Observations: No objections. (b) Extensions at Headstone Secondary Modern School, Road, Pinner (detailed plans). Observations: No objections. (c) Erection of offices, stores, workshops, sub-station and garages, on land at Pinner Green, Pinner, by the Eastern Electricity Board. Preservation of Trees: RESOLVED: That the Borough Engineer be asked to arrange for a survey to be undertaken of trees in the vicinity of Aylmer Drive, Stanmore; and to report further to the Committee, in due course, with a view to the promotion of an Order to preserve the trees in question. 1622. Slaughterhouses Act, 1958: Facilities for Slaughtering in the Borough: The Committee, having received reports by the Borough Engineer and the Chief Public Health Inspector, upon a suggestion for the provision of a central slaughterhouse, or abattoir; and having also inspected a map of the former Great Stanmore Sewage Farm at Honeypot Lane, Stanmore. RESOLVED: That the Highways and Cleansing Committee be informed that, in this Committee's view, the most convenient site for a central slaughterhouse, or abattoir, would be at the rear of the former Great Stan­ more Sewage Farm, Honeypot Lane, on part of the land marked " destructor site" on the map now submitted, signed by the Borough Engineer, and dated 1st March, 1960. 1623. Town and Country Planning (Control of Advertisements) (Amend­ ment) Regulations, 1960: RESOLVED: That the Committee receive (a) the Town and Country Planning (Control of Advertisements) (Amendment) Regulations, 1960; and (b) a circular letter, 3/60 (dated 27th January, 1960), from the Ministry of Housing and Local Government.

1624. Town and Country Planning General Development (Amendment) Order, 1960; Town and Country Planning (Use Classes) (Amendment) Order, 1960: The Town Clerk submitted Ministry of Housing and Local Government circular letter, 10/60 (dated 24th February, 1960), with regard to the above-mentioned Orders. RESOLVED: That the Committee receive this circular letter. 1625. Land and Premises in Headstone Drive between Cecil Road and High Street, Wealdstone: The Borough Engineer reported that, following refusal PLANNING 1478

(23rd November, 1959) of planning permission to erect shops, showrooms, and to rebuild club premises on land in Headstone Drive between Cecil Road and High Street, the Central Middlesex Area Planning Officer had been requested to express his views upon a suggestion that the land should be redefined from " residential " to " shopping/business " in the Country Development Plan; and submitted a letter from the Central Middlesex Area Planning Officer giving his views in the matter. The Town Clerk also submitted observations which had been received from Councillor Harrison; and reported that the matter had been considered by the Special Committee for Replanning Central and Other Parts of Harrow, who were of opinion that the land in question should be redefined in the County Development Plan to permit shopping and business uses. RESOLVED: That the views of the Special Committee for Replanning Central and Other Parts of Harrow be noted; and that the latter Committee be notified of a view, now expressed, that part of the land should be allocated for use in connection with the Church at the junction of High Street and Headstone Drive, to provide additional accommodation for car parking and other amenities.

1626. Warren House Estate, Stanmore: The Town Clerk (a) reported that the Special Committee for Replanning Central and Other Parts of Harrow had received a letter from the Stanmore Society suggesting (inter alia) that, to prevent development of this estate, the Council should acquire it as a public open space; (b] stated that the land is in an area allocated for Green Belt purposes in the County Development Plan, but that the Special Com­ mittee for Replanning Central and Other Parts of Harrow had suggested that this Committee should ask the County Council to make a Direction under Article 4 of the Town and Country Planning General Development Order, 1950, prohibiting the use of Warren House Estate, or any part thereof, for the establishment of broiler houses. RESOLVED: That the Middlesex County Council, as Local Planning Authority, be asked to submit to the Minister of Housing and Local Govern­ ment, for confirmation, a Direction under Article 4 of the Town and Country Planning General Development Order, 1950, restricting the use of any land in the Borough of Harrow against the establishment of broiler houses.

