Sri Lanka Forum of University Economists Sumanasiri Liyanage S L J E R Dean, Faculty of Management and Finance, SANASA Campus Ltd., Sri Lanka Chamari Jayani Wijayawardane Assistant Lecturer, SANASA Campus Ltd., Sri Lanka INTRODUCTION The concept of a social market economy (SME) came to play a significant role in Sri Lankan development discourse when it was revealed in late-2014 at the height of the presidential election, that the new government under Maithreepala Sirisena and- Ranil Wickramasinghe would follow the SME model in articulating its economic policies: likely the first time such an idea had surfaced in a Sri Lankan election campaign. Karu Jayasuriya, the Speaker of Parliament, stated at the time that an SME would contribute to achieving the fivefold development strategy suggested by Prime Minister Ranil Wickramasinghe, so that it would uplift the economic standards of the people and create an equitable society (Sri Lanka putting together Social Market Economy Model, 2015). The fivefold development plan titled ‘Our Solutions to Your Problems’ has been formulated targeting five main areas: (economy, infrastructure facilities, prevention of frauds and malpractices as well as freedom and education). According to the Prime Minister, it will give priority to improving the economy such that more youth may be employed and the incomes of people may increase within a period of 60 months. The plan will next address the improvement of people's general welfare and infrastructure facilities. -

I have confidence that the interactions and deliberations at this Forum with scientists from different countries would result in gaining broader insights and resolutions that would enhance sharing and facilitation of scientific knowledge and would benefit everyone in the respective scientific fields. Our society is now in the process of accelerating its progression. In order to understand the real needs and to offer solutions to the societal demands, scientific and professional communities must work closer with their clientele as well as among themselves, and adopt an integrated perspective. This is what is happening at the Forum and what my government aspires to address the real needs of our society, to reach accelerated development in the future. -

NATIONAL SCIENCE FOUNDATION ANNUAL REPORT 2011 47/5, MAITLAND PLACE, COLOMBO 07 SRI LANKA Chairperson’s Message It is my pleasant duty to present the Annual Report of NSF, for the financial year ended 31 st December 2011. During the fiscal year 2011 the nation’s economy continued to challenge specially the institutions funded by the state. However despite the constraints experienced during the year, NSF relentlessly pursued the achievement of its goals, while achieving the laudable pursuits of transparency, and speedy decision making. The strategic thinking and positioning necessary to enhance the future prospects of the NSF and its deliverables were a continued concern of the Board of Management. Avenues to strengthen the functioning of NSF, promoting innovation especially in high end technologies and serving the scientific community therefore have been pursued rigorously un-entrenched with any self – interests and ideological mind sets. I am glad to mention that, due to the dedication of the Board of Management, the Advisory Boards, Research Panels and more importantly the Staff, NSF committed to many scientific projects during the year. In addition, to the many activities that NSF has carried out during the year achieving its objectives, I wish to make a special mention on, the synergistic relationship that has been brought between the scientists, the business and the government, through Nano-Technology activities, that had been carried out at SLINTEC, an initiative of NSF. The nano technology initiative established in 2006 was well under way during 2011 and have applied already for seven U.S. patents for the new products/processes that have been discovered at SLINTEC. -
