Foreword

Micro, Small & Medium Enterprises–Development Institute, Kanpur is dedicated to render services for the development of MSMEs in 25 districts of Central . The institute was set up in 1958. The Institute functions in close coordination with the State Government to implement various programmes & policies formulated by the Office of Development Commissioner (MSME), Ministry of MSME, Government of India.

This Annual Report includes the important activities and programmes organized by the Institute during the year 2016-17 under the directions of the office of Development Commissioner, MSME. This Institute organized 2 National Vendor Development Programmes, 11 State Level Vendor Development Programmes, 5 Awareness programmes on Zero Defect & Zero Effect (ZED) Scheme, 5 Entrepreneurship & Skill Development Programme (ESDPs), 34 Industrial Motivation Campaigns(IMCs), One Entrepreneurship Development Programme (EDP) and special programmes on various topics like Intellectual Property Rights, Design Clinic, Bar Code, Quality Management Standard & Quality Technology Tools (QMS/QTT), Incubators, Product Certification, Energy Efficiency Technology and National Workshop on Export Marketing under National Manufacturing Competitiveness Programme (NMCP). Apart from these, various cluster development proposals were examined and recommended for approval of the competent authorities. A large number of MSEs were provided reimbursement for participating in various Domestic & International Trade Fairs in 2016-17. 51 Awareness Programmes on Digital Payments were organized post demonetization.

I appreciate the sincere efforts made by Shri Jagadish Sahu, Asstt. Director (EI) in preparing and bringing out the Annual Report for the year 2016-17 under the guidance of Shri Rajesh Kumar, Dy.Director (IMT). CHAPTER 1

INTRODUCTION

The Office of Development Commissioner (MSME) is an attached office of the Ministry of Micro, Small and Medium Enterprises (MSME) and is the apex body to advise, coordinate and formulate policies and programmes for the development and promotion of the MSME Sector in the country. The Office of Development Commissioner (MSME) has a network of 30 MSME-Development Institutes, 28 Branch MSME-Development Institutes, 4 MSME-Testing Centres, 7 MSME-Testing Stations and 18 MSME-Technology Centres (MSME-TCs). It is implementing Technology Centre Systems Programme, under which 15 new MSME-Technology Centres (TCs) are being established in the country. Out of 15 MSME-TCs, two MSME-TCs are being established in U.P, one each at Kanpur & Greater Noida (Dist.Gautam Budh Nagar).Work for MSME-TC at Kanpur has already begun. In the state of Uttar Pradesh, the support facilities and services of the Office of Development Commissioner (MSME) are rendered through the network of three MSME-Development Institutes located at Kanpur, Agra and Allahabad and one Branch Institute at Varanasi and 5 MSME-TCs at Kannauj (FFDC), Agra(PPDC&CFTI), Firozabad (CDGI)& Meerut (PPDC) respectively.

MSME-DEVELOPMENT INSTITUTE (MSME-DI) KANPUR MSME-DI, Kanpur was set up in Kanpur in 1958. At present, it caters to the promotional and developmental needs of MSME Sector of 25 districts of Uttar Pradesh, namely Auraiya, Basti, Barabanki, Kushinagar, Deoria, Etawah, Farukhabad, Fatehpur, Faizabad, Gorakhpur, Hamirpur, Hardoi, Jalaun, Jhansi, Kannauj, Kanpur Nagar, Kanpur Dehat, Lakhimpur Kheeri, Lalitpur, Lucknow, Mahoba, Raebareli, Shahjahanpur, Sitapur and Unnao. Rest of the districts fall under the jurisdiction of MSME-DIs at Agra and Allahabad. MSME-DI, Kanpur is the nodal institute for the state of Uttar Pradesh. The institute maintains a close liaison with the State Industries Department, Financial Institutions/Banks, State Promotional Agencies, Technical Departments, Universities and Academic Institutions, Engineering Colleges and Industry Associations. The support of the institute is basically in terms of:-