1627. Town Planning Appeal: RESOLVED : That the Committee receive the under-mentioned decision of the Minister of Housing and Local Government upon the following planning appeal: — Appellant Proposed development Minister's Decision The Harrow Bill- Display of three advertisement Appeal dismissed, posting Company, panels at 173-177, High Ltd. 1628. Land Rear of 203, Headstone Lane, Harrow: The Town Clerk reported that an appeal to the Magistrates against an enforcement notice requiring discontinuance of the general industrial use (paint spraying, panel beating, etc.) of land and premises at the rear of 203, Headstone Lane, Harrow, was heard on 23rd February, 1960, when the Magistrates took the view that no " material" change had occurred in the use of these premises, and quashed the enforcement notice. RESOLVED: That the report be received. 1479 PLANNING

1629. 30-32, Hindes Road, Harrow: RESOLVED : That the Borough Engineer be instructed to inspect the works which have been carried out to the interior of these premises, and to report thereon at the next meeting.

1630. Stable Accommodation at the Former " North Star " Public House, Crown Street, Harrow-on-the-Hill: With reference to resolution 1608 (15th February, 1960), the Borough Engineer reported upon the possible use of these buildings as lock-up garages. RESOLVED: That the Housing Committee be informed that, in the opinion of this Committee, it would be advantageous, from the planning point of view, for the former stable accommodation at the " North Star " Public House, Crown Street, to be used as lock-up garages, rather than for the storage of furniture.

1631. Street Litter Bins on Lamp Standards: The Borough Engineer reported that the owners of a large store in the Borough had offered to supply, free of charge, 24 street litter bins to be fixed to lamp standards in the Borough, and submitted a sample bin. RESOLVED: That the sample bin now submitted be approved; and that the Borough Engineer be asked to arrange for the bins to be fixed at a suitable height beyond the easy reach of small children.

1632. Deposited Plans: RESOLVED : (I) (a) That, in the case of each plan specified in schedule A (appearing in appendix I* to this report), the decisions stated in columns (5) and (6) thereof, be made; provided that the passing or rejection of a plan under a byelaw submission shall relate only to the requirements of the Public Health Act, 1936 (sections 25, 37, 43, 53, 55, 59, 64 and 137, as the case may be), the Building Byelaws and the Byelaws with respect to New Streets (as the case may be); (b) that the grant or refusal of planning permission shall be made, pursuant to Part III of the Town and Country Planning Act, 1947, and the County of Middlesex (Delegation of Planning Functions) Scheme, 1948; and (c) save where otherwise stated, the passing or the grant of permission shall not extend to, or imply approval under, any other Acts, Orders, Byelaws or Regulations. (2) That, in the case of each plan specified in schedule B (appearing in appendix I* to this report), being excepted applications within the meaning of the County of Middlesex (Delegation of Planning Functions) Scheme, 1948, the decisions stated in column (5) of that schedule be made upon byelaw submissions (as defined in paragraph (1) above), and the recom­ mendations appearing in column (6) thereof, in respect of the grant of planning permission (as above), be made to the Central Middlesex Area Planning Committee. 1634. Town and Country Planning (Development by Local Planning Authori­ ties) Regulations, 1951: RESOLVED: That the following observations be submitted to the Middlesex County Council in respect of the under-men­ tioned proposed development: — (a) Erection of house for Golf Professional, Pinner Hill Golf Course (outline application): Observations: The Committee defer consideration of this proposal for the views of the Open Spaces Committee to be obtained. (b) Enlargement and adaptations at Manor Secondary Modern School, Eastcote Lane, South Harrow (revised siting): Observations: No objections. 1635. Bessborough Road Pumping Station: The Borough Engineer submitted a letter (1st March, 1960) from the Central Middlesex Area Planning Officer, stating that the Colne Valley Water Company had intimated that they proposed to dispose of their Harrow Pumping Station at Bessborough Road; and reported that the Pumping Station is within an area allocated for residential purposes in the County Development Plan. RESOLVED: That the letter be received; and that the matter be passed to the Housing Committee with an intimation that this Committee consider that the land would be suitable for redevelopment for housing purposes. 1481 PLANNING

1637. Demolition of Existing House and Erection of Five Flats and a Surgery and Six Garages at 2, Spencer Road, Wealdstone: The Borough Engineer (a) reported that, on 15th February, 1960, the Committee refused an application for the above-mentioned proposed development on the grounds that the scheme represented over-intensification of development of the site; but that the Committee had informed the applicant that they would consider an application for two-storey development at a density not exceed­ ing that now existing on the site; and (b) submitted a request from the applicant for reconsideration of the matter, with the explanation that the existing building is a three-storey building. RESOLVED: That, in view of the additional information now supplied, the Committee hereby agree favourably to receive a revised application for the demolition of the existing house, and the erection of five flats and a surgery, in three storeys, and six garages at 2, Spencer Road, Wealdstone, at a density not exceeding fifty habitable rooms to the acre (and for this purpose the proposed surgery and waiting room shall be included); and the provision of garages at the rate of one per flat. (Note: Councillor Buckle, having declared an interest, withdrew jrotn the meeting, took no part in the discussion, and did not vote.)

