The world is changing at a rapid pace. New actors and emerging regions are influencing this transition. Institutions and governments are being challenged to manage this change. The distinction between the state and its citizens, those who govern and the ones governed is getting blurred. In many aspects of governance, gridlocks are the norm; rules and laws are being questioned and discussions on power and representation are commonplace. Governance as we know it is being redefined, re-imagined and certainly renegotiated.

The second Asian Forum on Global Governance will examine some evolving patterns and trends in global governance. The discussions will be centred on the role of states, institutions and non-state actors within the largely realist construct of a multipolar world – a world with many power centres, myriad socio-economic realities, various modes and structures of governance and a plethora of new and loud voices that seek to be heard.

In many ways, Asia is at the centre of this ongoing transformation in the economic, political and social realities of our times. Even as Asia emerges on the global stage, it does so with complex internal challenges and external expectations. It is the intention of the forum to provide an instructional and networking platform for young professional leaders to discuss, debate and challenge the conventional interpretations of many dominant narratives.

The forum also provides a unique opportunity to the young leaders to confer with high-ranking figures from the political, business and academic communities from around the globe. The networking opportunities are not limited to the duration of the programme. The participants become members of an exclusive and vibrant pool of over 750 alumni from the Asian Forum on Global Governance and the Bucerius Summer School. The activities of the alumni include a range of formats and are hosted across the world.

The Asian Forum on Global Governance is an annual forum, co-hosted by the Observer Research Foundation (ORF) and the ZEIT-Stiftung Ebelin und Gerd Bucerius.

3 ORF, founded in 1990, is a not for profit, multi-disciplinary public policy think tank with its head-office located at New Delhi, . ORF is engaged in debating and developing policy alternatives on a wide range of issues of national and international significance. As an independent think tank, ORF develops and publishes informed and viable inputs for policymakers in the government as well as for the political and business leadership of the country. It hosts a variety of public and closed door events and interactions in order to support its core objective of securing prosperity for India and Indians in a globalised world.

The ZEIT-Stiftung Ebelin und Gerd Bucerius has been involved in the funding of projects in various fields of research, art and culture, as well as education and training since 1971. The foundation was established by Gerd Bucerius, the founder and publisher of Germany’s leading newspaper, DIE ZEIT. The flagship of the foundation is Bucerius Law School, founded in 2000 as the first private university for law studies in Germany, and already a strong innovative force in the academic discipline.

We, the organisers, are grateful to the Ministry of External Affairs, and the Wadhawan Group for their strong and unconditional support to the entire programme and initiative. We are delighted to cooperate with the BMW Stiftung on hosting the proceedings of the day on “Non State Actors and Governance”. And we must thank each of you for having taken the time and made the effort to be with us at this forum.

The second forum will see the participation of over 50 young leaders from around 30 countries. They represent diverse fields such as politics, diplomacy, academia, journalism, business, media, banking and civil society organisations. All participants have been nominated by senior figures – heads of governments, ministries and government departments, CEOs of major national and multinational companies, heads of universities, nonprofit organisations and international organisations – and thereafter carefully selected by an eminent jury.

16.00-19.00 Optional Heritage Walk Spend an Afternoon Exploring the Woods and the Fort of Rai Pithora Long before the Mughals came to Delhi, the only territory which was inhabited was Qila Rai Pithora in what is now South Delhi. Excavations have found evidence of settlements at the site. The city had 13 gates, of which only some signs of three – Hauz Rani, Barka and Badaun – have been found so far. The Badaun gate has been mentioned by the famous traveller Ibn Batuta and could have been the main entrance to the city. We will explore the ruins of the old fort built by Prithviraj Chauhan, climbing the crumbling ramparts and fort walls to get a panoramic view of the forest surroundings.

14.30-17.00 Simulation Exercise: The Perspectivity Game The Perspectivity Game creates a lesson from experience in the social dynamics of sustainability issues. The game puts its players in the shoes of national politicians. Each participant is responsible for the expan- sion of a virtual economy on the game board. The growth process encompasses the issues that our world leaders are all too familiar with: growth spurts, limited resources, international

12 negotiations, downturns and conflicts. The players face a crucial trade-off between long term sustainability and short term economic growth. The game is followed by a debriefing and group discussion. The Perspectivity Game is extremely relevant in an era where global warming attracts daily media attention. It triggers a unique learning experience that will leave the participants with an improved understanding of how a sustainable future could materialise.

