17/07/1 Accepted Apologies for absence – LGA 1972, Section 85(1) and (2): Cllr. Karen Soons, Cllr. J. Kendall & Cllr. Nicola Sutherland. Absent: None.

17/07/2 Declarations of Members’ Interests (for items on the agenda) – LGA 2000 Part III: None.

17/07/3 Minutes of the last meeting – LGA 1972, Schedule 12, para41(2): Resolved 17/07/3.01 The Minutes of the Parish Council meeting of 20th June 2017 were adopted as a true statement and signed by the Chairman, Cllr. A. Long (AL).

17/07/4 Local Authority Reports: i) County Council Cllr. sent his apologies. ii) Council Cllr. Rona Burt reported the following; Mildenhall Base no update to report.

We have had three applications in called in by the Secretary of State, who has forbidden Forest Heath the deliver any decision notices. At Development Control Committee on 5th July, the Committee approved outline Planning Permission for 140 Houses on Road Lakenheath, this has now been called in so no decisions can now be made.

At Council on Wednesday June 14th it was decided that we would look at a Draft Business Case for a Single Council for , this report seeks the consent of both Councils to undertake a public engagement exercise on the option of a single district-level council. There is to be a phone poll and residents will also be able to make their comments known on the Councils website. A Future Governance Steering Group has been set up to look at the Draft Business Case they will be reporting to Council over the next few months, I sit on this Group so far there has been one meeting but have several are in place right through to September. This group is looking at different aspects of becoming one Council. At the Council meeting in September an answer will have be given as to whether we go ahead or decide not to.

Boundary Commission will be doing a review in 2018, if there is to be one Council this will take effect May 2019.

Meetings attended. Conservative Group, Delegation, Site Visits, Joint Growth Steering Group, Planning Briefing, Chaired Planning Committee, Future Governance Steering Group, Health and Safety, Joint Standards Group, Chaired Members Development Group, Training. Attended Higham and Parish Council meetings.

Clerks Report: 17/07/5  External Audit has highlighted some outstanding points, which the Clerk is Clerk addressing and responding to.  The application to Centenary Fields for The Green is nearly complete, the delay was due to the Clerk waiting on a document from SCC to show Clerk ownership of the land.  A11/Cheery Hill Junction visibility problems – Further to the discussion at the recent A11 Fiveways Highways meeting, confirmation has been received from Highways that their contractors will start work on the cutting back today, although in the first instance this will be limited. A request for more heavy duty works has been submitted, but this will need to be undertaken by another company and a date for this has not yet been set.

17/07/6 Councillor Vacancy Co-Option: The Clerk advised that one application had been received from Mr. Glenn Loveday. Cllr. Long proposed co-option of Mr. Glenn Loveday, this was seconded by Cllr. Dunnett and a vote was unanimous for co-option. Mr. Loveday accepted the position

of Councillor.

Resolved 17/07/6.01 Cllr. G. Loveday signed the declaration of office of Councillor and this was witnessed and countersigned by the Clerk. The Clerk is to email Cllr. Hutton the Council’s Governance documents and the Good Councillor Guide, along with a Register of Interests form to complete. The Clerk is to look into training for Cllr. Loveday. Clerk

17/07/7 Highway Matters: i) Update on Icknield Way The Clerk advised she had not received any update on the signage and barrier for the Clerk/PROW footpath. ii) Higham Road ‘No Overtaking’ Appeal Update The Clerk confirmed that a letter had been sent to Cllr. Noble, Guy Smith at Highways and Cllr. Louis Busuttil expressing disappointment that our concerns have been ignored and not taken seriously, despite the evidence provided in our appeal. And

asking what Highways plans are to monitor what impact the improvements on the Tuddenham crossroads has on potentially reducing the accidents on the bend immediately north. iii) Update on Nature Reserve Footpath and Bridge The Clerk has submitted proposals for consideration by Nature England, and has been advised by Chris Hainsworth of Nature England that the proposals are to be looked in full, hopefully this week. iv) Update on A11 Fiveways / RIS2 Meeting The Clerk provided a report from the meeting attended by Cllr. Dunnett, Cllr. Kendall & Cllr. Soons; Short Term Measures: Traffic Lights It is proposed to install traffic signals on the two A11 and the Mildenhall approaches to the Fiveways roundabout. These signals will operate 24/7 because experience has shown that this is the safest option. This should cause negligible delay off peak as the signals will be vehicle operated. The work will be carried out in 2018. Modelling has shown that this will greatly reduce queueing, especially from Mildenhall, until 2025 and that the measure is cost effective. By 2025, queueing is predicted to have returned to current levels so this is not a long term solution.

