1 INTRODUCTION

1.1 This is an agreed Statement of Common Ground on issues relating to highways and transportation (SCGT), between Transport Planning Associates on behalf of Mid Suffolk Council (MSC) and Pegasus Group on behalf of the Appellant.

1.2 This SCGT sets out various matters of fact and other areas of agreement and dispute associated with the proposed redevelopment of a former Poultry Processing Factory at Haughley Park. The scheme comprises up to 120 dwellings, employment uses and community provision including sports pitches and a community orchard.

1.3 The issues that are dealt with within this SCGT include:

(i) the Appeal site and the Appeal proposal; (ii) access to services and facilities by walking, cycling and public transport; (iii) vehicular access and trip impact; (iv) planning conditions and obligations; and (v) areas of agreement and dispute.

1.4 The Appellant and the Council will seek to agree additional matters in due course in advance of the Inquiry as appropriate.

2 THE APPEAL SITE & HIGHWAY NETWORK

Site Location

2.1 The Appeal site comprises previously developed land, which was last used as a Poultry Processing Factory. It is agreed that the lawful land use allows for any industrial activity to take in the buildings or at the site, provided it can utilise the existing buildings / external areas and that there are no planning controls on the hours of operation.

2.2 The Appeal site is situated in Mid Suffolk District, around seven kilometres to the west of by road and around 20 kilometres to the east of Bury St Edmonds by road. Stowmarket is identified as the particular focus for employment opportunities on the A14 corridor. Suffolk is largely a rural county and Mid Suffolk is largely a rural district.

2.3 is around 3.5 kilometres to the north west of the appeal site. Haughley New Street is around 2.0 kilometres to the east and Haughley is around 3.5 kilometres to the east. is around 1.5 kilometres to the north east. Woolpit is around 5.8 kilometres to the west. These distances are by road measured from the approximate centre of the appeal site to the approximate centre of those settlements.

2.4 Elmswell, Haughley and Woolpit are identified in the adopted Mid Suffolk Core Strategy (2008) as Key Service Centres at Policy CS1. Key Service Centres are described as villages that are capable of providing local services and facilities to a dispersed rural population.

2.5 The distances between the site and facilities by road are tabulated at Appendix SCGT/A.

2.6 The car ownership levels in the local ward are an average of 1.52 cars & vans per household. The car ownership levels in the District are an average of 1.59 cars & vans per household. A total of 16.4 percent of local employees were recorded to work from home in the 2011 census, compared to 10.3 percent nationally.

Existing Access Arrangements

2.7 Haughley Park includes a Grade 1 listed building, a facility for Scouts including two large summer camps, a venue for meetings and around 40 weddings each year and also other events. The owner of Haughley Park has suggested that the site can accommodate up to 5,000 visitors in a day.

2.8 A private road links the main body of the site with Haughley New Road at a simple priority tee-junction in the north. The private road in its current form previously served the factory traffic. It presently serves other land uses contained within the Haughley Park estate.

2.9 The private road is typically round 5.5 metres wide, which allows two larger vehicles to pass. The length of the overall route between the approximate centre of the main body of the site and Haughley New Road is approximately 780 metres. There is a localised narrowing on the access road at the frontage of the listed building. The road here is less than 4.1 metres wide for a length of around 56 metres and less than 5.5 metres wide for a length of around 71 metres. It is agreed that the existing access road can accommodate the Appeal scheme vehicles and cyclists.

Local Highway Network

2.10 The local highway authority is Suffolk County Council. The strategic highway authority responsible for the A14 is Highways . These authorities were consulted on the planning proposal. Suffolk County Council confirmed its recommendation that the planning application is not refused on highways grounds subject to suitable highway mitigation measures being secured. Highways England offered no objections.

2.11 Haughley New Road is unclassified and is locally designated as U4977. It is derestricted and subject to the national speed limit. As well as serving Haughley Park, it serves the nearby Wetherden Business Park, which incorporates a saw-mill, a vehicle repair shop and valeting service, to the east on the north side of the road. There are no existing footways in this location and pedestrians have the choice of walking on the carriageway or the adjoining verges (where possible). The Haughley Park junction is not a new junction. It previously served industrial traffic including Heavy Goods Vehicles. It is agreed to operate satisfactorily at present.