Publicizing Udyog Aadhaar Registration for MSMEs as part of ease of doing business & motivating units for registration in MSME-Databank 4. Publicizing the Public Procurement Policy and facilitating due share of MSE Sector in procurements by Government Departments and Public Sector Enterprises & also popularizing the special focus initiatives of the Govt.of India like Start Up India, Stand Up India, Make in India, Skill India etc. 5. Sharing Economic and Statistical Information 6. Implementation of National Manufacturing Competitiveness Programme (NMCP) & ZED Scheme 7. Promotion of MSE-Cluster Development Programme 8. Popularize the schemes like Credit Linked Capital Subsidy Scheme, CGTMSE, and Mudra Yojana. 9. Organize suitable training programmes and events for prospective and existing entrepreneurs 10. Services of Common Facility Workshops to Entrepreneurs (Job work as well as specialised training)

REVENUE

Revenue generated from the mechanical workshop of this office has been exceeding the annual target of Rs.3 lakh for the last few years. During 2016-17, an amount of Rs. 3, 24,814 was generated from workshop. Apart from this, revenue is earned from technical training programmes including EDPs/ESDPs & specialized training programmes on different topics under PD account, through seminar fees for participation in the awareness programmes, inspection charges for assessing the production capacity of the MSEs for Government Purchase Programme of NSIC, etc.

Public Procurement Policy and Vendor Development Programmes

National Vendor Development Programmes in 2016-17:

MSME-DEVELOPMENT INSTITUTE, KANPUR organized two National Level Vendor Development Programme-cum-Industrial Exhibitions in 2016-17 to build a business relationship between PSUs and MSMEs & also to promote the Public Procurement Policy of Govt.of India.

The first NVDP-cum-Industrial Exhibition was organized by this office on 8th & 9th November‘ 2016 at BHEL campus, Jhansi in association with Bharat Heavy Electricals Ltd. (BHEL), Jhansi, North Central Railway (NCR), Jhansi, Bundelkhand Chamber of Commerce & Industries, Jhansi & Bijoli Udyog Mandal, Jhansi. The programme was inaugurated by Shri K. Rama Mohan Rao, IAS, Commissioner, Jhansi Division, Jhansi. While delivering the inaugural address as Chief Guest, Hon‘ble Commissioner appreciated the efforts made by MSME-DI, Kanpur in organizing such an event in an industrially backward district like Jhansi. Director, MSME-Development Institute, Shri.U.C Shukla spelt out the objectives of National Vendor Development Programme. Shri Ram Both, IPS, Provincial Armed Constabulary(PAC), Jhansi; Shri Atulya Sinha, Chief Workshop Manager, Wagon Repair Workshop, NCR, Jhansi; Shri D.K. Dikshit, General Manager In-Charge, BHEL, Jhansi; Shri G.P Verma, General Manager, Parichha Thermal Power Plant, Jhansi; Shri MSRK Murthy, AGM, SIDBI, Bhopal were the distinguished guests. Other dignitaries present during the event were Shri Hari Mohan Ji Bansal, President, Bundelkhand Chamber of Commerce & Industry, Jhansi; Shri Rajesh Sharma, President, Bijaoli Udyog Mandal, Jhansi and Senior Officers of all participating PSUs.

PSUs like BHEL, NCR, NTPC, PARICHHA Power Plant, U.P Police etc. & various Public Sector Banks participated in the event. There were 73 stalls put up by both MSMEs & PSUs/ Govt. Departments/Financial Institutions. Business Commitments to the tune of Rs. 20 Crore was made during the exhibition. A sum of Rs.2, 71,250/- was earned as revenue.

