Sun Peaks Mountain Resort Municipality SUN PEAKS MOUNTAIN RESORT MUNICIPALITY MINUTES OF INAUGURAL COUNCIL MEETING MONDAY, JUNE 28, 2010 DELTA SUN PEAKS RESORT, SUN PEAKS, B.C, Present: Mayor A. Raine Councillor D. Alexander Councillor M. Forster Councillor I. Popig Councillor M. Pozza OTHERS IN ATTENDANCE: Hon. Ben Stewart, Minister Chief Felix Arnouse, Little Shuswap Indian Band Former Chief Manny Jules, Kamloops Indian Band Chief Keith Matthew, Simpc Dr. Terry Lake, MLA, Kamloops-North Thompson Mr. Kevin Krueger, MLA, Kamloops-South Thompson Mrs. Cathy McLeod, MP, Kamloops-Thompson-Cariboo Councillor Barbara Steele, UBCM; 1st VP Mayor Peter Milobar, City of Kamloops Councillor Ward Stamer, District of Barriere Mayor John Harwood, District of Clearwater Mr. John Sternig, Director, TNRD Electoral Area “P’ Mr. Justice Richard Blair Wayne d’Easum, Acting Chief Administrative Officer Nicky Braithwaite, Acting Financial Officer At 2:30 p.m. dignitaries and Council-elect were piped into the ballroom and MLA Terry Lake took his position as Master of Ceremonies. He introduced Miss Jamie Warren to lead the assembly in singing of the National Anthem. 1) Master of Ceremonies introduced Chief Felix Arnouse of the Little Shuswap Indian Band who gave an invocation and congratulated the new Council. Chief Arnouse also introduced Chief Keith Mathew and Mr. Manny Jules. 2) Master of Ceremonies introduced The Honorable Ben Stewart, Minister of Community and Rural Development. 3) Master of Ceremonies introduced Mr. Justice Richard Blair who administered Oaths of Office to Council-elect ( Mayor Al Raine; Councillors Mike Forster; Ines Popig; Mario Pozza) and appointed Councillor Darcy Alexander. 4) Master of Ceremonies again introduced the Hon. Ben Stewart who congratulated the new Mayor and Council. He then went on to present the Official Letters Patent for the Sun Peaks Mountain Resort Municipality and cheques to Mayor Raine. 5) Mayor Raine assumed the Chair of the meeting and called the meeting to order at 3:07 p.m. He then welcomed the honoured guests and citizens to the Inaugural Meeting of Sun Peaks Mountain Resort Municipality. 6) Officer Appointments a) Mayor Raine recommended the appointment of Mr. Wayne B. d’Easum as Acting Chief Administrative Officer/Corporate Officer by resolution. Moved by Councillor Pozza; Seconded by Councillor Alexander “That Mr. Wayne B. d’Easum be appointed as Acting Chief Administrative Officer/Corporate Officer.” Motion carried b) Mayor Raine recommended appointment of Ms. Nicky Braithwaite as Acting Financial Officer by resolution. Moved by Councillor Popig; Seconded by Councillor Forster “That Ms. Nicky Braithwaite be appointed as Acting Financial Officer.” Motion carried c) Mr. Justice Blair administered the Officer Oaths. 2 7) Reports and Bylaws: a) Mr. d’Easum briefed Council on a number of resolutions that Council considered and adopted. I. Moved by Councillor Popig; Seconded by Councillor Forster That the firm of KPMG LLP be appointed as Auditors for the Sun Peaks Mountain Resort Municipality for the period June 28, 2010 until the completion of the audit for the year ending December 31, 2012. Motion carried II, Moved by Councillor Forster; Seconded by Councillor Alexander That the Sun Peaks Mountain Resort Municipality use the services of TD Canada Trust as Banker for the Municipality. Motion carried III. Moved by Councillor Pozza; Seconded by Councillor Alexander That the Mayor or any one member of Council along with the Financial Officer be the Bank signing officers for the Sun Peaks Mountain Resort Municipality. Motion carried IV. Moved by Councillor Popig; Seconded by Councillor Pozza That the following persons be appointed as full-time members of the Sun Peaks Mountain Resort Municipality Fire Department: i. Mr. Bill Stoner, Fire Chief ii. Mr. Colin Cannon, Fire Prevention Officer iii. Mr. Ryan Nield, Training Officer Motion carried 3 V. Moved by Councillor Forster; Seconded by Councillor Pozza That a contract be entered into with R.E. Dodds Consulting Inc. to supply Approving Officer services to the Sun Peaks Mountain Resort Municipality for the period June 28, 2010 to December 31, 2011. Motion carried b) Mayor Raine directed the A/Chief Administrative Officer to brief Council on bylaws that Council should adopt. i. Council Procedure Bylaw 2010, No. 0001. Resolution to give “Council Procedure Bylaw 2010, No. 0001” three readings concurrently. Moved by Councillor Alexander and seconded by Councillor Popig that “Council Procedure Bylaw 2010, No. 0001” be given three readings concurrently. Motion carried ii. Resolution to give “Council Procedure Bylaw 2010, No. 0001” final adoption. Moved by Councillor Alexander and seconded by Councillor Popig that “Council Procedure Bylaw 2010, No. 0001” be given final adoption. Motion carried iii. Financial Plan Bylaw 2010, No. 0002 Resolution to give “Financial Plan Bylaw 2010, No. 0002” three readings concurrently. Moved by Councillor Forster and seconded Councillor Pozza that Financial Plan Bylaw 2010, No. 0002” be given three readings concurrently. Motion carried iv. Resolution to give “Financial Plan Bylaw 2010 No. 0002” final adoption. 