Tel: +92 42 37115810 Email: [email protected] from theEditor Historically speaking Dalits in the Indian society stands at the lowest rank of the caste hierarchy suffering caste based social exclusion from economic, civil culture and political rights. Although, Dalit women constitute 16.6 percent of Indian's female population, they not only suffer caste based discrimination on their gender but also caste identity the result of which is economic deprivation. Due to gender inequality and caste they become vulnerable to sexual violence and exploitation. They are exploited in the name of religion by victimizing them in the name of Devadasi / jogan (temple prostitute). The tragedy of Dalit women is distinct and unique; they suffer from triple burden of gender bias, caste discrimination and economic deprivation. Dalit women are among the most marginalized people in the world. In the labor market in India Dalit women experiences are different from those of the upper caste women because of the traditional notion of the caste system of purity and pollution. Dalit women are never employed as cook in the upper caste homes. They are hired to do the work of cleaning, washing clothes and sometimes looking after the sick. They are treated by other caste coming in to contact as untouchable. This notion of untouchablity leads to physical isolation and restrictions in employment opportunities. Enough is enough now dalit women movement in India is on the rise. As the United Nations Human Rights Council began its 38th session on 18th June 2018, coalitions of Dalit women activists released a report at a side event of Dalit Women Fights Against Caste- Based Violence. The report' Voice Against Caste Impunity: Narratives of Dalit Women in India, compiled account of witness, statistics and testimonies about the caste based violence in India. Demanding policy action to end this. It's the first presentation of United Nations Human Rights Council by Dalit women collectively. Dalit women are now seeking space for dialogue with Indian diplomats which had been denied. Their objective is to find a way to break through this terrible silencing of caste crime, which is the most human rights crisis of the present time. The girls face violence at the younger age at a higher rate than women. The violence is largely due to a sense of impunity among dominant caste. The mind set of the dominant castes make them feels that they can do anything they want with the Dalit girls. If she takes stands she is targeted and harassed. The report says this is the movement lead by Dalit women in India. There's nothing for them to loose but everything for them to win as they march on with the spirit of resistance in their hearts to kill the caste system. Now it is time to act for United Nations and other global human rights bodies that they must protect and safeguard the rights of Dalit women in India. These arrest amounts to blatant violation of citizen’s rights to freedom of expression and voicing dissent, and is clearly a move to target individuals working for rights of the marginalised sections of society, and to produce a chilling effect on voices of dissent.

Sadly, there are good reasons why globalisation has become a dirty word for millions of people. The pillars of the 30-year-old Washington Consensus have been collapsing. Most now agree that free trade without fair trade creates millions of losers, in addition to some winners. Unregulated capital flows, especially short-term speculative flows, can destabilize economies. And rising social inequalities can be bad for growth. These realizations are punching holes in the free-market fundamentalism— focused on liberalization, deregulation, privatization, tax-cutting, and the shrinking of the state—that has prevailed in policymaking circles over the last few decades. Ten years after the global financial crisis, we can now accept that individuals and corporations acting solely in their own self-interest do not always serve that of the public. And yet a new economic paradigm for the global age still has not emerged. In the resulting vacuum, protectionism, anti-trade populism, and illiberal—often xenophobic—nationalism have gained ground, fueled by anxieties about stagnant wages, technological unemployment, and rising insecurity. Make no mistake: those left out and left behind by globalisation are actively searching for something and someone to articulate their discontent and shelter them from change. But neither nationalism— whether that espoused by US President Donald Trump or its other manifestations—nor overly formulaic or elaborate systems of global governance will meet the needs and desires of people for prosperity, security, equity, and self-determination.

BY KRITIKA A & NIKITA AGARWAL The hearing on the petition Romila Thapar and Ors. vs. Union of India and Ors., known as the Bhima Koregaon case continued on September 19, 2018 at the Supreme Court heard by Chief Justice of India Deepak Misra, Justice D.Y. Chandrachud and Justice A.M. Khanwilkar. In the long arguments which lasted till 4 o’clock with a one hour lunch break, both sides—for the five plus five activists’ arrested on June 6th and August 28th in connection to Bhima Koregaon violence under FIR No. 04/2018 and the prosecution, the State of Maharashtra put forth their best arguments. Senior counsel for the activists Abhishek Manu Singhvi opened his argument by pointing towards the first FIR filed by Anita Salve, a Dalit woman and eye witness to the violence unleashed by right wing extremist groups: “Anita Salve, an eye witness to the violence of 1st January 2018, lodged FIR 2/2018 at P.S. Pimpri on 2nd January 2018, stating that violence was unleashed by a mob armed with swords, rods etc. against the Dalits and specifically names Sambhaji Bhide, Chief of Shivajinagar Pratishthan and Milind Ekbote, Chief of Hindu Janjagaran Samiti, as the perpetrators and conspirators of the attack.” He emphasised that a belated FIR was filed by Tushar Damgude, who is an Intervenor before this Court, on January 8th, eight days after the incident and seven days after the first FIR. This FIR is what is known as FIR 4/ 2018 and the raids and arrests of the activists’ have taken place under this FIR.

New Delhi, June 8, 2018 : At around 6 am on the 6th of June, Professor Shoma Sen – Head of the English Department in Nagpur University and a long time Dalit and women’s rights activist, Advocate Surendra Gadling - General Secretary of the Indian Association of Peoples’ Lawyers (IAPL), who has been relentlessly fighting cases of human rights violations, Sudhir Dhawale - editor of the Marathi magazine Vidrohi and founder of the Republican Panther – Caste Annihilation Movement, Rona Wilson – human rights activist and Secretary of Committee for the Release of Political Prisoners (CRPP) and Mahesh Raut - anti-displacement activist working with Gram Sabhas in the mining areas of Gadchiroli and a former Prime Minister’s Rural Development Fellow – had their houses raided and were arrested from different locations in Nagpur, Bombay, and Delhi by the Maharashtra police. This was reportedly in connection with the Bhima-Koregaon agitation that took place in January 2018. Mahesh Raut has been fighting alongside local communities against State and corporate land grab, and the resultant exploitation of indigenous communities and natural resources. Adv. Gadling has been fighting out these battles in the court room and representing many Dalits and adivasis accused and arrested under false charges and draconian laws. He is also a legal counsel in the case of Dr. G.N. Saibaba, a Delhi University professor with 90% disabilities, who has been accused of having Maoist links.