1638. "Old Place," Stanmore Hill: The Borough Engineer submitted a letter (9th March, 1960) from the Stanmore Society, requesting that the Council should consider, in consultation with the Middlesex County Council, the purchase of " Old Place " for possible use as a Public Library, Health Clinic, Art Gallery, Museum, Music Centre, Lecture Room or Public Committee Rooms. The Borough Engineer reported that planning permission had been granted by the Minister of Housing and Local Government for the development of " Old Place " by the erection of twelve flats in three blocks and twelve garages. RESOLVED: That the Town Clerk be instructed to forward a copy of the above-mentioned letter to the Middlesex County Council for their observa­ tions; and that he be also asked to refer the matter to the Open Spaces Committee for their views. 1639. Erection of Fifteen Detached Houses and Garages, Woodhall Gate, Pinner: The Borough Engineer (a) reported that, on 15th February, 1960, the Committee granted an application for permission to erect fifteen detached houses and garages at Woodhall Gate, subject to conditions, one of which reads as follows: — " (3) That the access roads be constructed to the satisfaction of, and in accordance with, details approved by the Local Planning Authority, and be so constructed within three months of the commencement of any other part of the approved development or such longer period as may be approved by the Local Planning Authority." (b) submitted a letter (3rd March, 1960) from the applicants requesting reconsideration of the above-mentioned condition; and (c) recommended that the period referred to in Condition (3) above be extended from three months to eighteen months. Upon consideration, RESOLVED: That the recommendation of the Borough Engineer be adopted. PLANNING 1482

1640. 1, Grove Hill Road, Harrow: The Town Clerk reported that, by resolution 1607 (3) (15th February, 1960), the Committee determined that the proposed use of these premises for the storage of builders' plant would constitute a " material " change, and submitted a request from the applicants for reconsideration, with further information as to previous uses of the yard and premises. Upon reconsideration, RESOLVED : That, in view of the further information now submitted, the Committee hereby determine that the proposed use of 1, Grove Hill Road, Harrow, for the storage of builders' plant would not constitute a " material " change, and would, therefore, not require planning permission; and that resolution 1607 (3) (15th February, 1960) be rescinded.

1641. 54, Marsh Road, Pinner: The Borough Engineer (a) reported that, on 15th February, 1960, the Committee refused an application for the erection of two flats and six garages at this site, on the grounds that the proposal did not accord with the development suggested for the site by the Minister of Housing and Local Government when deciding a recent appeal; and (b) submitted a request by the applicant for reconsideration of their decision, with the views of the County Planning Officer in regard to the proposed development. RESOLVED: That the Committee hereby agree to receive a revised application, showing a suitable building satisfactorily sited, and designed to harmonise with the existing building on the site; and for the garage block to be resited along one of the flank boundaries. (Note: Councillor Atherton, having declared an interest, took no part in the discussion and did not vote.)

1642. Redevelopment Proposals: The Town Clerk submitted, for the informa­ tion of the Committee, a copy of a letter (2nd February, 1960) from the South Harrow and Roxeth Ratepayers' Association, which had been sub­ mitted to the Special Committee for Replanning Central and Other Parts of Harrow, on 17th February, 1960, when that Committee instructed him to forward to the Association a copy of the Special Committee's terms of reference, which had been done. The Committee also considered the terms, suggested by Alderman Miller, of a reply to the Association from this Committee. RESOLVED: That no further reply be sent by the Town Clerk to the Association as from this Committee, and that the above-mentioned suggested reply be referred to the Special Committee for Replanning Central and other Parts of Harrow for their information.

