The institute was set up in 1958. The Institute functions in close coordination with the State Government to implement various programmes & policies formulated by the Office of Development Commissioner (MSME), Ministry of MSME, Government of India. This Annual Report includes the important activities and programmes organized by the Institute during the year 2016-17 under the directions of the office of Development Commissioner, MSME. This Institute organized 2 National Vendor Development Programmes, 11 State Level Vendor Development Programmes, 5 Awareness programmes on Zero Defect & Zero Effect (ZED) Scheme, 5 Entrepreneurship & Skill Development Programme (ESDPs), 34 Industrial Motivation Campaigns(IMCs), One Entrepreneurship Development Programme (EDP) and special programmes on various topics like Intellectual Property Rights, Design Clinic, Bar Code, Quality Management Standard & Quality Technology Tools (QMS/QTT), Incubators, Product Certification, Energy Efficiency Technology and National Workshop on Export Marketing under National Manufacturing Competitiveness Programme (NMCP). Apart from these, various cluster development proposals were examined and recommended for approval of the competent authorities. A large number of MSEs were provided reimbursement for participating in various Domestic & International Trade Fairs in 2016-17. 51 Awareness Programmes on Digital Payments were organized post demonetization. I appreciate the sincere efforts made by Shri Jagadish Sahu, Asstt. Director (EI) in preparing and bringing out the Annual Report for the year 2016-17 under the guidance of Shri Rajesh Kumar, Dy.Director (IMT). List of Officers ………………………………………………………………... 58 Annexure CHAPTER 1 INTRODUCTION The Office of Development Commissioner (MSME) is an attached office of the Ministry of Micro, Small and Medium Enterprises (MSME) and is the apex body to advise, coordinate and formulate policies and programmes for the development and promotion of the MSME Sector in the country. The Office of Development Commissioner (MSME) has a network of 30 MSME-Development Institutes, 28 Branch MSME-Development Institutes, 4 MSME-Testing Centres, 7 MSME-Testing Stations and 18 MSME-Technology Centres (MSME-TCs). It is implementing Technology Centre Systems Programme, under which 15 new MSME-Technology Centres (TCs) are being established in the country. Out of 15 MSME-TCs, two MSME-TCs are being established in U.P, one each at Kanpur & Greater Noida (Dist.Gautam Budh Nagar).Work for MSME-TC at Kanpur has already begun. In the state of Uttar Pradesh, the support facilities and services of the Office of Development Commissioner (MSME) are rendered through the network of three MSME-Development Institutes located at Kanpur, Agra and Allahabad and one Branch Institute at Varanasi and 5 MSME-TCs at Kannauj (FFDC), Agra(PPDC&CFTI), Firozabad (CDGI)& Meerut (PPDC) respectively. MSME-DEVELOPMENT INSTITUTE (MSME-DI) KANPUR MSME-DI, Kanpur was set up in Kanpur in 1958. At present, it caters to the promotional and developmental needs of MSME Sector of 25 districts of Uttar Pradesh, namely Auraiya, Basti, Barabanki, Kushinagar, Deoria, Etawah, Farukhabad, Fatehpur, Faizabad, Gorakhpur, Hamirpur, Hardoi, Jalaun, Jhansi, Kannauj, Kanpur Nagar, Kanpur Dehat, Lakhimpur Kheeri, Lalitpur, Lucknow, Mahoba, Raebareli, Shahjahanpur, Sitapur and Unnao. Rest of the districts fall under the jurisdiction of MSME-DIs at Agra and Allahabad. MSME-DI, Kanpur is the nodal institute for the state of Uttar Pradesh. The institute maintains a close liaison with the State Industries Department, Financial Institutions/Banks, State Promotional Agencies, Technical Departments, Universities and Academic Institutions, Engineering Colleges and Industry Associations. The support of the institute is basically in terms of:- 1 1. Policy promotion measures for MSME Sector 2. Providing Technical Consultancy to Existing and Prospective Entrepreneurs 3. Publicizing Udyog Aadhaar Registration for MSMEs as part of ease of doing business & motivating units for registration in MSME-Databank 4. Publicizing the Public Procurement Policy and facilitating due share of MSE Sector in procurements by Government Departments and Public Sector Enterprises & also popularizing the special focus initiatives of the Govt.of India like Start Up India, Stand Up India, Make in India, Skill India etc. 5. Sharing Economic and Statistical Information 6. Implementation of National Manufacturing Competitiveness Programme (NMCP) & ZED Scheme 7. Promotion of MSE-Cluster Development Programme 8. Popularize the schemes like Credit Linked Capital Subsidy Scheme, CGTMSE, and Mudra Yojana. 9. Organize suitable training programmes and events for prospective and existing entrepreneurs 10. State Profile 1 1 100 * Refer Annexure-I 4 CHAPTER 4 REVENUE Revenue generated from the mechanical workshop of this office has been exceeding the annual target of Rs.3 lakh for the last few years. During 2016-17, an amount of Rs. 3, 24,814 was generated from workshop. Apart from this, revenue is earned from technical training programmes including EDPs/ESDPs & specialized training programmes on different topics under PD account, through seminar fees for participation in the awareness programmes, inspection charges for assessing the production capacity of the MSEs for Government Purchase Programme of NSIC, etc. The details of the revenue earned during the year 2016-17 are given below: Sl.No. Activity Rs. 1.