2.12 Park Road forms a side road junction on Haughley New Road around 350 metres to the east of the site access point. It is derestricted and subject to the national speed limit to the immediate north of the junction. The speed limit changes to 30mph at Wetherden village around 80 metres to the north and this section includes direct frontage access for existing dwellings and also serves the Park View estate (around 30 dwellings). Pedestrians on Park Road either walk on the carriageway or the adjoining verges (where possible) along the side of the road.

Highway Safety

2.13 It is agreed with reference to the Crashmap database that there have been four vehicle related accidents and no pedestrian or cycle related accidents on Haughley New Road between Warren Lane in the west and the Park Road junction in the east in the last 21 years, including a significant amount of time when the factory on the Appeal site was operating.

2.14 The vehicle related accidents that have occurred on this section of Haughley New Road were in different places and there have been none in the last five years.

2.15 It is agreed that the access point currently operates safely and that it previously operated safely when the poultry factory was in operation. It is agreed that there is no material accident pattern or recorded problem on the local highway network for any types of road user, on Haughley New Road or elsewhere nearby, and that the appeal proposal is not predicted to have a material impact on the safety of the local junctions, or the general safety or operation of the local highway network.

Walking, Cycling and Public Transport

2.16 An average walking speed of 80 metres per minute (4.8 kilometres or 3 miles per hour) is agreed to be a suitable average. An average cycling speed of 292 metres per minute (17.5 kilometres or 10.9 miles per hour) derived from the Transport Assessment is also agreed to be an average.

2.17 It is agreed that the walking and cycling distance between the approximate centre of the site and the Park Road junction with Haughley New Road is approximately 1.1 kilometres. It is agreed that the walking distance between the approximate centre of the Appeal site and the nearest primary school at Elmswell is 3.8 kilometres by way of Haughley New Road, Park View and local rights of ways. The local education authority with reference to ‘statutory walking distance eligibility’ has a duty to provide free school transport for all pupils if their nearest school is further than a prescribed distance. The distance for pupils under 8 is 3.2 kilometres (2 miles) and the distance for pupils between 8 and 16 is 4.8 kilometres (3 miles). It is agreed that there are no other prescriptive thresholds for walking distances in local or national guidance.

2.18 There are no Public Rights of Way across the site. The nearest PRoWs are footpaths 23 and 25 to the north. It is agreed that the PRoW network can play an important role in rural areas and on the fringes of towns in providing traffic free and safe routes for walking and cycling journeys. It is also agreed that PRoWs are considered by the local education authority to be suitable for school travel.

2.19 Figure SCGT/1 illustrates 5.0 kilometre (3.1 miles) and 8.0 kilometre (5.0 miles) cycle isochrones from the centre of the Appeal site. It also shows National Cycle Network Route 51. This represents around a 17 minute and 27 minute cycle journey duration respectively based on the average cycling speed.

2.20 Wetherden is served by the existing local 384/385 bus route, which links the settlement with Stowmarket and . In the vicinity of the Appeal site, the bus route travels along Stowmarket Road and Wetherden Road.

2.21 The local 384/385 bus route frequencies are summarised on Table 2.1 and the timetable is contained at Appendix SCGT/B. This route provides a total of eight bus services (on both School and Non-School days) Mondays to Fridays (excluding Bank Holidays) and four buses on a Saturday.

2.22 The bus route serves the Maypole Bus stop at the northern end of Park Road between 6.45am and 5.35pm (towards Bury St Edmunds) and between 8.09am and 7.31pm (towards Stowmarket) between Mondays and Fridays. On Saturdays, services are provided between 6.45am and 4.25pm (towards Bury St Edmonds); and between 8.09am and 6.28pm (towards Stowmarket). No bus services are provided on Sundays. Bus stops are located within 100 metres of Elmswell Railway Station.

2.23 Suffolk County Council offers community transport, which is booked in advance, and which is designed to help people travel around the county who might not have access to a regular bus service. 'Connecting Communities' provides a local service on Mondays to Saturdays between 7am and 7pm for social activities, appointments, shopping, study or work. This service offers connections with bus stops or train service for onward travel and sometimes end to end journeys. Fares are based on average bus fare costs for journeys of the same or equivalent distance.

