PERFORMANCE AUDIT REPORT ON PUNJAB NON FORMAL EDUCATION PROJECT DISTRICT BAHAWALPUR AUDIT YEAR 2018 -19 AUDITOR GENERAL OF PAKISTAN PREFACE The Auditor-General of Pakistan conducts audits subject to Articles 169 and 170 of the Constitution of the Islamic Republic of Pakistan 1973, read with Sections 8 and 12 of the Auditor-General’s (Functions, Powers and Terms and Conditions of Service) Ordinance 2001 and Section 115 of the Punjab Local Government Ordinance 2001 and Section 108 of the Punjab Local Government Act 2013. The Performance Audit of “Punjab Non Formal Education Project” District Bahawalpur was carried out accordingly. The Directorate General Audit, District Governments Punjab (South), Multan conducted Performance Audit of the “Punjab Non Formal Education Project” District Bahawalpur for the period 2015-18 during September and October, 2018. Main objective of the project was to educate the children of the age group 4-16 years through Non-formal Basic Education Schools and adult persons of the age group 18-45 years through Adult Literacy Centers (ALCs) to be established in all (36) Districts of the Punjab. The audit was carried out with a view to reporting significant findings to the stakeholders. Audit examined the record of project with regard to economy, efficiency and effectiveness, whether the management achieved objectives and complied with the applicable rules. The Audit Report indicates specific actions that, if taken, will help the management to realize the objectives of the project. The observations included in this Report have been finalized without management responses DAC meeting. The Audit Report is submitted to the Governor of the Punjab in pursuance of Article 171 of the Constitution of the Islamic Republic of Pakistan 1973, for causing it to be laid before the Provincial Assembly. -

Vol.29, No.2, 2013 ROLE OF GRASSROOTS COMMUNITY ORGANIZATIONS (GRCO) IN POVERTY ALLEVIATION: EVIDENCE FROM THE COMMUNITY EMPOWERMENT INTERVENTIONS IN HARIPUR DISTRICT *NAEEM SHAH1, NAUSHAD KHAN1, IKRAMUL HAQ2 and MUHAMMAD IDREES2 1 Institute of Developmental Studies, The University of Agriculture, Peshawar – Pakistan. 2 Department of Agricultural Extension Education & Communication, The University of Agriculture, Peshawar – Pakistan. *Email:[email protected] ABSTRACT This study conducted in Haripur district during year 2009 and, the objectives of this research were to analyze the grassroots community organization’s process and its role in the empowerment of stakeholders. The study investigated the impact of community participation on decision-making, household incomes, poverty alleviation and overall empowerment initiatives. A large number of local, national and international non-governmental organizations (NGOs) are investing their efforts in community organization and human resource development activities in this district. Data collection was completed with (120) respondents selected through random sample technique from the list of (718) registered members of the grassroots community organizations (GRCOs) in the selected fifteen villages. Through a set of questionnaires, interviews completed with respondents to collect data and information on the study objectives. Outcome of the study reveals that majority of the GRCOs in the district organized by SUNGI - Foundation (a local NGO) and Sarhad Rural Support Program (a provincial NGO). About 93% of the respondents feel that grassroots social mobilization and organizational activities carried out by NGOs have empowered the stakeholders. While (80%) of the registered members of these GRCOs practice modern agricultural technologies in crop production activities and they ascertained that their knowledge and skills have been enhanced. -

This percentage includes contributions which are currently in the pipeline. <click here to go directly to the updated donor response report, or here to link to contact details > Appeal history: • This Emergency Appeal was launched on 4 June 2009 for CHF 23.9 million for seven months to assist 140,000 people (20,000 families). • On 5 June a meeting was held in Geneva, hosted by the International Federation and the International Committee of the Red Cross (ICRC) with the Pakistan Red Crescent Society (PRCS) representatives, to present the Red Cross Red Crescent Movement response for this humanitarian crisis. The importance of a strong Movement coordination framework was agreed. A joint statement was issued at the end of June clarifying roles and responsibilities of Movement partners. • A Revised Emergency Appeal was launched on 6 July 2009 for CHF 7,974,802 to assist 91,000 displaced PRCS mobile health unit doctor examines a patient in people (13,000 families).
