August 2016 1. Introduction This study forms part of the evidence base for the Wyre Local Plan. It details research undertaken by the Wyre council planning policy team into the role and function of the borough’s settlements, describing why this work has been undertaken, the methodology used and the results. Understanding the nature of different settlements and the relative roles they can play is critical to developing and delivering local plan strategy and individual policies. With this in mind, the aim of this Settlement Study is two-fold. First, to establish a baseline position in terms of understanding the level of economic and social infrastructure present in each settlement and how this might influence the appropriate nature and scale of development. It will provide evidence for discussions with stakeholders and developers about the nature of supporting infrastructure needed to ensure that future development is sustainable. Second, to identify, analyse and rank the borough’s settlements according to a range of indicators, and by doing so to inform the definition of the local plan settlement hierarchy (see Section 3 below).

    1 Rocky outcrops and scars near Winskill Stones above Ribblesdale above near Winskill Stones and scars Rocky outcrops LCA 11 Great Scar Limestone Uplands Yorkshire Dales National Park - Landscape Character Assessment YORKSHIRE DALES NATIONAL PARK LANDSCAPE CHARACTER ASSESSMENT LANDSCAPE CHARACTER AREAS 2 LCA 11 Great Scar Limestone Uplands Numbered photographs illustrate specific key natural, cultural and perceptual features in the Great Scar Limestone Uplands LCA (see page 7) Key characteristics 1 • A series of areas following the exposed Great Scar Limestone across the southern part of the National Park, separated by the southern dales, containing areas of international and national biological/geological value. • Exposed limestone features including cliffs, screes, gorges, pavements and scattered boulders dominate the landscape, creating a rugged, worn character. These combine with shallow soil cover, shakeholes, potholes and caves to form classic karst landscape. • Panoramic views across the southern dales and southern dales fringes. In the western part of the area views are dominated by the Three Peaks landforms of Ingleborough, Whernside and Pen-y-ghent. Vertical limestone • Closely grazed, springy, flower-rich grasslands form a neat, bright green carpet between exposed rock features. cliffs at Kilnsey • Scattered trees or open, grazed woodland on scree slopes and cliffs, with occasional windblown trees or shrubs in Crag, Wharfedale ... cliffs and pavements at higher levels. Several large, semi-natural, undergrazed woodlands occur on the dale sides and a few, small, isolated plantations at higher elevations. • A general absence of streams and surface water features, with the exception of occasional small tarns and limited numbers of springs at the base of the limestone moors, mainly around Ingleborough.

Present: Councillors Commander, Forshaw, Gorst (Chair), Howell and J Ibison, Apologies: Councillors T Ibison and Marsh. 2. Minutes It was resolved that the minutes of the meeting on 17th May 2017 having been circulated previously be approved and signed by the Chairman as a correct record. 3. Declaration of interests None received. 4. The meeting was adjourned for a period of public discussion at 7.35pm, giving members the opportunity to update on any meetings attended, to make any comment on the Clerks report & to receive any updates from both Borough & County Councillors. Meeting reconvened at 7.50pm. Borough Councillor J Ibison gave feedback from the conference at County Hall where a senior Officer of Oldham Council gave a talk about public authorities investing in property. Oldham BC have recently purchased the Gala bingo hall & Warrington Council a solar park. The Parish notice board was discussed. It is very hard to get things to stay on it as the back isn’t cork but hard ply wood. It also looks a bit tired and in need of a coat of varnish. Councillor J Ibison volunteered to give it the attention it required. 5. Canal tow path project The outline plan was discussed. It was resolved that this was an excellent idea. An asset to both the Borough and the Parish. The Councillors were all in support of the project and Clerk to inform Rosie Green.