2.24 Elmswell Railway Station is located approximately 3.7 kilometres to the north west of the centre of the site by road. National Rail Enquiries reports that cycle stands are provided on platform 1 and cycle lockers are provided on platform 2 but no dedicated car parking is provided at this station. It is agreed this is the nearest railway station to the Appeal site. A summary of rail services at Elmswell is provided on Table 2.2.

2.25 Stowmarket Railway Station is approximately 7.4 kilometres from the site by road. National Rail Enquiries reports that cycle parking is provided on each platform and in the car park, and that the station car park has 382 spaces with 7 dedicated for use by disabled persons. Hourly services to Norwich (via Diss) and London Liverpool Street (via Ipswich, Manningtree, Colchester, Chelmsford and Stratford (London)) are available from the station with journey times of 30 minutes and 1 hour 30 minutes respectively.

2.26 The local railway stations provide opportunities for combined car-and-rail trips further afield. With regard to Elmswell Station, it is agreed that such car-and-rail trips are likely to comprise car driver trips who use dual modes including rail as part of their journey and kiss-and-ride trips with rail users being dropped off and collected by others.

3 THE APPEAL PROPOSAL

Appeal Proposal

3.1 The Appeal proposal is for up to 120 dwellings, employment uses and community provision as well as sports pitches, public open space and a community orchard. The new community building will provide changing facilities for the adjacent sports pitches as well as a meeting space for residents. The non-residential facilities could attract trips into the appeal site. It could also enable residents the opportunity to reduce travel from the appeal site.

Access Arrangements

3.2 The Appeal proposal would be served by the existing Haughley Park access road junction with Haughley New Road. It is agreed that this is an appropriate arrangement, and that suitable vehicular access can be achieved. It is agreed that the Council did not impose a highway safety related reason for refusal on the planning application, and that its Statement of Case says it considers that the visibility splays should be secured by way of a negatively worded condition.

3.3 The local highway authority confirmed in its consultation response dated 22 January 2020 that it was common ground between the Applicant and the highway authority that a 40mph speed limit would be desirable if the required Traffic Regulation Order (TRO) could be made and the highway authority would seek a planning obligation of £10,000 on this basis for the legal processes. The planning application included a scheme proposal at Drawing T16026/SK08 in its Transport Assessment Addendum. The Inspector will be updated on this issue before or at the Inquiry.

Internal Layout and Parking Arrangements

3.4 The existing private road would serve the Appeal proposal. The road is not sought for adoption by the highway authority.

3.5 It is agreed that the existing private road – which previously served commercial traffic – is capable of serving the traffic including ancillary large vehicles generally associated with residential development.

3.6 It is agreed that the detailed layout of the Appeal scheme including internal highway and access arrangements associated with the scheme layout will be secured at the reserved matters stage.

3.7 It is agreed that the numbers of car and cycle parking spaces, and the details of the car parking can be secured at the reserved matters stage.

3.8 It is agreed that appropriate refuse collection arrangements can be provided. It is also agreed that the number of delivery and service vehicles on any given day associated with the Appeal scheme’s land uses will be low in real terms and that these will not have a material impact on the operation or safety of the highway network.

Public Transport Proposals

3.9 The planning application included a proposal to divert the 384/385 route to the Park Road junction. A scheme was produced during the course of negotiations relating to the planning application as shown on Figure 6 in both the Transport Assessment and the Transport Assessment - Addendum. The Inspector will be updated on this issue before or at the Inquiry.

3.10 The County Council is seeking a financial contribution of £244,615 towards the costs of home to school travel for primary-age pupils and £126,525 towards the costs of travel for secondary-age pupils; both for seven years. This reflects the revised scheme with up to 120 dwellings.

