Welcome to the July/August double issue. It’s hard to believe that we are now half way through the year and the summer holidays are not far away. Kieron Palmer has supplied yet another interesting article concerning Haughley’s history and the Chairman of the Parish Council is keeping us up-to-date regarding village life. A MESSAGE TO PARISHIONERS FROM THE PARISH COUNCIL CHAIRMAN

Now that a new Council year has started, and having been elected Council Chairman at the AGM, I thought I’d follow up on what was said at the Annual Parish Meeting in May.

Improvement Works in the Village

As you know, the Bus Shelter was refurbished recently, but now it has a new energy saving LED light.

Our street lighting replacement programme continues, albeit at a slow pace. A unit in the Playing Field has been up-righted and reconsolidated. Units in St Mary’s Avenue, Old Street and in Haughley Green have been removed and a new LED lantern installed in Station Road. Further works are scheduled to be done in Old Street, St Marys Avenue and Duke Street.

Reported elsewhere in this publication is the painting of the flower tubs, sleeper beds and planter outside Auction Yard so that it is seen more readily in the dark.

The two wrought iron benches, one outside the Coal House and the other near the Moat, have been cleaned and painted, as have the iron railings on the bridge over the , the ‘gates’ on Fish- ponds as you enter/exit the village, with foliage cleared away and also the Pump on The Green.

The scaffolding has at last been removed at the corner of St Mary’s Avenue and the site now has a new waste bin and dog bin.

What’s Next?

The collapsed tree at the corner of St Mary’s Avenue has been reported to the District Council and should be cut down and removed in due course along with the red and white barriers and the manhole cover re- placed.

As part of Palmer’s 150th celebration, there will be some excavation to lay a new foundation for a new bench to replace the old one on The Green at The Folly and a tree will be planted behind it.

Also, on The Green, the diseased tree will soon be cut down along with the sprouting tree outside the Coal House.

Work is underway on two new Village Maps, one to be sited at The Moat and another near the new bench.

I hope these efforts are pleasing to you, making our village more welcoming but do please let me know if you feel there are other works that your Council could consider.

Haughley Neighbourhood Plan

After almost 5, years the Haughley Parish Neighbourhood Plan is nearing the end of its process. The Final Report from the Independent Examiner has been received and it recommends to MSDC that it proceed to Referendum. It will be presented to MSDC Cabinet on 8 July.

There is then a 7-day cooling-off period followed by 28 days before the Plan can go to Referendum. It is possible that the Referendum could occur late August, or early September.

Each person in Haughley Parish, registered to vote in elections, will receive a ballot paper from MSDC to vote on whether or not to accept the Neighbourhood Plan. The Village Hall will be the Polling Station, as usual.

Voting on your Neighbourhood Plan is important. If more than 50% of those voting approve the Neighbourhood Plan, it will become a legal document that both developers and MSDC Planning Department must consider when planning applications are made.

The Neighbourhood Plan sets the direction of development for the Parish and prevents speculative developments occurring.

With a Neighbourhood Plan, our Community Infrastructure Levy increases to 25%, allowing your Council to carry out more works of the type described above.

Parish Council - Vacancies

As mentioned at the Annual Parish Meeting, which had a good attendance by parishioners and parish groups, your Council now has 9 members.

The Council should consist of 11 members and so there are two vacancies.

Should you be interested in becoming a Councillor, do please come along to a Council Meeting, which are held on the third Tuesday of every month except August, in the Green Room, Village Hall, starting at 7:00pm, to see what we do and discuss your interest with me and our Clerk. All we need to know is that you have lived in the Parish of Haughley for more than one year, your reasons for wanting to become a Council member, how you might contribute and ideally a short CV outlining your skills and experiences. A list of Council members is posted on the Parish Council Notice Boards in Haughley, Haughley Green and Haughley New Street.

We will continue to report on Parish Council meetings each month on our website and in the Haughley and Wetherden Parish News and if you find this Message useful, I will write again in six months.