14 Group 1 ‘Conserve’ India borrows principles from enterprise and social service in a new venture that recycles plastic waste and provides employment for rag-pickers, one of the most marginalised groups in urban India. Using a proprietary process, they transform discarded plastic bags into a variety of fashionable products that are sold in high-end retail outlets abroad. Group 2 ‘Development Alternatives Group’ innovates sophisticated technology, creates delivery mechanisms for widespread scale and equips local entrepreneurs in India to manage small enterprises. Development Alternatives today is one of the premier development institutions in the developing world. It has conceived, manufactured, and introduced more than 15 new commercially viable and environmentally sound technologies into the Indian market. Group 3 Tihar Prisons is the largest prison complex in Asia with over 11000 inmates. The prison complex is renowned for pioneering prison reforms in India. There are various reformative and correctional opportunities for inmates including vocational training and holistic education programmes. A large number of NGOs are also involved in reformatory and correctional programmes.

Shashi Tharoor Dr Shashi Tharoor is an elected member of the Indian Parliament from the Thiruvananthapuram constituency in Kerala. He was the official candidate of India for the succession to UN Secretary-General Kofi Annan in 2006. His UN career began in 1978, when he joined the staff of the United Nations High Commissioner for Refugees (UNHCR) in Geneva. He has also served as senior adviser to the Secretary-General, and as the United Nations Under-Secretary-General for Communications and Public Information. Prior to embarking on his political career, Shashi Tharoor has also been on the Board of Overseers of the Fletcher School of Law and Diplomacy, the board of trustees of the Aspen Institute, and the Advisory Boards of the Indo-American Arts Council, the American India Foundation, the World Policy Journal, the Virtue Foundation and the human rights organization Breakthrough. Dr Tharoor had been appointed an International Adviser to the International Committee of the Red Cross in Geneva for the period 2008-2011.

Michael Göring Since 1997, Michael Göring has been CEO and member of the Executive Board – since 2005 Chairman – of the Hamburg-based ZEIT-Stiftung Ebelin und Gerd Bucerius, one of the largest foundations in Germany. He is also Chairman of the Board of Trustees of the Bucerius Law School and the Bucerius Kunst Forum. As one of Germany’s philanthropic leaders, he is involved with numerous foundations and private organisations. Since 2000, he has taught as honorary professor at the Cultural and Media Management Institute at the Hamburg School of Music and Theatre.

Sunjoy Joshi Sunjoy Joshi is the Director of the Observer Research Foundation. After serving in the Government for over 25 years, Sunjoy Joshi took voluntary retirement from the Indian Administrative Service to follow his primary interests in energy and development studies. He has been speaking, writing and commenting regularly on development, environment and energy issues. He has recently co-edited a publication titled Climate Change and Sustainable Development.

Samir Saran Samir Saran is Senior Fellow and Vice President responsible for Development & Outreach at Observer Research Foundation. An Electrical Engineer by training, he has a Masters in Media Studies from the London School of Economics and Political Science and has been a Fellow at the University of Cambridge Program for Sustainability Leadership. Some of his recent publications and research projects cover issues around the representation of Islam and radicalism; politics of climate change; and, the implications of the emergence of BRIC.

24 Vivan Sharan Vivan Sharan is an Associate Fellow, Development and Outreach, at the Observer Research Foundation. An economist by training, he is educated at the University of Edinburgh, and the University of Delhi. His research interests include sustainable energy policies and market based response mechanisms; multilateral economic relationships and strategies; and monetary policy. He works on a number of development activities related to global governance.

Theo Sommer Theo Sommer is Editor-at-Large of the German weekly DIE ZEIT. He studied History, Political Science and International Relations at Åsa Folkhögskola in Sweden, Tübingen/Germany, at Manchester College, Indiana/USA, and the University of Chicago. From 1973 to 1992 he served as Editor-in-Chief of the ZEIT and held the position of publisher from 1992 to 2000. He headed the Policy Planning Staff of the German Defense Ministry from 1969 to 1970, was responsible for the Defense Ministry’s White Book in 1970, and since then has played a prominent part, inter alia, as Vice-Chairman of the Commission on Common Security and Future of the German Army (Weizsäcker Commission). He was also a member of the International Commission on the Balkans (1995-1996) and of the Independent Inter- national Commission on Kosovo (1999-2000). Theo Sommer is the Dean and Moderator of the Bucerius Summer School on Global Governance.

