This is the regulatory standard also referred to as the "100-year flood." 5 Base Flood Elevation (BFE): The elevation of surface water resulting from a flood that 6 has a 1% chance of equaling or exceeding that level in any given year. 7 Buffer: an undisturbed area consisting of trees, shrubs, ground cover plants, duff layer, 8 and generally uneven ground surface that extends a specified distance horizontally 9 across the surface of the land from the mean water level of an adjacent lake or from the 10 top of the bank of an adjacent river or stream, as determined by the Secretary of Natural 11 Resources. 12 Community Rating System (CRS): A program developed by FEMA to provide 13 incentives for those communities in the Regular Program that have gone beyond the 14 minimum floodplain management requirements to develop extra measures to provide 15 protection from flooding. 16 Declaration: Presidential finding that a jurisdiction of the United States may receive 17 Federal aid as a result of damages from a major disaster or emergency. 18 Flood Insurance Rate Maps (FIRMS): The official map of a community prepared by 19 FEMA, showing base flood elevations along with the special hazard areas and the risk 20 premium zones applicable to the community. 21 Floodplain: Any land area susceptible to being inundated by floodwaters from any 22 source. 23 Fluvial Erosion: streambed and streambank erosion associated with physical 24 adjustment of stream channel depth and width 25 Inundation Flooding: the overflowing of rivers, streams, ponds and lakes due to 26 excessive rain, rapid snow melt or ice. 27 National Flood Insurance Program (NFIP): a program managed by FEMA that makes 28 federally-backed flood insurance available in those states and communities that agree 29 to adopt and enforce flood-plain management ordinances to reduce future flood 30 damage. 31 Pre-FIRM Building: A building for which construction or substantial improvement 32 occurred on or before December 31, 1974 or before the effective date of an initial Flood 33 Insurance Rate Map (FIRM). 34 Repetitive Loss Structure: An NFIP-insured structure that has had at least 2 paid flood 35 losses of more than $1,000 each in any 10-year period since 1978 4 Draft Calais Local Hazard Mitigation Plan May 2021 1 River corridor: the area of land surrounding a river that provides for the meandering, 2 floodplain, and the riparian functions
