It details research undertaken by the Wyre council planning policy team into the role and function of the borough’s settlements, describing why this work has been undertaken, the methodology used and the results. Understanding the nature of different settlements and the relative roles they can play is critical to developing and delivering local plan strategy and individual policies. With this in mind, the aim of this Settlement Study is two-fold. First, to establish a baseline position in terms of understanding the level of economic and social infrastructure present in each settlement and how this might influence the appropriate nature and scale of development. It will provide evidence for discussions with stakeholders and developers about the nature of supporting infrastructure needed to ensure that future development is sustainable. Second, to identify, analyse and rank the borough’s settlements according to a range of indicators, and by doing so to inform the definition of the local plan settlement hierarchy (see Section 3 below).

Borough Councillor J Ibison gave feedback from the conference at County Hall where a senior Officer of Oldham Council gave a talk about public authorities investing in property. Oldham BC have recently purchased the Gala bingo hall & Warrington Council a solar park. The Parish notice board was discussed. It is very hard to get things to stay on it as the back isn’t cork but hard ply wood. It also looks a bit tired and in need of a coat of varnish. Councillor J Ibison volunteered to give it the attention it required. 5. Canal tow path project The outline plan was discussed. It was resolved that this was an excellent idea. An asset to both the Borough and the Parish. The Councillors were all in support of the project and Clerk to inform Rosie Green.

For explanation of the method and relevant policy, please see our overview report at www.britishwaterways.co.uk/media/documents/Moorings_Report_Overview_Report.pdf. Profiles of privately operated sites in the area are appended. We researched and compared their prices with the BW rates to inform our judgements but because the date is commercially sensitive this has not been included. Local market overview The Lancaster Canal has a fairly clearly defined market for moorings. It is the north-western extremity of the BW network from Preston to Tewitfield, running through the popular locations of Garstang, Lancaster and Carnforth. Although accessible to the rest of the network via the Ribble Link which is seasonal (April to October), the large majority of boaters do not use it and confine their cruising to the Lancaster. The moorings in Glasson Basin accommodate sea going craft and serve the coastal as well as inland boating market. Borough Councillor J Ibison reported that a new Mayor had now been appointed at Wyre and that new committees would commence next month. Also that the B4RN (super fast rural broadband) meeting that was held in Calder Vale village hall was very successful. A good turn out with plenty of interest. Due to the border issue and making the area for developing B4RN being a larger one, Councillor J Ibison is going to address the Parish Council at Claughton to establish if there would be any interest in their Parish to join together with this venture.