1643. 30-32, Hindes Road, Harrow: With reference to resolution 1629 (1st March, 1960), the Borough Engineer reported upon conversion works which have been undertaken and unauthorised uses which have commenced at these premises. RESOLVED: That, subject to the concurrence of the Middlesex County Council, the Town Clerk be instructed to serve an enforcement notice requiring discontinuance of the use of 30-32, Hindes Road, Harrow, for multiple occupation, and partly as temporary offices, within twenty-eight days of the date upon which the notice shall take effect. 1483 PLANNING

Town Planning: Stanmore Area: The Town Clerk submitted a letter 9th March, 1960) from the North Stanmore Ratepayers' Association, asking that the Committee should receive a joint deputation from the Association and the Stanmore Society to discuss planning matters as affecting the Stanmore area. RESOLVED: That the letter be received; and that the Chairman, with the Borough Engineer and Town Clerk, be instructed to meet representatives of the North Stanmore Ratepayers' Association and the Stanmore Society to receive any views which they may wish to express. 1645. PART II.—MINUTES. 1648. Minutes: RESOLVED: That the Committee defer the question of signing the minutes of the meeting held on 16th March, 1960, until they are printed.

1649. Town and Country Planning (Development by Local Planning Authori­ ties) Regulations, 1951: RESOLVED: That the following observations be submitted to the Middlesex County Council in respect of the under­ mentioned proposed development in the Borough: — (a) Anmer Nursery, Stanmore Hill: Erection of (i) Public library, health clinic and two old persons' homes; or (ii) Public library, health clinic, one old person's home, and residential development. (Outline applications.) Observations: The Committee raise no objections to either of the above- mentioned proposals, but suggest that regard should be paid to the possible comprehensive redevelopment of the site with the school site to the north. (b) Land rear of Heriots Wood Girls' County Grammar School: Proposed erection of Boys' Grammar School. (Outline application.) Observations: The Committee are opposed to this proposal, as the site is unsuitable from the point of view of transport facilities; the number of trees which would have to be felled; and the consequential detrimental effect upon the amenities of the neighbourhood.

1650. Building Rear of 40, High Street, Wealdstone: The Town Clerk sub­ mitted an application for a determination under section 17 of the Town and Country Planning Act, 1947, as to whether a proposed change of use of these premises from the manufacture of nuts and bolts to a printing works and the manufacture of stationery would constitute a " material" change of use. The Committee, having received reports by the Borough Engineer and the Town Clerk upon the previous planning history of the premises, RESOLVED: That consideration of the matter be deferred, for further investigations to be made of the previous uses of the premises.

1651. Town and Country Planning Act, 1947: Section 19: Purchase Notice: The Town Clerk submitted a purchase notice which had been served upon the Council, requiring the Council to purchase land at Parkfield Avenue, Harrow, in respect of which permission to develop for residential purposes was refused on 8th December, 1959, for the reason that the proposed development would prejudice proposals of the County Development Plan which provide for a principal traffic route (route 49) linking Harrow View with Courtenay Avenue, and crossing the site of the proposed development. 1485 PLANNING RESOLVED : That the purchase notice be received, and forwarded to the Highways and Cleansing Committee.

1652. Parking of Cars in Front Gardens of Residential Properties: With reference to resolution 1603 (15th February, 1960), the Borough Engineer reported upon the question of car parking in the front gardens of Council dwellings and private development; and suggested that the Housing Com­ mittee should be asked to proceed with their programme of providing garages at existing estates, particularly where congestion by parked motor vehicles has occurred; but that they be recommended to defer the encourage­ ment of parking in front gardens, except in cases where the current demand for garages cannot be met by building permanent garages in groups. RESOLVED: (1) That the report be received; that the Housing Committee be asked to proceed with the erection of garages on all estates; and to discourage the practice of parking motor vehicles on hard standings in the front gardens of Council houses; (2) That the Housing Committee be informed that this Committee (a) favour the provision on all housing estates of blocks of garages or, where possible, individual garages, or hard standings, alongside (i.e., not directly in front of) houses; and (b) suggest that, where it is possible, road parking places should be provided, preferably in a section or sections of the roadway where there are no houses at all.

1653. Garage at Cornwall Road, : Two Strokes, Limited: The Town Clerk submitted a petition (nine signatures) from residents of Corn­ wall Road, Hatch End, asking that permission be not granted for any extension of a garage in Cornwall Road, Hatch End. RESOLVED : That the petition be received.