When we set out on the journey of organising a further village fete we chose June simply because the probability of lovely weather is rather high. Well, that theory went due south didn't it! Unfortunately the vast majority of stalls and attractions were weather dependant such as the birds of prey. On a brighter note the weather did not dampen the spirits of stallholders nor people coming through the door. We would like to give a special thanks to the little people of Stowmarket Stars Majorette troupe who battled the elements to provide an outstanding performance in the 'arena'. Thank You to Palmers Bakery of Haughley who sponsored the performance from the Stowmarket Boys Brigade and opening the fete. Roys thought for the month Where there's blame there's a claim? NEWS FROM YOUR NEW DISTRICT COUNCILLORS

Joint Local Plan

In 2014 District Council started work with Babergh District Council on the groundwork for creating a Joint Local Plan across the two councils. There have been many delays – most recently to take account of the local elections. We are now at the stage of agreeing the Regulation 18 Draft Joint Local Plan at the June Council meeting. This draft sets out the preferred strategic policies, development management policies and site allocations to guide and support development in the two districts. Any planning application must conform to the policies set out in a Local Plan.

If agreed it will go out for public consultation for eight weeks. Unfortunately, Mid Suffolk have chosen to ignore the work of the Neighbourhood Plan group and not included their housing allocations in the current draft. Given a Neighbourhood Plan must conform to a Local Plan, this must be changed.

Neighbourhood Plans

Stowupland’s Neighbourhood Plan went forward to a referendum and achieved a positive result. It is expected to be formally approved at July’s Cabinet meeting. Haughley’s Neighbourhood Plan is now ready to go forward to a referendum as is Thurston’s.

As it is, there are many parts, but one body.” 1 Corinthians 12:20

I am pleased to announce the safe arrival of my shed (May edition!). A shiplap, with apex roof, shed; in pieces, to be precise. I dutifully checked to see that all the bits were present and correct. There seemed an awful lot of screws! I carefully, read the instructions and set about putting it all together. Brother, Keith, held up bits for me to join together and somehow, I managed to avoid securing him to any part of the shed. Duly, it was accomplished and one shiplap, with apex roof, shed stood resplendent in all its glory. Amazingly, there were two pieces of wood which remained on the side-line and also an awful lot of screws of all sizes with no place to call home! I duly looked at my instruction sheet and could find no mention of these two pieces of wood and there were a set of screws which did not appear on the list of ingredients, but no matter, the shed wasn’t leaning over and there was a roof to keep the rain out so I’ll save them for a rainy day as I’m sure they will come in handy one day.

If you study your Bible you will find that there are quite a large number of references to “shed”, but not the shed I’m referring to. Those in the Bible mainly refer to blood or tears being shed. I have to say blood was shed in the making of my shed (caught finger on rough piece), but fortunately no tears – it went amazingly smoothly.

But, while painting the shed I had time to think and it came to me that my shed was, in many ways, so like our church. Individually we are many parts but when we come together we form one sound church. One which can sing out as one voice the greatness of our Lord. Each of us has a part to play in being an effective witness but when we come together as a church and bring together the talents of the people of our church we can form a greater service for our God. Sometimes we have more than one person with the same gift, for which we must be truly grateful so that the load can be shared, or so that when the time comes for someone to step down there is someone to take up the role. But, what of the bits of my shed left over? Well, sometimes we have people with God given talents which we have not used before and we should do all we can to find a place for them. God is able to use all of his people and it is for us to ensure that we do the best we can in his name. And, those screws which did not feature on the shed’s list of bits, perhaps they are our visitors, the people who come into our company either for a single visit or for a short time and it is down to us to make them feel a part of our church and to show them God’s welcome.

