Introduction The meeting of the Project Approval Board for considering the Annual Work Plan and Budget (AWP&B) 2021-22 for SAMAGRA SHIKSHA for the UT of Jammu & Kashmir was held through video conferencing (VC) on 20th April, 2021. The list of participants who attended the meeting is attache d at Annexure-l. Section: I - UT specific initiatives, Review of Performance & Issues 2. Initiatives of the UT Ms.Anita Karwal, Secretary (SE&L) invited Jammu & Kashmir to give a presentation on school education in the UT of J&K. Shri. Arun Manhas, State Project Director (SPD) gave a presentation which included the following major points: a) Introduction of online Portal for Vocational Education (VE): An online portal was also developed for monitoring of implementation of Vocational Education in all the approved schools of J&K and e-inaugurated by Hon'ble Lieutenant Govemor b) Distribution of Learning Outcomes Document: Leaming outcomes document developed by NCERT New Delhi was got printed by Samagra Shiksha, J&K and distributed to all primary school teachers. Leaming Outcomes posters have been pasted in classrooms of Govemment schools from class l't to 8th which serve as a benchmark for the teachers to know the level of leaming outcome to the children. Moreover, 8156 Upper Primary Schools were provided leaming resource kits to build scientific temperament among the children. And 41000 Early Mathematics kits distributed among all primary schools across UT to upgrade numerical skills ofthe children. c) Children with Special Needs (CWSN): Fresh Survey being done in all the districts of J&K for identification of CWSN in the UT. Stipend, Escort and Reader allowance disbursed among 2838 Children with Special Needs (CWSN) through DBT mode. d) Electrification of Government Schools: The Union Territory (UT) of J&K expedited with 930, 5kw Hybrid out of 1418 and 602, lkw Offline out of 809 Solar Power Panels have been successfully installed in the designated schools of JK UT during the year 2020-21. e) Teacher Training: National Initiative for School Heads and Teachers Holistic Advancement (NISHTHA) training was conducted in online mode through DIKSHA portal and all 80600 elementary teachers of J&K were trained in I 8 modules / courses. Moreover, Under Integrated Multidisciplinary professional advancement course for teachers (IMPACT), 34000 Grade II and III teachers (erstwhile RReTs) were imparted one month training course in three phases viz 5 days face to face training in online mode through JKKN, 2l days field work and 4 days assessment and evaluation done by UTRPS and DIET faculty for certification. More than one million days of leaming were covered through this one month online training course. The whole training programme under IMPACT has been documented in the form of E- Book. M 3 f) Seasonal Centres for Migratory Children: Access to schooling facilities for the nomadic population has always remained priority ofthe UT. Seasonal Centres have been provided for the nomadic population during its migration from one place to another in search of green pastures. During the year 2020-21,32544 nomadic migratory children have been provided education facility through 1521 Seasonal centres by engaging 1748 Seasonal Educational Volunteers for the year 2020-21. g) Pubtic Financial Management System (PFMS): All the institutions funded through Samagra Shiksha which includes fwo directorates of School Education, 20 CEO offices, 20 DIETs, 188 Educational Zones and 23112 schools have been registered on PFMS. and the funds are presently being operated through PFMS. h) GIS Mapping: GIS mapping completed in all govemment and private schools. Moreover, a GIS portal (www.gisportaljk.com) was developed and e-inaugurated by Hon'ble Lieutenant Govemor with the objective to have geographical locations of educational institutions, identification of un-served habitations, display different grades of schools within a given radius and to be used as an MIS Tool for viewing infrastructure details, enrolment details, ICT/Smart classroom vocational labs, resource rooms etc. i) Educational Initiatives during Covid-l9: Following initiatives were taken up successfully by the UT of J&K during difficult days of covid-l9 pandemic: * Community classes were conducted in educational zones with poor intemet facility wherein a teacher voluntarily taught the students in the village following all COVID-I9 protocols. This initiative of School Education Department has been appreciated by NITI AAYOG. .!. Radio Classrooms in association with Mirchi 98.7 wherein Live Lectures were broadcasted daily between 2 to 4 PM. * 3659 free tabs were distributed to Students during COVID period for attending online classes. * Tele Classes on DD Kashmir and Local Cable Network were telecasted. * Video Lectures Repository using Jammu Kashmir Knowledge Network are being developed for providing leaming support to children in the absence of normal schooling.