The second National Vendor Development Programme –cum- Industrial Exhibition was organized in association with Indian Industries Association (IIA), Kanpur on 1st & 2nd March, 2017 at IIA Premises, Kanpur in which there were 101 stalls (75 MSME Stalls & 26 stalls of PSUs/ Govt. Departments/Financial Institutions). The programme was inaugurated by Air Commodore B.N Kumar, Indian Air Force, Kanpur. Pre- Registration of Vendors was done by the PSUs and more than Rs.50 Crores businesses were expected. The Revenue generated through the Programme was Rs.4, 04,500/- which was received by Cheque and Digital mode only. Various CPSUs & Government Organisations viz. Artificial Limbs Manufacturing Corporation of India (ALIMCO), Kanpur, Modern Coach Factory (MCF), Raebareli, North Central Railway (NCR), Kanpur, Hindustan Aeronautics Limited (HAL), Kanpur, Field Gun Factory, Kanpur, Ordnance Parachute Factory, Kanpur, National Thermal Power Corporation Limited (NTPC), Small Arms Factory, Kanpur, Indian Air Force, Kanpur and Financial Institutions participated in the event.

A wide publicity for both the programmes was made through DAVP by releasing advertisements in prominent newspapers such as The , The Amar Ujala, The Hindustan etc. Publicity was also made through Press Meet and distribution of Brochures to almost all the available contacts of units, association and DI offices throughout India & also through Hoardings, Banners, Emails, SMSs, etc. The Industry Associations which were associated with these programmes also made all out efforts in conveying details of the programmes to their members and motivated members to participate / visit the programmes. The entry of the Exhibitions was free of cost for the visitors.

CHAPTER 9

Awareness Programmes on Digital Payments

MSME-DI, Kanpur has been organizing Awareness Programmes on Digital Payments in all core programmes post-demonetization. A total of 51 dedicated Programmes on Digital Payments were organized from 15.12.2016 to 30.12.2016 across 25 districts under the jurisdiction of this office. Senior officials from various banks attended the programmes and explained different methods of Digital payments such as use of Prepaid/ Debit/Credit Cards, Point of Sale (POS), Wallets, Aadhaar Enabled Payment System (AEPS), Unified Payments Interface (UPI) and USSD (Unstructured Supplementary Service Data) based mobile Banking-*99#. The Government of India has recently launched a mobile app-BHIM- Bharat Interface for Money- as part of Digital payment mechanism in the country.

CHAPTER 10 National Awards – 2015 for MSMEs

Officials of the Institute visited various units, explained the scheme and motivated the units to apply for National Awards-2015. For the first time, an online system for applying National Awards was introduced for the entrepreneurs. A total of 62 applications from U.P were received online for consideration of National Awards- 2015 pertaining to categories such as Outstanding Efforts in MSMEs engaged in Manufacturing, Outstanding Entrepreneurship in Micro & Small Enterprises in Rendering Services, Product/Process Innovation Efforts in MSME, Quality Products, Lean Manufacturing Technology & Exports.

The applications received online were then scrutinized/ evaluated at MSME- DI, Kanpur by an Internal Screening Committee consisting of officials of MSME-DI, Kanpur, MSME-DI, Agra, MSME-DI, Allahabad and Directorate of Industries, Govt. of U.P., Kanpur. Shri Vinay Kumar, Additional Director of Industries, Govt.of U.P. and Shri Mukesh Kumar, Assistant Commissioner, Directorate of Industries, Govt.of U.P. were representing on behalf of Directorate of Industries, Govt.of U.P.

The State Level Selection Committee (SLSC) meeting was held in Lucknow on 30.01.2017 under the Chairmanship of Dr. Rajneesh Dubey, IAS, Principal Secretary (MSME & Export Promotion), Govt. of Uttar Pradesh. He appreciated the efforts made by the Internal Screening Committee in scrutinizing the applications.

Shri Akhilesh Kumar, Special Secretary(MSME & Export Promotion), Govt.of U.P; Shri Amit Ghosh, Director of Industries, Govt.of U.P; Shri Vinay Kumar, Additional Director of Industries, Govt.of U.P and Shri R.K. Singh, Additional Commissioner, Export Promotion Bureau, Govt.of U.P were prominently present in the meeting. Director, MSME-DI, Kanpur co-ordinated the meeting as member convener.

Out of the 62 applications, only 10 applications from Uttar Pradesh were recommended by SLSC to the National Level Selection Committee (NLSC) for National Awards - 2015.

