..................................................................................... 147 1 ESTABLISHMENT OF THE COMMITTEE 1.1 Membership The Economic and Finance Committee (‘the Committee’) is established under section 4 of the Parliamentary Committees Act 1991 (SA). Section 5 states that the membership of the Committee is to comprise seven Members of the House of Assembly. A Minister of the Crown is ineligible for appointment to the Committee. Members of the Committee are appointed under section 20 of the Parliamentary Committees Act 1991 (SA), and cease to be members pursuant to section 21 of this same Act. The seventh Economic and Finance Committee was appointed by the House of Assembly on 6 May 2014, following the State Election, held on 20 March 2014. The following Members were appointed to this seventh Committee: Mr Lee Odenwalder MP; the Hon Paul Caica MP; the Hon Iain Evans MP; Mr Martin Hamilton-Smith MP; Ms Katrine Hildyard MP; Mr Chris Picton MP and Mr David Pisoni MP. • On 15 May 2014 Mr Lee Odenwalder MP was nominated as the Presiding Member. • On 27 May 2014 Mr Martin Hamilton-Smith MP resigned from the Committee. • On 17 June 2014 Mr Dan van Holst Pellekaan MP was appointed to the Committee. • On 30 October 2014 the Hon Iain Evans MP resigned from the Committee and Parliament. • On 30 October 2014 Mr David Speirs MP was appointed to the Committee. • On 10 February 2015 Ms Katrine Hildyard MP resigned from the Committee. • On 10 February 2015 the Hon Jennifer Rankine MP was appointed to the Committee. • On 27 January 2016 Mr Chris Picton MP resigned from

Ms CHAPMAN (Bragg) (10:33): I move: That this bill be now read a second time. I move the University of Adelaide (Trust Property) Amendment Bill with a heavy heart. However, it is supported by the Liberal opposition and I am pleased to have its support. It is a bill to amend the University of Adelaide Act 1971. Members will be aware that the University of Adelaide was established by an act of this parliament, the first in South Australia and the third in Australia. It has a proud and respected history as an institution in this state. In 2003, the structure and independence of the governance of our universities was debated as a result of introduced bills for our three public universities in South Australia by then minister Lomax-Smith and supported by the opposition. An essential element of that bill was to provide greater autonomy in the handling of the university's own affairs, including its financial affairs and, in particular, the capacity to be able to buy, sell, lease, encumber or deal with its assets, and particularly real property. However, the reform retained in it an obligation to secure cabinet approval for very substantial property it owned, including the North Terrace precinct, Roseworthy and Waite campuses.

    News Release Premier Jay Weatherill Tuesday , 3 January 2015 Maher joins Cabinet as Close takes Education and Child Development Kyam Maher is the new Minister for Manufacturing and Innovation and Minister Susan Close will take on the Education and Child Development portfolio following a swearing in ceremony at Government House. Premier Jay Weatherill said today’s reshuffle was necessitated by Monday’s retirement of Jennifer Rankine from the Ministry. “Beyond the replacement of Minister Rankine it is essentially a fine-tuning of portfolios,” he said. Other changes include Deputy Premier John Rau taking on the new portfolio of Child Protection Reform meaning he takes responsibility for responding to the findings of the Royal Commission into Families SA and the Coroner’s findings from the Chloe Valentine inquest. Sustainability, Environment and Conservation Minister Ian Hunter gains the new portfolio of Climate Change while Minister Close retains the Public Sector portfolio and takes on Education and Child Development. Member for Reynell Katrine Hildyard joins executive Government as a Parliamentary Secretary to the Premier. Mr Maher will also take on the responsibility as Minister for Automotive Transformation and Minister for Aboriginal Affairs and Reconciliation. Mr Weatherill welcomed Mr Maher to the Cabinet table saying he has demonstrated acuity on committees and as a member of the Legislative Council. “Kyam took up a parliamentary secretary role last year and is one of the crop of young talented individuals ready to step up,” Mr Weatherill said. “He is former State Secretary of the Labor Party and was also a chief of staff to former Minister Terry Roberts who held the portfolios of Regional Affairs, Aboriginal Affairs and Correctional Services.

This milestone is the result of the efforts of many, in particular, the Network’s convenors and editors; its Administrator; and its Governance Board. At this juncture, it may be useful to be reminded of the rationale of the Network. An essential starting point is, of course, its founding document which provides that ‘(t)he purpose of the Network is to foster exchange and discussion amongst academics, electoral commissions and other interested groups on research relating to electoral regulation’.
