Consultation To consider responses to the following consultations: Draft Revised Statement of Community Involvement in Planning Matters 2017 – Public Consultation 10. Strategic Housing and Economic Land Availability Assessment (SHELAA) – Complete List of Submitted Sites Attached at Appendix D is the final list of compiled sites that have been submitted by landowners and agents for inclusion onto Test Valley Borough Council’s (TVBC) new Strategic Housing & Economic Land Availability Assessment (SHELAA) after the Call for Sites exercise. The list has been put into alphabetical order by Parish in order to identify the sites within Parishes. Red outline maps for all sites are also available on request. Please note that the list is not limited to housing sites, so may also contain uses such as economic development, retail, leisure, self-build and Gypsy, Traveller and Travelling Showpeople sites in some circumstances. The next step which has now started will be to consider each promoted site to determine if it is suitable, available and achievable. By looking at each of these sites in more detail it may be the case that some of the details on this list being distributed now may alter; for example, what the landowner might consider a brownfield site may actually, by the definition in Government guidance, be considered a Greenfield site. It may also be the case that some sites which have been submitted may not make it into the final documents due to not reaching certain criteria. This process should be completed by early to mid-December. The data from this Call for Sites exercise was also intended to allow TVBC to commence work on the Brownfield Register. Any of the sites on this list which have been submitted as brownfield land as well as being considered suitable for residential development will also be added to Part 1 of the Register. Details of any sites submitted from now onwards will be placed on file for future reviews of the SHELAA which take place annually, and will not be included in this edition of the SHELAA document. 10. CiL Monies To consider Projects for the use of CiL monies – report received at previous meeting. 11. Street Naming To consider any requests received from Test Valley Borough Council. 12. Communications from Test Valley Borough Council To receive any communications from Test Valley Borough Council. 13. Test Valley Borough Council – Northern Area Planning Committee 2 To consider whether any applications, to be considered at the Test Valley Borough Council Northern Area Planning Committee (NAPC) require further comment and or representation from the Town Council. 14. Communications from Hampshire County Council To consider any communications received from Hampshire County Council. 15. Street Trading Licences To consider any applications for Street Trading Licenses received. 16. Items for consideration at the next meeting Members are requested to inform the Town Clerk of any items that they wish to be included on the next Planning Committee Agenda. 17. PC 127/17 Decision Notices Noted. PC 128/17 Review of Andover Access plan It was agreed that the Chairman would email all other Councillors for any further input into the Access Plan for Andover. PC 129/17 Traffic Plan for Andover It was agreed that this would be deferred until the next meeting to allow Councillors to review the report. PC 130/17 Consultations Draft Revised Statement of Community Involvement in Planning Matters 2017 – Public Consultation. It was noted that this consultation concluded after the date of the next meeting and it was therefore agreed it would be brought back to the next meeting for final comments. ‘Planning for the right homes in the right places’ – Public Consultation It was noted that this was a motion put forward by Hampshire Association of Local Councils and there were no further comments. PC 131/17 CIL Monies – Legislation It was noted that as a ‘Parish Council’ the Town Council must produce a list of CiL Money Projects. It was agreed that Community Centres should be included in the Town Council list, particularly in the area of Blackswan Yard that was due for redevelopment. It was agreed that each Member of the Planning Committee should come up with 3 items and costs to be considered for inclusion. It was agreed that the item would be included on the next agenda. PC 132/17 Street Naming The following street naming applications were considered: 10 Ox Drove – it was noted that at Cricketers Way there is a Dexter Court – this could cause confusion.

DRAFT STATUTORY INSTRUMENTS 2018 No. LOCAL GOVERNMENT, ENGLAND The Test Valley (Electoral Changes) Order 2018 Made - - - - *** Coming into force in accordance with article 1(2) and (3) Under section 58(4) of the Local Democracy, Economic Development and Construction Act 2009( a) (“the Act”), the Local Government Boundary Commission for England( b) (“the Commission”) published a report dated October 2017 stating its recommendations for changes to the electoral arrangements for the borough of Test Valley. The Commission has decided to give effect to those recommendations. A draft of the instrument has been laid before each House of Parliament, a period of forty days has expired since the day on which it was laid and neither House has resolved that the instrument be not made. The Commission makes the following Order in exercise of the power conferred by section 59(1) of the Act. Citation and commencement 1. —(1) This Order may be cited as the Test Valley (Electoral Changes) Order 2018. (2) This article and article 2 come into force on the day after the day on which this Order is made. (3) The remainder of this Order comes into force— (a) for the purpose of proceedings preliminary, or relating, to the election of councillors, on the day after the day on which it is made; (b) for all other purposes, on the ordinary day of election of councillors in England and Wales( c) in 2019.
