FIELD VIST REPORT BY CENTRAL WATER COMMISSION TEAM To MATHADIVAGU PROJECT on 27-04-2016 TELANGANA State PROJECT BRIEF - The Mathadivagu Medium Irrigation Project is envisaged across Mathadivagu, a tributary of the river Godavari located near Waddadi village in Tamsi Mandal in Adilabad District of Telangana state. - The project consists of Earth Dam, Gated Spillway, Head Regulator and Canal System to cover CCA of 3,440 ha. - The project was cleared in the 86th meeting of Technical Advisory Committee held on 08.06.2006 - The project was approved by Planning Commission, Government of India vide letter No.20 (1)/2006-WR dated 27.06.2006 for an estimated cost of Rs.50.40 cr at 2004-05 price level. THE VISIT REPORT The project is included in the Priority list –I for the projects programmed for completion by State Government and is scheduled for completion by FY 2016-17. The project visit was undertaken on 27-04-2016 to ascertain the various aspects for completion of the project. A) PROJECT COMPONENTS The following are the components of the Project included under AIBP and the progress: (i) Formation of 2.20 km long earth bund (ii) Construction of 63.25 m long Ogee Spillway and Left Flank Regulator, (iii) Construction of 13.00 km long Left Main Canal with CD&CM structures including lining (iv) Construction of Distributaries, Minors and Structures and Field Channels. Head Works - Formation of 2.20 km long earth bund and Construction of 63.25 m long Ogee Spillway and Left Flank Regulator and all the works are completed. Main Canal & Branch Canal - The canal system comprises left main canal of length 13.00 km to irrigate an ayacut of 3440 ha and is completed. Distributaries, Minors & Water courses - Out of 14- distributaries works of 13- distributaries were completed. Work at D-14 is under progress - Minors details not available as the works will be taken up under EPC contact system - It is reported that an IP of 2794 ha is created. Rehabilitation & Resettlement - No rehabilitation works involved in this project B) Brief details of events and approvals of the Project - The project was cleared in the 86th meeting of Technical Advisory Committee held on 08.06.2006. - The project was approved by Planning Commission, Government of India vide letter No.20 (1)/2006-WR dated 27.06.2006 for an estimated cost of Rs.50.40 cr at 2004-05 price level. - The Project was included under AIBP from the year 2006-07. - This Project was considered in Prime Minister Relief Programmee in the year 2007. - Project has now been identified under List of Priority Projects-I for completion of projects under AIBP and likely date of completion is March, 2017. C) Approach for Preparation of the Report : the assessment and report preparation is based on field visit and discussions with project authorities. D) Components of the Project visited by the Team Head Works - It is seen that Formation of 2.20 km long earth bund and Construction of 63.25 m long Ogee Spillway and Left Flank Regulator and all the works are completed. Main Canal (RMC & LMC) - The canal system comprises left main canal of length 13.00 km to irrigate an ayacut of 3440 ha and is completed. It is seen that farmers are drawing water from main canal on their own and irrigating the fields. Also it is seen that at many places sprinkler irrigation is in practice. Distributaries - Out of 14- distributaries works of 13- distributaries were completed. - Visited The Works of D-14. The railway crossing work is under progress. - It is reported that an IP of 2794 ha is created. - It is reported that field channels are also constructed but due to ploughing of the fields by farmers the channels are not visible. E) Bottlenecks in completion of the Project: - Railways Crossing: Railway Crossing required at 13.54 km point which is a 14- distributery point. It is informed that the requisite amount already deposited and the works started by the railway authorities. It is reported that the work will be completed by May 2016. Findings The team visited the sites at various points and assessed the progress of the project. - Head works are completed. - The ultimate irrigation potential of the project is 3440 ha and a potential of 2794 ha has been created till date and balance 646 ha is proposed for the year 2016-17. - Main canal works completed - Out of 14- distributaries works of 13- distributaries were completed. - The Works of D-14 is under progress. - The railway crossing work is under progress F) Recommendations The team visited the project site extensively and held discussion with project authorities and assessed various bottlenecks. The Central Assistance released so far has been fully utilised along with State Share and the project is eligible for further Central releases. The progress of the project is visible and most of the works are completed. As such with the present planning and pace of the work, the project is expected to be completed as per the schedule given by the state authorities and therefore the project is recommended for further Central funding till completion. However, the pending issues are to be addressed on highest priority considering that any delay in overcoming the identified limitations / bottlenecks will have a clear implication on the completion of the project.
