It details research undertaken by the Wyre council planning policy team into the role and function of the borough’s settlements, describing why this work has been undertaken, the methodology used and the results. Understanding the nature of different settlements and the relative roles they can play is critical to developing and delivering local plan strategy and individual policies. With this in mind, the aim of this Settlement Study is two-fold. First, to establish a baseline position in terms of understanding the level of economic and social infrastructure present in each settlement and how this might influence the appropriate nature and scale of development. It will provide evidence for discussions with stakeholders and developers about the nature of supporting infrastructure needed to ensure that future development is sustainable.     RE-PRICING OF 12 MONTH MOORING PERMITS 2012 MARKET AREA REPORT FOR WEST LANCASHIRE Introduction This report provides the rationale for mooring price decisions for 2012. Profiles of privately operated sites in the area are appended. We researched and compared their prices with the BW rates to inform our judgements but because the date is commercially sensitive this has not been included. Local market overview The Lancaster Canal has a fairly clearly defined market for moorings. It is the north-western extremity of the BW network from Preston to Tewitfield, running through the popular locations of Garstang, Lancaster and Carnforth. Although accessible to the rest of the network via the Ribble Link which is seasonal (April to October), the large majority of boaters do not use it and confine their cruising to the Lancaster. The moorings in Glasson Basin accommodate sea going craft and serve the coastal as well as inland boating market. Introduction The 1999 Wyre Local Plan indicated distinct boundaries around a number of settlements which distinguished the settlement from the countryside around them. Producing the Publication Draft Wyre Local Plan 2017 has provided an opportunity to review the current boundaries and consider whether or not additional settlements should be defined by a clear boundary. This background paper describes the rationale for defining boundaries and the process undertaken to produce the boundaries in the Publication Draft Wyre Local Plan 2017. 2. Context The borough of Wyre is characterised by an urbanised peninsular north and west of Blackpool and a large rural hinterland. The peninsular is largely framed by the coast, Wyre estuary and the boundaries of Fylde and Blackpool. It consists of the settlements of Fleetwood, Cleveleys Thornton, Normoss and Poulton-le-Fylde, with areas of green belt providing a degree of separation between the urbanised areas. The rural area contains a small number of larger settlements such as Garstang, Knott-End and Catterall, plus a number of smaller villages, hamlets, scattered small-scale residential developments and agricultural buildings. Policy SP5 of the 1999 Wyre Local Plan identifies Main Rural Settlements whose boundaries are defined on the 1999 Wyre Local Plan Proposals Map.