WETHERDEN VILLAGE HALL

It’s a little known fact that June 14th is International Bath Day! This goes back to ancient Greece, when Archimedes leapt out of his bath crying “Eureka!” when he discovered that an object’s volume could be accurately measured by being submerged in water. International Bath Day now celebrates that “Eureka!” moment, and the joy of relaxing, and having thoughtful moments in a bath, rather than taking a shower! We could cry “Eureka!” ourselves on International Bath Day, as we had seven tables in play at our Monthly Whist Drive, and everyone seemed to enjoy themselves a great deal. The evening would not have been complete though, without drawing our Monthly Lottery with the following coming up trumps:-

HAUGHLEY IN BLOOM SUMMER 2019

The Spring display was well received and thanks go to Alf and Gerald who together ensured our maintenance programme is on track by treating every container in the Village, Haughey Green and Haughley New Street with Ronseal to help weatherproof them.

The containers were weeded after which, and with great excitement, our 110 litre water bowser had its maiden voyage. (Note: Filling the bowser from a metered supply costs just 34p, because water bills comprise mainly of standing charges.) However, with regards to manoeuverability, the bowser is more of a container ship then a catamaran! Once filled I couldn’t budge it, but Alf came to my rescue and pulled it around the village, so I could do the watering. David Evans has offered us free access to his water supply and this community-spirited gesture means that the full bowser will not need to be pulled so far. Finally, with Chris’s help the central village containers were planted up for the Summer. The adopted containers in Haughley New Street, Haughley Green, Harvest Close and outside the continue to be managed by a small band of much appreciated and dedicated volunteer parishioners.

However, despite all this activity more needs to be done to tackle the on-going issue of lack of watering in the Village. The bowser is intended for augmentation of regular watering during LONG dry spells, so PLEASE

Green fingers are not required, but a bit of muscle for “bowser duties” could be useful!

BONJOURS, BIENVENU ET AU REVOIR

Keen observers amongst the residents of Haughley and Wetherden would have noticed a sudden local outbreak of French accents last month. This unusual occurrence was due to the annual get together of the Haughley and Wetherden/Noyelles-les-Seclin Twinning Association over the weekend of May 17 to 19.

A total of 34 French people from 12 families came over this year, accommodated by an equivalent number of local families, determined to renew friendships, explore a little of Suffolk, enjoy some entertainment and, needless to say, sample the occasional beer or three. And what a cracking weekend it turned out to be.

After the obligatory 20 minutes of continental cheek-kissing and handshaking (I know, all this concentrated physical contact is a bit of a shock when you are English but you get used to it) we were enjoying convivial drinks and canapés at Haughley House (thank you, Jeffrey and Caroline). Thank you, too, to Alf Hannan, our Parish Council Chairman, for taking the time and trouble to welcome the delegation in French.

Mention of which brings us to the subject of the language barrier. With none of us professional translators there is a barrier, true, but it certainly isn’t an insurmountable one. Utilising our rudimentary grasp of each other’s languages, enhanced by mime and google translate and lubricated with beer, there wasn’t much we didn’t cover in our Friday night dinner conversation. It was certainly interesting to get another nation’s take on Brexit and its implications.

Saturday and we were off to Landguard Fort in Felixstowe. The perfect choice, given its raison d’etre (see what I did there) was to keep the French out. To be fair, it also served to keep the Spanish, Dutch and Germans out as well, so that kind of evens things out a bit. It is a fascinating place, and the curators did us proud by preparing a translation of the audio guide. A hop over to Harwich on the foot ferry for a long and leisurely lunch (we are dealing with French people here) and the daytime programme was complete.

Saturday evening saw all 65 of us in Haughley Village Hall continuing the seaside theme with a Punch and Judy Show (OK, it originated in Italy and was delivered in English but you hardly need a degree in modern languages to understand sausages, crocodiles and hitting people with a stick). Photo opportunity of the weekend comprised one of those quintessentially English ‘fat lady and thin husband in period swimwear’ boards with holes where you stick your face through, made and superbly painted by David Hewlett. The live band, Aches and Painz, were brilliant and we owe a big thank you to Roger and Yvonne Tricker for coordinating and organising the lion’s share of the whole event.

A buffet lunch at Wetherden Village Hall on the Sunday and it was time to wave au revoir to a group of people that have become, over the course of these visits, genuine friends. Next May, we look forward to doing it all again in Noyelles-les-Seclin.