Speed Limits The presence of traffic lights will slow down vehicles approaching the roundabout. It is also proposed to impose 50mph speed limits on all approaches to the roundabout and on the roundabout itself. There will also be a 40 mph speed limit on the A11 leaving the roundabout towards Newmarket to provide some increased safety at the Tuddenham Road junction. At present it has not been decided exactly where this speed limit will end. This 40 mph speed limit will be enforced by a permanent camera. A hard standing will be created adjacent to the north bound carriageway near to the Bull to make a safe location for regular parking of a speed van to discourage speeding on the northbound carriageway of the A11.

Signage and Lane Markings There will be some changes to lanes and lane markings as a result of the signalisation on the roundabout. The option of having two lanes turning right from Mildenhall has been considered and rejected. All signage in the region of the roundabout will be rationalised and reduced and there will be effective signage for the services.

Junction Improvements It was agreed at the consultation meeting held on 26th June, that the length of the right turn lane into will be investigated again. The Highways England representatives considered that the Chalkhill / Cherry Hill junctions were outside their brief but, following the meeting, they will also be looking at possible safety improvements in this location.

Longer Term Solutions: Modelling confirms that these short term measures are not permanent solutions to the problems on the A11 at Fiveways. A long term improvement scheme will be put forward

this autumn for inclusion in the RIS2 programme but this long term solution could be prejudiced if too much money is spent on short term improvements now.

If a scheme is accepted as part of the RIS2 programme, all options will then be investigated and there will be a period of public consultation. Construction work would be anticipated to be carried out in the period 2025-7.

DC/17/1291/HH & DC/17/1292/LB– Single storey rear extension (following demolition of existing extension) - Old Hall Farm Higham Road Tuddenham Cllr. Long had attended a site visit and explained that the plans were to demolish the old 70’s style extension and build a new extension in-keeping with the original building style. This has been approved by English Heritage. Resolved 17/07/9.01

It was agreed to offer No Objections to applications DC/17/1291/HH &

DC/17/1292/LB.

The Clerk raised an application received for consultation after the agenda had been published, for consideration. DC/17/1199/FUL - Extension to garden nursery to form additional retail unit and covered walkways - Tillbrooks Landscape Gardeners 3 High Street Tuddenham It was agreed that the Clerk should submit No Objections or comments to this application in principal, with the Clerk adding it to the September agenda for formal resolution.

Applications & Appeals Pending The Clerk presented updates on the following applications; DC/17/1025/HH – Detached garage/garden store – 16 High Street, Tuddenham – This was seen at Delegation Panel on 12th July and has been recommended for site visit and to go to Committee for consideration.

DC/17/0652/FUL – 1 Dwelling; 1 detached garage and associated access – Mill Farm adj. to Glebe House, High Street, Tuddenham – This was approved on 30th June 2017.

DC/17/0927/HH – Conversion of outbuilding to annexe – 20A High Street, Tuddenham – This was refused on 26th June 2017.

DC/17/1022/HH & DC/17/1023/LB – Reinstate original first floor bedroom window, entrance gate piers and walls, and garden wall works – Old Hall Farm, Higham Road, Tuddenham – This was approved on 6th July 2017.

17/07/10 Finance & Policies: i) Parish Council Bank Balances and Reconciliation from list of payments and receipts Resolved 17/07/10.01

That the bank balances and reconciliation of payments and receipts be received and

adopted and initialled & signed as such by the Chairman, Cllr. A. Long (AL). The bank

account balance as of 30th June 2017 is £13,583.46.

ii) Cheques for Signing and Approval Resolved 17/07/10.02 It was agreed to approve the payments of the following outstanding invoices and the cheques were approved and signed by Cllr. A. Long and Cllr. M. Dunnett.

The Clerk began by clarifying the procedure and tone of outgoing letters in response to concerns raised or asking residents to assist with hedge cutting and land/property maintenance etc. and No Parking and so on. Resolved 17/06/11.04 It was agreed not to change the procedure for Parish Council Outgoing Correspondence and to continue sending correspondence as deemed necessary in a polite, informal and friendly manner.

