Revista UNISCI / UNISCI Journal, Nº 43 (Enero/January 2017) EU SANCTIONS POLICY TOWARDS POST-SOVIET CONFLICTS: CASES OF CRIMEA, EASTERN UKRAINE, SOUTH OSSETIA AND ABKHAZIA Maria Shagina 1 University of Lucerne Abstract : Going beyond the focus on the sanctions´ effectiveness, this article is rather interested in the investigation of EU internal dynamics of decision-making. Looking at post-Soviet frozen conflicts, namely Crimea, Eastern Ukraine, South Ossetia and Abkhazia, the article analyses the internal tensions between Russia-friendly and Russia-hawkish states in the EU process of imposing sanction regimes. Despite potential economic losses and political tensions, in some cases the EU decides and successfully manages to impose sanctions, whereas in other cases no punitive measures are undertaken. Comparing cases with and without sanction regimes, this article aims to uncover the ´black box´ behind the EU´s decision to impose sanctions. It aims to analyze why and under what conditions the EU is ready to resort to sanctions in post-Soviet conflicts. Building a Flying Machine By: Arianna Bilal-Threats At first we made our fuselage out of straws because we thought air flow would take over and increase lift. We made the wings out of folder paper because we thought it would be sturdier than regular paper. After learning about the 4 forces- lift, thrust, drag, and weight, we knew that there needed to be a point at the front of the plane called a nose. So, we used a fuselage made out of a plastic bottle because it has a point that looked like a nose. We cut the bottom off of the bottle. We thought the air would flow through and increase lift, the force that brings you up. And for wings, we used cardboard. We also had double wings because at a museum we saw the Wright brothers plane had double wings and their plane was a success. Then, we noticed our fuselage was the heaviest part of the plane. So, we made a plane with all paper. We folded a half of a paper into a tube and put a paper point at the front for a nose. Then, for the wings we made little rectangles (x4) and took 2. Then, we curved one and put it on top. The same for the other wing. We decided to put a curve on top of the wing to increase a stream lined shape. That flew! But, not for long. We were happy but we wanted something that flew long distance. So, we tried something simpler. We used a straw and taped two wings on top. -

The system is based on the simple mechanics of combining two lever arms and a 2 to 1 pulley interaction to create a 200:1 force reduction between the weight applied to the system and the force required to release it. A linear actuator retracts a release cord, triggering the three rings that hold the system together to unfurl from one another and separate the drogue parachute from the payload. -

Taylor University of Oklahoma October 2002 Vladimir Putin's KGB past, strong state rhetoric, and specific policy decisions (Chechnya, the attacks on media oligarchs Boris Berezovskii and Vladimir Gusinskii, etc.) have heightened fears of the return to a police state in Russia. The creation of seven federal districts in May 2000, five of which were headed by police and military generals, seemed to provide further evidence of this authoritarian drift. Two and one half years later, we can now draw some conclusions about the extent to which Putin's federal reforms are based on the use of military and police power. Although some of the nightmare scenarios have not materialized, the degree to which power ministry officials dominate federal district structures is striking. Paradoxically, however, the presence of so many officers in these positions will ultimately weaken, rather than strengthen, Putin's efforts to build a strong state. In the twenty-first century, effective state administration relies as much on horizontal ties as on vertical ones. As a general rule, Russian officers lack the political skills and training required to create these ties. Russia's strong men are likely to create a weak state. Coloring the Regions Khaki "Power ministries" or "power structures" (silovie strukturi, or siloviki for personnel from these structures) are the catchall terms used to describe Russian government bodies whose personnel carry weapons or wear uniforms. There are more than a dozen such agencies in Russia. The three most important are generally considered to be the Armed Forces, the Ministry of Internal Affairs (MVD), and the Federal Security Service (FSB). -

Roland Timerbaev ON LIBYA, ANTIMISSILE DEFENSE, AS WELL AS OTHER AUTOBIOGRAPHICAL EVENTS In September 2007, Ambassador Roland Timerbaev, Russia’s most eminent specialist in the area of the nonproliferation of weapons of mass destruction (WMD), and one of the authors of the Treaty on the NonProliferation of Nuclear Weapons (NPT), celebrated his 80th birthday. To honor this milestone, the PIR Center published the memoirs of one of the founders of our organization, our teacher, and our longtime comrade. Selected excerpts from this book appear below. On many occasions my friends have asked me to write down my recollections of my experi ences through the years, in particular about my participation in efforts to further nuclear non proliferation and disarmament, about my role both as an observer and as a participant, yet I demurred. But then some time ago, telling a good friend yet another anecdote from my life experiences and hearing yet again the suggestion that I write down my recollections, I finally decided to put pen to paper. My anecdotes are, chiefly, not about myself but unavoidably, through my participation in the events described, I am a key part of the background and am a figure in the stories since I was an observer, an eyewitness to one event or another involving important or interesting individu als, and I believe that these events are worthy of being recorded. Those events and experi ences which are reflected in my writings will not be arranged in chronological or some other PAGES particular order, but instead presented as they float into my consciousness. -