Haughley Festival

The Festival is over ..… but wasn’t it wonderful? Not only was it enjoyable but it was also highly successful in bringing our community together and in raising funds both for our community and also for the MacMillan Cancer Charity.

Visitors to the Flower Festival during the first weekend enjoyed the beautiful flower arrangements, the Art & Craft exhibition, the Photo Competition “Top 20” Display, the Stalls, the Festival Bake-Off, a Fun Dog Show and the launch of New Local Books. During the first weekend of the Festival we were also treated to a talk about Reg’s Adventures with the London Welsh Male Voice Choir, and the Road to Freedom Concert given by our 20+ church and community choir.

The Festival continued through the week. On the Wednesday families enjoyed an outdoor event in Gallowsfield Wood. This started with a “Be a Nature Detective” challenge followed by a Campfire and Barbecue. Then on the Thursday we had the Kimberleys who treated us to a feast of excellent folk music. And we celebrated the success of the Festival on the final Sunday with the BIG SING in the church, our final event.

The Festival has raised around £4,500, 25% of which has been donated to the local MacMillan Cancer Charity, with the remainder of proceeds going towards the upkeep of our community buildings i.e. the Post Office, the Maxwell Charnley Community Room and the Church, and an amount allocated to the Haughley Voluntary Service.

So many people have worked so hard for several months to make the Festival possible. Particular thanks are due to: Flower arrangers for their creativity, hard work, and in many cases providing flowers and materials at their own expense; Musicians who played during the Festival; Those involved with the Arts & Crafts Exhibition; Those involved with the various stalls and those who provided refreshments; Those involved with the Fun Dog Show, the Bake-Off and the Photo Competition; Those who made possible the Reg & London Welsh Male Voice Choir event; Our Haughley Community Choir; Those who organised and ran the Gallowsfield events; The Kimberleys Folk Duo; The Festival Committee; And all who came along and supported the various Festival events. Dear Friends:-

Our news these days seems full of foreboding carrying nothing but woes. If we’ve not come to tough times already we are promised plenty on the way. Well our notion of hard times finds perspective in the plight of so many of this world’s poorest peoples, as well those suffering at this time through conflict and disaster.

Our self-observation ‘how will we cope’ becomes our wonder at other’s strength in their survival ‘how do they cope’. Our faith asks of us love for one another, that through bearing each other’s burdens we will know our Lord Jesus come near. Indeed in this He assures all His followers at the close of Matthew’s gospel ‘I am with you always, to the end of the Age’ - with us in joy, with us in sorrow, with us in trial.

Another theme for many in these times is travel, whether at home or abroad and I offer for all a prayer after St Patrick, for those facing trial, for those facing journeys, whether for yourselves or for others in their need; a prayer of protection as each day St Patrick would break camp from temporary shelter in his journeying through the land, bearing the good news of God’s presence in each and every day, and considering the more permanent shelter surrounding him in all things through Father Son and Holy Spirit. In the strength of this prayer he built a life of good works in sharing the shelter of his faith with others.

Christ be with you: Christ within you; Christ before you: Christ behind you; Christ on your right: Christ on your left; Christ above you: Christ beneath you; Christ around you: now and ever. Bind unto yourself the name, the strong name of the Trinity; by invocation of the same, the Three in One and One in Three. Council Policies. Work to develop the Parish Council policy framework continues. This month the following policies were agreed, adopted and will be made available on the Parish website. We will continue this process each month until the work is concluded.

Stowmarket Chorale performed their Summer Concert Shakespeare meets Jazz at the United Reformed Church, Stowmarket in June. It was a refreshing blend of songs and sonnets by Shakespeare, set for 4-part voices and performed in a jazz style with Samuel Hollis playing double bass and Thomas Hawkes on piano. Various passages from works by Shakespeare were read and recited by Henry Stanford and Jamie Glasse from Earl Stonham Theatre Guild.

For something completely different, we are hosting a Dog Show at Rattlesden Pavilion on Saturday 27 July, 10.00 am - 4.00pm. There are many classes, and the day is aimed to be a fun day out for you and your pet. For further details contact: Lucy at [email protected] (01359 240676).