The Council also suggested that residents raising concerns or complaints should consider including their name and address on any correspondence to the Council, to assist with the Clerk being able to address and respond to concerns raised in full. The Clerk stressed that all correspondence will be kept confidential.

17/07/11 Councillors’ Reports: i) Village Hall Committee Update Graham Dudley presented the following report; Monthly Lunch Club was well attended with 24 diners. The Mill Hotel hired the hall for two days and will re-book for September. The Cookery Club are holding a BBQ this Friday, all are welcome.

The Committee and the Cockerton Trust held a joint meeting to bring the Trust up to date regarding selling of the hall main plot, with the adjacent strip of land rear of No. 52/54 High Street, it also helped dismiss false rumours that have been circulating through the village. Mrs Gill Flack of the Trust has agreed to attend the Committee meetings as a representative of the Trust for as long as they felt it necessary.

The Committee have been looking into the possibility of developing the site by reconfiguring the houses and maybe by adding them, this would also include using the strip of land together with the track way that leads from the High Street as a means of access. Our architects have been helping us by putting together drawings and approaching the Highways Department, the response from them will be on the committee agenda for discussion tomorrow.

17/07/12 Parish Matters: i) Parking on the Village Green The Clerk reported that no papers have been found relating to the Byelaw in the Parish Council archives, other than a reference resolving to proceed with the Byelaw in the Parish Council Minutes October/November 2011. After that no mention is made again. The Clerk has enquired with Bendall & Sons to see if they hold any documents or records, but to no avail. The Clerk has made enquiries to Pretty’s of Ipswich to see they have any record, as the Council sought guidance from them in 2011 regarding Byelaws and how to proceed, the Clerk is awaiting a response. It was suggested that Clerk the Clerk seek guidance from SALC and to put a notice in the Umbrella asking people not to park on the Green. ii) Play Area Works Update The Clerk confirmed that the works to fix the gate post and to paint fence, gate and benches at the play area had been completed, but that the gate post was still loose and therefore the new latch did not work satisfactorily. The Clerk is to ask Rowan Clerk Maintenance to resolve this issue and to hold their cheque payment until the works are completed. iii) Bins – To discuss action regarding bins being left out on Footways It was suggested the Clerk put a notice in the Umbrella asking residents not to leave Clerk bins out on the Footway after bin collection day. iv) Speed Watch Update Cllr. Long confirmed training was underway for 5 volunteers in . AL v) Defibrillator to be considered The Clerk advised that she was currently working on the Big Lottery application. The bus shelter, is hoped to be the best location for installing the Defibrillator, it was Clerk

suggested the Clerk get quotes for installation and also for getting the light repaired in the shelter. vi) Tuddenham Community Cinema The Clerk advised that John Cairns had copied her in on an email to the Village Hall Committee advising of the following proposal for a Community Cinema;

The target date is the 3rd of November just after the clocks go back, and with the lights out the village hall will be a very suitable venue for our first film night.

Enquiries have been made regarding this project to Creative Arts East who work with “Britain on Film”. As ever there are various hurdles and hoops, the first is Licencing and Insurance. If the Cinema Club goes ahead it will need a “Film Licence” for each film shown in a public place (approx. £80). This is the major expense covered by the entrance fee (approx. £4). Once the licencing and insurance matters are in place, applications to various sources for funding will be made: the Umbrella Committee, the Parish Council, the Village Hall Committee and the Cockerton Trust. Initially help will be needed with the start-up costs but the overall intention is to be fully self-funding as soon as possible.

With funds in place the club will join the Creative Arts East (CAE) organisation (£30). CAE have agreed to run a training day for up to 6 people, covering the use of equipment, legal matters and other issues around public film shows. This is vital training for the safe screening to a large number of people. As a member we can borrow a full set of film equipment any time we need it, including a portable solid screen, a projector, sound and DVD equipment. We simply have to pick it up and return it to Newmarket. The plan is to have the first Film Night on the 3rd of November, the format of the evening will include an interval for drinks, ice cream and socialising. Eventually we will be able to have a DVD lending library and also have a children’s Christmas screening with entertainment, but more of that later. The programme will be advertised in the Umbrella and also by using flyers and posters around the village.
