Minutes: RESOLVED : That the question of signing the minutes of the meeting held on 15th February, 1960, be deferred, until they are printed. 1619. Town and Country Planning (Development by Local Planning Authori­ ties) Regulations, 1951: RESOLVED: That the following observations be submitted to the Middlesex County Council in respect of the under­ mentioned proposed development: — (a) Erection of laboratories at Lascelles Secondary Modern Boys' and Girls' Schools, Porlock Avenue, Harrow (detailed plans). Observations: No objections. (b) Extensions at Headstone Secondary Modern School, Pinner Road, Pinner (detailed plans). Observations: No objections. (c) Erection of offices, stores, workshops, sub-station and garages, on land at Pinner Green, Pinner, by the Eastern Electricity Board. Observations: The Committee defer consideration of this proposal to enable the Borough Engineer to report further. (d) Electricity sub-station at Stonegrove, Edgware. Observations: No objections. (e) Increase from 80 to 92 of the places to be provided at the proposed Special Training School on land adjoining Whittlesea Road Clinic, Harrow Weald. Observations: The Committee raise no planning objections to the proposed increase. 1620. Preservation of Trees: RESOLVED: That the Borough Engineer be asked to arrange for a survey to be undertaken of trees in the vicinity of Aylmer Drive, Stanmore; and to report further to the Committee, in due course, with a view to the promotion of an Order to preserve the trees in question. 1622. Slaughterhouses Act, 1958: Facilities for Slaughtering in the Borough: The Committee, having received reports by the Borough Engineer and the Chief Public Health Inspector, upon a suggestion for the provision of a central slaughterhouse, or abattoir; and having also inspected a map of the former Great Stanmore Sewage Farm at Honeypot Lane, Stanmore. RESOLVED: That the Highways and Cleansing Committee be informed that, in this Committee's view, the most convenient site for a central slaughterhouse, or abattoir, would be at the rear of the former Great Stan­ more Sewage Farm, Honeypot Lane, on part of the land marked " destructor site" on the map now submitted, signed by the Borough Engineer, and dated 1st March, 1960. 1623. Town and Country Planning (Control of Advertisements) (Amend­ ment) Regulations, 1960: RESOLVED: That the Committee receive (a) the Town and Country Planning (Control of Advertisements) (Amendment) Regulations, 1960; and (b) a circular letter, 3/60 (dated 27th January, 1960), from the Ministry of Housing and Local Government. 1624. Town and Country Planning General Development (Amendment) Order, 1960; Town and Country Planning (Use Classes) (Amendment) Order, 1960: The Town Clerk submitted Ministry of Housing and Local Government circular letter, 10/60 (dated 24th February, 1960), with regard to the above-mentioned Orders. RESOLVED: That the Committee receive this circular letter. 1625. Land and Premises in Headstone Drive between Cecil Road and High Street, Wealdstone: The Borough Engineer reported that, following refusal PLANNING 1478 (23rd November, 1959) of planning permission to erect shops, showrooms, and to rebuild club premises on land in Headstone Drive between Cecil Road and High Street, the Central Middlesex Area Planning Officer had been requested to express his views upon a suggestion that the land should be redefined from " residential " to " shopping/business " in the Country Development Plan; and submitted a letter from the Central Middlesex Area Planning Officer giving his views in the matter. The Town Clerk also submitted observations which had been received from Councillor Harrison; and reported that the matter had been considered by the Special Committee for Replanning Central and Other Parts of Harrow, who were of opinion that the land in question should be redefined in the County Development Plan to permit shopping and business uses. RESOLVED: That the views of the Special Committee for Replanning Central and Other Parts of Harrow be noted; and that the latter Committee be notified of a view, now expressed, that part of the land should be allocated for use in connection with the Church at the junction of High Street and Headstone Drive, to provide additional accommodation for car parking and other amenities. 1626. Warren House Estate, Stanmore: The Town Clerk (a) reported that the Special Committee for Replanning Central and Other Parts of Harrow had received a letter from the Stanmore Society suggesting (inter alia) that, to prevent development of this estate, the Council should acquire it as a public open space; (b] stated that the land is in an area allocated for Green Belt purposes in the County Development Plan, but that the Special Com­ mittee for Replanning Central and Other Parts of Harrow had suggested that this Committee should ask the County Council to make a Direction under Article 4 of the Town and Country Planning General Development Order, 1950, prohibiting the use of Warren House Estate, or any part thereof, for the establishment of broiler houses. RESOLVED: That the Middlesex County Council, as Local Planning Authority, be asked to submit to the Minister of Housing and Local Govern­ ment, for confirmation, a Direction under Article 4 of the Town and Country Planning General Development Order, 1950, restricting the use of any land in the Borough of Harrow against the establishment of broiler houses. 