The 63rd meeting of Operation & Coordination Committee of MP was held on 26th April 2018 at 11:00 AM at Conference Hall, SLDC, MPPTCL, Nayagaon, Jabalpur. The list of participants is enclosed at Annexure -1.0. Shri K.K.Parbhakar Chairman OCC & Chief Engineer SLDC welcomed all the guests and participants for 63rd OCCM. Chairman OCC stated that the Stated OCCM of MP is conducted bi-monthly, it is a platform where operational issues related to grid and all the entities are discussed and resolved amicably for safe & secure grid operation. Presently there are no major issues faced in grid operation due to development and strengthening of transmission network. He also stated that no feedback is received or no issues are raised in MP OCC by the entities connected to the Grid. Thereafter he requested all the entities that if they are facing any problems related to grid operation, it should have raised in the meeting for discussion. Further he informed the committee that on 20th April 2018, MERC has issued the Forecasting, Scheduling, DSM & Related matters of Wind & Solar Generating Stations Regulations 2018, where in the complete procedure and calculations for deviation & settlement for RE Generators (Wind & Solar) are defined/explained. Creation of separate pool account is also defined for RE Generators (Wind & Solar). Further he also informed the committee that Forecasting, Scheduling & DSM for RE generation connected on 33 KV is to be done by respective Discoms for which procedure is being prepared by SLDC as per the directives of MPERC Regulation. As per the existing practice of MPERC for DEZ by Discom, similarly for DSM of RE generators the capacity building, software development & creation of virtual pool account in the existing pool account has to be done by Discoms. He also stated that the Regulation is applicable w.e.f 20.04.18, hence Discoms will require forecasting data to issue DSM account and can get the initial forcasting data from SLDC if it is not available with the Discoms. Chairman OCC also informed the committee that one of the major issues to be addressed at present is the DC revision/ reducing the DC by thermal generators in last minute/real time due to coal shortage. He stated that intimation of DC revision due to coal shortage/tube leakage, delay in intimation to SLDC/MPPMCL creates difficulties in maintaining the load and generation balance resulting O/D. Looking to the present scenario where Hydel Generation is being scheduled as per Administrative and irrigational requirement of NVDA/WRD to fulfill the irrigation/water supply requirements in various regions and also no load shedding is allowed or being done, hence it is difficult to operate the grid in safe, secure and balanced manner with these restrictions. He informed the committee about the tube leakage incident at STPS#11, which was known to the officials at STPS one day prior taking the M/C Off-Bar but was intimated on last minute to SLDC/MPPMCL. The Chairman OCC requested MPPGCL & other thermal Power Stations to intimate SLDC/MPPMCL well in advance about DC revision/reduction in DC due to Coal Shortage, tube leakage, reasons well known in advance so that power can be arranged and planning can be done in advance to mitigate the demand & restrict O/D for safe and secure Grid Operation. Thereafter Chairman OCC apprised the committee & congratulated MPPGCL for Lit-Up of SSTPS Phase-II Unit-3. After brief deliberation of Chairman, he requested Member Secretary OCC to take up the agenda points. Shri R.A.Sharma Member Secretary OCC & Addl. Chief Engineer, SLDC welcomed all the guests and participants for 63rd OCCM and taken up agenda points which is narrated here under in nutshell : ITEM NO. 1 : CONFIRMATION OF MINUTES : The committee was informed that Minutes of 62nd meeting of Operation & Coordination Committee of MP held on 27th FEBRUARY 2018 at SLDC, MPPTCL, Jabalpur were forwarded to the committee members vide No. 07-05/SG-9B-II/983 Jabalpur dated 04.04.2018. As NO comment have been received, therefore the committee has confirmed the minutes. Minutes of 63rd OCCM of MP 1 ITEM NO. 2 : REVIEW OF SYSTEM OPERATION DURING THE MONTHS FEB 2017 TO MAR 2018. 2.1. Frequency Particulars: The committee was apprised that during FEB 2018 the system frequency was below 49.90 Hz for 9.69% of time against 12.99 % of time during MAR 2018. The system frequency was above 50.05 Hz for 10.06 % of time during FEB 2018 against 7.72 % of time during MAR 2018. The system frequency was within the IEGC range of 49.90-50.05 Hz for 80.25 % of the time during FEB 2018 against 79.29% of time during MAR 2018. The average monthly frequency was 49.98 Hz during month of FEB 2018 and 49.97 Hz during month of MAR 2018.

Introduction Public Distribution System in India was started with a goal of price stabilisation in the grain market. PDS had been ensuring the supply of foodgrain on an affordable price to the people. In 1997 the system of PDS was changed to a new system called Targeted Public Distribution System (TPDS). The basic objective of TPDS is to provide foodgrains to the poor families on subsidised prices. The TPDS has a hidden objective of income redistribution by providing food cheaper to the poor than to the non­poor. This means that effective and transparent functioning of TPDS is an important tool of poverty eradication through increased calorie intake among the poorer families. The reduction in poverty through increased calorie intake depends on two things, first is the timely availability of subsidised foodgrain through PDS and second is sustained purchasing capacity of poorer household.
