However, things started falling apart in due course due to new political realignments. It reached a stage where President Sirisena joined hands with the previous President Rajapaksa to oust Prime Minister Ranil Wickremasinghe resulting in about a two-month- long politico-constitutional crisis. With judicial intervention, the crisis got over, but not permanently; the polity looks polarised. The crisis has wide-ranging implications, both at domestic and international levels, especially for India-Sri Lanka relations. Unprecedented political situation that has arisen in Sri Lanka has at least two broad implications on India-Sri Lanka relations: the state of Indian infrastructure projects in Sri Lanka and the ethnic issue in the island nation. Karu Jayasuriya, the Speaker of Parliament, stated at the time that an SME would contribute to achieving the fivefold development strategy suggested by Prime Minister Ranil Wickramasinghe, so that it would uplift the economic standards of the people and create an equitable society (Sri Lanka putting together Social Market Economy Model, 2015). The fivefold development plan titled ‘Our Solutions to Your Problems’ has been formulated targeting five main areas: (economy, infrastructure facilities, prevention of frauds and malpractices as well as freedom and education). According to the Prime Minister, it will give priority to improving the economy such that more youth may be employed and the incomes of people may increase within a period of 60 months. The plan will next address the improvement of people's general welfare and infrastructure facilities.

    TRAVEL ADVISORY POLITICAL RISK TRAVEL ADVISORY • 31 October 2018 Tensions Rise Following Political Crisis in Sri Lanka KEY POINTS • Sri Lanka's President Maithripala Sirisena has replaced Prime Minister Ranil Wickremesinghe with former President Mahinda Rajapaksa; a man accused of widespread human rights abuses during the Sri Lankan Civil War. • The appointment has sparked a political crisis in Sri Lanka with opposition groups highlighting that the return of Rajapaksa will undo the post-civil war reconciliation process and heighten the risk of divisive policies that seek to suppress minority groups. • The United National Party (UNP) claimed that 100,000 people demonstrated against the appointment of Rajapaksa on 30 October. Further demonstrations are likely in the coming weeks. SITUATIONAL SUMMARY Political: Sri Lanka’s President Maithripala Sirisena has sworn in a new cabinet following the dismissal of the previous Prime Minister Ranil Wickremesinghe. Sirisena has also suspended parliament in an apparent attempt to give the incoming Prime Minister, former President Mahinda Rajapaksa, time to muster support against any no-confidence vote. The Parliament’s speaker has warned of a possible “bloodbath” if MPs are not summoned back immediately to resolve the deepening political crisis. There has already been violence and protest action in Colombo. A bodyguard of disposed Petroleum Minister Arujuna Ranatunga opened fire after crowds allegedly surged forward whilst the minister attempted to enter his office on 28 October. Ranatunga had to be rescued from the Ceylon Petroleum Corporation company’s offices by police commandos. On 30 October, a protest was held by the supporters of the United National Party (UNP).

The armed struggle and the consequences of war have encouraged the state and society to address the group rights of ethnic minorities and move forward towards state reconstitution. The Tamil minority and international community expect that the Government of Sri Lanka (GOSL) must introduce inclusive policies as a solution to the ethnic conflict. They believe the state should take measures to avoid another major contestation through the lessons learned from the civil war. The study is a qualitative analysis based on text analysis. In this backdrop, this paper examines the attempts made for the inclusion of minorities into the state system in post-civil war Sri Lanka, which would contribute to finding a resolution to the ethnic conflict.