Pedestrian Infrastructure Proposals

3.11 The Appeal scheme includes a footway link between the Haughley Park access point and the Park Road junction with Haughley New Road. It also includes a further footway link along Park Road between Haughey New Road and Park View, which would link the site to Park View and existing rights of ways. A scheme was produced during the course of negotiations relating to the planning application as shown on Drawing T16026/SK07. During negotiations relating to the planning application, the Appellant also identified a potential walking route to school using the PRoWs between Park View and Elmswell as an alternative to funding home to school travel costs and an indicative scheme was shown on Drawing T16026/SK09. The highway authority consultation response suggested this could be delivered by condition or obligation. The Inspector will be updated on the exact approach on footways and footpaths before or at the Inquiry.

Travel Plan and Travel Demand Initiatives

3.12 The scale of proposed residential development would typically be associated with a Travel Plan. The scale of proposed employment development would not.

3.13 The Appellant will provide a Travel Plan to serve both residential and employment land uses. This is contained at Appendix SCGT/C and its exact form can be secured through a suitably worded planning condition or obligation. It includes the following:

(i) a Travel Plan Budget of £300 per dwelling; (ii) a Travel Plan Co-ordinator; who will use the Travel Plan Budget to: (iii) provide measures and initiatives to promote non-car travel including ‘sustainable travel vouchers’; and (iv) set objectives and targets for both the residential and employment aspects of the scheme to minimise single occupancy car travel and to promote modes including walking, cycling, public transport, car sharing, low emission car travel and working from home; (v) a sum of £1,000 per year for five years to carry out monitoring to evaluate measures and recalibrate targets if necessary (additional to the Travel Plan Budget).

3.14 The Appellant is also prepared in principle to allocate an additional fail-safe budget or be bound by a reasonable Travel Plan Bond, which if necessary can be used to achieve additional measures and actions to ensure satisfactory performance of the Travel Plan. The Inspector will be updated on this issue before or at the Inquiry.

3.15 The Appellant will provide a car club, which provides the opportunity for residents to reduce car ownership. This is to be funded separately and does not form part of the Travel Plan budget.

3.16 It is agreed that travel demand initiatives and the provision of employment land uses as part of the appeal scheme would provide some opportunity to reduce out-commuting.

3.17 Internet infrastructure will be provided, which is agreed will facilitate remote home working and the ability to bring services to people, and so reduce the need to travel for some day-to-day activities such as shopping. The Council supports home working as a means of reducing the need to travel.

Construction Environmental Management Plan (CEMP)

3.18 It is agreed that a CEMP should appropriately mitigate any adverse effects of construction traffic and that this can be secured by a suitably worded planning condition.

4 TRIP NUMBERS AND IMPACT

4.1 It is agreed that the Appeal proposal will not have a material impact on the operation or safety of the existing junction onto Haughley Park Road or other parts of the highway network, subject to the imposition of a suitably worded planning condition to secure appropriate junction visibility.

Quantification of the Extant Use’s Vehicular Trips

4.2 The site has an established lawful employment land use. Updated trip numbers are tabulated below on Table 4.1 using the same surveys of sites contained in the TRICS database that were utilised in the Transport Assessment (and reflecting the more accurate and lower 5.91 hectares of site area now confirmed by the Appellant).

4.3 OGVs are defined as "All commercial vehicles with 2 axles and twin rear wheels and all vehicles with 3 axles" and "all goods vehicles with 4 or more axles". It is agreed that the nature of the existing land uses and their scale would mean that any reoccupation would be likely to attract a number of commercial lorries; and would rely on a number of employees travelling inbound by car from locations outside the local area. The trip numbers are based on average trip rates and not 85th percentile trip rates (which were used for the derivation of residential trip rates) and it is the Appellant’s view that the trip rates could be higher.

4.4 Planning permission 1077/08 was obtained for a proposed new facility for the production of chicken products in 2008. This planning submission included surveys relating to traffic movements at the time and also forecast movements for the proposal. These numbers are contained within the Transport Assessment (TA) that accompanied the planning submission and the appropriate extracts are contained at Appendix SCGT/D.