~1869 to 2019~ THE GREAT FIRE OF HAUGHLEY 1709 This is the Proclamation by Queen Anne in 1710 appealing across the nation for donations to aid of the town of Haughley following a fire which started at 9am near the church on Monday 11 th April 1709. It ‘did burn for five hours consuming dwelling houses, shops, malting’s offices, barns…. and household goods’. One Christopher Palmer claimed for loss, a descendant of today’s Palmer Family – it is said Haughley never recovered and ‘like a phoenix Stowmarket rose from its ashes’.

HAUGHLEY PLAYING FIELD AND PAVILION NEWS

The British Legion held their summer fete on Saturday 8th June. Unfortunately, due to personal reasons I was unable to attend but I understand that those among you who braved the weather had a wonderful afternoon. Let’s hope the weather is kinder for Palmer’s fun day to celebrate 150 years of baking bread in Haughley on 29th June. The lower part of the field via the entrance opposite the school will be used as an overflow car park. This will be manned for safety purposes.

The Playing Field Committee AGM also had to be postponed and I am aiming to arrange this for early in July. The 50/50 draw took place at the June Parish Council meeting. 1st prize £50 Bernie John 2nd prize £15 Ross Dawson and 3rd prize Mark Turnbull.

We have a new Zumba class on Wednesday nights at 5.45pm. Come along and join us for an hour if you enjoy a dance type fitness class. Our new instructor Lucy Johnson can be contacted on email: [email protected] or Mobile: 07502 464778.

Bingo – every second Tuesday of the Month. Dates for 2019 are: 9th July, 13th Aug, 10th Sept, 8th Oct, 12th Nov and 10th Dec. Come along and join us. The more attendees the bigger the prize pot!

WETHERDEN PARISH COUNCIL

Notes from the Parish Council meeting held in May 2019

This was the first meeting following the recent elections. We now have only 3 councillors so please please consider standing for one of the four vacancies and helping make the vital decisions for the benefit and future of the village. Your councillors are Chris Harcourt, Stephanie Hensley and Duncan Perry – please talk to any of them, or me, about what is involved.

Community Infrastructure levy – many thanks to the 18 people who took the time to indicate on the recent questionnaire what your spending priorities are for Wetherden for the next few years. We were disappointed at the low response. The projects that came out top were: improvements to the infrastructure of the village hall to prolong its life, disability access to the common and playing field and installing solar panels on the village hall and pavilion to move towards a greener village. Other comments and suggestions had been received, some of which are not allowable under the CIL criteria. We received one long anonymous letter – please let us know who you are so that we can respond.

Finance – the council ended the financial year with a healthy £32301. The audit will follow shortly, and the results will be on the website and available to view.

Playground and common – a grass snake has been spotted on the common, a good indicator that the plan for the area is on the right track. A volunteer has offered to put flowers on the triangle by Kate's Lane, and we thank her for this.

Assets of community value – listing had been applied for, for both the Maypole and the village hall, but not accepted as more information is needed on how likely it would be for the community to bid for the asset should it be necessary. How to find evidence for this will be discussed at a later meeting.

Crawford Educational Trust needs a new trustee – if this is something that would interest you, please contact me.

Planning applications - DC/19/02006 Batts Farm, Base Green, erection of 30 holiday lodges. This was objected to on the grounds of bad visibility splay, dangerous and inappropriate access, too many lodges and too crowded, no sufficient evidence of economic benefit to the village to warrant this planning application being granted.

DC/19/01964 Pulham Cottage, Road. Erection of garden store. No objections raised.

DC/19/00434 land adjacent Dragonfly Barn, Elmswell Road – erection of dwelling with garage. Planning permission granted.

SCC/0022/19MS Lawn Farm quarry – erection of new modular office. Granted.

New clerk – I will be leaving the parish council as clerk, due to other pressures. I have enjoyed my time as Wetherden clerk, and thank you all for your support and kindness. Interviews are currently taking place for a new clerk.
