Waseem Ahmad Ashraf* & Dr. Sabbir Ahmed** * Associate Professor, Department of Geography, Aligarh Muslim University, Aligarh, Uttar Pradesh ** Senior Researcher, Department of Geography, Aligarh Muslim University, Aligarh, Uttar Pradesh Abstract: Body Mass Index (BMI) is a ratio of a person’s height and weight. It is a simple calculation of mass in kilograms (kg) divided by height in meters (m) squared (BMI= kg/ (m2). Those with low BMIs may be at risk for malnutrition, osteoporosis and/or an eating disorder. Those with high BMIs may be at risk for heart disease, diabetes and cancer. BMI can be helpful for a quick screen or for assessing entire populations; however it is not always accurate for evaluating individual people. The present paper aims at examining the close relationship between Body Mass Index and Health Status of population in Murshidabad District of West Bengal. The data for the analysis have been obtained from the primary sources (Field Survey, 2012). The paper suggests that enhancement of caloric intake shall reduce the disparities in Body Mass Index and Health Status in Murshidabad District.     Third State Finance Commission Report Preface Though the Government notification constituting the Third SFC was issued on 22nd February, 2006, due to inadequate arrangements and necessary staff deployment the Third SFC was in reality able to function effectively only from the 8th of September, 2006. The intervening period was, however, utilized for working out the proforma for reports to be collected from the PRIs and ULBs and sending the same to them and also for informal discussions with institutions and persons working with LSG matters. Furthermore, the Third SFC’s functioning was interrupted for almost three months due to the Panchayat elections which were held in two stages in the month of May, 2008. Given that State Finance Commissions are very largely dependent on support and feed back from the different departments of the State Government, for obvious reasons its functioning was interrupted till the completion of PRI elections in the State. In the original notification, the Commission consisted of four Members, one of whom was on a part time basis working also as the Secretary. Another Member and the full time Secretary joined the Commission in January, 2007. The Commission has put in its own views and suggestions on these matters for the consideration of the State Government so as to ensure the smooth functioning of future SFCs The methodology adopted by the Commission included collection of information and particulars from the LSG bodies, inviting suggestions and comments from the Sabhadipatis of Zilla Parishads (ZPs), District Magistrates, Mayors of Corporations and Chairpersons of a few select Municipalities. To facilitate feedback each group was sent a Questionnaire.

    Support to the members of the fishing community in Murshidabad district during the Covid-19 lockdown In terms of fish culture and fishers in West Bengal, the Murshidabad district has always held a special place. The total number of fisher people of the district is 353,174 and most of them belong to the socially and economically backward scheduled caste (SC) category. This district has the highest number of fisher folks in the SC category in West Bengal. DISHA, in collaboration with Dakshinbanga Matsyajibi Forum (DMF), is trying to support the fishing community in this district to get organised and establish their rights as a community. After the outbreak of COVID-19, their livelihood suffered badly because of the long lockdown. Initially, fishing activities were not allowed. Even when these were allowed with restrictions, markets were dull. Whatever little savings the fishers and fish vendors had were spent. DISHA and Dakshinbanga Matsyajibi Forum tried to reach them and provided support to 1047 families up to the end of June 2020. 163 families in Hariharpara block (Malopara, Fataipur & Ramkrishnapur) 186 families in Murshidabad-Jiaganj (MJ) block (Prasadpur, Tentuliya & Nawda) 211 families in Nabagram block (Dafarpur & Nabagram) 142 families in Jalangi block (Kajipara & Singhpara colony) 63 families in Raninagar-II block (Katlamari Guripara & Katlamari Halderpara) 213 families in Berhampore block (Kumradaha Ghat, Gandhi Colony) 69 families in Bhagwangola II block ( Ranitala) 1 Hariharpara Block Hariharpara is a census town and block in Murshidabad district. The total area of Hariharpara is 253.14 sq km. Under the sphere of education system, primary education gets the highest priority regarding itself as the base of formal education. In the line of UN’s Millennium Development Goal to achieve Universal Primary Education, Indian Government seeks to improve its primary education system by introducing a number of development initiatives suited for the country. Still the actuality tells another story. There is colossal regional disparity persist in different corner of the country resulting from socio-economic as well as political background of that region. The present study conducted over Murshidabad district of West Bengal, India shows not only a overall poor quality of primary schooling but also about immense regional disparities among several blocks based on selected five educational quality parameter, viz. Teacher Institution Ratio (TIR), Teacher Student Ratio (TSR), Institution Student Ratio (ISR), Classroom Student Ratio (CSR) and Gross Enrolment Ratio (GER).