4.5 Paragraph 4.3 of the TA submission supporting the new facility in 2008 confirmed the total of goods vehicles trips (comprising articulated HGVs, flat bed lorries and tankers) would rise from 259 to 402 each week (518 to 804 movements and an average of 74 to 115 per day) and that these were lower than what historically occurred. Appendix F confirmed a maximum of 102 existing HGV movements rising to 158 HGV movements on a Friday. HGVs range from a gross (laden) vehicle weight between 3.5 tonnes and 44 tonnes. At paragraph 4.4, it confirms that there were historically up to 1,000 people employed on-site and that when the report was written, there were 687 people, which would increase to 697 as part of the proposal. The site layout included at Appendix C confirmed around 325 production staff parking spaces and 45 office and visitor car parking spaces. It is agreed that the planning permission would have been associated with around 736 (365 arrivals and 371 departures) car movements per day (assuming employees only made two trips per day). It is also agreed reasonable to assume that the planning permission – and therefore the existing Haughley Park access road – would have been associated with around 851 (736 + 115) combined car and goods vehicular trips each day on average (and up to around 894 (736 + 158) on a Friday), which is more than the maximum derived from the trip rates applied in the Transport Assessment.

The Extant Use’s Non-car Trips

4.6 Appendix G of the TA submission in 2008 (also at Appendix SCG/D) also confirmed that walking represented 2.5 percent of trips and cycling represented 2.0 percent of trips at the time. Pedestrians would have walked on the carriageway or on the verges (where they could) and cyclists would have used the existing road routes. The TA confirmed at paragraph 5.1 that the operator had previously provided a coach and a mini-bus and that 17 percent of employees travelled using these vehicles, although it is agreed that there is no duty on any future industrial operator of the existing lawful land uses to provide this type of transport facility or in fact any travel plan measures.

Quantification of the Appeal Scheme’s Vehicular Trips

4.7 Updated residential trip numbers are tabulated below on Table 4.2 using the same peak period trip rates that were utilised in the Transport Assessment (and now reflecting a lower number of 120 dwellings). Daily trip rates are shown using the same broad parameters and the TRICS outputs are contained at Appendix SCGT/E.

4.8 It is agreed that the proposed dwellings would be associated with negligible OGVs on a daily basis.

4.9 Updated employment trip numbers are tabulated below on Table 4.3 using the same peak period trip rates that were utilised in the Transport Assessment. Daily trip rates are shown using the same broad parameters and the TRICS outputs are also contained at Appendix SCGT/E.

4.10 It is agreed that the Business Park would be associated with negligible OGVs on a daily basis.

Vehicular Trip Comparison

4.11 The trip rates applied in the TA indicate that the appeal proposal would be associated with up to around 130 vehicles per hour and 1,133 vehicles per 12-hour day (07:00- 19:00). This compares with up to around 114vph, and 783 vehicles per 12-hour day (07:00-19:00) associated with an employment reoccupation with reference to the TA work. It also compares with up to around 851 vehicles per day (888 vehicles per day on a Friday) (0000-2400) associated with the planning permission approved by the Council in 2008. It is agreed that the difference in traffic between a reoccupation of the existing land uses and the Appeal scheme during the peak hours will not be material in real terms. It is also agreed that the proposed redevelopment would be associated with significantly less large vehicles than a reoccupation of the existing land uses.

Assessment of Traffic Impact

4.12 The TA included junction capacity testing for the weekday peak periods of operation, assuming a larger development of 134 dwellings. This confirmed at Section 8.0 that there would be no significant impacts associated with the redevelopment proposal at junctions that were identified for assessment on the local highway network. The assessments applied background traffic growth and also accounted for committed development, which represents an element of double counting.

4.13 It is agreed it is appropriate to confirm trip impact associated with the Appeal scheme on the highway network in the weekday peak periods, and that it is not necessary as part of this scheme proposal to assess the traffic impact at other times.

4.14 The TA confirmed at section 6.4 that other land uses associated with the proposed community building, the sports playing fields and other public open space are not considered to give rise to significant traffic and so have not been considered further in the assessment. It is agreed that this is appropriate. It is also agreed that the other existing land uses at Haughley Park, which are considered to generally take place out of the weekday peak periods, do not need to be assessed in conjunction with the Appeal scheme.

4.15 It is agreed that the increase in trip movements associated with the Appeal scheme can be accommodated on the existing private road and that queuing at the junction onto Haughley New Road will not be material. It is also agreed that the Appeal proposal will not have a material impact on the operation or safety of the existing junction with Haughley New Road or other parts of the highway network, subject to the imposition of a suitably worded planning condition to secure appropriate junction visibility at the existing Haughley Park junction with Haughley New Road.