CHAPTER 11

MSME-Technology Centre, Kanpur

The Ministry of MSME, Govt.of India is establishing 15 new Technology Centres (TCs) & has decided to upgrade existing the 18 Technology Centres at the cost of Rs. 2200 Crores over the period of 6 years (2015 onwards including World Bank loan assistance of $200 Million).These Technology Centres will have state of art machinery & equipment to extend technological support to MSMEs to make them competitive at national and international level. Technology Centres apart from extending technological support, will provide business & consultancy services & also improve availability & employability of skilled manpower in the manufacturing sector.

Shri Kalraj Mishra, Minister of Micro, Small and Medium Enterprises (MSME), Government of India in the presence of Dr. Murli Manohar Joshi, Hon‘ble MP, Kanpur and Shri S.N. Tripathi, I.A.S., Additional Secretary and Development Commissioner laid the Foundation Stone of MSME Technology Centre at Kanpur, Uttar Pradesh on 18th August, 2016. This Technology Centre is one of the 15 new Technology Centres to be established in the country with an area of 8.36 acres.

In this regard, a Stake Holder meeting for MSME Technology Centre, Kanpur was organized on 06.10.2016 in the office premises. One team from E&Y presented a draft DPR including Market Assessment, Technical Infrastructure and Financial Projection at the meeting. Shri Vinay Kumar, Additional Commissioner of Industries, Govt. of U.P was the Chief Guest while Shri U.C. Shukla, Director, MSME-DI, Kanpur presided over the meeting. Officers/Academicians from IIT Kanpur, HBTU Kanpur, Govt. ITI Kanpur, Advance Training Institute (ATI) Kanpur, DIC Kanpur, SIDBI, Members of Indian Industries Association (IIA), Provincial Industries Association (PIA), Laghu Udyog Bharti, Bharti Mahila Udyami Parishad and Lohia Corp Ltd. Kanpur were prominently present in the meeting. Total 38 officials /Entrepreneurs attended the meeting.

Present Status of MSME-TC, Kanpur:  Devegitation and clearing of jungle is completed.  Topographical survey was completed by Tata Consulting Engineers Ltd. (TCE). As per survey, area of proposed site is 8.36 Acres.  Geo-technical investigation was completed by TCE.  Soil testing done & report is under preparation.  Tender document opened.  Construction of building proposed to be commenced in the 1st week of June, 2017.

2. Director of the Institute attended a meeting on 20.06.2016 at ITI Guest House, Raebareli called by Shri Giriraj Singh, Hon‘ble Minister of State (MSME), Govt. of India with the officials of MSME-DI, KVIC and NSIC.

3. Director of the Institute along with other officers attended a Training Programme on My MSME Mobile App on 08.07.2016 through Video Conferencing at NIC, Lucknow organized by O/o DC-MSME.

4. Director of the Institute attended the 8th Meeting(16th since inception) of Screening & Steering Committee (SSC) for implementation of Up-Scaled Lean Manufacturing Competitiveness Scheme under NMCP on 11.07.16 at Nirman Bhawan, O/o DC(MSME), New Delhi called by AS&DC(MSME).

5. Director along with other officers of the Institute had a meeting with Mr. Louay M. Constant, Policy Researcher at the RAND Corporation, Santa Monica, USA; Mr. Mark E. Azua, Director of Programs, North India Office Embassy of USA; Mr. Robin Bansal, Cultural Affairs Specialist, North India Office, USA and office bearers of IIA on 18.07.2016 regarding scenario of MSME & skilling needs in U.P. The delegates were informed about initiatives being taken by the Ministry of MSME for promotion of MSMEs and Skill Mapping. The delegates were quite impressed with district wise cluster based Skill Mapping Reports prepared by MSME-DIs. They were also impressed with online MSME Registration System (UAM).

6. Director of the Institute along with officers of this institute, State Govt. officials, Industry Associations and entrepreneurs participated in a Video Conferencing organized by DC (MSME) on 22.07.2016 at NIC, Lucknow on ZED Certification Scheme. The office ensured participation as per the instruction of DC (MSME).