President Putin and His Generals Bureaucratic Control and WarWar---FightingFighting Culture Pavel Baev November 2001 PONARS Policy Memo 205 International Peace Research Institute Since the attacks on the United States on September 11, Russian president Vladimir Putin has moved Russia decisively toward the West, staking out a prominent place in the U.S.- led antiterrorist coalition. He has also redefined the war in Chechnya as just another theatre in this global campaign, thereby hoping to reduce the level and intensity of Western criticism. Putin quickly allied with the West diplomatically and politically in antiterrorist efforts, but the ability of the Russian military to be a useful partner in this campaign may inhibit Russia’s desire/efforts to be a useful contributor to the joint efforts in combating terrorism. Will Putin be able to transform the Russian military into a reliable partner with the West and, perhaps down the road, for NATO? Although the answer involves a host of issues, from resources available to the military to hunger and violence in the barracks, the key to successful military reform will be whether or not the military leadership accepts Putin’s authority. The president has shown skill and firmness in consolidating his control, but his relations with the top brass are far from being problem-free and hidden tensions might be building. Cadre Reshuffling Putin’s uncertain control over the military leadership manifested itself most obviously in July 2000 when Defense Minister Igor Sergeev and Chief of the General Staff Anatoli Kvashnin clashed head-to-head over priorities in resource allocation. Putin rightly saw more to that public scandal than just personal animosity and did not rush with disciplinary actions. -

EISENHOWER LIBRARY ABILENE, KANSAS U.S. ARMY: Unit Records, 1917-1950 Linear feet: 687 Approximate number of pages: 1,300,000 The U.S. Army Unit Records collection (formerly: U.S. Army, U.S. Forces, European Theater: Selected After Action Reports, 1941-45) primarily spans the period from 1917 to 1950, with the bulk of the material covering the World War II years (1942-45). The collection is comprised of organizational and operational records and miscellaneous historical material from the files of army units that served in World War II. The collection was originally in the custody of the World War II Records Division (now the Modern Military Records Branch), National Archives and Records Service. The material was withdrawn from their holdings in 1960 and sent to the Kansas City Federal Records Center for shipment to the Eisenhower Library. The records were received by the Library from the Kansas City Records Center on June 1, 1962. Most of the collection contained formerly classified material that was bulk-declassified on June 29, 1973, under declassification project number 735035. General restrictions on the use of records in the National Archives still apply. The collection consists primarily of material from infantry, airborne, cavalry, armor, artillery, engineer, and tank destroyer units; roughly half of the collection consists of material from infantry units, division through company levels. Although the collection contains material from over 2,000 units, with each unit forming a separate series, every army unit that served in World War II is not represented. Approximately seventy-five percent of the documents are from units in the European Theater of Operations, about twenty percent from the Pacific theater, and about five percent from units that served in the western hemisphere during World War II. -

ABSTRACT BITCHES AND THIEVES: GULAG GUARDS, ADMINISTRATORS, AND PROFESSIONAL CRIMINALS IN THE BITCHES’ WAR by Adam Richard Rodger Amongst the professional criminals imprisoned in the Soviet Gulag, a split developed between those who kept to the Thieves’ Law and those who broke the Law and collaborated with the State. This violent schism, the Bitches’ War, raged across the entire Gulag system, becoming most heated between 1948 and 1953, and implicated the camps’ guards and administrators as much as the prisoners themselves. This research examines primary and secondary sources, heavily incorporating Gulag survivor memoirs, to investigate the culture of the Thieves-in-Law, these professional criminals, and also to uncover the involvement, intentions, and guilt of the camp administration. This study argues that the Bitches’ War sheds light on the real purpose and function of the Gulag; that it was not primarily about ideological re-education, nor was it primarily about economics and production, but that the Gulag served as a model for social control through use of power, persuasion, and violence.