5 TRANSPORT POLICY

5.1 National transport policy is contained in the National Planning Policy Framework (2019).

5.2 Local transport policy relevant to the appeal scheme is contained in the Mid Suffolk Core Strategy (September 2008) and the Mid Suffolk Core Strategy Focussed Review (December 2012). Local guidance is also contained in Suffolk’s Local Transport Plan 2011 to 2031 (LTP), but it is agreed that this document is not in the Development Plan.

5.3 It is agreed that the transportation related reasons for refusal are limited to numbers 1 and 4. It is agreed that the only Development Plan transportation related policies that are relevant to this planning Appeal where matters are not fully agreed as acceptable are contained in the following documents:

(i) NPPF Sections 2, 4, 5, 9 and 14 insofar as they all relate to sustainable transport matters; (ii) Core Strategy Focussed Review (December 2012) Chapter 3; and (iii) Core Strategy (September 2008) Chapter 2.

5.4 The Council does not support objections on the basis of any other transportation related policies.

6 PLANNING CONDITIONS AND OBLIGATIONS

6.1 Highway related conditions and obligations considered to be appropriate by both the Appellant and the Council will be presented to the Inspector and relate to the following as shown on Table 6.1.

1 INTRODUCTION

1.1 This Framework Travel Plan (FTP) has been prepared by Pegasus Group and Mid Suffolk Council, in order to support the sustainable operation of the proposed residential-led redevelopment of the former poultry factory at Haughley Park. 1.2 The scheme comprises up to 120 new dwellings and 1,400m2 employment uses. The proposed development is the subject of a Planning Appeal. 1.3 This FTP includes measures and sets out a monitoring framework that are agreed between the Appellant and the Council. This FTP will form the basis of a Full Travel Plan (the TP) in due course, should the Appeal be allowed. This FTP is agreed by the Appellant and the Council. 1.4 The Appellant has agreed in principle to provide a series of planning obligations in support of the Appeal scheme relating to:

(i) a Travel Plan budget of £300 per dwelling; (ii) a sum of £1,000 per year for five years to carry out monitoring to evaluate measures and recalibrate targets if necessary. (iii) off-site physical infrastructure improvements; (iv) a car club with a car; (v) public transport and school transport (detailed to be confirmed); and (vi) an additional fail-safe budget or reasonable bond, which if necessary can be used to achieve additional measures and actions to ensure satisfactory performance of the Travel Plan.

2 MANAGEMENT STRATEGY

2.1 The Travel Plan will have the key objective of minimising the proportion of journeys associated with the site using single occupancy vehicle (SOV) journeys 2.2 The Developer will appoint a site Travel Plan Coordinator (TPC) to oversee implementation and management of the TP and act as a key contact for residents and employees of the development. The site TPC will be appointed six months prior to first occupation of the development and will be in place continuously for five years following occupation of the 20th unit. 2.3 The site TPC will use the Travel Plan Budget (and if necessary any later fail-safe budget or bond) to:

(i) oversee the implementation of the TP; (ii) promote the TP objectives, measures and initiatives for residents, including use of those measures provided by the Appellant as part of the Appeal scheme at the outset; (iii) introduce different or re-focused measures and initiatives if considered necessary; (iv) promote local and national sustainable travel events.

2.4 The TPC will commission independent surveys to assess progress of the TP objectives and to monitor outcomes and to set and if necessary recalibrate targets using survey results. 2.5 The site TPC function will be fulfilled for five years after 20th occupation or such later date to be determined by the Council in consultation with the Developer to ensure that all first occupiers of the Development are provided with a Travel Plan service. The Travel Plan Budget does not include any third party costs. 2.6 Residents and employees will be made aware from the outset that a TP is in operation for the site by the TPC and will be informed of the initiatives and measures. Sales staff involved in the marketing of the residential dwellings will also be made aware of the Travel Plan by the TPC so that they can explain the benefits to prospective purchasers. Information will also be made available by the TPC within the sales office on the opportunities to walk, cycle and use public transport to and from the scheme. 2.7 Contact details of the TPC will be provided to the Council and contained in the Full Travel Plan.

