Brenton Avdulla was a leading apprentice in Melbourne before a ‘chance’ phone call from Gai Waterhouse saw him relocate to Sydney to be indentured to her. He has remained in Sydney since and was crowned 2017/18 champion jockey. Avdulla has ridden over 100 winners in his last five seasons in Sydney striking at no less than 14.5%, contributing to his total win tally of 1,124 (as of 25 November). Alexis Badel hails from a racing tradition, his mother being trainer Myriam Bollack-Badel and his father, former jockey Alain Badel. He was France's Champion Apprentice in 2007 and broke into the top 10 in the premiership in just his second year riding, with 60 winners. Badel's first Group race win came aboard Norse King in the October 2013 Prix du Conseil de Paris. He was appointed as the second retained rider for The Aga Khan behind Christophe Soumillon at the beginning of the 2015 racing season and went on to record his most successful season to date with 104 wins. That saw him obtain seventh position in the French Championship. He debuted at Sha Tin with two mounts on 11 December, 2016. His first Hong Kong winner was Supreme Profit on 27 December, 2016 and he ended that maiden two-month stint with seven wins.

    Chapter 2 Quality City And Quality Life Preamble The development of Hong Kong into a knowledge-based economy requires talent from around the world, and a quality city life is essential to attracting talent. The concept of “Progressive Development” advocated by the Chief Executive is to develop a quality city life by striking a balance between economic development and environmental protection and conservation. In the arena of environmental protection, we launched a basket of new initiatives in areas such as air quality improvement, waste management and promoting a low-carbon economy and lifestyle. Environmental protection is a long-term and continuing commitment. The Government will continue to promote regional co-operation to improve air quality within the region, and to develop the PRD Region into a green and quality living area. Global warming is an international concern. We will meet the challenge of climate change with early planning. In particular, we will enhance energy effi ciency and promote a low carbon economy — an economy based on low energy consumption and low pollution. Moreover, we will strengthen our cultural software, develop our audience base, and support more small and medium arts groups to tie in with the development of the West Kowloon Cultural District, which is proceeding as planned. 28 Quality City And Quality Life We will also continue our efforts to beautify the shoreline of Victoria Harbour by turning it into a landmark to be enjoyed by locals and visitors alike. 29 Quality City And Quality Life New Initiatives We will: • Oversee the progressive launch of digital audio broadcasting services by three commercial licensees and Radio Television Hong Kong as from late 2011/early 2012.

Tony Cruz is a son of Johnny Cruz, a renowned rider from Hong Kong's amateur era. He was among the first intake of apprentices to the HKJC Apprentice Jockeys’ School when that facility opened in 1972. Cruz started his riding career in the 1973/74 season. He went on to be Hong Kong's champion jockey six times and rode 946 winners. Cruz also made his name at G1 level in Europe and notably partnered the great race mare Triptych. He was granted a Hong Kong trainer's licence in 1996 and first landed the trainers' title in 1999/2000. He regained the crown in 2005, setting a then record for a season's winners (91) and earnings (HK$113m) in the process. He trained the great Hong Kong champion Silent Witness to win 17 consecutive races. Honours: Hong Kong Champion Jockey (1978/79, 1980/81, 1982/83, 1983/84, 1985/86, 1994/95); Hong Kong Champion Trainer (1999/00, 2004/05). FWD Champions Day race wins (7): FWD Champions Mile (2005 & 2006 Bullish Luck), FWD QEII Cup (2015 Blazing Speed, 2018 Pakistan Star, 2020 Exultant), Chairman's Sprint Prize (2004 & 2005 Silent Witness).     Chapter 7 Youth, Sport, Arts and Culture Preamble Young people are precious assets of our society and our future. Our youth development policy will focus on creating opportunities for them and helping them to realise their potential. We will continue to partner with relevant NGOs to foster a culture of multi-faceted excellence and offer multiple avenues for young people to pursue their studies, career and interests. Engaging the Commission on Youth, uniformed groups and NGOs, we aim to enhance our networking with young people, promote positive values amongst them and facilitate their overall development. The Government’s policy for developing sport in Hong Kong is threefold - to promote sport in the community, to support elite sport, and to maintain Hong Kong as a centre for major international sports events. Underlying these objectives is the view that participation in sport contributes significantly to good physical and psychological health, and provides a basis for social interaction and a sense of belonging to the community. On culture and the arts, our vision is to develop Hong Kong into an international cultural metropolis with a distinct identity grounded in Chinese traditions and enriched by different cultures. We are providing opportunities for wide participation in culture and the arts; offering opportunities for those with potentials to develop artistic 113 talents; supporting the preservation and promotion of our traditional cultures (including intangible cultural heritage) while encouraging artistic creation and innovation; and developing Hong Kong into a prominent hub of cultural exchanges. We will continue to strengthen our cultural software to tie in with the development of the West Kowloon Cultural District (WKCD).
