(Golder) is submitting this Addendum 4 to the New Hampshire Department of Environmental Services (NHDES) for work completed under the September 30, 2019 Work Plan for Sampling of Water Supply Wells and Provision of Alternate Water (September 2019 Work Plan, Golder, 2019a). Work Plan and Addenda Golder submitted the Work Plan for Sampling of Water Supply Wells and Provision of Alternate Water to NHDES on September 30, 2019 (September 2019 Work Plan, Golder, 2019a). In a letter dated October 3, 2019 (NHDES, 2019a), NHDES approved the sampling proposed in the September 2019 Work Plan and requested “a list of properties…for the next round of sampling that includes, but is not necessarily limited to, properties that are proximal to wells with PFOA concentrations that are above the AGQS of 12 ppt”. In response to the October 3, 2019 NHDES request, Golder submitted the Work Plan for Sampling of Water Supply Wells and Provision of Alternate Water – Addendum 1 on November 1, 2019 (Work Plan Addendum 1, Golder, 2019b). In a letter dated November 5, 2019 (NHDES, 2019b) NHDES approved Work Plan Addendum 1 and requested: Sampling of water supply wells at schools and licensed childcare facilities within the Outer Boundary. Sampling or confirmation of water supply status of properties that were assumed to be connected to a public water supply and adjacent to properties that are eligible for alternate water. Implementation of a dynamic strategy that continues to work to identify impacted water supply wells. Golder responded to these requests in the Work Plan for Sampling of Water Supply Wells and Provision of Alternate Water – Addendum 2 submitted to NHDES on December 16, 2019 (Work Plan Addendum 2, Golder, 2019c). In a letter dated December 17, 2019 (NHDES, 2019c) NHDES approved Work Plan Addendum 2 and requested sampling of school and childcare facilities connected to non-transient non-community public water supplies. Golder submitted the Work Plan for Sampling of Water Supply Wells and Provision of Alternate Water – Addendum 3 to NHDES on January 6, 2020 (Work Plan Addendum 3, Golder, 2020a). Additional Parcels: select properties in areas adjacent to proximal parcels or in areas of relatively lower sample density Figure 1 identifies properties as “connection to PWS confirmed” if the properties have been identified as connected to public water by public water suppliers. Starting with Addendum 4, Golder will not include properties identified as “connection to PWS confirmed” in the addendum for sampling or confirmation of water supply status because public water suppliers have identified that these properties are connected. Properties within the Outer Boundary not currently identified for sampling under the 2019 Work Plan or associated addenda will be considered during the development of future addenda as described in Section 3.2 of the September 2019 Work Plan. Next Steps and Schedule Sampling and provision of alternate water at properties identified in the 2019 Work Plan and associated addenda will continue. SGPP will complete the following activities following NHDES approval of Work Plan Addendum 4: Initiate contact with and provide access agreements to owners of properties identified for sampling within 30 days of Addendum approval. Coordinate sampling of a property’s well(s) within 60 days of access agreement acceptance by the property owner(s). The schedule for responding to results and reporting to NHDES is included in Section 5 of the September 2019 Work Plan. O’Donovan, Division Director OFFICIAL LIST OF PUBLIC WATERS Published Pursuant to RSA 271:20 II (effective June 26, 1990) IMPORTANT NOTE: Do not use this list for determining water bodies that are subject to the Comprehensive Shoreland Protection Act (CSPA). The CSPA list is available on the NHDES website. Public waters in New Hampshire are prescribed by common law as great ponds (natural waterbodies of 10 acres or more in size), public rivers and streams, and tidal waters. These common law public waters are held by the State in trust for the people of New Hampshire. The State holds the land underlying great ponds and tidal waters (including tidal rivers) in trust for the people of New Hampshire. Generally, but with some exceptions, private property owners hold title to the land underlying freshwater rivers and streams, and the State has an easement over this land for public purposes. Several New Hampshire statutes further define public waters as including artificial impoundments 10 acres or more in size, solely for the purpose of applying specific statutes. Most artificial impoundments were created by the construction of a dam, but some were created by actions such as dredging or as a result of urbanization (usually due to the effect of road crossings obstructing flow and increased runoff from the surrounding area).

(c) Determine what approach or approaches that respect private property rights can be taken to effect remediation of septic systems on private property, including regulatory, educational, and financial incentives. (d) Consider the ramifications of climate resilience, such as future groundwater and sea level rise, on the design and location of septic systems.