7. Director of this institute inaugurated an exhibition named as ‗MIZAZ‘ on 23.07.2016 at Hotel Royal Cliff, Kanpur. The exhibition having focus on the Handicrafts items, Artificial jewellery, Textile items, Fashion accessories etc. was organized by Women Entrepreneurs of Kanpur district. There were 34 Women exhibitors from Indore, Jaipur, Kanpur, Lucknow and Ahmedabad in the exhibitions. Shri G.Velladurai, DD(L/F), Shri R.K. Prakash, AD(Elect.), Shri J. Sahu, AD (EI) & Shri S.K.Gangal, Inv.(G&C) interacted one to one with all the participants of the exhibition and explained schemes of MSMEs.

Director of the Institute delivered a talk on Lean Manufacturing in an awareness programme on Lean Manufacturing Competitiveness Scheme which was jointly organized by NPC, STEP - HBTI and this office on 23.07.2016 at STEP-HBTI, Kanpur. After the meeting, valedictory function of ESDP on Computer Hardware Maintenance and Networking (SC-Stipend) was organized at Gandhi Sabhagar, Vikas Bhawan, Deoria. During the programme, Director of the Institute welcomed Hon‘ble Minister (MSME), Shri Kalraj Mishra and other dignitaries. Hon‘ble Minister addressed the gathering and distributed Certificates and Stipend to the trainees of the programme. The programme was coordinated by Sh. Neeraj Kumar, AD (EI).

15. Director of the Institute attended the AF-L Artigiano in Fiera 21st International Crafts Selling Exhibition in Milan (Italy) from 03.12.16 to 11.12.16 as deputed by O/o DC (MSME), New Delhi.

16. Director of the Institute attended a meeting of Evaluation Committee for review of financial evaluation of MTP-1 & MTP-2 in the office of the AS&DC (MSME), New Delhi on 20.01.2017.The Minutes of Meeting were prepared and submitted to the Administrative Division (A.B.) on the same day.

4. Shri Rajesh Kumar, Dy. Director (IMT), Shri J.K. Sinha, AD (Mech.) and Shri Neeraj Kumar, AD (EI) attended a meeting chaired by Hon‘ble Minister(MSME) on 21st July, 2016 at Deoria. During the meeting, Hon‘ble Minister took the review of performance of MSME-DI, Kanpur, KVIC, NSIC and Coir Board. Further, Hon‘ble Minister advised the officers to give emphasis on cluster development under MSE-CDP. During the discussion, it was decided to work on possibility of readymade garments cluster & rice Milling Cluster at Deoria.

5. Shri Rajesh Kumar, Dy. Director (IMT), Shri J.K. Sinha , AD (Mech) and Shri Neeraj Kumar, AD (EI) had a meeting with Sh. J.P. Jaiswal, Divisional Chairman IIA-Gorakhpur Division at Deoria on 21st July, 2016. During the meeting, Sh. Jaiswal suggested that there is possibility of Readymade Garment Cluster at Deoria. Dr. R.K. Panday of ILFS has assured to give all possible assistance for Cluster development.

6. Sh. L.B.S. Yadav, Dy. Director (Chem.), Sh. Amit Bajpai AD (Elect.) and Sh. Jagadish Sahu, AD (EI) attended a meeting chaired by Hon‘ble Minister(MSME) on 5th & 6th August, 2016 at Jhansi. During the meeting, the awareness of MSME Schemes, Performance Credit Rating for handholding of sick industries, ZED Scheme, ASPIRE, SFURTI and Industrial climate of Bundelkhand region were discussed. Hon‘ble Minister advised the officers to prepare a report on Industrial scenario of Bundelkhand region, availability of raw materials and potential industries which can be established in that area. During the meeting, Director, KVIC, Lucknow; Director, KVIC, Bhopal & Sr. Branch Manager, NSIC, Kanpur, were also present.