25 Sascha Suhrke Sascha Suhrke is Program Director Governance at the ZEIT-Stiftung Ebelin und Gerd Bucerius in Hamburg. He has a Masters in Philosophy from the University of Hamburg and has been working for the ZEIT-Stiftung in various positions since 2006. He is responsible for Governance Programs of the ZEIT-Stiftung, the Bucerius Summer School on Global Governance, and the Asian Forum on Global Governance. He also serves as a Steering Committee Member of the Grantmakers East Forum at the European Foundation Center.

Omar Abdullah Omar Abdullah is the Chief Minister of Jammu and Kashmir, India. He was sworn in as the 11th Chief Minister of Jammu and Kashmir on January 5, 2009. Prior to this he was a member of 14th , representing Srinagar constituency of Jammu and Kashmir, India. He was a Union Minister of State for External affairs in Atal Bihar Vajpayee’s NDA government, from July 23, 2001 to December 23, 2002. Omar joined politics in 1998, as a Lok Sabha member, a feat he repeated in subsequent three elections and also remained a Union minister.

Pinak R. Chakravarty Pinak R. Chakravarty is presently the Special Secretary (Public Diplomacy) at the Ministry of External Affairs, Government of India. He joined the in 1977, after a brief stint in the State Bank of India. He has served both at the Ministry of External Affairs, New Delhi, and Indian Missions abroad, including in Cairo, Jeddah, and London. He was Consul General of India in Karachi in 1994 -1995, Minister at the Indian Embassy in Tel Aviv from 1995 to 1999 and later served as Deputy High Commissioner of India in Dhaka from 1999 to 2002. In Delhi, he has served as Deputy Chief of Protocol, Director in the Americas Division and also as Director, SAARC Summit Secretariat, 1995 in New Delhi. He was the Chief of Protocol in New Delhi from 2002 to 2006. He was nominated as Ambassador to the Philippines but later moved to Bangladesh where he served as High Commissioner from 2007 to 2009. From 2010 – 2011 (September) he served as Ambassador to Thailand.

27 Jürgen Chrobog Jürgen Chrobog has served as a diplomat and state secretary in the Foreign Office of the Federal Republic of Germany from 1972 until 2005. Since July 1, 2005, Jürgen Chrobog has been Chairman of the board of directors of the BMW Foundation Herbert Quandt. After studying law in Freiburg, Aix-en-Provence and Göttingen and a short stint as an attorney in Hanover, he joined the Foreign Service of the Federal Republic of Germany in 1972. After serving as attaché to the Permanent Mission to the United Nations in New York and in the office of Foreign Minister Walter Scheel from 1972 until 1974, he was Chief of Staff in the office of Foreign Minister Hans-Dietrich Genscher until 1977. From 1983 until 1991, he was spokesman of the Federal Foreign Office in Bonn and head of its press division. From 1995 until 2001, Jürgen Chrobog was ambassador of the Federal Republic of Germany in Washington, D.C. Upon his return, he served under Foreign Minister Joschka Fischer as state secretary in the Federal Foreign Office.

Navroz Dubash Navroz Dubash is a Senior Fellow at the Centre for Policy Research, New Delhi. Mr. Dubash has held positions including Associate Professor at University, IDFC Chair Professor of Governance and Public Policy at the National Institute of Public Finance and Policy (New Delhi), and Senior Associate at the World Resources Institute, Washington DC. He has a long history of engagement with civil society organisations, including as the first international coordinator of the Climate Action Network, from 1990-92. He has also consulted and conducted training programs for a variety of international and Indian institutions.

28 Sandro Gaycken Sandro Gaycken is a researcher in technology and security at the Freie Universität Berlin, Institute of Computer Science. The main focus of his research is on IT and society, involving topics like cybersecurity, cyberwarfare, hacking and hackers, surveillance, open source, information society. Apart from these main areas, Mr. Gaycken also researches the philosophy of security and war, the connection between technology and politics, the nexus of strategy and technology, and the trade-off relationship between security and freedom. In addition to his research, Sandro Gaycken consults security institutions and policy-making bodies at home and abroad as well as companies in the fields of defense and IT. He has testified as a subject-matter expert in many hearings in the Bundestag, in a range of ministries, at NATO, the EU and other major institutions.

