This Fact Sheet will combat such accusations by highlighting attributes of Israeli life and law, showing the very democratic nature of the State of Israel. In May 1948 the State of Israel was declared, and within this declaration the main principles for Israel’s government were laid out.

• Over the last 65 years, Israel has been cultivating its democratic nature and ideals, even though the small country is surrounded by many totalitarian Arab regimes. The way Israel seeks to pursue and implement democracy and equality is in stark contrast to the dictatorial and oppressive reigns of her neighbours. • All citizens of Israel, regardless of race, religion or gender are guaranteed equality before the law and full democratic rights. It is no surprise, therefore, that in 2005 the Economist Intelligence Unit, a leading research and advisory firm, ranked Israel as the most democratic country in the Middle East. • Israel’s democracy does not only shine in relation to the very undemocratic states in the Middle East. By world standards Israel is a democracy in its own right, joining the international community of freedom-loving nations. HERE ARE SOME EXAMPLES OF THE DEMOCRATIC NATURE OF ISRAEL: FREE DOM OF EXPRESSION AND FREEDOM OF THE PRESS FF Journalism in Israel has always been careful to adhere to the fundamental tenets of a democratic press, namely providing as much accuracy as possible in reporting the news as well as presenting a broad range of viewpoints on each matter. It is understood that a free and healthy press is vital to the existence of a strong democracy. A code of ethics for the press includes: * The dissemination of reliable information * Critical analysis * Respect for varying opinions * Encouragement of active criticism of the government FF This is all in stark contrast to other countries in the region, where restrictions are constantly placed on the press. In recent months a number of arrests, death threats and acts of intimidation have taken place against journalists in Tunisia and Egypt. The Arab Journalists Union has pointed out that, ‘many young reporters working in Tunisia and Egypt have been prosecuted and imprisoned solely for criticising the ruling Islamist political establishment…’ (Asia News, May 2013)

RELIGION FF The Arab states surrounding Israel are almost all autocracies, with Islam as the state religion. FF Israel welcomes different religions and is home to a variety of faiths including Muslims, Christians, Baha'is and Druze. FF Israel provides freedom of access to all religious shrines, and entrusts the administration of the holy places to their respective religious authorities. Thus, for example, the Muslim Wakf is responsible for the maintenance of the mosques on the Temple Mount in Jerusalem.

WOMEN’S RIGHTS FF Women in Israel are granted full freedoms including the right to vote, freedom of speech and equality in the areas of education and employment. Women are not placed under any special restrictions. FF In 1951, legislation in Israel was passed that guaranteed equality in work, education, health and social welfare for all women. FF Women in the Arab countries surrounding Israel know a very different reality. They are granted very few of the rights and legal protections that Israeli women know. For example, women in Saudi Arabia are forbidden to vote, drive a car or venture outdoors without being completely covered; whilst women in Iraq are not permitted to own property and have to inherit less that half of what their brothers do simply because of their gender.

EMO PL YMENT FF Israeli law prohibits discrimination in employment. All Israeli workers may join and establish labour organisations. GOVERNMENT FF The parliamentary democracy of Israel is founded upon free elections with divergent parties. Having a variety of parties indicates the openness of the Israeli political process. Elections were held recently in Israel and twelve parties are represented in the current Knesset. 12 Knesset members are Arabs and 27 are women. FF Israel has an independent judiciary that is renowned internationally for its integrity and reliability. If government actions that violate Israeli law take place, the judiciary shows no hesitation in overturning such deeds.

ARAB CITIZENS OF ISRAEL FF Arab citizens of Israel are afforded full democratic rights. Equal voting rights exist for all citizens and it is important to note that Israel is one of the few countries in the Middle East where Arab women are allowed to vote. Arabs have served in the Cabinet, in the Foreign Service and on the Supreme Court. Arabic, like Hebrew, is an official language in Israel. FF There is one difference between Jewish and Arab citizens of Israel and that is the fact that the Arabs are not required to serve in the Israeli army. This distinction exists so that Arab citizens do not have to take up arms against their brethren. Despite this concession, Druze and Circassians do serve in the Israeli army and Bedouins and other Arabs have volunteered for military duty.

This Fact Sheet by no means intends to portray Israel as a flawless nation. No country is perfect. No democracy is faultless. No government is blameless. What this Fact Sheet does intend to portray and highlight is the fact that whilst living in a region characterised by totalitarianism, Israel has a commitment to democracy. The fact that ALL citizens of Israel, regardless of race, religion or gender, are guaranteed equality before the law and full democratic rights is indeed something to commend and applaud in a region where such governance is sorely lacking. The Jewish state most certainly stands as a beacon of freedom and equality in a sea of oppression and discrimination.

Training at the first aid workshop We have also had staff development and training sessions, which focused on First Aid in November 2012 and on the Children’s Act in May this year. The seven Jewish welfare organisations nominated staff — both professional and administrative — to be trainees. Jewish Care Cape is honoured and grateful to have received funding from the CK Harris Memorial Foundation The Children's Act training group. for this in-service training. We now have 58 newly-trained first aiders. The training has proved to be beneficial and was a positive team-building exercise as well. For our training regarding the Children’s Act, twenty social workers, psychologists and child care workers attended a workshop under the guidance of Crystal Theron, a renowned expert in child and family care. The course was attended by specific staff from Oranjia, Jewish Community Services and Herzlia. As part of JCC outreach, social workers from SA Kinderhuis, The Homestead, Lawrence House and Nazareth House were invited. Participants were equipped with an overview of the Act and each chapter was addressed, providing us with a theoretical framework and case scenarios. We were also taught about unique aspects like adoption and surrogacy. The training greatly enhanced our knowledge and will improve our service delivery. We are truly grateful for this funding in 2012 and 2013 and look forward to working with Rebbitzen Ann Harris in formulating further programmes for in-service training. Students for Jewish Care Since 2011, Jewish Care Cape has developed a relationship with Grade 11 and 12 learners from Herzlia School, who with guidance of Karen Cohen, have been proactive in sharing their time, skills and willingness with members of our Jewish welfare organisations. This year, ‘Students for Jewish Care’ put on a variety show at Highlands House for their Members of the audience at the Herzlia Variety Show residents as well as visitors from Glendale and Astra. The gracious audience enjoyed the high-quality items produced by the talented, enthusiastic and altruistic students. JCC facilitated and organised the programme with the support of Highlands House, Saul Bloch and Herzlia.