J.P Jaiswal, President, IIA Deoria asserted that he would explore the possibilities in the field of readymade garments cluster in the district. Mr.R.C Pathak, Officer from KVIC agreed to see the matter. He also informed that two SFURTI clusters will be started very soon in this region.

9. Sh. L.B.S.Yadav, DD (Chem.) attended a meeting on cluster which was organized by State Government on 27.10.2016 at PICUP Bhawan, Lucknow. Detailed Project Report of Dairy cluster and CFC, Hardoi was discussed at the meeting.

Civil Lines, Kanpur on 06.01.2017 at Hotel Turnip, V.I.P. Road, Kanpur. During the Programme, Sh. Rajesh Kumar DD (IMT) delivered a talk on MSME Schemes.

22. Sh. R.K. Prakash, AD (Elect.) and Sh. Amit Bajpai AD (Elect.) coordinated meeting on 18.01.2017 at office premises under the chairmanship of Director, MSME-DI, Kanpur for MATU regarding approval of proposals for ―National Handloom Expo – 2016, Kanpur‖ under Domestic Trade Fair scheme. During the meeting, issues related to the progress of cluster and pending information were discussed which were asked by Hqrs. on CFC/IID in the Jurisdiction of this Institute.

12.3 Other works done:

1. On the occasion of ―Azadi 70 Saal – Yaad Karo Kurbani‖, this Institute, as per directive of Govt. of India, celebrated the 15 day programme as appended below:  Hoarding displaying Yaad Karo Qurbani at 02 prominent entrance places were displayed throughout the fortnight.  Illumination of main entrance and office building in tri-color was carried on 14th & 15th August, 2016.  Lt. Col. P. S. Shukla (Retd.) was invited along with his family as the Chief Guest for Flag Hoisting Ceremony on 15th August, 2016 and they were honoured by presenting Khadi Shawl by the Director of the Institute.  A display of handmade products, Khadi & Coir Board products was also arranged during the period.

2. Swachhta Pakhwara from 01 May‘16 to 15 May‘16 was observed in 2016-17.

3. During the Quality week, this office in association with National Productivity Council (NPC), Kanpur organized Awareness Programme on ―From Waste to Profits through Reduce, Recycle and Reuse‖ on 16.02.2017 at Institute premises.

4. This office actively assisted the two-day workshop on Intellectual Property Rights (IPR) organized by PHD Chamber of Commerce and Industry (Lucknow) on 27th & 28th March, 2017 at Kanpur. Director, MSME-DI Kanpur was the Chief Guest of the Programme. Trade mark and Patent Attorneys delivered fruitful talks on the subject.

5. Material Information for reply to two parliament questions was provided during 2016-17.

6. Seven proposals of Incubatees from SIDBI Incubation Centre, IIT Kanpur have been forwarded to Hqrs. by the sub-committee headed by Director of this office.

7. A team of officers attended the Foundation Stone Laying Ceremony of MSME- TC, at Noida on 29.11.16 & extended support during the event.

8. Director of the Institute along with other officers rushed to the train accident site at Pukhrayan that took place on 29.05.2016 & extended relief work on behalf of this office.

12.3.1 Workshop on Hindi (Rajbhasa):

Hindi Diwas & Hindi Pakhwara from 14.09.2016 to 30.09.2016 was organized in the office by the Namit Rajbasha Adhikari, Shri Praveen Kumar Srivastava, Assistant Director (Food). During this period, Hindi Nibandh & Rajbhasha Gyan Pratiyogita was organized. The participants of the Hindi Pratiyogitas were honored with Certificates and Mementoes.

Apart from this, three more workshops on Hindi were organized in the office during 2016-17. The last workshop of the year was organized on 31.03.2017.Prof. Manjulata Srivastava, DSN Degree College, Unnao graced the occasion and spoke on the use of Raj Bhasha ‗Hindi‘ in day to day office works.