Anthony Gooch Anthony Gooch was appointed Director of Public Affairs & Communications at the Organisation for Economic Co-operation and Development (OECD) in April 2008. Prior to this he headed the European Commission’s Media and Public Diplomacy operations in the United Kingdom, promoting the EU’s major global policy initiatives on issues such as Climate Change. 29 Aled Jones Aled Jones FRSA is the inaugural Director of the Global Sustainability Institute (GSI) at Anglia Ruskin University in the United Kingdom. Dr. Jones also chairs a working group on climate finance within the Capital Markets Climate Initiative on behalf of Greg Barker, the Minister for Climate Change in the United Kingdom’s Department for Energy and Climate Change (DECC). He regularly presents on climate change issues to corporates and governments and sits on the UNEP FI insurance sector working group.

Steffen Kern Steffen Kern is Chief Economist and Head of Financial Stability of the EU’s financial market supervisory authority ESMA, in Paris (France). Appointed in 2012, his responsibilities include the analysis of market developments and identification of risks and vulnerabilities in the securities and derivatives markets, the institutional investor industry as well as the financial market infrastructure of the EU. Before joining the EU’s public service, he had worked for Deutsche Bank, including positions as Director for International Financial Market Policy, as Executive Assistant to the CEO of Deutsche Bank Group, and as Senior Economist at Deutsche Bank Research.

Salman Khurshid Salman Khurshid is the Minister for Minority Affairs and Law & Justice. He is a well known educationist, social reformer and political thinker having a powerful emerging presence in the Indian political scenario. He is closely associated with many national and international organisations in spheres of education, humanitarian work and law as Patron and Member. In 1997 he was enrolled at the Bar, ; appeared in miscellaneous and regular matters in the Supreme Court of India in Constitutional, 30 Commercial and other matters, drafted briefs in various fields of law, including Commercial and Constitutional matters, Arbitration, Contract, Sale of goods, Company law, Service and Labour matter and Opinion work, argued several leading cases of Constitutional Rights, Civil Liberties, including Press Law and Freedom of Expression from 1982-84; he was an Officer of Special Duty in the Prime Minister`s Office under Late Smt. from 1981-82.

Renu Kohli Renu Kohli is is currently the Lead Economist, International Financial Architecture, DEA- ICRIER G20 Research Programme; Columnist, Mint newspaper and occasional contributor to Business Standard. She consults on macroeconomic and financial sector issues for foreign investors interested in India; and is a Consultant to the IMF Institute, Pune, for its Macroeconomics Program for central bank and treasury officials from participating countries. She was formerly with the International Monetary Fund and the Reserve Bank of India.

Rajiv Kumar Rajiv Kumar joined the Federation of Indian Chambers of Commerce and Industry (FICCI) as Director General in October 2010 and subsequently as Secretary General in May 2011. Prior to FICCI, he was Director & Chief Executive of the Indian Council for Research on International Economic Relations (ICRIER). He is a member of the International Advisory Council of the King Abdullah Petroleum Studies & Research Centre (KAPSARC), Riyadh. Dr. Kumar was a member of the National Security Advisory Board for 2006-2008 as well as a Non-Executive Director on the Central Board of the State Bank of India for three years ending September 2011. Dr. Kumar has also served as the Chief Economist for the Confederation of Indian Industries (CII), New Delhi. 31 Charles A. Kupchan Charles Kupchan is Professor of International Relations at Georgetown University and Senior Fellow at the Council of Foreign Relations. Kupchan was Director for European Affairs on the National Security Council (NSC) during the first Clinton administration. Before joining the NSC, he worked in the U.S. Department of State on the Policy Planning Staff. Prior to government service, he was an Assistant Professor of Politics at Princeton University. He has been the Henry A. Kissinger Scholar at the Library of Congress and has also been a Fellow at the Woodrow Wilson International Center for Scholars.

Sajal Mathur Sajal Mathur is a Professor at the Centre for WTO Studies in the Indian Institute of Foreign Trade at New Delhi. He is on special leave from the WTO Secretariat headquartered in Geneva, Switzerland. He has extensive experience on trade and development issues having previously worked in the Development Division and the Technical Cooperation & Training Division of the WTO. He has worked at the WTO from 1997/1998 after completing his studies in Economics from (St. Stephens’ College), Jawaharlal Nehru University and the London School of Economics (specializing in Environment and Development Economics).