1654. 7, Crown Street, Harrow-on-the-Hill: The Town Clerk (a) submitted a letter (14th March, 1960) from Dr. D. Mayr of 53, High Street, Harrow- on-the-Hill, seeking temporary permission to use the above-mentioned vacant premises as a surgery and waiting-room; (b) reported that the property is the subject of an operative Closing Order; and that the proposed use would be for about two hours a day, for a period of from six to eight months, until permanent accommodation can be arranged. RESOLVED : That the letter be received; and that the Committee hereby agree to receive an application for the above-mentioned proposed temporary use for a period of not exceeding three months.

1655. Local Planning Inquiries: With reference to resolution 1469 (28th October, 1959), whereby the Committee agreed that, because of the con­ siderable administrative difficulties in ascertaining the areas of interest of individual Ratepayers' and Residents' Associations, notification of impend­ ing Local Planning Inquiries should not be sent to such Associations, but that it should be left for individual members of such Associations who receive official notification of an Inquiry to acquaint their Association; the Committee further considered, at the request of a Member, the possi­ bility of notifying all Local Ratepayers' and Residents' Associations who receive copies of Committee reports and Council minutes, of impending Local Planning Inquiries After discussion, it was PLANNING 1486

RESOLVED: That the Town Clerk be instructed to give, as far as may be possible, one month's notice of impending Local Planning Inquiries in the Harrow Observer. 1656. J.A.G. Motors, Limited: Land at Harrow Weald: The Town Clerk reported than an appeal against an enforcement notice, to secure the discontinuance of the use of this site for the display for sale of motor vehicles and the reinstatement of the land, was dismissed by the Magis­ trates, on llth March, 1960. RESOLVED : That the report be received. 1657. 6, Eastcote View, Pinner: The Borough Engineer reported that an application to erect a domestic garage at these premises was refused on 8th January, 1960, under the provisions of section 75 of the Highways Act, 1959; and submitted a request by the applicant for reconsideration. Upon inspection of the deposited plans, RESOLVED: That the Committee adhere to their decision, set out in resolution 1574 (8th January, 1960), against application HAR/16137 (a); and that it be suggested to the applicant that his proposed garage should be set back behind the building line. 1658. Proposed Functional Sign at New Garage Premises, Shaftesbury Circle, South Harrow: The Borough Engineer (a) reported that, on 1st March, 1960, consent was granted for the display of a pole sign and two stick lights at these premises, but permission was refused for the display of a functional sign, on the grounds that the multiplicity of signs would be detrimental to the visual amenities of the locality; and (b) submitted an application for reconsideration of the refusal. The Borough Engineer further reported that, following approval (16th March, 1960) of detailed plans of the proposed development at this site, a question had arisen that part of the land shown on the deposited plans had, in fact, been dedicated to the Council for highway purposes, and that, con­ sequently, the development proposed on that part of the land could not be carried out under present conditions. RESOLVED: That further consideration be deferred, pending determina­ tion of the question concerning the dedication of part of the above- mentioned land for highway purposes. (Note: Councillor Atherton, having declared an interest, withdrew from the meeting, took no part in the discussion, and did not vote.) 1659. 26, Kenton Park Parade, Kenton: The Committee considered an application for a determination as to whether the proposed use of these premises as a shop for the reception of goods for dry-cleaning, and the installation and use of dry-cleaning apparatus, would constitute a "material " change of use. RESOLVED: That the Committee hereby determine that the proposed use of the above-mentioned premises as a shop for the reception of goods for dry-cleaning, and the installation and use of dry-cleaning apparatus, would constitute a " material" change of use. 1660. Shops at the Junction of Shaftesbury Avenue and Roxeth Green Avenue, South Harrow: The Borough Engineer reported that four un­ authorised buildings had been erected in the rear yard of shop premises "1487 PLANNING of 37, Shaftesbury Parade; and that three unauthorised sheds had been erected in the yard at the rear of 38, Shaftesbury Parade, Shaftesbury Avenue, South Harrow. RESOLVED: That, subject to the concurrence of Middlesex County Council, the Town Clerk be instructed to serve enforcement notices to secure the removal of unauthorised buildings at the rear of 37 and 38, Shaftesbury Parade, Shaftesbury Avenue, South Harrow, within twenty-eight days of the date upon which such notices shall become effective.

