I 1 Monday, th~ 14 h March, 2016 (Brief record of the proceedings of the meeting of the Haryana Vidhan Sabha held on Monday, the 14th March, 2016 from 4.08 P.M. to 6.42 P.M.) I. ADJOURNMENT OF SITTING As soon as the House assembled, Shri Gian Chand Gupta, a member of the Panel of Chairperson, adjourned the I-louse at 4.08 P.M. for 22 Minules under Rule 13(2) of the book of Rules of Procedure and conduct of Business in the Haryana Legislative Assembly. The House then adjourned at 4.08 P.M. and re-assembled at 4.30 P.M. II. SUSPENSION OF MEMBERS/ CONDEMNATION MOTION When the House re-assembled, the Health Minister Shri Anil Vij, raised the issue of behavior and conduct of the members of the Indian National Congress Party and Indian National Lok Dal during the Governor's Address. He further stated that no member shall intern1pt the Governor when he is addressing the House or display any placard, sought any slogans, make any protest or raise any point of order under Rule 17 of the book of Rules of Procedure and conduct of Business in the Haryana Legislative Assembly. Such type of conduct of the members of above said Parties is a contempt of the House and a serious matter. He demanded stem action against the members of the Indian National Congress Party and Indian National Lok Dal. The Parliamentary affairs Minister also supported the views expressed by the Health Minister and thereafter the Parliamentary Affairs Minister moved- That S/Shri Anand Singh Dangi, Bhupindcr Singh Hooda, Smt. Geeta Bhukal, Jagbir Singh Malik, Jai Ti1th, Jaiveer Singh, Karan Singh Dalal, Smt. Kiran Chaoudhry, Kuldeep Shanna, Lalit Nagar, Dr. Raghuvir Singh Kadian, Smt. Shakuntla Khatak, Sri Krishan and Udai Bhan suspended from the service of the House for disrupting the Governor's A<ldrc.:::;::; up to thti tint! of lhe discussions on the Governor's Address and voting on Motion of Thanks. 2 He also moved - That the condemnation motion may be brought against the members of Indian National Lok Dal for disrupting the Governor's Address. The Chief lvlinister seconded the above said motion. The Speaker asked the suspended members to withdraw from the House but they trooped into the well of the House and started raising slogans and even some of the members of Congress Party tore the copies of the Governor's Address. The Speaker directed the Sergent-at-Arms to execute the orders with the aid of Watch and Ward Staff to remove them from the Hou~e. The Sergent-at-Arms with the aid of Watch and Ward Staff removed the suspended members from the House. Shri Naseem Ahamcd and Shri Zakir Hussain, members from the Indian National Lok Dal, spoke on this issue. Shri Kuldeep Bishnoi, a member from the Haryana Janhit Congress (BL), spoke on this matter. The Health Minister also spoke on this matter. The Parliamentary Affairs Minister also spoke on this issue. The Chief Minister also intervened on this issue and clarified the position. The motion was put and carried. III. WALK-OUT After passing the above said condemnation motion, all the Members from the Indian National Lok Dal present in the House and a Member from the Shiromani Akali Dal staged a walk out as a protest against to bring condemnation Motion against them for disrupting the Governor's Address and not to withdrew this condemnation Motion. IV. GOVERi"'JOR'S ADDRESS The Speaker in pursuance of Rule 18 of the Rules of Procedure and Conduct of Business in the Haryana Legislative Assembly, reported that the Governor was pleased to address the Haryana Legislative Assembly today, 3 the I4'h March, 2016 at 2.00 PM, under Article I 76 (I} of the Constitution of India. A copy of the Address was laid 011 the Table of the House. V. OBITUARY REFERENCES The Chief Minister made references to the deaths of the late:- !. Shri Bairam Jakhar, former Speaker Lok Sabha. 2. Shri Pumo Agitok Sangma, former Speaker Lok Sabha. 3. Shri Mufti Mohammad Sayeed, former Chief Minister Jammu and Kashmir. 4. Justice Naresh Kumar Sanghi, Judge of Punjab & Haryana High Court. 5. Shri Roshan Lal Tiwari, fonner Chief Parliamentary Secretary of Haryana. 6. Freedom Fighters ofHaryana. 7. Martyrs of Haryana 8. Victims ofFcbmary, 2016 agitation. 9. Terrorist Attacks. IO.Others. The Chief Minister also added the name of Sh. Mukesh Kumar brother of Sh. Bishambher Singh Balmiki,MLA and spoke for 8 minutes. Slui Jaswinder Singh Sandhu and Shri Panninder Singh Dhull, members from the Indian National Lok Dal spoke for 11 minutes and for a while respectively. Shri Kuldeep Bishnoi, a member from the Ha1yana Janhit Congress (B.L.) spoke for 9 minutes. Shri Jai Parkash an independent member spoke for 5 minutes. The finance Minister spoke for a while. The Chief Minster also intervened and spoke for a while. The Speaker also associated himself with the sentiments expressed in the House and added the name of Smt. Atri Devi mother of Sh. Arjan Singh, Ex-MLA,Chachrouli and spoke for 5 minutes. On the suggestion made by the Leader of the House and ordered by the chair, the names/ address/caste of the diseased during the February, 2016 agitation was not included in the obituary references list. 4 It was decided to send messages of condolence to the bereaved families. The House stood in silence for two minutes as a mark of respect to the memory of the deceased. VJ. REQUEST FOR CALLING BACK THE SUSPENDED MEMBERS During the Obituary references, Shri Jai Parkash, an Independent member and Shri Jaswinder Singh Sandhu, a member from the Indian National Lok Dal and Shri Kuldeep Bisnoi, a member from the Haryana Janhit Congress (B.L.) requested the Speaker that the suspended members be called back in the House so that they could also participate in the proceedings of the House. FIRST REPORT OF THE BUSINESS ADVISORY COMMITTEE The Speaker presented the first Report of the Business Advisory Committee as under:- The Committee met at 11.00 A.Mon Monday, the 14th March, 2016 in the Chamber of the Hon'ble Speaker. "The Committee recommends that unless the Speaker otherwise directs, the Asse1nbly whilst in Session, shall meet on Monday at 2.00 P.M. and adjourn at 6.30 P.M. and on Tuesday, Wednesday, Thursday and Friday will meet at 10.00 A.M. and adjourn at 2.00 P.M. without question being put. On Monday, the 14~' March, 2016 the Assembly shall meet immediately half an hour after the conclusion of the Governor's Address and adjourn after the conclusion of business entered in the List of Business for the day. The Committee also recommends that on Thursday, the 31 st March, 2016, the Assembly shall meet at 10.00 A.M. and adjourn after the conclusion of the Business entered in the List of Business.