Rory Medcalf Rory Medcalf is Program Director with Lowy Institute for International Policy, Australia. He has worked as a diplomat, intelligence analyst and journalist before joining the Lowy Institute. He has been a senior strategic analyst in the Office of National Assessments. His Australian diplomatic experience included a posting to New Delhi, a secondment to the Japanese foreign ministry and ceasefire monitoring on the 32 Pacific island of Bougainville. His background on nuclear issues has included contributing to three major arms control reports, including the 1996 Canberra Commission. Rory’s journalism has been highly commended in Australia’s premier media awards, the Walkleys. He is Senior Research Fellow on Indian strategic affairs at the University of New South Wales.

C Raja Mohan C. Raja Mohan is a Distinguished Fellow at the Observer Research Foundation, New Delhi. He was previously Senior Fellow at the Centre for Policy Research, New Delhi, and prior to that, a Professor at the S.Rajaratnam School of International Studies, Nanyang Technological University, Singapore and Professor of Centre for South, Central, Southeast Asian and Southwest Pacific Studies, School of International Studies at Jawaharlal Nehru University, New Delhi, India. He was the Henry Alfred Kissinger Scholar in the John W. Kluge Center at the Library of Congress, Washington, D.C. during 2009-10. Dr. Mohan has had a number of stints in journalism as well. He was Strategic Affairs Editor of the Indian Express, New Delhi, and before that, served as Diplomatic Editor and the Washington Correspondent of The Hindu newspaper. He is currently a regular columnist for the Indian Express.

Gamal GORKEH Nkrumah Gamal Gorkeh Nkrumah (born 1959, Accra) is a Ghanaian journalist, a Pan-Africanist and an editor of Al Ahram weekly newspaper. He is the eldest son of the first president of Ghana, Kwame Nkrumah and his Egyptian wife Fathia Nkrumah. He received his Ph.D. in political science from the School of Oriental and African Studies in London. He initially worked as a political journalist in Al-Ahram Weekly at Cairo for over 15 years. Presently he is the editor of International Affairs section of this newspaper. 33 Sachin Pilot Sachin Pilot is a Member of Parliament (MP) from the Ajmer Parliamentary Constituency of Rajasthan, and is also serving as Minister of State in the Ministry of Communications & Information Technology. He was re-elected to the in May 2009 (2nd term) from Ajmer Constituency. He was elected for the first time in May 2004 for the 14th Lok Sabha. At 26, he became the youngest MP in India. He had served as a Member of the Parliament’s Standing Committee on Home Affairs (2004-09), Member of the Consultative Committee in the Ministry of Civil Aviation (2006-09), and as a Member of the Parliamentary Budget Estimates Committee (2006-09).

Ji Ping Ji Ping, is the Deputy Secretary General of the China Foundation for Peace and Development (CFPD). Previously (between 1997 and 2009) he has served as Deputy Director, Director and Deputy General Director of the International Department of the Central Committee of the Communist Party of China (IDCPC). He has also been a diplomat as political counsellor in the Embassy of the People’s Republic of China in India from 2009-2011. He graduated from Beijing University in 1990, and was an Assistant Research Fellow in the Chinese Association for International Understanding (CAFIU) from 1990- 1994, and spent time in India as an M.Phil. student in the School of International Studies, Jawaharlal Nehru University from 1994-1996.

34 Rachel Reid Rachel Reid is the Director of the Regional Policy Initiative (RPI) on Afghanistan & Pakistan, which does research and advocacy on conflict and security issues in Afghanistan and Pakistan, for the Open Society Foundations (OSF). Reid came to OSF from Human Rights Watch, where she had been the Afghanistan Analyst from 2008 to 2011, living in Afghanistan, and researching a wide range of human rights concerns, including women’s rights, media freedoms, and civilian casualties. Prior to her move into human rights work, Rachel spent more than a decade with the BBC, including reporting for the BBC World Service in Afghanistan, editing the BBC’s Newshour, and serving as the BBC’s Middle East Producer in Cairo, Egypt.