Brookside House School, 251, High Road, Harrow Weald: The Borough Engineer reported that on 15th February, 1960, the Committee granted consent for the erection of a single-storey building to provide two classrooms at these premises, subject to a condition that the building be resiled on the rear boundary of the premises, in a position to be agreed with the Local Planning Authority; and submitted a request by the appli­ cants for reconsideration of the condition. Upon reconsideration, RESOLVED: That the Committee hereby agree to withdraw the condi­ tion imposed upon the grant (15th February, 1960) of planning permission, HAR/9924 (g) for the erection of a single-storey building to provide two classrooms at 251, High Road, Harrow Weald. 1664. Town and Country Planning (Development by Local Planning Authori­ ties) Regulations, 1951: RESOLVED: That the following observations be submitted to the Middlesex County Council in respect of the under­ mentioned proposed development in the Borough: — (a) Electricity Sub-station off Bromefield, Stanmore. Observations: No objections. (b) Electricity Sub-station adjoining existing Sub-station at Stanmore Golf Course, Stanmore. Observations: No objections. (c) Installation of additional equipment at Electricity Sub-station, Wood End Avenue, Northolt. Observations: No objections, subject to a scheme of planting to provide a screen for the site, consisting predominantly of evergreens capable of growth to a height of five feet, being carried out in accordance with details submitted to, and approved by, the Local Planning Authority before the additional equipment is installed; and to such screen being maintained to the satisfaction of the Local Planning Authority. 1489 PLANNING

(d) Erection of house for golf professional at Pinner Hill Golf Course. Observations: No objections, subject to the submission and approval of detailed plans, and to the removal of all existing dilapidated buildings (including the house at present occupied by the golf pro­ fessional) within a period of three months from the date on which the new house is occupied. (e) Erection of a clinic on land at the junction of Marsh Road and Cecil Park, Pinner. Observations: No objections. (/) Electricity Sub-station at Queens Walk, rear of 67, Marlborough Hill, Wealdstone. Observations: The Committee are opposed to this proposal, since the Sub-station would be sited in front of the building line in Queens Walk and would, consequently, be detrimental to the amenities of adjacent residential properties. The Committee suggest that an alternative site be found.

1667. 19/21, Gayton Road, Harrow: The Town Clerk (1) referred to the fact that a Local Inquiry had been arranged for Friday, 22nd April, 1960, into an appeal against the action of the Council in not issuing, within the statutory period, notice of their decision regarding the proposed erection of a single three-storey block of flats at the sites of 19 and 21, Gayton Road, Harrow; (2) reminded the Committee that they had not issued a decision in this case pending receipt of the views of the County Planning Department generally upon the Council's wider proposals affecting the triangular-shaped site bounded by Gayton Road, St. John's Road and Lyon Road, of which the appeal site is part; (3) reported that the Special Committee for Replanning Central and Other Parts of Harrow had suggested (30th March, 1960) to this Committee that no objections should now be raised to the residential development of the appeal site, subject to conditions; and (4) submitted the views of the County Planning Department upon the Council's proposals for the triangular-shaped site referred to in paragraph (2) above. The Chairman of the Special Committee for Replanning Central and Other Parts of Harrow also attended and spoke to this matter. The Borough Engineer submitted a suggested layout of the triangular- shaped site which indicated that a satisfactory scheme of redevelopment could be undertaken without prejudicing the residential redevelopment of 19/21, Gayton Road; and resubmitted application HAR/13556 (c). RESOLVED: That, in view of the information now submitted, the Com­ mittee hereby grant application HAR/13556 (c) for the erection of a single three-storey block of flats on the sites of 19/21, Gayton Road, Harrow, subject to: — 1. That detailed drawings of the proposed development be submitted to and approved by the Local Planning Authority before any work is commenced, and that the development be carried out and completed in all respects in accordance with the drawings so approved; such drawings to show PLANNING 1490

(a) the layout of the site, the siting of the buildings, the means of access and adequate parking space, turning space and garage accommodation; (b) the design and external appearance of the buildings. 2. That the net density of accommodation shall not exceed 50 habitable rooms per acre. 3. That details of the materials to be used for the external surfaces of the buildings be submitted to and approved by the Local Planning Authority before any work is commenced. 4. That the garages be used only for domestic purposes. 5. That the whole of the land shown on the deposited plan as being within the curtilage of the site be used exclusively for domestic purposes in connection with the approved development. 6. That no trees be felled or lopped without the prior consent in writing of the Local Planning Authority. 7. That the levels of all thresholds, fences and gateways be in accordance with details approved by the Local Planning Authority before any works are commenced. 8. That access roads be constructed to the satisfaction of and in accordance with details approved by the Local Planning Authority, and be so constructed within three months of the commencement of any other part of the approved development, or such longer period as may be approved by the Local Planning Authority. 9. That details of all boundary fences and walls be submitted to and approved by the Local Planning Authority before any work is com­ menced. Informative: The developers be advised to consult with the Council's officers in regard to the design of the proposed building before proceeding with the preparation of detailed plans.