3 AGREED MEASURES AND INITIATIVES

3.1 The Developer will provide the following measures and initiatives at the outset in accordance with trigger points and a timetable to be secured by suitably worded planning conditions or obligations. Table 3.1 – Agreed Measures and Initiatives by Appellant

PROMOTIONAL MEASURES

7 Personal Travel Planning (PTP) for each household. Following this a package of individually targeted measures and initiatives will be provided using the Travel Plan budget.

Internet access in all homes allowing easy access to delivery services and home-working. 8

The provision of a ‘Travel information Pack’ for residents and employees, which will contain details of how trips to local 9 leisure, retail and employment facilities can be achieved by other means to the private car. It will give maps and websites and other information on bus routes (including rural community transport) and frequency, local cycle routes and the location of local schools and amenities. 10 A £200 sustainable travel voucher for each dwelling towards walking apparel, cycling or bus travel if requested by the occupier, derived from the Travel Plan Budget. If these are not claimed within two years of occupation of a dwelling, the TPC may elect to spend the money on other Travel Plan measures to promote the aims of the Plan.

11 Promotion of national and local travel awareness events (e.g. Walk to Work week and Bike to Work week).

The permanent provision and maintenance of one covered notice board where it is accessible to all residents and 12 employees, for the life of the Travel Plan.

The inclusion of sustainable travel information within the sales office. 13

CAR BASED INITIATIVES

Implementation of a car club with one car and one car space, for three years including free membership for residents. The 14 car club after this time would be envisaged to be commercial. The car club could potentially be open to existing residents living near the Appeal site, subject to membership fees.

Domestic plugs within garages for electric vehicle charging. Specific electric vehicle charging sockets to be offered as an 15 optional extra to first occupiers.

4 MONITORING

4.1 Surveys to confirm residents and employees modes of travel will be commissioned by the site TPC at least at the occupation of the 20th unit (i.e. year 0) and then in the three months prior to the anniversary of that trigger date one year on, three years on and five years on (i.e. years 0, 1, 3 and 5). These surveys may be in the form of traffic surveys and/or resident interviews subject to the methodology specified and adopted by the site TPC to be agreed with the Council.

4.2 A full travel plan will be prepared taking into account the results of the first mode of travel survey and the first monitoring report. The draft full travel plan will be submitted to the Council's Travel Plan Coordinator prior to the first anniversary of the occupation date.

4.3 The results of the surveys will focus the efforts of the evolving TP. Useful information derived from surveys and interviews may include:

• changes in levels of car use; • where residents work and where employees live; • travel patterns; • number of car owners per household; • residents parking habits; • residents and employees who are most willing to change their travel habits; and • the popularity of the various incentives and measures that residents may consider in order to change their usual methods of transport.

4.4 Targets will be confirmed within six months of the residents and employees travel surveys at year 0. The TP will evolve after targets are confirmed. The intention at this stage will be to affect a modal shift of around ten percent of SOV journeys to other non-car or car-share modes in the life of the Travel Plan. The Management Company will adjust targets if considered necessary in consultation with the Council and will utilise The Travel Plan Budget secured as part of the Appeal scheme in order to focus on the most appropriate measures or initiatives that are reflective of the best ways to reduce SOV travel as confirmed by the survey outcomes.

4.5 Once operational, the scheme will include regular new publicity drives to attract and retain interest from residents and employees. As a result, the site TPC will keep the scheme occupants informed of the results of the TP surveys. This will keep them actively involved in the process.

4.6 Monitoring reports will be produced no less than one month prior to the first, third and fifth anniversary of occupation (i.e. in years 1, 3 and 5) by the site TPC after the surveys have been carried out to determine whether the proposed objectives and targets have been met. The report structure will include the following:

• summary of measures and targets; • monitoring methods used; • summary and analysis of results; and • future targets / actions to be taken.

4.7 The Travel Plan and site TPC role will conclude at a time set five years after the 20th dwelling occupation. This is agreed to be normal practice at a point when resident travel habits will be established.