Mukul Sanwal Mukul Sanwal has served in various policy positions in the Indian government, including in industry, agriculture and environment. He represented the Indian government at the Rio Conference in 1992 as a lead negotiator for the Climate Change treaty. He joined the UN in 1993 as policy adviser to the Executive Director of United Nations Environment Programme and later to the Executive Secretary of the United Nations Framework Convention on Climate Change. He retired in 2007, and is now associated with think-tanks in India and China.

Olaf Scholz Olaf Scholz is the First Mayor of the Free and Hanseatic City of Hamburg. After receiving his Law Degree, he became a lawyer in 1985. In 1998 he was elected to become a member of the German Bundestag. He held different positions in the SPD, like Secretary General of the SPD Germany and First Parliamentary Secretary (Chief Whip) of the SPD parliamentary group in the German Bundestag. In 2007 he took office as 35 Federal Minister of Labour and Social Affairs for the Federal Republic of Germany. Implementing the so called ‘short-time allowance’ during his term of office stabilised the German economy in the economic crisis.In 2009 he became Vice Chairman of the SPD parliamentary group, Chairman of the SPD Hamburg and Vice Chair- man of the SPD Germany. Since 2011 he is holding the position of First Mayor and President of the Hamburg Senate.

Michael Steiner Michael Steiner is currently Ambassador of the Federal Republic of Germany to India. From April 2010 to March 2012, Steiner served as Special Representative for Afghanistan and Pakistan for the German Ministry of Foreign Affairs. During his distinguished career with the German government, Steiner served as head of the liaison office for German humanitarian aid in Zagreb, making his mark in the 1990s working with the Contact Group of nations monitoring the Yugoslav wars and directing the co-ordination unit for multilateral peace efforts. He served nearly six years as Principal Deputy to Carl Bildt, the first High Representative in Sarajevo, Bosnia and Herzegovina. In 1998, while serving as Germany’s ambassador in Prague, he was chosen by Chancellor Gerhard Schröder to work in the chancellor’s office as his foreign and security policy adviser. In December 2001 he was appointed Head of the United Nations Mission in Kosovo.

Manish Tewari Manish Tewari is a Member of Parliament and the National Spokesperson for the All India Congress Committee. Mr. Tewari joined the youth wing of the Congress in 1981 and rose to become the President of the All India Youth Congress in 1998. He held the position of Secretary to the All India Congress Committee 36 in 2004 and was appointed its spokesperson in 2008. Mr. Tewari was elected to the Indian parliament in 2009 from Ludhiana.

Nandan Unnikrishnan Nandan Unnikrishnan is a Vice President in Observer Research Foundation’s Centre for International Relations. He looks after the U.S. Studies Programme and the Eurasian Studies Programme. An alumni of Jawaharlal Nehru University (JNU), he began his career with the Press Trust of India (PTI). In 1995 after a three- year stint in Moscow as PTI’s Bureau Chief, he moved to Television International (TVI). He rose to head the channel by 1998. During his tenure with ORF, he has participated in several National and International conferences, lectured in various academic and specialised institutions in India and abroad.

Siddharth Varadarajan Siddharth Varadarajan is Editor of The Hindu, one of India’s leading English newspapers. Prior to becoming Editor, he worked as the Hindu’s Chief of National Bureau. He was a Visiting Professor at the Graduate School of Journalism, University of California, Berkeley. In 2009, he was a Poynter Fellow at Yale University. He has reported on the NATO war against Yugoslavia, the destruction of the Bamyan Buddhas by the Taliban regime in Afghanistan, the war in Iraq and the crisis in Kashmir. Mr. Varadarajan is a member of the International Founding Committee of The Real News, a board member of the inter-governmental B.P. Koirala India- Nepal Foundation, a member of the Indian Council of World Affairs and member of the editorial board of India Quarterly: A Journal of International Affairs.

37 Mary Werntz Mary Werntz is currently the ICRC’s Head of Regional Delegation in New Delhi covering India, Bhutan and Maldives. Almost 17 years ago, she began her career in the ICRC in India as an Urdu interpreter in Kashmir, carrying out the first ICRC detention visits. Since then, she served in Croatia (as delegate), in Georgia (as delegate in Abkhazia and then as Deputy Head of Delegation in Tbilisi), followed by a posting at ICRC HQ as Deputy Head of Region for Eastern Europe. Since 2004, she has been heading many ICRC delegations across the world starting with Azerbaijan, Nepal, the Regional Delegation to the United States and Canada and now back in India, as Head of ICRC’s Regional Delegation.
