Shocknessy Ohio Turnpike Proposed Schedule of Tolls for Non E-ZPass® Class 1 - Class 7 Effective 1/1/2019 Ohio Turnpike Commission, 682 Prospect St., Berea, Ohio 44017-2799 CFO March 2013 HOW TOLLS ARE DETERMINED Tolls on the Ohio Turnpike are determined based upon vehicle classification and distance traveled. Vehicles are classified upon entry to the Turnpike according to the height of the vehicle over the first two axles and the total number of axles, including any towed vehicles or trailers. For purposes of classification, vehicles less than seven feet six inches high as measured over the first two axles are considered “low.” Vehicles seven feet six inches in height or greater are considered “high.” Refer to the graphics on the following page for example illustrations of vehicle classifications. Tolls are calculated for each classification by dividing the fare for a full-length trip across the Ohio Turnpike by the 241.2 mainline miles between the Indiana and Pennsylvania state borders. The resulting rate per mile is then multiplied by the mileage from state border to state border, from borders to interchanges and between interchanges and rounded to the nearest quarter. Distances traveled on interchange ramps are not considered in the calculation of tolls. In addition to tolls, overweight, overdimensional and long combination vehicles must pay special permit fees to travel on the Ohio Turnpike. The Ohio Turnpike is a member of the E-ZPass® network of toll agencies. Customers paying their tolls electronically with transponders (“tags”) issued by the Ohio Turnpike or any other E-ZPass® agency pay a reduced toll rate. The following pages include: 1) Mileage Table showing distances between all permissible combinations of Ohio Turnpike interchanges and state borders. 2) Schedules of Tolls consisting of E-ZPass® rates for the Classes 1 through 7. TOLL PAYMENT METHODS Unless otherwise designated by interchange signage, all Ohio Turnpike exit lanes accept toll payments by cash, valid E-ZPass® transponder, MasterCard, VISA, Discover, American Express and debit cards networked with a major credit card. The analysis, titled “Leasing the Ohio Turnpike: What we Know and What we Anticipate”, looked at the Ohio Turnpike Commission’s (OTC) financial statements, as well as case studies of nearby states that had recently leased their own turnpikes to private firms in exchange for large upfront, lump-sum payments to be applied to those states’ major transportation projects. The findings raised concerns as to whether the costs of such an action would outweigh its potential benefits. Approximately one year ago, partially in response to the aforementioned and similar concerns raised by stakeholders located across Ohio, the State of Ohio commissioned KPMG Corporate Finance to perform an analysis of three scenarios to unlock the potential value of the Ohio Turnpike. Although the issue has been controversial in nature, the state desperately needs revenue to close an ever increasing gap in the funding available for a number of necessary transportation infrastructure projects. With an increase in the state fuel tax considered off the table during these sluggish economic times, Governor John Kasich and the Ohio Department of Transportation (ODOT) viewed an “unlocking” of the intrinsic value of the Ohio Turnpike as the most effective and politically feasible method of closing the transportation funding gap.

The 2021 construction season will include full-depth excavation and replacement of the eastbound pavement from Milepost 235.9 to Milepost 241.26. Replacement of the westbound pavement will take place in 2022. Most of the work will take place west of Eastgate (milepost 235.9 to milepost 239.0) starting on April 20th through June. Eastbound travelers will have two lanes of traffic approaching TP-239. Whereas westbound travelers will have a single lane of traffic leaving Eastgate. Then from June through the end of the construction season, most of the work will take place east of Eastgate (Milepost 239.0 to 241.26). Westbound travelers will have two lanes of traffic approaching TP-239, whereas eastbound travelers will have a single lane of traffic leaving Eastgate. Shelly & Sands Inc. was awarded a $39.9 million contract to complete this three-year project, which includes other aspects of the new Toll Collection System, specifically, the construction of a new Open Road Tolling lane and the construction of new ramps that will connect to the modernized Toll Plaza at MP 239 (Eastgate). The modernized Eastgate Toll Plaza will process tolls on the westbound side only when the new Toll Collection System goes live in the spring of 2023.
