Dear Bob:

The following document is RACOM’S proposal for the communications systems/services you are considering.

You had requested pricing for some additional licensing to include: a Fire Ground Frequency - $300; and (2) UHF mobile only frequencies - $500.

The systems proposed are based on our many discussions, propagation studies and design reviews by RACOM Engineering and our knowledge of Shelby County’s specific requirements.

All prices quoted include State Contract discounts.

We value our relationship with Shelby County and are committed to the successful implementation of this project.

Best Regards,

Cindy Sorum

SHELBY COUNTY ZETRON CRT CONSOLE SYSTEM DESCRIPTION

The ZETRON Integrator RD Console is the most flexible user-friendly communications console on the market today. The console designed for Shelby County is a CRT based Windows XP console, which consolidates all operation into one efficient package.

The design includes two individual dispatch positions with a maximum of 15. It can control a combination of 48 separate radio channels or trunked talk-groups. Each console position can be programmed to present the screen layout most desirable for the individual dispatcher. Monitors will display the current status and activity on all channels. System control will be via a three-button mouse. System software includes the extended paging package with two-tone sequential signaling and full featured MDC-1200.

The 4219 audio panel includes the select and unselect speakers with volume control and LCD screen for the VU meter. The rugged desktop utilizes a gooseneck style boom on a heavy metal base.

Each position is equipped with two /radio headset jack boxes that will automatically arbitrate between phone and radio and provide supervisory control or training capacity via a second jack box wired in parallel.

Console spare cards are included in the quote. The console is equipped with an auxiliary input/output card to provide console door control.

One equipment rack has been included to accommodate the console CEC hardware and power supplies.

RACOM will stage the console prior to installation and provide all dispatcher training per a mutually agreed upon schedule.

SHELBY COUNTY ZETRON SERIES 3300 VoIP 911 TELEPHONE SYSTEMS DESCRIPTION

The ZETRON Series 3300 VoIP E9-1-1 Telephone system is designed to help Shelby County respond to emergencies quickly and accurately, resolve critical compatibility issues and comply with industry and Federal standards including Wireless Phase 1 and 2.

Shelby County’s system includes a 24-Call IP system with 24 Analog input ports, a 911 Server with PC, (6) E911 trunks, 10 Caller ID Lines, Integrator Reporting System, SQL 008 Server, and recommended spares.

The 3300 is CRT based and includes two individual Integrator dispatch positions with Windows XP Pro, Dell Workstations and Client Software. Each position is equipped with IRR (instant recall), backup 3240 – 40 Key Desktop phones and TDD.

Shelby County’s system provides (6) E911 trunks and (10) Caller ID lines. The 3300 is designed for any combination of administrative, ringdown, emergency lines and E911 trunks up to a total of 100 providing the opportunity for future growth. It is Phase II ready and fully NENA compliant.

The Key Service Unit (KSU) will be located in your equipment room and includes: (1) IP Call System, (1) Station Card Shelf, (3) Station Cards (1 Spare), (3) AC Interrupter Cards (1 spare), (7) E911 Trunk card (1 spare), (11) Caller ID Line Cards, (4) Station Ringdown Line Cards, (3) AC Talk Supplies (1 spare to meet NENA standards), (3) Workstation Power Supplies (1 Spare), (1) RS-232 Serial Port Card with 2 ports, (1) 9-1-1 Server License, (3) CTI cables, (1) EX E9-1-1 Controller with ALI, (2) Line Card Shelves, (2) Rack Distribution Cables, (1) 8-Port Ethernet Hub, (3) CO/PBX cables, Punchdown Blocks, (1) 1200 Baud ALI database modem, and a Call Detail Record Printer. A 72” equipment rack is being provided to accommodate the equipment. In the event of failure built-in alarms notify PSAP personnel, and using an IP VPN secure connection, the system can be supported remotely.

The distributed architecture of the system and high “mean time between failures” design ensures high availability and minimal impact in the event of failure. Spares have been provided to allow hot-swappable component replacement while the system is operating.

CAD and GIS interfaces are standard on the 3300. The CAD port can be used by both CAD and Mapped ALI systems to automatically populate address fields and display map locations.

RACOM will configure the system prior to installation in cooperation with county personnel. All dispatcher training will be provided per a mutually agreed upon schedule.

An optional hardware/software extended warranty has been quoted for one year and five years.

3 Intelligent business platforms Business Series Terminals: Helping to increase your business productivity

To end users, the telephones are the system. Your telephone is the most critical interface to your business productivity. Internal communica- tions, customer services, and business-to-business activities—they are your lifeline to business communications. Nortel Networks understands that the user’s perception of the telephone and the manner in which it delivers services are the benchmark by which a voice system is measured (see Figure 3). Norstar offers a wide range of user-friendly Business Series Terminals, to fit any need in your business (see Figure 2)—from the front desk to the conference room, and anywhere in between.

NARROWBANDING

The spreadsheets provided by Shelby County have been modified to include either a notes/comments column or a narrowband capable column.

After researching the various models we have indicated their narrowband capability in those columns with the following:

• Yes – Unit is capable of narrow band operation • No – Unit needs to be replaced • ? – We need more information to determine status • Factory Modification – Will need to be sent to the manufacturer for modification

RACOM will reprogram the Shelby County equipment at predetermined locations to achieve narrowband compliance. The programming will include all service calls, labor and testing to accomplish this task.

This assumes all equipment will be available at the location and includes (1) reprogramming per piece of equipment.

Note: It appears most AVL radios were not included in the lists provided.
