Built Heritage Background Document 2020 Cork County Development Plan Review Built Heritage – Record of Protected Structures and Architectural Conservation Areas (Including the nine Town Council Development Plans) Background Document No 10 Planning Policy Unit Cork County Council 12th March 2020 Built Heritage Background Document 2 Built Heritage Background Document 2020 1.1 Introduction 1.1.1 This background document outlines the process for bringing the Record of Protected Structures and Designated Architectural Conservation Areas from the nine Town Council Development Plans into the new County Development Plan. 1.2 Overview of the Record of Protected Structures (RPS) 1.2.1 Volume Two: Heritage and Amenity of the Cork County Development Plan 2014 contained 1,407 structures on the Record of Protected Structures in County Cork. 1.2.2 A total of 82 records on the current County Development Plan Record of Protected Structures have transferred to Cork City Council and the list can be viewed on the Cork CDP website at www.corkcocodevplan.com and associated Map browser. 1.2.3 Therefore, there are currently 1,325 records on the County Development Plan Record of Protected Structures. 1.2.4 The County Development Plan 2021 will include all the settlements of the County, replacing the current Municipal District Local Area Plans adopted in 2017 and the Development Plans of the former Town Council Towns of Clonakilty, Cobh, Fermoy, Kinsale, Macroom, Mallow, Midleton, Skibbereen and Youghal. 1.2.5 As part of the County Development Plan Review the current County Development Plan Record of Protected Structures will be updated to include the Record of Protected Structures list from each of the current nine Town Council Development Plans, see table below; Summary of the Town Council Record of Protected Structures Town Council Plans Record of Protected Structures Clonakilty 206 Cobh 379 Fermoy 224 Kinsale 50 Macroom 53 Mallow 116 Midleton 50 Skibbereen 163 Youghal 252 Total RPS 1493 1.2.6 Therefore the Draft Cork County Development Plan will have an amalgamated Record of Protected Structures containing up to 2,818 entries (1325 from current CDP RPS and 1493 from the current 9 Town Development Plans RPS’s). All the additions will be mapped and be 3 Built Heritage Background Document available to view on the Draft CDP Map browser. 1.2.7 It is the intention of the Planning Authority during the County Development Plan Review to consider changes to the Records of Protected Structures. 1.3 Reviewing and Updating the Architectural Conservation Areas (ACA) for the County Development Plan 1.3.1 There were 44 no. Architectural Conservation Areas in County Cork as outlined in Volume 2, Chapter 2 of the Cork CDP 2014 and mapped in Volume 4 browser of CDP 2014. They are located in the following settlements outlined in the Table below. I am beginning to feel that, having lived on three continents and seen much, I have seen a lot. Many of you in the Diocese have known me longer than I have known myself! But even those of you who are around longer haven’t seen it all, it would seem. When have we ever seen it all? Never. But we do learn lessons from the past in order to live now. We are truly living in strange and bewildering times. When I say that people have lived through such times before, in our communities locally, nationally, and worldwide, that is not in any way to diminish our own sense of anxiety and vulnerability at this time. Almost certainly by the time this issue of the Diocesan Magazine gets to you (however it does) things will have changed again; they are changing by the hour, yet alone the day.

Systematic visual inspection of the sub-tidal seabed and intertidal/ foreshore areas surrounding the proposed impacts did not reveal any material or features of archaeological significance.

    The Kellys The Kellys he Kelly family has Irish roots. An examination of Irish records shows that as recently as 1900, TKelly was the second most common name in Ireland (Murphy was fi rst) and there were Kellys located in many areas of Ireland. According to the “Irish Family Names Directory,” Kelly was predominantly found in the counties of Derry, Galway, Leix and Meath, with Galway being the largest concentration. Signifi cant numbers can also be identifi ed with Counties Donegal and Roscommon. These are all areas that are in the midlands to northern regions of the country towards the West. There are also some Kellys who hailed from West Cork where the famous IRA revolutionary Michael Collins called “home.” All of these areas were Gaelic-speaking well into the 1800s. Prior research about the Kellys was unclear about the exact location of their home in Ireland. It remains unspecifi ed but we have made progress (see below). Various individual recollections formed most of the evidence, including my aunt & cousin Bessie Kelly Beirne (1893-1986). Some of these indicate that our Kelly ancestors declared that they were from Clonakilty, County Cork, Ireland. The Immigration and Naturalization Service and several census year records indicate the year of immigration but not the specifi c birthplace. Some local cemeteries and headstones as well as some newspapers record the Kelly origins as Ireland, County Cork and/or Ballymacarder (sic). It should be noted that none of our immigrant ancestors could read or write and may have responded to census and INS questions with the last location that they recall in Ireland.

St. Abban, who lived to a very advanced age and died in 650, founded a nunnery at this place, which he gave to St. Gobnata, who was descended from O'Connor the Great, Monarch of Ireland. Smith, in his history of Cork, notices the church of this establishment, but it has since fallen into decay. The parish, of which the name signifies "the Town of the Beloved," is chiefly the property of Sir Nicholas C. Colthurst, Bart.; it is situated on the River Sullane, and on the road from Cork to Killarney, and comprises 26,525 statute acres, as applotted under the tithe act, and valued at £6073. 15. per annum. The surface is very uneven, in some parts rising into mountains of considerable elevation, the highest of which is Mullaghanish: about one- half is arable and pasture land, with 70 acres of woodland. Much of the land has been brought into a state of cultivation by means of a new line of road from Macroom, which passes through the vale of the Sullane, and is now a considerable thoroughfare; and great facilities of improvement have been afforded by other new lines of road which have been made through the parish; but there are still about 16,000 acres of rough pasture and moorland, which might be drained and brought into a state of profitable cultivation.
