulations. The Emergency Management Regulations 2006 provides for the other members referred to in section 13(e) of the Emergency Management Act 2005 to consist of – (a) the chief executive officer of the department principally assisting the Minister administering the Health Act 1911, or a nominee of that chief executive officer, appointed by the Minister; (b) the chief executive officer of the department principally assisting the Minister administering the Children and Community Services Act 2004, or a nominee of that chief executive officer, appointed by the Minister; and (c) not more than 5 other members appointed by the

    Western Australia – Permits and permissions required to access indigenous and other lands, including national parks General: Quite a number of transit permits for aboriginal lands in WA are able to be issued by the Aboriginal Lands Trust of WA. (N.B.: The Aboriginal Lands Trust has no involvement whatever in the issuing of permits for the Canning Stock Route – for Canning information and Permits see below under the heading of Canning Stock Route). The Trust is a part of the Department of Indigenous Affairs. Applications can be made on-line at www.dia.wa.gov.au and simply follow the prompts. The web site contains a lot of excellent information including maps showing the specific areas and tracks where Permits are required and whether the Trust or a Land Council issues them. The conditions under which permits can be gained via an automated on-line process are also explained. Once you log on to the web site, click on the “Entering Aboriginal Land” button on the left side of the Home Page and read all of the information under the nominated four (4) headings BEFORE applying on-line. The maps showing the tracks and whether DIA or a Land Council, etc., issues them can be found under the “Travel Information” heading. About half way down that page is a map of WA showing the Land Council areas; simply click on the area you want to visit. This study presents the first assessment of the observed frequency of the impacts of high sea levels at locations along Australia’s northern coastline. We used a new methodology to systematically define impact-based thresholds for coastal tide gauges, utilising reports of coastal inundation from diverse sources. This method permitted a holistic consideration of impact-producing relative sea-level extremes without attributing physical causes. Impact-based thresh- olds may also provide a basis for the development of meaningful coastal flood warnings, forecasts and monitoring in the future. These services will become increasingly important as sea-level rise continues.The frequency of high sea-level events leading to coastal flooding increased at all 21 locations where impact-based thresholds were defined. Although we did not undertake a formal attribution, this increase was consistent with the well-documented rise in global sea levels. Notably, tide gauges from the south coast of Queensland showed that frequent coastal inundation was already occurring. At Brisbane and the Sunshine Coast, impact-based thresholds were being exceeded on average 21.6 and 24.3 h per year respectively. In the case of Brisbane, the number of hours of inundation annually has increased fourfold since 1977.

The experiences of the original expedition into remote Aboriginal homelands and the subsequent development of the iconic “Canning Stock Route” become the subject of review as the authors investigate the region and the survey after the passage of 100 years.
