2020 Cork County Development Plan Review Built Heritage – Record of Protected Structures and Architectural Conservation Areas (Including the nine Town Council Development Plans) Background Document No 10 Planning Policy Unit Cork County Council 12th March 2020 Built Heritage Background Document 2 Built Heritage Background Document 2020 1.1 Introduction 1.1.1 This background document outlines the process for bringing the Record of Protected Structures and Designated Architectural Conservation Areas from the nine Town Council Development Plans into the new County Development Plan. 1.2 Overview of the Record of Protected Structures (RPS) 1.2.1 Volume Two: Heritage and Amenity of the Cork County Development Plan 2014 contained 1,407 structures on the Record of Protected Structures in County Cork. 1.2.2 A total of 82 records on the current County Development Plan Record of Protected Structures have transferred to Cork City Council and the list can be viewed on the Cork CDP website at www.corkcocodevplan.com and associated Map browser. 1.2.3 Therefore, there are currently 1,325 records on the County Development Plan Record of Protected Structures. 1.2.4 The County Development Plan 2021 will include all the settlements of the County, replacing the current Municipal District Local Area Plans adopted in 2017 and the Development Plans of the former Town Council Towns of Clonakilty, Cobh, Fermoy, Kinsale, Macroom, Mallow, Midleton, Skibbereen and Youghal. 1.2.5 As part of the County Development Plan Review the current County Development Plan Record of Protected Structures will be updated to include the Record of Protected Structures list from each of the current nine Town Council Development Plans, see table below; Summary of the Town Council Record of Protected Structures Town Council Plans Record of Protected Structures Clonakilty 206 Cobh 379 Fermoy 224 Kinsale 50 Macroom 53 Mallow 116 Midleton 50 Skibbereen 163 Youghal 252 Total RPS 1493 1.2.6 Therefore the Draft Cork County Development Plan will have an amalgamated Record of Protected Structures containing up to 2,818 entries (1325 from current CDP RPS and 1493 from the current 9 Town Development Plans RPS’s). All the additions will be mapped and be 3 Built Heritage Background Document available to view on the Draft CDP Map browser. 1.2.7 It is the intention of the Planning Authority during the County Development Plan Review to consider changes to the Records of Protected Structures. 1.3 Reviewing and Updating the Architectural Conservation Areas (ACA) for the County Development Plan 1.3.1 There were 44 no. Architectural Conservation Areas in County Cork as outlined in Volume 2, Chapter 2 of the Cork CDP 2014 and mapped in Volume 4 browser of CDP 2014. They are located in the following settlements outlined in the Table below. Three Architectural Conservation Areas transferred to Cork City Council as part of the boundary extension including Blarney (1) and Douglas (2). 1.3.2 There are currently 9 former Town Councils Town Development Plans with 33 Architectural Conservation Areas. 1.3.3 It is the intention of the Planning Authority as part of the CDP Review to include the 33 Architectural Conservation Areas currently located in the 9 former Town Council Towns and Authority to review and consolidate these Architectural Conservation Areas where appropriate (Fermoy and Clonakilty) and map them so that they can go up on the Draft CDP Review Mapbrowser. 4 Built Heritage Background Document 2020 Architectural Conservation Areas (41 No) in List of Architectural Conservation Areas the current County Development Plan 2014 (33) in the nine Town Council Development Plans Ballydehob ( 1) Clonakilty (1 Big ACA & 14 smaller Ballyhooly (3) Circular ACAs) Bandon (7) Bantry (3) Cobh(5) Buttevant (1) Castlelyons (1) Fermoy(1) Castlemartyr (1) Castletownroche (3) Kinsale(1) Castletownsend (1) Charleville (1) Macroom (1) Churchtown (2) Cloyne (1) Mallow (3) Doneraile (2) Glenville (1) Midleton (3) Haulbowline Island (1) Kanturk (2) Skibbereen (1) Killeagh (1) Ladysbridge (1) Youghal (3) Millstreet (1) Mitchelstown (1) Monkstown (2) Passage West (1) Roasscarbery (2) Timoleague (1) Note: 3 ACAs from Blarney (1) and Douglas (2) have transferred to the City. 1.4 Record of Protected Structures 1.4.1 A full list of the protected structures contained in each of the nine Town Council Development Plans is set out below. 5 Built Heritage Background Document RPS No. Name of Structure Townland Location 01482 Harrington.
