Università degli Studi “Roma Tre” Scuola Dottorale in Scienze Politiche XXV Ciclo Israel’s Struggle Against Hamas Supervisore Dottorando Prof. Leopoldo Nuti Niccolò Petrelli Coordinatore della Sezione Prof. Leopoldo Nuti Introduction The PhD research, ‘Israel’s Struggle against Hamas: Strategic Culture, Adaptation and War’, studies the impact of cultural factors on the Israeli counter-insurgency vis-à-vis Hamas in the period comprised between 1987 and 2005, analyzing to what extent the peculiar traits of the Israeli approach to security and military affairs account for the shaping of a distinct ‘way of war’ and for the successes and failures of the Jewish state in countering the Islamic Resistance Movement’s insurgency. The concept of ‘counter-insurgency’ is logically contingent on that of ‘insurgency’, to which it applies. Being insurgency a protracted struggle to control a contested political space conducted by one or more popularly based non-state challengers1, ‘counter-insurgency’ could be defined as all those measures through which elements of national power are applied for the purpose of suppressing an insurgency. From this definition it appears clear how the concept constitutes an analytical paradigm through which scholars and practitioners approach asymmetric warfare (or war against ‘irregulars’, ‘partisans’ or ‘guerrillas’), that is struggles between non-state and state actors.2 Although old as human civilization, asymmetric warfare rose to prominence after 1945, coming to represent the norm, rather than the exception, of war.3 The end of the Cold War and the last two decades seemed to confirm the ascendancy of this specific kind of warfare over ‘conventional’ or ‘symmetric warfare’ and the setting of a pattern that will probably continue for some time.4 Counter-insurgency represents therefore a topic worth to study not only by virtue of its prominence in the history of warfare, but also in light of the nature of the conflicts confronting the international community, either currently and possibly also in the near future. -

Along with the Global Coalition to Defeat ISIS, in March, the United States completed the destruction of the so-called “caliphate” in Iraq and Syria. In October, the United States launched a military operation that resulted in the death of Abu Bakr al-Baghdadi, the self-proclaimed “caliph” of ISIS. As part of the maximum pressure campaign against the Iranian regime – the world’s worst state sponsor of terrorism – the United States and our partners imposed new sanctions on Tehran and its proxies. In April, the United States designated Iran’s Islamic Revolutionary Guard Corps (IRGC), including its Qods Force, as a Foreign Terrorist Organization (FTO) – the first time such a designation has been applied to part of another government. -

Shaul Arieli The writing on the wall The During the tenure of Prime Ministers Rabin, Peres and Netanyahu, Dr. Shaul Arieli was the Head of the Pease Administration for the Interim agreement and was Deputy Military Secretary to the Minister of Defense and Head of the Peace Administration during the term of Prime The writing Minister Ehud Barak. Arieli is a lecturer at the Interdisciplinary Center in Herzliya and the Hebrew University in Jerusalem, a research fellow on the wall at the Truman Institute for Peace, a senior researcher at the Economic Cooperation Foundation (ECF), a research fellow in the American Jewish Organization Israel Policy Forum, one of the initiators and leaders of the “Geneva Initiative”, and a member of the steering committee of “Commanders for Israel’s Collection of articles Security”. Arieli is considered one of the leading experts on the issue of the Israeli-Palestinian 2018-2020 conflict, the borders of Israel and the security barrier. Has published dozens of studies - in books and articles, in journals and the press - on the Israeli-Arab conflict. The latest of which: ‘Understanding the Trump plan’ (2020) on Trump’s “vision of Peace”, ‘Atlas Truman Institute, Maps of the Jewish-Arab Conflict’, published in Hebrew, Arabic, English, Russian, German and French (2020–2021). Arieli often conducts guided tours on his specialties and lectures in various forums on the main issues of the conflict. PERSPECTIVES ON TERRORISM Volume 11, Issue 4 Articles Israel’s Policy in Extortionist Terror Attacks (Abduction and Hostage Barricade Situations) by Boaz Ganor Abstract One of the most challenging type of terror incidents is that of an extortionist attack, such as hostage-taking and kidnappings. Extortion attacks require governments to evaluate a series of options for handling the incident, ranging from giving in to all of the terrorists’ demands, to full-blown military-rescue operations. Since the 1970s, Israel has handled a number of extortionist attacks, using the Rabin Doctrine, which advocates rescue operations as a means of handling the attacks. This policy led to a shift in the kind of attacks being perpetrated against Israelis, with a shift from hostage-taking attacks to abductions. During extortionist attacks, decision-makers are faced with the dilemma of how to deter future terror attacks, while ensuring the safe release of hostages. This article illustrates the dilemmas that decision makers face during extortionist attacks, and will highlight the options that decisions makers have, using Israel’s experience as a case study Keywords: Extortionist attack, hostage situations, terrorism, Israel Introduction One of the most complex and problematic types of terror attacks that decision-makers around the world must contend with are extortion terrorist attacks.[1]An extortion terror attack, by its very nature, poses a dif- ficult and ongoing challenge for decision-makers who must evaluate a series of options and make decisions that involve direct and immediate impact on human life. Extortion attacks include both hostage-barricade situations, as well as kidnapping attacks. -