12.3.2 Exhibition/ Mela:

1. Shri Amit Bajpai, AD (Elect.) visited “Akhil Bharti Kisan Mela & Krishi Udyog Pradarshani” organised by CSA University, Kanpur from 03.10.16 to 06.10.16 at CSA Campus, Kanpur. He interacted one to one with all the participants of exhibition and explained schemes of MSMEs.

2. A team of officers comprising Sh. Rajesh Kumar, DD (IMT), Sh. Amit Bajpai, AD (Elect.), Dr. Priyanka Singh Bhadouria, AD (EI), Sh. Chandan, AD (IMT) and Sh. S.K. Gangal, Inv. (G&C) visited ―Diwali Haat‖ exhibition organized by BMUP on 16.10.2016 at Kanha Continental, Kanpur. More than 50 women entrepreneurs exhibited their products viz. Handicrafts items, Artificial jewellery, Garments, Food products etc. at the exhibition. The officers interacted one to one with all the participants of the exhibition and explained schemes of MSMEs.

3. A team of officers comprising Shri Rajesh Kumar, Dy. Director (IMT), Shri G.Vella Durai, Dy.Director (L/F) and Shri S.C.Tripathi, Asstt.Director (Stat.) attended Deoria Job Fair organized from 16 Dec‘16 to 18 Dec‘16 at Maharaja Agrasen College, Jalkal Road, Deoria.

4. MSME-DI Kanpur has actively participated in Digidhan Mela organized jointly by NITI Aayog, Govt. of India and Govt. of U.P. on 23.03.2017 at Kanpur, in which Hon‘ble Minister (MSME), Shri Kalraj Mishra graced the occasion as Chief Guest and Hon‘ble Minister of State for Finance, Govt. of India, Shri Santosh Gangwar was the distinguished Guest. Shri Satish Mahana, Minister for Industrial Development, Govt.of U.P. also addressed the gathering.

Progress of Workshop, Library & SENET activities

13.1 Workshop Progress: MSME Development Institute, Kanpur has a mechanical workshop attached to it. The earlier facilities of testing and heat treatment have been discontinued. Most of the work is done with Wire Cut CNC machine. Training programmes are also being organized for wire cut CNC machine and other technical topics.

13.2 Library Activities:

The Library of this office is a good repository of all documents & offers a unique collection of books & journals to visitors. Every year, new books & journals are purchased for officials & visitors. In FY 2016-17, an amount of Rs.99, 984/- was spent towards purchase of books, journals, newspapers & furniture against the annual target of Rs. 1 lakh sanctioned by Hqrs.

13.3 SENET Activities:

The SENET division of this office is regularly updating the office website & looks after web maintenance. The details of expenditure made in 2016-17 towards this are as under:

* Ever since the introduction of GeM, procurement of items is done through GeM platform only. This office faced a lot of difficulties in procuring items through GeM as it was not functioning properly initially and hence, made a lot of correspondence in this regard. Issues relating to this were resolved but very late in the financial year. As a result, the sanctioned amount could not be fully utilized.

MSME Data Bank, Units Visited & Establishment of New Units

15.1. MSME Data Bank, Units Visited:

This office has made an entry of 288 units in MSME Data Bank portal in 2016-17. A total of 1262 units were visited by all the officers during June‘2016 to March‘2017 as the work of unit-visit started from June‘2016 onwards.

15.2 Establishment of New Units:

In the year 2016-17, 90 new units have been set up by entrepreneurs through guidance & assistance from this office.

15.3 Intensive Assistance:

A programme on Stand-up India Clinic was organized by this office in association with SIDBI, NABARD, Lead Bank, State Industry Department and EDI, Ahmadabad on 03.02.2017 at Institute premises. This office also facilitated online submission, tracking and redressal of applications under the scheme.

15.4 Marketing Assistance:

This office motivates the MSEs to participate in the Govt. Store Purchase Programme so that they may take the benefit of registration as provisioned in the Public Procurement Policy for MSEs Order 2012. This office received 207 applications from MSEs for inspection under Single Point Registration Scheme of NSIC in 2016-17. The revenue earned by inspection charges was Rs.5, 21,000/-.