1668. Land Adjoining 30, Christchurch Gardens, Kenton: The Town Clerk submitted a petition (350 signatures) from residents in the vicinity of Christchurch Gardens, expressing concern at a proposal for the erection of a house and garage on land adjoining 30, Christchurch Gardens, Kenton. The Borough Engineer reported that on 2nd December, 1955, outline planning consent had been granted for the erection of a house and garage on the land in question; and submitted detailed plans of a detached house to be erected on the site. The Committee, having carefully considered the matter, and there being no planning reason for withholding consent, RESOLVED: That the petition be received and noted; but that no action be taken thereon; and that application HAR/112924 (a), for the erection of a detached house on the site, be hereby granted.

1671. Messrs. Kodak Limited: Premises in Headstone Drive, Wealdstone: With reference to resolution 1612 (15th February, 1960), wherein the Com­ mittee received a report by the Borough Engineer that proposals for building at Kodak Works during the next fifteen years indicated an ultimate plot ratio of 1:1.466, but that after negotiations this had been reduced to 1:1.02, and that this figure had been achieved by including the areas of the Car Parks at Walton Road and Harrow View, and certain properties in Headstone Drive, but excluded the areas of the Power House, Garage, Plant Rooms and Salvage area, the Borough Engineer reported that he had conferred with the Central Middlesex Area Planning Officer, who had intimated that a plot ratio of 1:1.1 would be acceptable in the case of factories where special considerations apply; and that the present case could be regarded in this category. The Borough Engineer further reported that, in his view (and in which the Central Middlesex Area Planning Officer concurred), it would be reasonable (a) to include in the calculations of plot ratio the permanent parking areas and certain property in Headstone Drive which are not yet owned by the Company, but (b) to exclude the Power House, Garage, Plant Room and Salvage Areas referred to in the first paragraph: but that, if none of these concessions were made, the plot ratio would still not exceed 1 :1.1. Kodak Limited. 1672. 414, High Road, Harrow Weald: With reference to resolution 1568 (8th January, 1960), wherein the Committee received a report that an enforcement notice had been served in connection with the unauthorised use of these premises as a builders' store and depot, and that it appeared that the contravention had ceased, the Borough Engineer reported upon a recent inspection of the premises. RESOLVED: That the report be received; and that no further action be taken. 1673. Constitution of Area Planning Committee: The Town Clerk submitted a letter (7th April, 1960) from the Middlesex County Council, stating that the County Council had decided that there would be no objection to another Member of the Council being invited to meetings of the Central Middlesex Area Planning Committee, in the event of the Council's representative being unable to be present, in order that the Council's views may be expressed at Member level upon any case with which the Council is concerned, on the understanding that the Member so attending would not have the right to vote. RESOLVED: That the report be received; and that the Chairman be asked to attend any meeting of the Central Middlesex Area Planning Com­ mittee at which the Council's representative (His Worship the Mayor (Alderman Cutler, J.P., C.C.)) may be unable to attend. 1674. 78/80, Station Road, Harrow: RESOLVED: (1) That, subject to the concurrence of the Middlesex County Council, the Town Clerk be hereby instructed to serve an enforcement notice requiring the removal of un­ authorised fascia signs from these premises within twenty-eight days of the date upon which the notice shall become effective: (2) That, subject to the concurrence of the Middlesex County Council, the Town Clerk be instructed to institute " challenge " proceedings in connection with the display of an advertisement hoarding at the premises.

1675. Resignation of Mr. E. W. Byerley: The Chairman referred with regret to the resignation of Mr. E. W. Byerley from the post of Senior Building Inspector in the Borough Engineer's Department, after more than thirteen years' service with the Corporation, upon his having obtained a post outside the Local Government Service. Members of the Committee also paid tribute to the efficient and diligent service rendered by Mr. Byerley. RESOLVED: That the best wishes of the Committee be accorded to Mr. Byerley for success in his new career. 1676.
