TERMS OF REFERENCE FOR SERVICE CONTRACTING

Assignment Market Surveys to assess the capacity and the availability of the companies/ service providers in

1. OBJECTIVE AND TARGETS

UNICEF is seeking an experienced company to conduct market surveys to assess potential supplier base for a variety of high-demand relief items in order to support our operations in Yemen. The consultancy will also require assessments of supplier capacity and should include targeted visits to supplier premises.

2. SCOPE OF THE WORK (WORK ASSIGNMENT)

UNICEF is currently targeting the following products for market surveys: 3.1 Procurement of Goods

• Blankets, various sizes. Fleece, medium and high thermal. • Children’s clothing and footwear, various sizes, for both summer and winter requirements • Power generators, various outputs from 3.5 KVA to 250 KVA, plus generator installation, maintenance • School and classroom furniture • School stationery materials and learning supplies; pens, notebooks, rulers, chalk, schoolbags etc • Dermatologicals; Benzyl Benzoate and Permethrin shampoos, and scabies medicine • Hygiene materials, including baby and adult diapers, feminine hygiene pads, shampoos, soap, disinfectant, buckets, garbage bags, washing detergent • Prefabricated buildings for use as classrooms, health facilities and sanitation blocks • Printing services, including posters, cards and textbook printing • Water treatment and storage, including sodium hypochlorite, HTH, jerrycans, steel and plastic water tanks (5 M3, 10M3), electric submersible pumps and pipes (PVC, cast iron, polyethylene • Construction / engineering companies for building/rehabilitation of small school buildings and sanitation blocks • Tents for use as schools, play areas and health clinics • Recreation kits, including sports games, balls etc (Specific activities to be completed)

2.2 Procurement of Services/ Construction • Clearance and transportation services; • Media and multimedia services; • Training and consultancy services; • Construction and rehabilitation services; • Catering services; • Printing material (i.e leaflet) service; • And others

3. EXPECTED DELIVERABLES

• Definition of key supplier evaluation criteria, and drawing up template for information request based on criteria • Communicating request for information to suppliers • Identification of shortlist of potential suppliers per product groups • Evaluation of shortlist suppliers capable of supplying volumes and quality as required by UNICEF. Data on current demand/volume will be provided to the contracted consultants. The evaluation should include site visits • Recommended groups of vendors for each product area • Final report with containing summary of process, recommended vendors per product areas, completed supplier profiles

4. REALISTIC DELIVERY DATES AND DETAILS ON HOW THE WORK MUST BE DELIVERED

The surveys are expected to be conducted between April -August 2018

5. OFFICIAL TRAVEL INVOLVED

The consultancy should cover the following Governorates in Yemen but not limited to: • ’ Governorate • ; • , • Hodeida Governorate, • Al-Jawf Governorate • ; • ; • • Abyan Governorate • : • Al Byda Governorate

NB: The most priority in the deliverables will be for the south governorates.

6. DESIRED QUALIFICATIONS, SPECIALIZED KNOWLEDGE OR EXPERIENCE

• Previous expertise (minimum 5 years) with similar exercises, in the form of 3 references and details of the previous work carried out. • Previous experience in the similar environments countries (emergency countries) • Previous UN or INGO experience is an asset • Arabic language skills and local presence are desirable

7. PERFORMANCE INDICATORS FOR EVALUATION OF RESULTS Each governorate market survey will be evaluated and comments will be sent by e- mail or through direct conversation to the contractor after reviewing each job.

8. FREQUENCY OF PERFORMANCE REVIEWS

The contractor will report directly to the Supply & Logistics Manger in Yemen. Meetings and comments will take place as necessary to review the contractor’s performance.

9. REQUIRED COMPONENTS OF THE PROPOSALS

• Proposal is expected to contain the consulting company profile/organizational structure(if available), supporting documents • Rate per day per person • Methodology of the survey, from desk review to supplier visits. • Estimated project completion time, in days • Travel expenses • All information needed about the surveyed companies/service providers ( in Hard cop and Soft copy- Excel report). The report to include all variable like (company name, location, contacts, financial capacity, type of goods or services to be provided, etc)

10. INDICATION OF HEALTH STATEMENT AND CERTIFICATE OF GOOD HEALTH HAS BEEN RECEIVED PRIOR TO SIGNING THE CONTRACT NOT APPLICABLE FOR COMPANIES

11. UNICEF RECOURSE IN CASE OF UNSATISFACTORY PERFORMANCE In case of unsatisfactory performance the payment will be withheld until quality deliverables are submitted. If the firm is unable to complete the assignment, the contract will be terminated by notification letter sent 30 days prior to the termination date. In the meantime, UNICEF will initiate another selection in order to identify appropriate candidate.

12. INDICATION THAT THE CONSULTANT/ICONTRACTOR HAS RECEIVED A COPY OF THIS DOCUMENT OR. ALTERNATIVELY, AN EXPERT OF RELEVANT PROVISIONS INCLUDING THOSE CONCERNING LEGAL STATUS, OBLIGATIONS AND TITLE RIGHTS.

1) Overall Response (10 points) - general adherence to Terms of Reference and tender requirements

2) Company and Key Personnel (30 points) - company meets minimum (5) years of experience - company has previously conducted similar work - company is properly registered a/o has required certifications, memberships, etc.

3) Proposed methodology and approach (30 points) - deliverables are addressed as per TOR - proposed timelines are met

Minimum technical score: 70% of 70 points = 49 points

14. PAYMENTS SCHEDUAL

Payments will be linked to the deliverables as follows:

✓ Interment Payment #1: 25% upon the submission of complete report of (2-3) governorates (Priority is to the south ones) ( soft and hard copies)

✓ Interment Payment #2: 25% upon the submission of final report of (2-3) governorates (North governorate) ( soft and hard copies)

✓ Interment Payment #3: 25% upon the submission of a complete report of (2-3) governorates (Sanaa and any other Governorate) ( soft and hard copies)

✓ Final Payment: 25% upon the submission of a complete report of the last agreed governorates ( soft and hard copies).

15. CONDITIONS

- The contractor will work on its own computer(s) and use its own office resources and materials in the execution of this assignment. The contractor’s fee shall be inclusive of all office administrative costs - Local travel and airport transfers (where applicable) will be covered in accordance with UNICEF’s rules and tariffs. - Flight costs will be covered at economy class rate as per UNICEF policies. - Any air tickets for travel will be authorized by and paid for by UNICEF directly, and will be for the attendance of meetings and workshops. - Please also see UNICEF’s Standard Terms and Conditions attached.
