4 CONFERRING OF THE HONORARY DEGREE

DOCTOR OF LAWS

WILLIAM D. VALENTE, J.D. Professor Emeritus, Villanova University School of Law

PRESENTED BY

DORIS DEL TOSTO BROGAN Associate Dean for Academic Affairs

As one of twelve children of immigrant Italian parents, you grew up in South Philadelphia in a loving family which had visions of your promise and gave you the gifts of courage, faith and an unwavering sense of the differ ence between justice and injustice— between right and wrong. Now, as the last surviving child, you may take satis faction in knowing that you have fulfilled the expectations of your family through a rich career of public service, legal practice, teaching and scholarship. You have been true to the values of your youth not only in your career but also in your life as a concerned citizen, a leading Catholic layman, and most of all a loving husband and father.

A brilliant young man, you went West from South Philadelphia to the University of Pennsylvania where you earned your key. This opened the door to the University's Law School where you served as Editor- in-Chief of its Law Review and where you were elected to the Order of the Coif. After graduation from law school you entered the maelstrom of Philadelphia practice. You served both in the private and public sphere, and as a lawyer in the office of the City Solicitor, you helped reshape the City during the reform movement of the 1950's. After 15 years of absence, the lure of academia proved too strong for one of your scholarly nature, so you came to Villanova School of Law to teach and to write. And teach and write you certainly did.

After a very short time you established yourself as a nationally known scholar in the fields of education law and local government law, chairing the Local Government Section of the American Association of Law Schools and serving as a consultant to the National Institute of Education and the National Council of Catholic Education. You also taught church and state relations and constitutional law. Through the years, your reputation has been enhanced not only by numerous articles but also by a major treatise and a major text in school law, and by a widely adopted casebook in local government law. Your services have not been limited to the law school. You have served as presi dent of the Board of Education for the Archdiocese of Philadelphia and as a trustee of civic and educational institu tions. You have been honored for these services. You received the St. Thomas More Award given by the Catholic lawyers of Philadelphia and were named a Knight of St. Gregory by Pope John Paul II.

Last year the University Board of Trustees recognized your accomplishments by appointing you Professor Emeritus. You continue to speak, to publish and to teach and so to influence the law and to touch the lives of many.

WILLIAM D. VALENTE, J.D.

William D. Valente, Professor Emeritus at Villanova University School of Law, began his distinguished law teaching career at Villanova in 1965. He received his A.B. with honors from the University of Pennsylvania in 1947, and is a member of Phi Beta Kappa. He received his J.D. from the University of Pennsylvania School of Law in 1949. He is a member of the Order of the Coif and served as Editor-in-Chief of the University of Pennsylvania Law Review. Professor Valente entered private practice in Philadelphia. In 1953 he was appointed by Mayor Joseph Clark of Philadelphia as an Assistant City Solicitor. He served during the era of reforming city government under the newly adopted City Charter, and participated in drafting the laws to finance and relocate the Food Distribution Center.

5 Professor Valente joined the Villanova Faculty in 1965 as Villanova School of Law began its second decade. He soon focused his teaching and scholarly efforts on the areas of constitutional law, local government law and educa tional law, carving out a unique area of expertise. Professor Valente wove these subjects together, drawing on each to illuminate the others, and he became a leading voice in all three areas. His treatise Education Law is the premiere resource in that rapidly changing field. Local Government Law, his casebook, is now in its fourth edition and is a leading law school casebook. Law in the Schools, now in its third edition, is widely used in education law classes throughout the country.

Professor Valente expected much of his students and his colleagues at the law school, but no more than he expect ed of himself. He set a high standard for scholarship, and brought a tough-minded clarity of thought to the class room and to faculty meetings. He was responsible over the years for attracting several noteworthy speakers to stu dent colloquia and lectures.

Professor Valente's commitment to service has been obvious since his earliest professional years and continued throughout his career. In 1967 he was elected the President of the Board of Education for the Archdiocese of Philadelphia, the first layman to achieve that position in the history of the Archdiocese. Among his other appoint ments, he has served as a Consultant to the National Center for State Courts, Pennsylvania State Chairperson for the National Organization on Legal Problems in Public Education, Consultant to the National Council for Catholic Education and Chairperson of the Local Government Section of the American Association of Law Schools. Professor Valente was involved with drafting the Master Plan for Higher Education in Pennsylvania, and drafted the Pennsylvania Higher Education Facilities Authority Act. He also served on the Board of Trustees of Neuman College.

His experience and leadership have led him to be invited to testify before Committees of both the United States Senate and the United States House of Representatives and to speak at local, state and national conferences. He has also authored numerous articles in these areas.

In 1985, Professor Valente received the prestigious St. Thomas More Award, presented by the St. Thomas More Society of Philadelphia. The Award recognized him as a member of the legal community who had distinguished himself by longstanding adherence to Judeao-Christian principles in both his professional and personal life. He was named a Knight of St. Gregory by Pope John Paul II.

In 1993, Professor Valente formally retired from full-time teaching, and was awarded Emeritus status.

THE ORDER OF THE COIF

The Order of the Coif is that National devoted to the encouragement of high standards of legal scholarship with chapters in leading law schools throughout the country. Graduates in the top ten percent of the class are eligible for election to the Order of the Coif.

The Order takes its name from the word used to designate the cap which all the members of the Order were required to wear. This cap or coif was originally of white lawn or silk, forming a close-fitting hood, to be seen today in old engravings, pictures and effigies of distinguished Judges and Serjeants. Serjeants were an order of the highest rank of barrister at the English or Irish bar. By the ancient privileges of the Serjeants, this coif was not to be taken off even in the royal presence. When wigs came into fashion the coif was changed, no longer being worn as a complete hood, but merely as a circular piece of white lawn fastened to the top of the wig.
