    Community Bankers Association of Kansas Legislative Update January 6, 2017 Overview The 2017 session begins on Monday, January 9th; the Governor’s State of the State will occur on Tuesday, January 10th, and the Governor’s budget recommendations will be presented sometime later that week. The session should begin quickly with a mid-session break scheduled for February 25-March 6 and the regular session concludes on April 7th. The veto session begins May 1. A 90-day session should conclude on May 14th. There is much work to be done and this session will likely be the longest and most difficult in memory. New Leadership House of Representative In the House of Representatives, Democrats increased their numbers by twelve seats and a fair number of more conservative Republicans lost in the primary and general elections. The chamber has again elected a more conservative Speaker but the other leadership positions are fairly balanced between conservatives and moderate Republicans The 2017 House will have 85 Republicans and 40 Democrats, a change from the 2016 division of 97-28. Republicans: • House Speaker: Ron Ryckman Jr., (R-Olathe). • House Majority Leader: Rep. Don Hineman, (R-Dighton) • Assistant Majority Leader: Rep. Scott Schwab, (R-Olathe). • Assistant Majority Leader: Rep. Tom Phillips, (R-Manhattan). Democrats • Minority Leader: Rep. Jim Ward, (D-Wichita). • Assistant Minority: Leader: Rep. Stan Frownfelter, (D- Kansas City). Senate The Senate partisan split will be 31-9, with the Republican majority.     MINUTES Legislative Post Audit Committee March 8, 2017 Call to Order Welcome by the Chair. The meeting was called to order by Chair Barker at noon in Room 112-N of the Statehouse. The Chair recognized Senator Olson who thank Scott Jones with KCP&L for providing lunch. Committee members present: Representative John Barker, Chair Senator Rob Olson, Vice-Chair Representative Tom Burroughs Senator Elaine Bowers Representative Pete DeGraaf Senator Laura Kelly Representative Don Schroeder Senator Julia Lynn Representative Ed Trimmer Approval of Minutes. Senator Olson moved approval of the February 8 minutes. Senator Lynn seconded the motion; motion carried. Presentation of Contracted Financial Audits Statewide Single Audit, Fiscal Year 2016. This audit was presented by Sean Walker from CliftonLarsonAllen. In addition, Bob Seitz, Director, Program Finance and Informatics, KDHE, and Brad Ridley, Director of Operations, KDADS, answered members’ questions. Representative Burroughs asked whether the information presented by Mr. Seitz related to the Medicaid backlog was consistent with the division’s earlier audit findings. Scott Frank, Legislative Post Auditor, indicated it was consistent with the earlier report. Senator Lynn asked how nursing facility prepayments work. Mr. Ridley explained that there are currently several nursing homes involved in a pilot project being led by KDHE to help resolve eligibility issues. Senator Bowers asked which facilities are involved and which get advance payments. Mr. Ridley said he would provide the committee with a list of the facilities involved in the pilot project. Senator Lynn also asked for contact information for citizens and legislators who may have further questions. Baker, Lecompton United Methodist Church, Lecompton, and guest of Rep. Sloan: ‘‘God said [to Solomon], ‘‘Ask for whatever you want me to give you.’’ ‘‘Now, O LORD my God, you have made your servant king in place of my father David. But I am only a little child and do not know how to carry out my duties. Your servant is here among the people you have chosen, a great people, too numerous to count or number. So give your servant a discerning heart to govern your people and to distinguish between right and wrong. For who is able to govern this great people of yours?’’ The Lord was pleased that Solomon had asked for this. So God said to him, ‘‘Since you have asked for this and not for long life or wealth for yourself, nor have asked for the death of your enemies but for discernment in administering justice, I will do what you have asked. I will give you a wise and discerning heart, so that there will never have been anyone like you, nor will there ever be.’’ (1Kings 3:5, 7-12) Almighty God.