1627. Town Planning Appeal: RESOLVED : That the Committee receive the under-mentioned decision of the Minister of Housing and Local Government upon the following planning appeal: — Appellant Proposed development Minister's Decision The Harrow Bill- Display of three advertisement Appeal dismissed, posting Company, panels at 173-177, High Ltd. Street, Wealdstone. 1628. Land Rear of 203, Headstone Lane, Harrow: The Town Clerk reported that an appeal to the Magistrates against an enforcement notice requiring discontinuance of the general industrial use (paint spraying, panel beating, etc.) of land and premises at the rear of 203, Headstone Lane, Harrow, was heard on 23rd February, 1960, when the Magistrates took the view that no " material" change had occurred in the use of these premises, and quashed the enforcement notice. RESOLVED: That the report be received. 1479 PLANNING 1629. 30-32, Hindes Road, Harrow: RESOLVED : That the Borough Engineer be instructed to inspect the works which have been carried out to the interior of these premises, and to report thereon at the next meeting. 1630. Stable Accommodation at the Former " North Star " Public House, Crown Street, Harrow-on-the-Hill: With reference to resolution 1608 (15th February, 1960), the Borough Engineer reported upon the possible use of these buildings as lock-up garages. RESOLVED: That the Housing Committee be informed that, in the opinion of this Committee, it would be advantageous, from the planning point of view, for the former stable accommodation at the " North Star " Public House, Crown Street, to be used as lock-up garages, rather than for the storage of furniture. 1631. Street Litter Bins on Lamp Standards: The Borough Engineer reported that the owners of a large store in the Borough had offered to supply, free of charge, 24 street litter bins to be fixed to lamp standards in the Borough, and submitted a sample bin. RESOLVED: That the sample bin now submitted be approved; and that the Borough Engineer be asked to arrange for the bins to be fixed at a suitable height beyond the easy reach of small children. 1632. Deposited Plans: RESOLVED : (I) (a) That, in the case of each plan specified in schedule A (appearing in appendix I* to this report), the decisions stated in columns (5) and (6) thereof, be made; provided that the passing or rejection of a plan under a byelaw submission shall relate only to the requirements of the Public Health Act, 1936 (sections 25, 37, 43, 53, 55, 59, 64 and 137, as the case may be), the Building Byelaws and the Byelaws with respect to New Streets (as the case may be); (b) that the

    Infrastructure Assessment and Delivery Plan Working Document LDF Local Development Framework 1.0 Introduction 1.0.1 This working document forms part of the evidence base that will inform Harrow’s LDF and, in particular, the Core Strategy. 1.0.2 Its purpose is to identify the types and quantum of social, physical and environmental infrastructure that will be required to support development and growth within the Borough over the LDF plan period, and to set this out in a Delivery Plan. In particular it seeks to: Provide a benchmark of existing infrastructure provision, identifying how well existing needs are met; Identify what new infrastructure is being planned as well as future infrastructure requirements to support population change, housing and employment growth as detailed in LDF documents; Provide an indication of the potential costs and means of funding the required infrastructure through public funding, developer contribution and other sources; Establish responsibilities for delivery of individual projects, when and where infrastructure will be provided, and provide a basis for collaborative and effective working between stakeholders. 1.0.3 In addition, the Delivery Plan will inform Council’s: Engagement with external agencies (e.g. LSP Partners, HCA, LDA, Mayor of London) Funding bids (e.g. one off grants) Capital programmes for different service areas Place Shaping and Property Review (the role and function of this – widened to include site assembly (CPO) and delivery through the disposal strategy) Allocation of land/sites for infrastructure in the Area Action Plan and/or the Site Specific Allocations DPD Policies for the Core Strategy and Development Management DPD S106 negotiations and agreements and the preparation of a Harrow Community Infrastructure Levy (CIL) Prioritization of infrastructure delivery.

This submission was approved at a meeting of the Council’s Licensing and General Purposes Committee held on 4 October 2018; the Committee has delegated authority to determine matters related to electoral arrangements in the Borough. As required by the procedures established by the Commission, the submission is based on the Council size of 55 councillors, the figure the Commission agreed it was “minded to” recommend. However, at the meeting, certain Members expressed their concerns at the proposed reduction in the number of councillors and, in particular, its implications for the democratic representation of local residents in the future. The Committee resolved to request the Commission to reconsider its view on the appropriate Council size and agree to retain the current number of 63 councillors for Harrow Borough.