4 Moved by Councillor Pozza and seconded by Councillor Pozza that Plan Bylaw 2010 No. 0002” be given final adoption. Motion carried 8) Appointments: a) Mayor Raine recommended and requested that Council by resolution approve the following appointments: i. The representative to the Board of Thompson Nicola Regional District be Mayor Raine with the alternate being Councillor Popig. Moved by Councillor Pozza and seconded by Councillor Forster that Mayor Raine be appointed the TNRD Board representative and Councillor Popig the alternate. Motion carried ii. Councillors will fill the role of Acting Mayor as amended below: Councillor Pozza July-Oct; Councillor Popig Nov-Feb; Councillor Forster Jan – Apr. Moved by Councillor Alexander and seconded by Councillor Popig) that Councillors be appointed to the role of Acting Mayor as amended; Councillor Pozza July-Oct; Councillor Popig Nov-Feb; Councillor Forster Mar – Jun. Motion carried 9) Mayor Raine congratulated Miss Jamie Warren and thanked Mr. Justice Richard Blair for officiating and MLA Terry Lake as Master of Ceremonies. Mayor Raine thanked the Chiefs for their support and gave a small token of appreciation to each Chief. He went on to say that council welcomes the opportunity to work with local First Nations bands. He welcomed other dignitaries in attendance. He thanked the former Board of Trustees of the Improvement District and Tom Reid for his work on the Governance Study. Mayor Raine encouraged residents and non-residents to get involved with advisory bodies (Non-resident, First Nations, Finance Committee, Planning Advisory Committee) and to participate in the development of a parks and recreation plan as well as a community services plan. 10) Minister Stewart made a presentation of gifts to the new Mayor and Council. 11) Other Business: 5 a) Mayor Raine advised of the dates of the next regular meetings of Council: July 12 Committee of the Whole July 19 Regular Council 12) Mayor Raine invited all assembled to join Council for light refreshments. 13) Adjournment: a) Mayor Raine called for motion to adjourn the meeting. Moved by Councillor Pozza and seconded by Councillor Forster) That the Inaugural Council meeting of the Sun Peaks Mountain Resort Municipality be adjourned. Citizen City, Vancouver’s Henriquez Partners (http://henriquezpartners.com) Challenges Architects to Engage in Partnerships that Advance Cultural Sustainability looks at the social impact of 10 projects by the local firm. Some of them never made it off the drawing board, including a proposed “passerelle” over False Creek. “So, the idea was to design a bike bridge,” explains co-author Gregory Henriquez, “which would be right beside the Burrard Bridge and be something that could actually alleviate some of this traffic congestion and at the same time be safer for cyclists and connect into the Seawall on both sides.” Ultimately, the city decided it was less expensive to add bike lanes to the Burrard Bridge itself than to go through with the “passerelle” scheme, but Henriquez still feels it was an instructive exercise. “It was part of a civic dialogue that I think architects should participate in,” he says. Henriquez is probably most proud of 250 Powell Street (http://henriquezpartners.com/work/211-gore/), an old remand centre on Vancouver’s Downtown Eastside that has since been converted into social housing. “Because if there’s one message you could send to future generations about the present is that we’re turning jails into community housing, he explains.

    NEWS RELEASE COMMUNIQUÉ For Immediate Release Ministry of Natural Gas Development 2015MNGD0050-001146 and Responsible for Housing July 24, 2015 Minister of Employment and Social Development Canada Residents enjoying renovated affordable housing KAMLOOPS ʹMore than 100 residents are now living in newly renovated homes at Sundergreen Apartments, an affordable rental housing development made possible through funding from the governments of Canada and British Columbia. The development officially re-opened today following extensive renovations that began in April 2014. Residents are now enjoying affordable housing with new bathrooms, kitchens, flooring and windows. Renovations also included new roofing and lighting, and updates to the security and fire alarm systems. As the renovations were phased, tenants were not displaced from their buildings. Sundergreen consists of two three-storey buildings with a total of 46 one-bedroom and 24 two- bedroom units. Residents have access to a number of amenities including indoor and outdoor common space, a gazebo, and nearby public transportation. Quick facts: The governments of Canada and British Columbia provided a combined investment of approximately $3.9 million through the Federal-Provincial Housing initiative: www.bchousing.org/Initiatives/Creating/FPHi ʹunder the Canada-B.C. Agreement for Investment in Affordable Housing 2011: www.cmhc- schl.gc.ca/en/corp/nero/nere/2011/2011-07-04-0930.cfm ʹwhich was extended until 2019: www.cmhc-schl.gc.ca/en/corp/nero/nere/2014/2014-03-04-1530.cfm The B.C. government also provided approximately $83,000 from the Modernization & Improvements Program.
